There was a Total nuclear power plant at the sight; it did produce power for the national grid. In an adjacent facility, not known to Total—or anyone not in the highest echelons of the Radilan Government, a very different type of nuclear "power" was being developed.

Officially, AQ did not exist, neither did his operation, or even the agency he worked for.

AQ was to meet up with several scientists from Belmont, who were sent to aid in the operation. They had arrived a few minutes ago in the discrete parking lot. There was only one door into the facility, an unsuspecting grey metal door with a large black letter E on it.

AQ was leaning against the wall near the door with a cigarette in his mouth.

“Bonjour. Welcome to E. I am the operation director that your superiors would have informed you about.”

Total Nuclear Power Plant,

Achille Babineaux had long been considered one of the leading nuclear scientists of the Francophone kingdom, having worked on the Kingdom's own nuclear program from the 1960s to the early 1990s. For much of that period, he had led the Belmontien efforts to achieve the bomb, something which was done successfully in the mid-1970s. Now those days seemed a long way away. Now, in 2010, he was retired from that project and was the Premier's Advisor on Nuclear Policy. The job was rather mundane, compared to his past occupation, but at-least the pay was respectable and he got to travel often.

While Radilo was a long way away from Belmont, trade and cultural ties were strong between the two countries. In fact, many Radilian luxury brands did immense business from Marseilles and Belmont's other urban centers. The Belmontien military, in the past, had cooperated with its Radilo counterpart and Radilo was slated as being the next place for the next Belmontien military base, although that was still in consideration and was considered a contentious issue by some in the MoD.

Babineaux and his fifteen member strong team had experience in the realm of the atom, in fact they were all the brightest minds of the nuclear program and now, their job was to make sure that Radilo achieved the same success they had in the 1970s. Premier Shahrazad Martinique, for whatever reason, believed that the tiny French country in West Himyar needed the bomb. For her, it was essential for that country's survival.

Dressed in a crisp navy suit, Babineaux moved towards the Radilian man, shaking his hand firmly, "Oui, oui, Monsieur, I was informed about our meeting with you." The other fourteen Belmontien men and women, one by one, introduced themselves to the man. Babineaux looked at the host, "I think its best if we take this where no prying eyes can see... what say you Monsieur?"

AQ nodded, "Follow me please," he said as he led the group into the building.

The lobby was not much, an empty room with concrete walls and a single large elevator door. AQ took out a key and unlocked a small box on one side of the elevator. He pushed his thumb down on a lit pad in the box and the elevator door opened.

He nodded as the group filed into the elevator. Once all were in, the elevator descended about a hundred feet. When it stopped, the doors opened and the elevator was filled with an intense white light. As their eyes were adjusting the group of scientists walked out into the large room.

"Ladies and Gentlemen, welcome to the lab. This underground complex is where the work is being conducted. We know how to make highly enriched uranium, but my superiors believe that expertise should be sought in the final enrichment to produce weapons grade--and to prepare the necessary warheads and delivery systems. Do you have any questions?"

To the Right Hon. Michelle D'Aloise, LH, CEM, lawyers acting on behalf of the Senate Oversight Committee have submitted a lawsuit regarding the E operations in Mielle to the Law Lords of the Monteliman Royal Court for a constitutional review. Should the Law Lords deem the program to be in violation of the Carte National then the program will need to be halted immediately.
