Sirs;

As per the earlier exchange between our governments, I am hereby formally communicating to you the Federal Republic of Telora's intentions with regards to providing aid to the people of Solaren. We have taken advice from you earlier communique on this matter with regards to ports under the control of your respective governments; given the shorter sea route to western Solaren ports, the Central Naval Command has recommended that we aim for these. Therefore, we wish to propose that we use both the larger port of Bargia and the smaller port of San Remo. Our vessels do have the range to reach other ports, but given the state of Solaren, we feel it important to retain enough fuel to refuel and supply at other, neutral ports en route, rather than place additional burdens on the infrastructure.

We also wish to seek advice on the matter of defence of the ships and the supplies they will be carrying. The Teloran Republican Navy possesses only 4 destroyers with sufficient range to reach Solaren; however, we are more than happy to allow your vessels to provide escort duty for our craft. Once landed, we would like to seek reassurances about the security of both the supplies themselves and the Teloran aid and government workers we will despatch to help distribute them. As part of this, we are willing to offer one engineer battalion to assist in the repairing of ports to enable the goods to begin to move out into the countryside much more quickly. We wish to seek the approval of all occupying powers before committing such a formation to the country.

As currently stands, we are expecting to ship some 25,000 tonnes of grain, around 400,000 items of clothing (of a wide variety) and 10,000 4-man tents; though these numbers may rise as donation drives mature and the government considers further aid options. We will consider any advice you may tender on further forms of aid needed to help with reconstruction.

To be clear, my government wishes to reach an understanding on:

  • Which ports we may use to ship aid through, with the consent of the occupying powers
  • Whether we will be allowed to deploy an engineer battalion to assist in reconstruction efforts, or will be limited to non-military personnel
  • What form any additional aid should take

Dear Mr. Volks,

We are very thankful for your offer for help. Indeed, each effort to fight the shortages in Solaren is needed. We are working very hard to make the port of San Remo ready for receiving your ships, as well as providing fuel for the trip back home. We will send a carrier fleet westward so that it can take over the security of your ships as soon as they are out of reach of your navy. Regarding the security of your people and ships inside Eiffellandian Occupied Solaren, the Eiffellandian armed forces will take care of that.
Regarding the engineer batallion, we would be very happy if it could assist us in enlarging the seaport of San Remo. Afterwards, the infrastructure in Solaren suffered a lot from the war efforts. If your engineers could help us with rebuilding roads and railroads, we would be very happy as well.
Could you please also send building materials to us?

The Workers' Republic welcomes any humanitarian aid to alleviate the suffering of the Solaren people. We recommend the use of the Mazara and Panetellaria ports for logistical reasons, but must note that capacities of both ports are not yet reaching pre-war levels.

As Carentania is located centrally in the Long Sea, it has assumed the historical duty of being a regional protective power and has more than enough assets in the region to provide for the safety of Teloran shipments. Teloran vessels are expected to coordinate with Carentanian naval forces in the Long Sea. The Carentanian port in Cazma will be opened as stopping point for Teloran aid shipments, should delays arise due to the limited capabilities of Solaren ports.

While we welcome the willingness of Telora to deploy an engineer battallion, we must insist on a purely civilian nature of any foreign aid and recommend that Eiffelland considers a similiar approach: Teloran engineer units should not be perceived as parts of the occupying forces, to avoid possible complications due to the presence of military units not part of the pacification effort and not legitimated by either peace treaty or interim government. Teloran engineer units are welcome unarmed and in civilian clothing.

We agree with the stance of the Carentanian government that only the nations taking part in the pacification effort in Solaren should deliver military units. Therefore, also we would like to ask that the Teloran engineer units operate in Solaren unarmed and in civilian clothing. We will guarantee the safety of the Teloran units.

After consultation with the Teloran Army, we have agreed that the detailed unit for deployment will not carry their weapons with them, and will not be wearing standard issue army uniforms; we ask, for the ease of identification, that they be allowed to wear arm bands with the Teloran flag on them. The squadron of merchant vessels carrying the troops and the bulk of the supplies will make for the port of San Remo and will offload through lighters carried on board. We thank the Carentanian government for their offer of refuelling ports; though we do not envisage needing them, we ask that the offer remain open in case of an emergency that requires our ships to seek such services.

A second convoy, carrying further food aid and building materials - bricks, timber, cement, scaffolding and so on - will be assembled over the next two weeks. As before, we will seek the agreement of the occupying powers before finalising cargo and destination.

We thank the Teloran people for their generosity. We ourselves don't see any problems if the Teloran engineers wear arm bands with the Teloran flag on them. Indeed, they will make identification as citizens of Telora easier.
