It has come to our attention that major military-industrial enterprises in Franken have responded to Sikandara's request for proposals regarding military procurement. We are contacting your government to communicate our concern over this matter. The government of Sikandara is among the most aggressively reactionary states in the world today. It is engaged in a bloody suppression of political rights, an aggressive war against Yujin and has aligned itself closely with the arch-Mezhists in Sarmatia. Consequently the transfer of advanced weaponry from Franken to Sikandara is of great concern to the Revolutionary Republic. It is the belief of our intelligence experts that whatever is provided to Sikandara will be made available to Sarmatian experts for study, potentially aiding them in the development of weapons that might one-day be turned on the soldiers of the Kyivan Peoples Revolutionary Insurrectionary Army. If the sale of armaments to Sikandara procedes it will severely damage the relations between our states.
Conscious as we are of the commercial necessity that led to this unfortunate state of affairs, the KNRR is willing to consider offsets to Frankish industry to compensate them for the loss of the Sikandaran market. Assuming of course they are receptive to our concerns.
