The Thaumantic Communal Order:

A great thanks and honor must be bestowed upon the Tarusan, Federation, and many such benefactors of the clean up effort responding to the environmental havoc wrought along the coasts of Frescania. Next, these civilian groups and uniformed forces established a reasonable and orderly status quo for the island that has, until this point, gone unquestioned due to its international goodwill and solidarity.

Friends and partners across the world: we have spoken with elders, alderfolk so to speak, from the Frescanian community and wish to relay their willingness to cooperate and host these foreign bodies for the duration of their declared operations with the caveat that tables of time must be erected.

Along the chain of islands known to the Kingdom of Ebria some in Frescania wish to incorporate with this geographically larger group. Others believe that the many decades of special status separate from any other particular nation grants them special independence. It is a communal tradition that democratic elections occur on Easter, a democratic revival, and we have encouraged our contacts on the island of Frescania to organize a special election to settle their status internally.

We will thus, declaring this to the world, invest a diplomatic mission with embassy, ambassador, and protective service to the island of Frescania to support and respond the results of their revival. We call upon all nations to invest observers to this affair, from East Jydksken to the Rheinbund to participate in a people's journey, vision, and determination.

Subject: The Frescanian Affair

The holding of a referendum on an island that is practically uninhabited after the great migration towards nearby Ebria at the height of the conflict between Angliarique and Tianlong. The subsequent deployment of armed soldiers by multiple nations on the island under the guise of maintaining order. These are the prerequisites for a referendum without the requirements to be called "democratic".

We are deeply saddened and disappointed to know that the future of the island of Frescania is in the hands of the tyrants.

Liao Jianhong and the war party from Tianlong have exposed a major issue central to Frescanian elders which we addressed already in our message. Uniformed personnel common to the clean up effort, an effort surely Tianese are aware of, have not yet declared an intended date of exit. Perhaps a guarantee from the great Celestial Republic not to use Frescania and its near seas, again, as a zone for battle would encourage a reverse exodus to Frescania.

Can Tianlong offer this concession between now and the potential Democratic Revival of Frescania come Easter?

The United Kingdom of Ebria, Nuoria and Hamrun has done its utmost to respect international law and be known for it. In this case, we will remind the world that the Frescanian island is Ebrian speaking for it has been concessionated, a century ago, to the international community to create a community to mediate conflicts and bring the nations and peoples of the world together. Its people have always been Ebrian speaking fishermen, but it is true that after decades of international presence, the island was overpopulated and multicultural.

With the recent events, the population of the island have begun taking refuge in Ebria since the Anglians have arrived with their fleet, and then nearly everyone evacuated after the attack. It is from our understanding that the wreckage of the Tianese fleet, especially the carriers are currently blocking the port and thus real shipping to and from the island is done on a limited basis and cannot fully reach pre-crisis levels until the cleanup. We will be acceptive of the idea of a referendum, but only when its people return to the island and if it is understood that as it was before, Frescania will never be again, for the island is too small to sustain itself without international subsidies which came from the European Forum. Now, with the forum defunct, probably the majority of non-Ebrians are returning back to their homes.

The Federation is working around the clock to help clean up the Frescanian harbor and the surrounding area. However now with earthquake damage to contend with our small contingent is being stretched thin. It is the opinion of the Federation that Frescania should return to Ebrian administration as quickly as possible and that foreign troops, including our own should leave and civilian clean up crews remain. Should the Ebrian government ask that Federation marines leave the island, they will but Tarusan spetznaz units should also leave simultaneously. Further efforts to refloat and save Angliarisian ships should end and they should be dismantled and have the fuel remaining pumped out of them.

Easter Day, the Democratic Revival we are supporting with Frescanian Aldermen, is still several months away. These Ebrian speaking "non-Ebrians" are entitled to organize and decide as they see fitting of what the future of this land holds. Our Communal Order previously, before speaking with these Aldermen, supported entrustment with this land to the Ebrian Kingdom itself. Now, with ears well informed, we dare stick out our neck for the cuts, and for the unpopular will of a people determined.

This concept that "Frescania will never be again" is ludicrous and insulting. As non-Ebrians ourselves we wonder what Gallo, absent of Germanian, what ignorance goes into such a statement. Of this we judge you yet forgive a trespass common to all imperial minded cultures who lord over smaller communities.

Regarding the presence of evacuated folk from Frescania: where are they, and are they registered? This issue will indeed be of consequence to observers such as our Order, your Kingdom, and others who check in on this necessary event. If the Ebrian Postal Service has not been crumbled by earthquake then surely refugees can be reached. Only a lack of will and organized determination separates a Revival of Democracy from Frescania and we are well attuned that those who remained on the island that are well prepared to see it through.

Angliarique notes that during the Frescanian Controversy, The Federation of Westernesse, the Rheinbund Kingdom, and the Republic of Tianlong (among others), famously rose to the defense of Frescania's 'sovereignty and independence'. Observing that these events have practically established Frescania as an independent nation, the conclusion that there is pratically no basis for a referendum to be held, cannot be denied.

However the reasons stand, the APG is not against a transparent referendum being held."
