Sua Eccellenza, il Provveditore Generale Giuseppe Davide Constantino, extends warm greetings and joyous salutations to Sua Serenità, Doge Clemente III y Prima Ministra Lacé, though the subject matter is unfortunately one that brings bitterness to the hearts of those who fight against la Cospirazione per lo Sfruttamento Globale.

We speak of the Csgenian Patriotic Council, and more specifically

by Sua Serenità proclaiming the Most Serene Republic's recognition of the aforementioned Council as the legitimate government of Csgenia. While our principles align fully with this foreign policy, and Il Governatore subsequently directed this office to issue diplomatic and travel restrictions accordingly on the Kingdoms of Csgenia & Pojazerná, it has come to our attention from certain circles that this may have been a strategic error in judgement. Credible reports are circulating within Oltremarino intelligence that the cause of Tsar Ivan in the Empire of Tarusa has strengthened as a result of recent developments within the Mondo Libero as they gather in Valls, and while Il Governatore and the people of Oltremare hold no love for or even trust of the cause of King Konstantin and his wife, there is nonetheless an argument to be made in favor of supporting such a reprehensible cause, or at minimum refraining from interference in such, so long as it is a detriment to an even more malicious effort. In this case, that of Tsar Ivan. Il Governatore too has seen discomfort amongst new allies of the Most Serene Republic's recognition of this council, and given how delicate the newfound alliance is in the early stages, great care must be taken to ensure maximum cooperation, coordination, and collaboration.

Therefore, it is with the heaviest of hearts that this office is directed by Il Governatore to quietly petition Sua Serenità and his government to walk back Radillan recognition of the Csgenian Patriotic Council and disavow public support for their cause, which shall allow lo Stato d'Oltremare to follow suit. We issue this petition with the greatest reluctance, grimly aware that it is easy to see such an about-face as a betrayal and even a national embarrassment, but we are comforted by the knowledge that ultimately, the only reason for this action is because the timing for support is incorrect. In the long-term, we desire the complete dismantlement of hegemony that the Mondo Corrotto holds over the world, which includes King Konstantin, a noted agent of la Cospirazione per lo Sfruttamento Globale, and when the time is right we shall petition our liege to once again endorse the Csgenian Patriotic Council with open enthusiasm and support.

We pray that Sua Serenità and his government shall heed our council with grave seriousness, and we await a reply.

We subsequently extend a formal apology to their respective governments for this misunderstanding stemming from miscommunication with our liege. Nonetheless, travel restrictions will remain in effect based on credible reports of military activity in relation to the current Tarusan Civil War.

Sua Maestà, l'Imperatore dei Palmireni Giuseppe Davide Constantino VII, sends warm greetings and salutations to Sua Eccellenza il Doge and his government of the Most Serene Republic of @Radilo as well as his wishes of a very Merry Christmas and subsequent Happy New Year. He regrets that this diplomatic communique cannot be confined to merry holiday wishes, however, given the rapidly declining state of international affairs, specifically those surrounding the @Angliarique Empire and the Republic of @Tianlong and their current state of war that threatens to expand in scope and drag other nations willingly or not into their quarrel.

We agree in principle to the statement by the Radillan Office of the Foreign Minister that there is no ongoing conflict or animosity with the Anglisarians despite their deplorable human rights violations, reckless international antics, and subsequent blundering into crisis. This has not, however, stopped the Treasury Department of @The Federation from announcing sanctions against the company Renualt-Manifattura Tropicale, nor has it stopped the Tianese from officially invoking Article Five of the Central European Treaty Organization statute, officially directed towards the @Rheinbund but doubtless also potentially including the Most Serene Republic itself, of which Oltremarino Palmira is associated with and therefore has a vested interest in regards to foreign affairs.

The office of Sua Eccellenza is already more than familiar with the sentiment of Sua Maestà in regards to any potential international conflict: namely that the Most Serene Republic is vehemently advised against active participation given the horrendous optics and ludicrous circumstances alone that have led to this point, and therefore those sentiments shall not be rehashed here. If the government of Sua Eccellenza is committed to and insistent upon joining the Tianese Republic in open conflict with the Anglisarians, then please be advised that Sua Maestà will subsequently invoke his centuries-old Imperial Privilege as an Associated State of the Most Serene Republic by declaring the official and strict neutrality of L'Impero Occidentale d'Oltremare di Palmira and thereby not taking part in this future conflict.

This is not a declaration that is made lightly by Sua Maestà, and he is aware of the potential implications and consequences of such an action should it be taken, to say nothing of what can only be described as the betrayal of a close friendship, but it is with those implications and consequences in mind that this office is, nonetheless, compelled to advise the government of Sua Eccellenza of this potential diplomatic route should it choose to follow the Tianese into a conflict that is unlikely to bear much fruit.

We pray that our words, though bitter, shall also be seen in the light they are meant to be: those of a deep, personal, and close friend imploring another not to go down a path that can only lead to misery and self-ruin, and while Oltremarino Palmira shall always support the Most Serene Republic to the best of its abilities and is supremely grateful for the protection and shared prosperity afforded to it by its affiliation, but this friendship while strong is not blind, and we will not blindly follow a friend into disaster.

The statement of Sua Eccellenza regarding the current conflict with the @Angliarique Empire is duly noted with some disappointment but also acceptance given the circumstances. After confidentially approaching the Tianese Consular Office in Palmira and passing along the intentions of Tarusa, the Consul has advised this office that it is in Tianlong's private interest to calm relations between it and the Empire. More specifically, the Tianese have expressed a cautious willingness to ease the sanctions currently in place on Tarusan consumer goods, a move this office feels is a concrete and, although small, a dramatic step towards the normalization of relations between the two great powers of the world.

Please be advised Sua Eccellenza, that along with this fantastic news comes a sobering revelation: unprompted, the Tianese Consul stated in no uncertain terms that Uicheon is not prepared at this time to end the current ongoing conflict with the @Angliarique Empire. This office was subsequently compelled to reassure the Consul that this was not, in fact, the primary intention of your diplomatic corps in initiating these discreet talks, which may have satisfied the Tianese Consul enough to propose the easing of sanctions on Tarusan consumer goods.

It is our belief that, although there could be an opportunity in the near future to begin broaching the subject of actively mediating an end to the conflict between the Anglisarians and the Tianese, now is not the time. This office believes, however, that the gesture of good faith in regards to Tianese easing sanctions is an extraordinary step that should be clearly reciprocated in some manner in order to maintain momentum towards the easing of relations. While we would not presume to dictate Tarusan policy towards any nation, least of all its allies, we wonder if there is something the Tarusans can do to discreetly prompt the Anglisarians to be less diplomatically belligerent towards the Tianese in regards to the prisoners currently held by Uicheon, regardless of how justified their rage towards the Dragons of the East may be.
