With the next All-Workers Congress on the horizon, the campaigning season for various proposals has begun. The half-yearly assembly of delegates from throughout the country is the central body of Carentanian democracy and scheduled for late december. Amongst the resolutions seeking support from the delegates this session is a far-reaching general plan for Carentanias economy, brought forward by the current Commissar for Economic Planning. If passed, Carentania would actively approach its allies - the proposal makes specific mention of Vangala - to construct industrial facilities abroad and integrate foreign labor forces into the economic process directly and not through dealing with foreign corporations and thus aiding wage-slavery. The Commissar argues that Carentania needs to outsource the more basic elements of the industrial process to developing countries, so as to integrate them into a growing socialist economy and provide them an avenue of growth and prosperity.

Heavy rain in the southern Haemians has caused several landslides, one of which has threatened a village which was eventually evacuated, forcing its fifty-four inhabitants to probably relocate permanently. While no victims of the rainfall were reported yet, emergency services in the area warned of travelling into the affected areas, saying that the steep hills and cliffs of the Haemians were difficult to tread during such massive rainfall, while even tiny creeks can swell with the autumn rain to become powerful streams well capable of knocking a person of its feet. Hiking into the Crusader Valley National Park was discouraged alltogether and the guides of the National Park have announced that tours of the valley were discontinued until the heavy rainfall has ceased.

As the value of currencies around Europe plummets in wake of the recent wars, Carentania is selling off large amounts of its cash reserves in what analysts have described as "panic". The Workers' Republic is therefore following a trend initiated by many private investors in the capitalist world who, disturbed by the destructive warfare around Europe, have begun ridding themselves of endangered assets, especially of Montelimarian origin. Carentania, not unlike many capitalists, has focussed on secure currencies, with special emphasis on the Jurzani Akhal, as the oil-rich country profits from the increased demand for its strategically valuable ressource, but is itself not endangered by any of its neighbours and not involved in warfare. Other secure currencies include the Cannie Crossmark and the currency of Touzen. Carentania holds considerable amounts of foreign currency in order to conduct trade with monetary economies.​

Carentanias Commissar for Foreign Affairs has expressed its worries over the increasing tensions between Vangala and Yujin. Commissar Mejic noted in a press conference that the posturing of both states, albeit he believes neither Yujin nor Vangala to have interest in escalation, threatens to develope a dynamic of its own that could lead to grave consequences. The Workers' Republic has urged both sides to remain calm and offered its services as a mediator for possible conflicting interests, with Commissar Mejic specifically expressing his belief that Vangala "if Yujin were to approach it with less ideological bias" could develope a healthy and mutually benificial relationship with its neighbour.

With the humanitarian situation in Monetlimar worsening by the day, Carentania has declared its willingness to accept any number of refugees into the Workers' Republic, offering a state sponsored visa for any Montelimarian citizen. The visas, currently valid for a period of three months, allow free access to common services and goods, including food and housing. "Should the situation not have improved by then," the Commissariate for Foreign Affairs states in a press release, "we will have to consider expanding the duration of the visa or find alternative solutions." Carentanias ambassadors to Montelimarian neighbourstates have also offered to organize flights freee of charge to bring refugees to safety in the Workers' Republic.

Wieser military posturing ignites fear of a possible reignition of fighting in Montelimar. Revolutionary Army analysts hinted to the possibility of a Wieser led counter-offensive against thus far succesful Engellexic forces in the central European country, "possibly to reinforce Wieser claims to regional hegemony". According to political scientists of the Ivan Sorokin Institute, Wieses political caste may seek to outmanouver Frankener diplomacy and policies - Franken was often termed the 'Grey Eminence' of the EDF due to its behind the curtain approach to power politics - with a more direct and blunt application of force. Carentania meanwhile has called for lasting peace in central Europe and denounced the continue fighting between the imperialist blocs, noting that it makes "little difference whether Engellex or Franken or Wiese serve as the overlords of Montelimar", but that "continued warfare has the potential to devastate millions of lifes".​

The Solaren National Congress announced its appointment of an interim gouvernor to Iscla in a press conference today. Alano Morello, a 49 year old former carpenter, spent the last year imprisoned on Ustica before being liberated by Carentanian forces. His membership in a Solaren civil rights group had led to his incarceration and subsequent torturing on the Solaren prison island, before leading a group of liberated prisoners into battle against the prison guards alongside Carentanian marines. Morello is considered a reasonable choice by the SNC, as his involvement with oppositional groups concerning themselves with civil rights will allow him to oversee the reversal of evacuation policies on Iscla. Worries about his health as consequence of torture and imprisonment were rejected by the SNC, which commented that "Morello has recovered nicely from his time on Ustica."

Forceful deportation of Montelimarian refugees in Potenza has caused protests by the Workers' Republic, which considers the use of militaries against refugees inhumane. Carentanias Commissariate for Foreign Affairs sent a protest note to the Potenzan ambassador, reminding the country of its responsibility to aid attempts to solve such a humanitarian crisis in its neighbourhood, rather than "isolate itself" and "push the problems onto its neighbours, at the expense of the refugees themselves." A number of Carentanian human rights and aid organizations, including the Workers' Watch, have warned that such behaviour could set an example for regional powers to militarize their borders and deny aid to refugees. Actions like those of Potenza, the Workers' Watch claims, will undoubtedly lead to the death of countless of refugees.

In light of the Altaic assault on the Engellexic colony of Zadar-Istria and the increased tensions between the Talemantine Empire and its aggressive nationalist neighbour state, Carentanian security forces have begun a partial mobilization of forces along the eastern coast and in Sisak. Especially members of air force brigades were called to duty, as the Workers' Republic grows worried about the consequences of a further escalation of global warfare. Ships of the Revolutionary Navy, already operating in the Long Sea to aid the intervention in Solaren, have partially been redeployed to secure waterways along Carentanias coast and to the east. Commissar for Foreign Affairs Dusan Mejic has condemned the EDF decision to incite Altaic violence against Engellex to aid their own war efforts, saying that this "unneeded expansion of the conflict by fueling the ambitions of a reactionary regime" now threatens to ignite conflict in Himyar.​

The Grand Duchy has not "used her military against refugees." The Folgore were mobilized to assist local Carabinieri units in their duty of law enforcement and maintaining order, which was being hampered by the increasing numbers of refugees. They were not ordered to shoot refugees, to place them into camps, or anything similar - they were simply ordered to restore order to the way it was before the refugee crisis erupted.

In like manner, any humanitarian crisis beyond our borders is not our immediate responsibility by default. We are not involved in this war, and hence what crisis that may erupt from it is not our problem. We are maintaining his royal majesty's policy of Neustrema in assuring our complete neutrality in this conflict. If any nation attempts to use their military for purposes other than the immediate context of which we have used ours, that is likewise not our dilemma.

The Carentanian Commissariate for Foreign Affairs, in cooperation with the Assembly of Workers' Organizations, announced its intention to launch a quick aid and developement programme for Solaren, starting with Capraria, which is fully liberated and deemed relatively safe from Urbanite attacks and partisans. Focused around the donation of machinery, vehicles and infrastructure equipment, the programme is supposed to raise production levels of the Solaren economy to approach self-sufficiency and lessen the need for direct foreign aid. Amongst the shipments to Capraria, there will be thirty-five new tractors and assorted agricultural equipment for newly formed cooperatives, seven fully equipped ambulance cars for Caprarian emergency services, fifteen trucks for logistics, one Carentanian trawler, used but renovated, as well as an industrial wheat mill including a packaging unit.

Carentania officially condemned the Talemantine intervention in the war between Gorno-Altai and Engellex, stating that it must be seen as an "opportunistic act of imperialism, not unlike Gorno-Altais own participation in the conflict between Engellex and the EDF". However, the Commissar for Foreign Affairs also noted that the initial blame for this situation must be laid onto Engellex and the EDF, who have, in their conflict of imperial interests and ambitions, shamelessly and irresponsibly expanded the conflict into Himyar. "Franken must be blamed for fueling the ambitions of the young nationalistic government in Gorno-Altai", the Commissar noted, "while Gorno-Altai must be blamed for its blatant attempt at territorial expansion and the Talemantines must be blamed for abusing this opportunity to attempt a restoration of their decaying Empire of acient times." The Workers' Republic stated its intention to take actions to bring peace back to Himyar, but has not yet clarified what kind of actions it is considering.

The Commissariate for Economic Planning released a press statement, adressing the economic impact of warfare around Europe on the Carentanian economy, stating that it is currently giving the export of goods a short-term boost, but may seriously harm the Workers' Republic in the long run. As reason for the increased exports of Carentanian goods were named the relative weakness of competition, especially those nations directly involved in war on their own territory or bordering such warfaring states, as well as the fear of massive inflationary tendencies within the monetary sphere driving people to spend their money now rather than later. This is just a short trend, the Commissariate emphasized, and will turn into a reverse trend of a global drop in consumption in general, policies of economic protectionism in several nations, and the devaluation of currencies to the point that Carentanian goods become less competitive, if warfare continues.​

Following the heavy assaults by Solaren Partisans on Carentanian forces during Revolution Day, Carentanian High Command announced that the situation has by now been resolved and the forces of Pope Urban are once again defeated on Capraria. While the Workers' Republic mourns the deathtoll inflicted upon it on its most important holiday, the people of Ustica still recover from a deadly chemical weapons strike that occured on the same day. According to the Revolutionary Army, the attack on Ustica was probably the one which intelligence suggested to occur on Iscla, "a regrettable misinformation that has cost many good people, Carentanian and Solaren, dearly," a spokesperson noted. It is believed that the time between the heavy initial usage of chemical weapons by Solaren and its relatively confined use now may be due to production capacity limits for the Urban regime.

Carentanias Commissar for Foreign Affairs has called for a "joint Himyari response" to the Talemantine attack upon Gorno-Altai, inviting all regional powers to coordinate efforts at solving the current crisis. Commissar Mejic has publically denounced all involved parties, stating that the Talemantines seek "nothing short of territorial expansion", while denouncing Gorno-Altai for its ill-advised campaign against Zadar-Istria, a Engellexic colony, as well as condemning the EDF for inciting violence in Himyar to distract its enemy with a front outside of Gallia. "This was an irresponsible escalation and expansion of the war," Mejic stated and expressed Carentanias will to involve itself into a peaceful settlement of the conflict.

A group of three Mezhists entered the country today, attacking a Revolutionary Army soldier in the city of Sisak with knifes. The soldier, who was on leave and unarmed, but recognizable as soldier due to his uniform, was lightly injured when he managed to back off in time as the three men shouted anti-communist slurs and assaulted him without warning in a local café. Unable to pursue the fleeing soldier, the Mezhists backed off and ran away, witnesses report, but could not be traced down. An investigation commission has been tasked with tracking down the Mezhists, while the soldier is recovering from the assault.​

Sources within the Commissariate for Foreign Affairs have described Commissar Mejic as becoming "increasingly impatient" with the Himyari nations of Gorno-Altai and the Talemantine Empire. The two warfaring states have not managed to agree on a peaceful settlement of the conflict yet and, quite to the contrary, published contradicting statements about what the Talemantines demanded during the direct negotiations. "Experience with the Talemantines", the Commissar later noted in a press conference "especially in the Jurzan, make us wary of the Talemantine motives, which we believe to be of utterly expansionist nature." He reinforced his demands for both the Talemantines and the Altaic governments to agree to a ceasefire and attend talks negotiated by Himyari powers, to avoid the interference of war propaganda during the discussions. Meanwhile, Carentanian forces along the eastern shore are reported to have started patrols across the Talemantine coastal zone and well into the battle area, possibly gathering intelligence about the presence of belligerent forces in the area.

A bomb threat in the airport of Rijeka forced a complete shutdown of Terminal 1 for nearly two hours. An unattended piece of luggage had been noticed by security staff in a highly frequented section of the airport. Following standard protocol and not taking any risks, the terminal was evacuated and bomb-specialists from the Commissariate for Inner Security were called on the scene. Investigating the luggage, they found the bag to be filled solely with bricks. Whether it was merely a sick joke, playing with the fears of people from Mezhist or Solaren terrorism, or whether it was a criminal act intended to cause panic and interrupt daily life, remains unclear. Airport officials have already called upon possible witnesses to deliver any information they may have about the man leaving the bag in the terminal.​

Vangalan moderated talks between Carentania, the Solaren National Congress and the EDF report a breakthrough. According to the Commissariate for Foreign Affairs, all parties involved have managed to clear up misunderstandings and solve conflicts over the future of Solaren. "We can now focus our forces together to end the rule of Pope Urban," Commissar Mejic reported. The compromise worked out by Vangala will maintain the integrity of the Solaren state and protect it from falling under foreign influences, while also preventing a return of fundamentalism to the country at the shores of the Long Sea. Furthermore, fears of the EDF over the freedom of the Long Sea were adressed and Carentania clarified that it had no intention to violate current standards of international naval traffic. Meanwhile, the Workers' Republic has publically thanked Vangala for its efforts at mediating a compromise.

Putting forward a motion for the next All-Workers Congress, a group of Carentanian economists call upon the Workers' Republic to assume "global economic responsibility" in the wake of global warfare and the threat it poses to the supply of vital goods, such as food. Carentanias involvement in the global economy, the scientists argue, has thusfar only been that of a seperate entity that exports and imports and, to a lesser scale, handles foreign currencies. But, according to the economists, Carentanian socialism has proven to be "a bulwark of stability in an otherwise chaotic era," producing nearly unaffected by fear-driven speculations on the global food market. However, Carentanias food production capabilities are limited and Haemia densely populated. The motion of the economists proposes to seek contracts with foreign companies about the usage of land for the purpose of constructing agricultural collectives on the land, little "enclaves of Socialism" abroad, which will provide steady supplies of food even when the market economies face trouble due to their inherently unstable system.

Mezhists who attacked a Carentanian soldier in Sisak little over a week ago have probably fled to Uusimaa, the Investigation Commission tasked with the case reports. "The destination is unlikely," the Commission explained their findings, "but linked to connections the group had. We suspect them to be hiding amongst the Carentanian expatriate community within Uusimaa, perhaps plotting their next attack." The soldier, who was injured during the attack but managed to flee, is reportedly well on his way to recovery. Meanwhile, the Commissariate for Foreign Affairs expressed its hope that the state of Uusimaa may put aside its "anticommunist rhetorics" for a short moment and cooperate with the Workers' Republic on this issue, in order to bring the Mezhist terrorists to justice.​

Following the success of Radio Panetelleria as first free Solaren radio programme, broadcasting a message of freedom to the Solaren people, the Solaren National Congress has begun to organize the construction of a second radio broadcaster. Supported by the Workers' Republic in this endeavour, the radio station is to be located on the island of Ustica and its programme to target most of western Solaren. Plans foresee the appointment of a director through the Solaren National Congress within the next days, while operating on a slightly adjusted version of the broadcasting contract for Radio Panetelleria. This will make the radio a largely informational channel, accompanied by modern popular music. Reports from Capraria indicate that Radio Panetelleria has become an integral part in the mission to liberate the Solaren people and open the country to the world, mostly through allowing the general Solaren populace to access information as well as through exposing the Solaren people to modern music, shunned by the regime of Pope Urban as "satanic".

Concerns about a continued war in Montelimar grow, as participants in the war seem less and less willing to compromise. Carentanian anti-war activists, led by the influental Union of Communist Workers, have denounced the imperialist warfare in Gallia, stating that it marks "the beginning of a period of capitalist decline" whereas the capitalist nations "faced with the impossibility to expand their markets, may it be externally or internally" beging to "cannibalize each other in order to preserve profit." The UCW has repeated its call to the workers of Europe to not allow bourgeoise regimes to solve the problems of a failed economic system by sacrificing the lifes of millions. Calling for global "days of insurrection", the UCW asks Communist groups and workers in general to join together in mass action against the war to force their respective governments to peace.

To punish the Talemantine Empire for its continued refusal to join a ceasefire with its enemies from Altai, Carentania announced its intention to sell off all remaining cash reserves of Talemantine currency it still holds for foreign trade purposes. "The cash reserves are our primary tool of participating in the global capitalist economy and influencing it for political purposes," Commissar Dusan Mejic explained. "It's only consequential to use this tool, even if it will put us slightly behind as well, to promote peace in Himyar." According to sources within the Commissariate for Foreign Affairs, the Workers' Republic is speculating on other nations which oppose the Talemantine war to enact similiar economic sanctions in order to create a domino effect for the Talemantine economy.​

According to its annual report, the Commissariate for Inner Security expects a drastic decline in Mezhist terrorism over the course of the next months. The fall of the apartheid regime in Akhaltsikhe and the subsequent reintegration of the Vrbas Kraj into Carentania have seriously undermined the strategic positioning of Mezhist groups in Carentanias direct neighbourhood. Neither Jurzan nor Hajr, the Commissariate claims, provide a sufficient retreat for Mezhist militants, meaning that they will likely retreat to more distant European countries from which it will be many times harder to organize attacks upon the Workers' Republic. However, the report also warns that this could reinforce Mezhist inspired ultranationalist governments in other slavic nations, such as lesser Sarmatia, as they will experience an influx of dedicated Mezhist radicals that will be more than willing to act as an extended arm of the panslavic, Mezhist cause.

A committee appointed by the SNC will review applications for the positions in the new police force, ensuring that Urban loyalists are kept out of the police force. However, the decision to form a police institution was criticised by Carentania, which has no police force of its own and has a historic skepticism towards such an institution. The Workers' Republic, albeit accepting that the SNC has every right to make an independent decision, recommended its own model of mutual support and minimal laws as an alternative to a centralized monopoly on force. The SNC said it intends to invite Nicosian and Vangalan police officers for the training programm, while intentionally excluding Eiffelländer officers "as the methods of the Eiffelländer police do not represent what we seek for the future of Solaren."

Additional naval forces at Carentanias eastern shores, alongside the further mobilization of aerial assets in the area indicate that the Workers' Republic may be willing to reaffirm its stance towards the warfare between Talemantros and Altai. "The demand for an immediate ceasefire still stands," the Commissariate for Foreign Affairs explained, while refusing to comment on a possible Carentanian intervention other than noting that "The next All-Workers Congress is approaching," probably meaning that it will be left up to the Congress to decide the future stance. Reports indicate that Carentania may be in contact with several governments to coordinate a joint effort at stoppint the war in Himyar, but it is not certain, which governments have responded towards Carentanias efforts.​

Well-trained Carabinieri, under the Ministry of Law Enforcement, are available to be sent to our southeastern neighbors to assist in the program. We would be willing to work alongside Nicosian and Vangalan trainers to achieve the same goal.

The Commissariate for Economic Planning has released an updated economic projection, warning that global recession and the war against Solaren will slow down economic growth in Carentania and force the Workers' Republic. Carentanian exports, profiting from the weakness of foreign competitors and, due to the unique economic system in Carentania, not coming under pressure from private investors holding back capital as happens in the rest of the world, have kept the Workers' Republic afloat, but the weakening purchasing power of people throughout Europe is taking its toll on Carentania now as the instability of the Long Sea does. The Commissariate has announced it will take necessary steps to maintain stable growth in face of the dire global situation, but will refrain from broader reforms or more drastic steps until the next All-Workers Congress has voiced its opinion.

With a wave of condemnations coming over Cantignia following its implemention of a racist segregation policy, Carentania reaffirmed its will to implement sanctions against the government in Vesper, calling upon other European states to join the Workers' Republic in its attempts to defend human rights in Cantignia. In a first step, the Office for Trade announced its sale of Cantignian currency reserves its holding for the purpose of foreign trade. Carentania maintains reserves of different European currencies for the purpose of paying imports to its non-trade economy, but has in the past repeatedly used it for political purposes. However, the sale of Cantignian currency by Carentania is also a step to ensure the continued stability of its economy during the war against Solaren and will likely be converted into currencies from countries which provides important ressources and goods for the war effort.

A clash between Catholic and Solaren christians has left three injured in the city of Jablanica. Both groups, celebrating a traditional christmas market, accuse each other of inciting the violence, with the Catholic group insisting that the Solaren christians tried to drive them off the popular festivity, while the Solaren christians insist that this is an incident of anti-Solaren violence. The Solaren christian community in Jablanica has denounced Pope Urban and adopted the interpretation that his papacy has been illegally seized through violent means. It is, however, also known for its orthodoxy and has been termed fundamentalist by analysts in the past.​

The Jewish Labour Association, representing about 80.000 jewish workers in Carentania, has released a press statement in which it supports jewish settlement plans in Seora. According to the JLA, communities such as those in Seora are desperately needed as safehavens from antisemitism that still is rampant in large parts of Europe, where it absorbs the sentiments of the economically disadvantaged and turns them against jews, rather than towards emancipation, providing them with a cheap explanation for what are actually complex socio-economic processes. However, the JLA stressed, that such destinations for jewish refugees from around Europe in Seora can only be a temporary step towards the establishment of a jewish homeland. Within the next months the JLA wants to organize travels to Seora to allow interested visitors to see the settlements with their own eyes and engage in cultural exchange with the jewish community there.

According to a report of the Revolutionary Army, thousands of pistols, rifles and even anti-tank weapons have disappeared from Solaren military stockpiles as the forces of Pope Urban are on the retreat in southern Solaren. Ten-thousands, perhaps even hundred thousands of weapons are unaccounted for, according to soldiers on the frontline analyzing the paperwork of captured bases and holdouts of the enemy. Large amounts have probably found their way into the hands of partisan forces, the military speculates, but a considerable share may be distributed through illegal channels throughout central Europe and reach the hands of crime cartels or militant political movements. It is expected that this sudden flow of cheap weapons across the region may destabilize countries neighbouring Solaren for years to come and Carentania has promised to do whatever it can to stop the blackmarket trade with these weapons.

Emergency Services of the Workers' Watch in Cazma will be the first to implement a system of telemedicine in ambulances, Commissariate for Health announces. The system that has long been anticipated, will be tested thoroughly within the city of Cazma before being implemented on a national level. Telemedicine will allow paramedics to consult physicians in a hospital while haven't even left the scene of an emergency. It will automatically transmit all relevant medical data to the hospital of their chosing and prepare staff there for the new patient. It also allows to gain specialists advice for complicated cases within mere minutes, minimizing the amount of errors that emergency personnel may do due to inexperience with specific, rare cases. "As with every new system, we will initially encounter flaws and it will require some troubleshooting before reaching full operationality," the Commissar for Health explained. "Therefore, the system will be tested on city level first, beginning January 2012, before being implemented throughout the Workers' Republic in 2013."​
