The State Defence Council took an unprecedented step today, authorizing the Stavka of the KPA to release details of the forces it plans to deploy to Altai and Talemantros. According to a SDC spokesman the decision was made in the interest of maintaining regional consonance and to reinforce the legitimacy of the KPA's presence in Inner Himyar. In the representatives words: "The deployment of military forces to Himyar is a purely defensive measure undertaken in consonance with the sovereign governments of Talemantros and Altai. Because the KPA is a force for peace and order we have nothing to hide."

According to details released by the Stavka the KPA's deployments will include:

Altai
- Construction of a new HQ for the Sindh Fleet, including hardened submarine pens. Negotiations are reportedly under way with the Munwha-Busan Corporation to contract construction of some parts of the facility.
- Stationing of an Air Defense Corps in-country to "dramatically enhance the air and space defensive capabilities of Altai and provide protection for Rus and Altaic assets in country."
- Formation of a new Air Base, including long range maritime patrol aircraft, to extend the KPA's operations in the Sindh Bay.
- Basing of at least one Naval Infantry Brigade to enhance the KPA's crisis response capabilities in the Sindh Bay.
- Basing of two Zhandermiya Mobile Brigades to provide protection for RusPetrol's operation in Altai.
- Construction of a naval intelligence station, which will provide enhanced marine intelligence information for Kyiv, Altai and Talemantros.

Talemantros
- Permanent basing of the 3rd Airborne Division to form the backbone of the KPA's crisis response capability in Himyar.
- Formation of a new Front to strengthen Talemantros's turbulent western border.
- Formation of a new Airbase to support KPA airborne and ground units and strengthen Talemantros's aerospace defense.
- Establishment of a new Academy to provide joint instruction of Kyivan, Talemantine and Altaic officers.
- Establishment of a new permanent HQ for the Himyar Theater of Military Operations.

One in place the Stavka believes the new infrastructure and deployments will enable the the KPA to operate "seamlessly" on both sides of the Bay of Sindh and extend it's security umbrella across the region.

State Defense Council announces creation of the 21st Directorate of the Stavka of the Kyivan People's Army - Central Economic Rationalization Directorate. Yevheniy P. Shwetz, formerly the Senior Petroleum Engineer at SOE RusPetrol, has reportedly been commissioned as General-Inzhener by order of the First Marshal to command the new directorate. The Directorate is currently preparing for a major announcement but the SDC has revealed that the First Marshal personally ordered it's creation "to eliminate the dissonance between the structure of the economy and the character of the nation through a disciplined reordering of productive material".
KPA forges ahead with deployment of forces in Himyar reporting key airborne and air defence units are nearly in place in Talemantros, operating for the time from leased facilities. The Stavka of the KPA has granted the deployment of air mobile assets to Talemantros top priority in KPR air space; causing some minor delays for commercial air traffic.

During a on-the-spot guidance tour of the 776th Anti-Aircraft Missile Brigade, currently preparing for deployment to Talemantros, the First Marshal was asked by a faithful Soldat about what the SDC would do about the growing persecution of Orthodox believers in Jurzan. Thinking for a moment, he responded: "The situation of Orthodox believers in Jurzan has become intolerable to the KPR. Imposition of the Jizyah is the mohammedan's first step towards the total annihilation of the faithful, something we will never allow to occur. If the so-called Partnership for Peace wishes to preserve the peace between states in Himyar they will take whatever steps necessary to set their ally on the correct path."

The First Marshals response - the clearest statement on KPR policy towards Jurzan to date - was widely interpreted as threatening war, prompting Stavka's External Affairs Directorate to release a statement shortly after the First Marshal's declaration aired: "The KPA considers the protection of Orthodox believers in Jurzan to be a red line... the KPR is the protector of all Orthodox faithful in Europa and if the government of Jurzan will not protect them from mohammedan oppression the Kyivan People's Army will. Kyiv demands the governments of the self-proclaimed partnership for peace do whatever is in their power to resolve this intolerable state of affairs. If it is not the peace in Himyar cannot hold; this if the First Marshal's will."

We can assure Kyiv that the Republic, together with the rest of the Partnership, is working towards solving any mishandling by Jurzani authorities. Frescania will push for freedom of religion and tolerance throughout the member states of the Partnership. We also welcome Kyivian peaceful cooperation in solving any problems. The Republic, however, will not tolerate any attempts by Kyiv to bully Jurzan or any other member of the Partnership. Himyar wants peace and stability, not imperialism.

We of the Jurzani Government would like to cite the passage of the Akhaltsikhe Exemption Act:

"The Akhaltsikhe Exemption Act is an act designed to help address the Akhaltsikhe Issue. The Act declares that Akhaltsikhe’s Government must recognize Islam as the Official Religion, however it is able to declare another Official Religion or not at its choosing. The Law also states that any hindrance on religious worship throughout the nation will be treated as a criminal act, whether it is against Muslims or non-Muslims. The act also declares that Akhaltsikhe cannot exempt itself from national laws on the basis of religious grounds. It can petition for exemption, which needs to be approved by the General Assembly."

The purpose behind this act was to stop oppression of the minority by will of the majority. It is important to know that the Islamic Republic Amendment was passed by an overwhelming majority of the nation and as a republic, we must adhere to the will of the people. Again, we understand that the will of the majority is not strong enough to oppress the rights of the majority. This Act reinforces the existence of freedom of religion in the Jurzani Nation. Under no circumstances can a person be discriminated against based solely on their religious beliefs, this is the policy of the Jurzani Government and our law enforcement will follow in suit. We also find it important to note that when Akhaltsikhe burned down Islamic Temples and holy areas, there was no cry against oppression from the minority onto the majority.

The Jizya and Zakat Taxes are nothing more than income taxes with a special name. The Jurzani Government established these two taxes as a way to guarantee that charity funds are created in order to uplift all people regardless of faith. In fact, a good deal of the tax revenue is going to displaced orthodox residences from the war. To not install the Jizya Tax means that a certain sect of the population is exempt from taxes solely on religious belief...this is also discrimination. The Jurzani Government is keeping open records of the Jizya and Zakat Tax expenditures, all of the money is going to relief efforts and charity organizations, none of it is supplementing the budget of the Jurzani Government. If Kyiv would like to see the expense report, they need simply ask. Also interesting to note is that the Akhaltsikhi Government has the right to request exemption from the Jizya Tax, and as of date they have not.

We are taking all legal measures to ensure equality in this nation. We proclaim openly that we are an Islamic Nation, but we preserve and protect the rights of all people to freely worship as they see fit. We cannot control the actions of our individual people, however, if discrimination is to exist, the perpetrators will be prosecuted to the fullest extent of the law. We will take whatever measures necessary to ensure that discrimination never occurs on the National or local levels.

We would now like the Kyvian Government to point out specific examples, other than the Jizya Tax for which we have addressed, that discrimination has occurred in the Jurzani Republic. Perhaps open communication will work more effectively then war. We happily and anxiously await the reply of the Kyivian Government where they point out these specific examples of discrimination for us. Once they have been revealed, the Jurzani Government will take even more actions then it already has to ensure domestic tranquility. Again, we firmly restate that the Jurzan is a religious nation run by a government that follows the tenets of Islam, this will not change. Even so, we will never discontinue working to ensure religious freedom.

The Stavka of the KPA announced today the KPR is abandoning it's previous efforts at bilateral negotiations with Zamosca, Talemantros and Altai and now advocates a multilateral approach. "The KPR has worked tirelessly to maintain the fragile peace between Altai, Talemantros and Zamosca but it is now undeniable that our efforts have failed, as have similar bilateral efforts by foreign powers. If another disastrous war is to be prevented the international powers must speak in consonance and we must construct the framework of a sustainable and enduring peace. Kyiv calls on the leaders of the Talemantine Empire, Zamosca, Altai, Frescania and the members of the Himyari Partnership for Peace, Engellex, Catignia, Danmark, Zalonarus and all other concerned parties to set aside their differences and come together to resolve this crisis permanently."

According to informed sources many within the Stavka were concerned that if the KPR were to call for an international summit it would be an unacceptable loss of face. They were swayed however at the eleventh hour by the First Marshal's forceful insistence that a new war in Zamosca would result in an intolerable level of bloodshed and that as a friend of Altai and Talemantros it was Kyiv's duty to defend the peace, whatever the cost.

His Majesty's Government stands by our continued statements that Altaic compliance with the Treaty of Talemaniki is and shall remain a precondition for any Talemantine participation in any possible solution to the present crisis over Zamosca. Once this condition is met His Majesty's Government, as we have repeatedly stated to no avail, would sit down to renegotiate the aspects of the Treaty of Talemaniki concerning the Altaic border with Zasmoca.

We agree with the STAVKA of the KPA that another war between Talemantros and Altai will not solve the problems between those countries. An international summit on this matter is indeed needed, and maybe even urgently needed. We repeat our call upon the Talemantine government to honour extraordinary circumstances with regards to the Treaty of Talemaniki. We offer our help to solve any problems arising in Zamosca due to the closure of the borders, so that the reason for closing the border can be discussed in a more relaxed way and even be solved. And finally, we offer to host the international summit proposed by the STAVKA.
