RusExport targets Francia Arms Market

Joint Stock Company RusExport unveiled it's new export strategy in a conference call with investors, laying it's plans to "agressively" target the markets in the EDF and Engellex. According to the companies analysts there is a huge bow wave of procurement contracts from both EDF countries and Engellex as these countries seek to replace depleted stocks of munitions and spare parts and replace destroyed assets and RusExport believes it is well placed to secure major orders from both parties. Kyiv remains a neutral party in conflict with cordial ties to the EDF and Engellex and the Kyivan arms industry has an unmatched ability to deliver on high-volume orders in the full range of defense products.

RusExport highlighted what it has identified as major emerging export opportunities:
- Dumb munitions: Bullets, shells, aerial bombs and everything in between have been expended in enormous quantities by all sides in the conflict. Kyiv has the technical capability to manufacture these munitions to both EDF and Engellic standards. Pilot production of small and large caliber munitions in EDF calibers has reportedly already commenced while munitions in Engellic calibers are in testing.
- Smart munitions: A tougher market as Kyivan munitions are different designs than those used in Francia, but RusExport confirms Kyivan designers are hard at work to bridge the gap. Products which RusExport believes will be highly attractive to foreign militaries as they rebuild include a new version of the proven Arbalest beamriding ATGM with an unmatched effective range of 8km and the high performance RA-99 ramjet powered medium range air-to-air missile.
- Frankish Navy: "The biggest naval buildup in decades", RusExport revealed Kyiv was aiming squarely for Franken with the first ever proposed foreign sale of the navies state-of-the-art Rurik class submarine. The Rurik's unmatched combination of stealth, endurance and weapons (including long range cruise missiles) would be a major boost to Frankens blue-water navy says the company.
- Engellic Fighters: Noting the "Extraordinary performance" of Engellexes airforce in the war RusExport says it will be marketing a version of the renowned T-84 multirole fighter described as the most capable ever offered to a foreign nation. The twin-engine T-84 is a "natural complement" to Engellexes fleet of single engine F-16's and it's high powered radar, advanced ESM suite, large payload and long range would expand the reach of Engellic air power.

RusExport says it is confident Kyiv is able to compete with other major neutral powers that could potentially compete for contracts. Wiese it says is a first-rate provider of land systems such as tanks and artillery and benefits from close ties to the EDF but lacks experience with sophisticated air systems, has no appreciable naval industry and does not offer competitive smart weapons. Breotonia was singled out as another possible major competitor having stayed out of the war, it's industry being described as a world class provider of high tech systems and naval weapons but lacking the infrastructure for high-volume production and highly uncompetitive on cost. RusExport stressed these countries were not seen simply as potential competitors though, it sees strong potential for possible cooperation with Wieser firms in the production of large-caliber munitions and armoured vehicles and with Breotonian firms for high-tech systems.

Catigny was noted as another possible area for industrial cooperation, owing to it's close ties to Engellex it's firms were well placed to bid on Engellic contracts but did not have the capacity to meet anticipated high-volume orders. RusExport argues that if Canny firms innate knowledge of Engellic market could be matched with Kyiv's industrial capacity and military engineering know-how it would be "hugely beneficial" for all parties. The possibility of establishing branch plants in Catigny for production of some products targeted at Engellex was even floated.

The wars in Montelimar and Solaren may have been the biggest catastrophe to hit Francia in decades, but to RusExport it could easily become the biggest payday in decades.

The vote of condemnation from the Kyivan military's puppet legislature over the deployment of Vangalan peacekeepers to Altai has been dismissed by the People's Republic of Vangala for its gross hypocrisy, with Kyiv proposing the construction of a military base in the Talemantine Empire, which would further endanger regional peace. In contrast, Vangalan peacekeeping initiatives have been accepted by both Altai and Talemantros and offer a safe haven for civilians, who have often been needlessly targetted.

RusPetrol inks landmark oil deal in Altai

State Unitary Enterprise RusPetrol has announced it has reached a deal with the government of Altai granting it exclusive extraction rights to oilfields totaling 36 billion barrels. In return RusPetrol has promised a "massive" investment in Altai's neglected production infrastructure including pipelines, a new export terminal and a massive new refinery. Under the terms of the deal RusPetrol has promised to boost production in Altai by no less than 500,000 barrels annually, though the company concedes this will take some time in light of the poor condition of Altai's oil infrastructure.

The deal is a coup for the oil giant, which already controls 206 billion barrels worth of proved reserves in Kyiv and Talemantros and produces over 11 million barrels a day, and puts it second to only the Hajiri monopoly in total reserves. The most bullish company projections indicate production from it's Altai operation could eventually exceed 1 million barrels, though this would require a massive expansion of the countries infrastructure beyond even what is currently planned.

Indeed it is infrastructure is considered to be the biggest hangup of the deal, RusPetrol will need to expand almost every part of Altai's oil industry to reach it's 500,000 barrel target. Central to the expansion will be a new mega-refinery with a capacity of over 500,000 barrels that will be able to handle all of it's planned production in-country. That refinery still only exists on paper though and until it is operational RusPetrol says it will be contracting refineries in Talemantros to process the Altai crude. Even that will require extensive renovation of Altai's existing pipelines and terminals, something which RusPetrol insists can be accomplished in short order.

It is the sheer scale of the deal that has caused analysts to doubt it's near and even midterm profitability. But other analysts, and RusPetrol, counter that over the longer term the deal could easily turn a huge profit even accounting for the enormous up-front costs. It is all but certain though that the deal was backed by the Tsentralna Rada and that government credit will be forthcoming to help cover the costs of establishing production in Altai which will shield the company from the premium rates it would have to have paid to finance such a large, high risk project with private investment. RusPetrol for it's part insists it has the proven ability to deliver on large projects, that it enjoys the full support of Altais government and it will turn a profit much sooner than outside analysts project.

Even if the deal is unprofitable in the near term in it's all but certain to net the company huge profits eventually, and cements it's title as the leading oil producer in Europa.

Kyiv Moves Sideways on Suionia

Secretary of Oil and Gas Timur Guryev announced the Kyivan Peoples Republic would be unilaterally withdrawing from the Oil and Gas embargo erected against Suionia. Secretary Guryev confided that the embargo had produced "no discernable impact" on Suionia's war effort and had damaged the Republics reputation as a reliable energy supplier. Following the announcement the Ministry of Oil and Gas formally issued a directive allowing RusPetrol to resume sales to Suionia. RusPetrol, having been briefed in confidence by the ministry prior to the announcement, has reportedly already begun preparations to make deliveries though the company has stated it will only process transactions with Suionia in Danziger Thalers.

The good news for Suionia didn't last long though as the National Bank of the Kyivan Peoples Republic made the decision to dump Kyiv's reserves of Krona at loss, citing a desire to limit exposure as the currencies value continues to plummet. Though the the KPR's holdings of Krona were small it continues the trend of rapidly declining confidence in Suionia's currency and economy. Neither were the signs from Kyiv's two main sovereign wealth funds promising; both the Rus Investments and Holdings Authority and the Rus National Reserve Fund say they see little hope for Suionia. The RNRF which is mandated to hold only risk investments has reportedly already divested from Suionia and does not anticipate returning to the country's markets in the foreseeable future. RIHA which targets higher risk investments would not disclose it's assets in Suionia but said it was eying several assets that it believes would yield high return should Suionia's economy rebound.

In private some RIHA executives confided that they were primarily seeking to limit the losses they had already incurred in Suionia and were seriously considering abandoning the country entirely unless the economy showed signs of life, something unlikely to happen they believe unless the inexplicably paralyzed Suionian government steps in. Indeed the sentiment that only swift intervention by Suionia's government can remedy the situation has become the accepted wisdom among Rus financial analysts. Little comfort for businesses with significant ties to Suionia, which have been subjected to repeated poundings on the trading floor, an assault unlikely to ease as Suionian authorities remain either unwilling or incapable of arresting the crisis.

KPA Prepared to Protect Long Sea Shipping

General of the Armies of Kyiv Ilia Nikon held a press conference today in response to the sinking of Yujiner vessel in the Long Sea, telling reporters the KPA was prepared to do "Whatever is necessary" to protect commercial shipping in the sea. The vast majority of imports and exports to Kyiv ply the Long Sea routes, as do RusPetrol's armada of oil tankers. That the KPA is prepared to come out in force then should be no surprise, if the sinking proves not be an isolated incident but marks the beginning of sustained insecurity in the region it would be disastrous for Kyivan industry.

General Nikon clarified though that Kyiv would be seeking an international, rather than unilateral solution to the crisis. Well Kyiv has an inalienable sovereign right to protect ships flying it's flag many regional powers fear the KPA's military might and would doubtlessly interpret any unilateral military action by Kyiv as threatening to their interests. If the KPR is to play a constructive role in restoring peace to the Long Sea it is necessary to work in consonance with the major powers of Europa to build an irresistible consensus for the free passage of Long Sea commercial shipping. General Nikon refused to rule out however that possibility that Kyiv would take unilateral action against any group threatening Kyivan vessels should the international community fail to take appropriate steps to address the crisis.

The Tsentralna Rada has clearly perceived this and has reportedly summoned the ambassador of Eiffelland to meet with the General Secretary and discuss what measures it was taking to prevent Solaris extremists from threatening Long Sea trade. Well the KPR has no permanent diplomatic relations with the anarcho-communist regime of Carentania Kyiv does maintain an Ambassador-at-Large in Talemantros, though there has no been word of any plans to engage the communist regime. A senior officer at the Foreign Ministry did concede to The Voice in a private interview that excluding Carentania from any Long Sea initiatives was not a practical option and that Carentania had the same basic interest in maintaining safe passage for commercial traffic as any other state.

We assure the Kyivan state that shipping in the Long Sea remains safe and secure. Any military deployment in the Long Sea region would be counterproductive and serve only to destabilize the entire area, when it is still uncertain what exactly happened to the Yujinese ship - we contest claims of a Solaren missile - and there are no apparent threats. Solarens submarine fleet had been the only threat to shipping in the Long Sea and decisive victories have removed this threat months ago.

Voice Journalists Murdered in Cidonia

Today we mourn two of our own. Talemantine-born, Kyivan educated reporter Milana H. Syuzanna and former Kyivan Voice camera operator Reyes I. Darko are confirmed to have been killed yesterday well embedded with Cidonian troops leading the fight against tribal anarchists. The two are the first Kyivan journalists to be killed abroad in more than a decade, since the 1999 debacle in Lesser Sarmatia when one Voice Reporter reporting on the conflict between Lesser Sarmatia and Zarmaj was killed by misdirected friendly artillery fire.

The Secretary of Foreign Affairs has reportedly sent a formal request to the government of Cidonia for the bodies of both journalists to be returned to Kyiv. Reportedly Darko's body will be returned to his family for burial, well Syuzana requested in her final will and testament that her body be repatriated to Talemantros for burial in her home village alongside the bodies of her grandparents and ancestors. The secretary has confirmed that the Talemantine government has been contacted and Syuzanna will be repatriated after an autopsy is completed to confirm the cause of death.

The First Marshal took an unscheduled break from his on-the-spot guidance of military units in the Far Eastern District to give his condolences to the families of both victims, promising "Their services to Kyiv will be remembered". He also told the reporters that "[the] spilling of Rus blood will not go unanswered by the Army or the Republic. It is clear to me now that we did not adequately assess the threat posed by these tribal anarchists, Kyiv will take steps to ensure nothing like this can ever happen again."

It is not needed for the Kiyvian navy to intervene in the Long Sea. The safety there can be perfectly guaranteed by the countries bordering that sea.

A multilateral approach to the Long Sea is a preference of the Danish government. Whereas we understand the Kyivan concerns expressed, an agreement that preserves the interests of all states bordering the sea or in its environs would do more for security and would have to include Carentania. We would be adverse to any unilateralist solution to this issue.

Sinking of the Hryvinia

The Kyivan freighter Hryvinia has been sunk en-route to Zarmaj. The news, which broke in Kyiv just over 24 hours ago, has sent a shock wave through the KPA and Tsentralna Rada. The initial brief announcement from the KPAN reflected the fact that the news had only begun to sink in: "We have confirmed at this hour that Kyivan-flagged freighter Hryvinia has sunk after being struck by winged rockets well en-route to Zarmaj."

Since then the situation has exploded. First came a report from the Foreign Ministry that there was a "high probability the missiles were launched from Lesser Sarmatia." Councillors of the Tsentralna Rada immediately denounced the Sanaton government as a "rogue, terrorist regime" and some even called for war, though the General-Secretary has since enforced strict party discipline on the ruling NAP. A General Staff Officer soon appeared to testify before the Rada on what, if anything the KPA knew about threats in the region revealed: "The KPA did not anticipate a military threat from Lesser Sarmatia and in our assessment the biggest risk was one of our vessels being caught in the crossfire between Zarmaj and Sanation... that one of our vessels would be deliberately struck was not seriously considered."

The Foreign Ministry has reported it is withdrawing Kyiv's ambassador to Lesser Sarmatia in protest and that the Ambassador from Lesser Sarmatia has been summoned to provide an explanation for the unprovoked attack on a Kyivan merchant vessel. Surprised or not the KPA moved swiftly into action, the KPAAF has reportedly dispatched the 77th Long-Range Bomber Brigade to patrol the Zarmaj approach and the KPAN has ordered three of it's nuclear submarines to the area. The SDC has reportedly given authorization to retaliate against targets in Lesser Sarmatia should any further attacks be launched. Unconfirmed reports indicate a KPA delegation has been sent to Zalonarus and Zarmaj to explore the possibility of forward basing of a "strike force" that would be able to retaliate in force against the sanation regime.

Notably the First Marshal has yet to speak publicly on the issue. Voice has learned though that the First Marshal is working tirelessly behind the scenes as the supreme commander of the Peoples Republic to personally coordinate the response to the crisis and that he would "Speak publicly when the time is right".

Et tu Kyiv? You too would turn on Slavic brothers? You too would believe the lies, the slander, the framing most vile by the mongrel rebel Zarmaj? Lesser Sarmatia had no reason, and still has no reason, to attack your people, your equipment, and we grieve the loss of the sailors who perished in this terrorist attack by the rebel Zarmaj. But we grieve ever more fiercely at this betrayal, this collective act that is tantamount to war, a civil war between Slavic brothers.

This backstabbing by Kyiv shall hit glorious Lesser Sarmatia hard, but we shall endure. We shall shrug off this betrayal and continue our quest to reunite our lands once more. We will suffer for justice, but we shall achieve it stronger than ever. And we shall never forgive nor forget how not just our Slavic allies, but indeed the Slavic world abandoned its paragon light, its shining nation, in favor of the mongrels to the south, the rats who attack fellow Slavs at whim, then play the victim, the underdog, and garner the sympathy of those same neighbors they have bloodied by blaming it on us, the superior nation in this war and in blood.

We wonder how could such a people as the Slavs be so blinded to turn on one of their own, in favor of half-Slavs, at best. Is it pity? Guilt over past crimes to lesser peoples? Or a truly vile conspiracy to bring down Lesser Sarmatia and subject it to these rigors, these blows, out of spite? Malice? Jealousy? We may never know, and we betrayed people of Lesser Sarmatia may not wish to know, lest it brings us more pain and suffering.

RusPetrol, RusGaz Confirm No Plans to Bid on GL "Competition", Business Sentiment towards GL hits Rock Bottom

Kyiv's energy giants, RusPetrol and RusGas, confirmed in a joint press conference organized by the Ministry of Oil and Gas that neither company had any plans to make an offer in the Germanian leagues recently announced solicitation for oil and gas pipelines. During the conference RusPetrols representative flatly refused to comment on the rumors that it was or had been in secret negotiations with the League to construct a pipeline that would ship crude directly to Franken, saying only: "RusPetrol, as a policy, holds any and all business dealings with foreign governments in confidence. I cannot comment on that rumor."

Both Companies said they saw little potential for profit in the project, citing what they described as a "increasingly hostile regulatory environment" noting that the league's economies would still continue to require oil and gas "Whether we build a pipeline not". Both countries were similarly sanguine about the possibility of losing the contract to a foreign competitor. RusPetrols representative even quipped there "...is no apparent interest among the supermajors in taking up the contract because no one sees anyone but the League making a profit from this (pipeline). That might interest the Communists though."

The companies dismissive attitude towards one of Europa's biggest oil markets surprised many investors and analysts, but only the Times was able to arrange an exclusive interview with a senior official from the Oil and Gas Ministry to uncover the real story. Speaking on condition of anonymity the official revealed that not only was RusPetrol indeed in talks with the Germanian League over a pipeline, so was Talemantros's oil giant. But both talks the Times learned had broken down and in the officials view there was no doubt as to the cause: the intransigencies of Wieser negotiators who exert "dictator like" control over the leagues policies. Nurnberg, which was according to the official originally Kyiv's first stop when trying to strike deals with the EDF, is now all but absent from the Germanian leagues decision making instead deferring to Augsburg.

The Wiesers are for their part "Impossible to deal with" according to the official. Routine business transactions, like the purchase of land, are said to have run afoul of Wieser paranoia "Augsburgs negotiators somehow got it in their head we were trying to use the Pipeline to bypass their lines of defense... (they) wouldn't even allow RusPetrol to hold a title to the land it would have built the pipeline on even though they demanded it be built as joint venture with their state monopoly using only locally sourced labor and materials, of course."

Well impossible to confirm independently the officials story dovetails nicely with the general sentiment emerging among Rus firms that Wieses increasing influence in Germania is making the area less attractive as a whole. One consultant with extensive experience in the mine industry described it: "Franken and the countries on it's periphery used to be perceived as the No. 1 market for (Kyiv's) firms. There was fierce competition for anything that was seen as an opportunity to gain a foothold in that market, but since the Germanian League superseded the EDF as the leading body it's changed. Maybe it was the war that did it but now the whole league seems to defer to defer to Wiesers, and only Wiesers make money under Wieser rules. Most multi-lateral ventures are dead and I don't see many more on the horizon, the most most successful investors and firms have been the ones who shun the league's Wieser bureaucrats entirely and forge deals one-on-one with more reasonable national authorities, like the Danes. Everyone in the business misses the old days when you could seal a deal with the entire EDF in Nurnberg."

In a survey of bosses of leading export firms most reported they no longer saw Germania as a growth market and instead were looking farther afield for new opportunities. Touzen, Yujin, Engellex, Beotonia, Talemantros, Frescania and Oceania were all seen as more promising markets for future growth and even high-risk markets like the battered Northern Council, Montelimar and even the communist RDTO were seen as being better targets than the Germanian League.

What might improve the dismal sentiment of Kyivan exporters towards Germania? The answer was almost unanimous: A revival of Franconian leadership.

With this breaking news from our once-allies of the Kyivan Rus, we see that the Slavic world has been played as fools by an even greater enemy: the Teuton, the arch-nemesis of Slavs everywhere. We see now that it is the Teuton's master plan to keep the Slavic world divided against itself, by supporting the Zarmaj rebels and encouraging them to slaughter Lesser Saramatian citizens, then when the tide reverses, drag the Rus into the conflict, further causing noble Slavic blood to be spilled, so that, in the end, the Teuton makes a profit. A profit kept afloat by the blood of our people, of the Rus people.

But now Kyiv has woken up to this treachery, this slander, and refuses to let the Teuton use the Slavs as slaves, as profit cows to be milked until they are dry. This is but the first step towards the overthrow of Teuton tyranny throughout the world, and the rise of benevolent, invincible Slavic power over all of Europe. We therefore praise the Kyivan corporations of RusPetrol and RusGaz for their ability to see falsehood, and to encourage them to continue the opening of their eyes, and see how deep the rabbit hole goes, how nefarious the Teutonic world plot truly is, and pressure the Kyivan government to reverse sanctions against their brothers, our great nation.

In the meantime, we shall nationalize any assets of Wiese that exist in our country, made during a time of great ignorance on our part, but ignorance held no longer! The same shall be done of all members of the so-called Germanian League, a title meant to conceal its true name and purpose: the Neo Holy Germanic Empire. It becomes so clear now, after seeing how the Franconians are, like many centuries before, pushed aside so the paranoid Wieser, the greedy Wieser, can become Tyrant of the Teutons, and eventually Warlord of the World.

Only together can the Slavs throw off the yoke of Teuton dominance, of Wieser world dominantion, and give them a taste of their own whip they use upon the noble Slavs, and even their own kin.

His Majesty's Government regrets to see the lack of confidence of Kievan companies in their competitive prowess. We hoped that they would recognise the potential for long-term cooperation that lies in an open competition. Its rules aren't meant to strangle anyone's position but to preserve the sovereignty of the nations of the Germanic League, which is a motive Kiev's leadership most certainly can relate to.

Row with Lesser Sarmatia Continues

The diplomatic crisis which begin with the sinking of the Hyrvnia continues today as the Tsentralna Rada voted to downgrade the KPR's diplomatic ties with Lesser Sarmatia. The bill, which was introduced by the NAP, directed that Kyiv's embassy in Wislica would be closed and all diplomatic duties in the region would be assumed by Kyivs' embassy in Arcodowzs. A second bill introduced by the opposition Peoples Self Defense Party which called for a complete severing of diplomatic ties to Lesser Sarmatia including the expulsion of their embassy to Kyiv gained some traction even among NAP deputies, but was withdrawn at the last minute when the General-secretary indicated she would recommend the Ober-procurator block it's passage through the Governing Senate.

As the ambassador to Lesser Sarmatia was already withdrawn the main effect of the new law will be formally transfer the task of representing the KPR in Lesser Sarmatia to the Kyivan Ambassador to Zarmaj, Bryhadyr Vyacheslav A. Wasylyk. It is not clear if Bryhadyr Wasylyk will be formally accredited as the Ambassador to Lesser Sarmatia, in a press interview Foreign Secretary Vyacheslav V. Kozel said it would be up to the Samartians to accredit him though he cautioned a refusal by the Sanation regime would be "tantamount to severing diplomatic relations with Kyivan Peoples Republic".

KPAN to Commence Long Range Patrols in Great Sea

First Marshal Zhovnir announced today that the Peoples Republic will respond to Europalandian aggression "swiftly and decisively". Addressing the nation in a televised broadcast the First Marshal revealed that having exhausted all peaceful alternatives, he has ordered the KPAN to deploy a force of submarines to the region "sufficient to repel any attempts by the Europalandians to interfere with the free flow of shipping."

The First Marshal did not disclose how long the force would remain in the Great Sea saying only that "we will maintain a presence in the region for as long as we are threatened".

First Marshal Zhovnir also used the address to call on other states to form a common front against Europalandian aggression: "Peace and prosperity can only be maintained in the Great Sea and all the worlds oceans if the powers of Europa put aside their differences and stand firm against those who seek to destroy the international system."

We strongly object to this millitary incursion by the Kyvian Navy. Europaland's fleets have begun demobilisnig, and this fresh provocation is nothing other than an attempt to provoke conflict by Kyiv. We insist that the submarines be withdrawn, unless Kyiv wants to start a new Crisis so soon after the resolution of the previous one.

If Havenshire wishes to defuse a crisis then I humbly advise you to look to it's source. Kyiv will not wait for the acquiescence of the Communist states to protect it's citizens abroad.

The source of the crisis, Europaland's mobilisation, is receding. Adding more ships to the situation is hardly helping matters. Kyiv's citizens are not at risk, but if Kyiv adds its submarine groups to the already overwhelming number of millitary vessels in the region, tensions are only going to rise.

Kyiv is not the only nation with large submarine groups, and I do not want to see any unfortunate incidents occurring because of unwise mass deployments of naval hardware.
