To the attention of the petroleum-exporting states of Europe.
To whom it may concern,
Being one of the major exporters of of petroleum and petroleum-derived products in Europe, the Pelasgian Empire has observed, in recent years, the expansion of the global petroleum industry and the increasing complexity thereof. Whereas this has been a source of immense benefit to both exporting and importing countries, the increasingly globalised and delicate European economy has seen an increasingly complex and delicate petroleum market, where competition between countries is subject to all sorts of regulations, restrictions and delicate mechanics.
It is thus the distinct belief of the Empire that the exporters of petroleum of Europe should form an association to permit them to discuss on matters of common concern regarding the international petroleum market, and to cooperate for their common benefit and in pursuit of their common interests. To this end, we would like to invite all interested oil producing states to dispatch their delegations to a conference in Propontis to discuss the makeup, formation and organisation of such an association.
All interested parties are invited to fill out the following form:

Proven oil reserves (in millions of barrels/MBP): (e.g. 125,000 MBP)
Major petroleum companies: (e.g. Pegasus A.E., Polydoras Group Memphis, Pelasgian Petroleum Inc.)
Leader of delegation: (e.g. Mr. Valentios Athanasiadīs, Minister of Natural Resources and Energy)
