With those intents in mind, we call upon every adversary of terror to join our nation in the following sanctions against the radical regime occupying Boliatur:​

Additionally, we open our doors to dialogue to those nations who we have called upon, and any other we have left out, so we may best ensure our noble aims are met.

The Confederate government has with vigilance and concern over the scourge of global terrorism already implemented domestic measures under which the Boliaturian regime is now considered a state supporter of terrorism, and under which the so-called "ABJ Pact" has been classified as a terrorist organization. Accordingly, the government of the Confederate Eastern States now announces that it shall render its endorsement to the noble goals which have been put to public attention by our Southern neighbor.

Henceforth to immediate effect by executive decree of President Heinrich Steinhauser, these measures are being amended by such an arms embargo under the auspecies of the Confederate anti-terrorism legistlation. In addition, the Confederate government hereby declares its willingness in pursuing further means in collaboration with the international community to end the threat to European security posed by the rogue government in Boliatur.

I have been informed that the Cœurlois Consulate-General in Mrysini is on the highest alert and is prepared to evacuate all personnel and their families from the country. Meanwhile, His Majesty's Treasury has enacted a 72-hour temporary sanction on all financial assets and transactions between Cœurléon and Boliatur until further notice.

Furthermore, Cœurléon calls on the great nations of Europe to hold an emergency meeting to discuss the proper course of actions. While we agree the government of Boliatur is creating policies which poses a threat to the civilized world, this government firmly believes a proper course of action should take place to minimize the death of innocent people.

The Republic of Yujin has agreed to halt production and shipping of arms to the rogue state of Boliatur, as well as freeze the assets of and deny passage to the top-levels of the Boliaturan government and post-Delegationist party, and has already removed diplomatic ties with Mrysini. However, we are unwilling to expand the assets freeze and denial of passage towards all alleged terrorist organizations, as we have not conferred with our international partners to determine such offenders nor do we agree with several states upon the recent classification of the ABJ Pact as inherently threatening, despite volatile rhetoric no credible and imminent threat to the stability of our state nor our people has been presented before us to warrant such a classification.

The Government of His Danic Majesty welcomes this positive development against the common threat posed to world peace by the government of the Republic of Boliatur and the Jacobin Pact. We are minded to support the range of measures outlined given all the more validation due to the circumstances of the State of War between this Kingdom and the Republic of Boliatur.

The Kingdom will engage alongside other nations in this effort as per requirements and shall be seeking high-level talks with regional nations.

For the record, the Ambassador of the Kingdom has been withdrawn from Boliatur already and the Ambassador of the Republic of Boliatur to the Court of St Ansgard will be expelled forthwith.

In a further dimension, we have given instructions for a detachment of the Midgaardsflode, the fleet of the Konglige Danske Marine based in the land of our blood-brothers in Midgaard, to be deployed into the Snieg Ocean with immediate effect as part of the process of a economic blockade of military trading. Included in this will be one aircraft carrier. They will be instructed to intercept all and any arms shipments delivered to Boliatur from air or sea with the right, if necessary, to enact lethal force in preventing their deployment including the destruction of shipping and downing of aircraft.

Furthermore, any Bolituran nationals or Great Danish nationals found to be attempting to circumnavigate any of the aforementioned measures will be arrested.

The Government of this Kingdom must first and foremost commend the role Cantigny has taken on the Boliatur issue and we appreciate the efforts of its government to unite international opinion on this quite sensitive issue. The Government of this Kingdom has been greatly alarmed by the violent and dangerous policies of the Boliatur government and as such great discussions have taken place between the various stakeholders to better judge the official position of this Kingdom.

And through those meetings and discussions, the following has been decided:
1. The Ministry of the Interior has been ordered to list the Rogue State of Boliatur as a state sponsor of terrorism. Boliaturan nationals in Belmont have been arrested and remain in protective custody until further notice.

2. The Ministry of Finance has been ordered to impose an economic embargo on the Rogue State of Boliatur – with immediate effect. Additionally, assets of individuals supporting the rogue state shall be frozen without prior warning.

3. The Ministry of Foreign Affairs has been instructed to revoke all Belmontien visas granted to Boliaturan nationals and the immediate disbanding of the Belmontien diplomatic mission to Mrysini has also been decided. The Ministry has been instructed to expel the Boliaturan mission from Villesen, as well. Furthermore, no Boliaturan aircraft or sea faring vessel will receive permission to utilize Belmontien airspace or territory or refueling facilities.

Individuals found circumventing the above mentioned directives shall be arrested and will be tried under the Treason Act of 1796.

The Confederate Eastern States are relieved to see that such an unanimous response has been given to the question posed by the rogue Nodovinya regime by responsible members of the international community. The Rigskabinet of the Government of His Danic Majesty have held an emergency session to discuss the proposition of the Confederation of Eastern States. The finality of this meeting have come to the conclusion that, in a act of grand international statecraft, the Kingdom will attend such a Grand Conference.

The Rigskabinet announces that it, in unison with similar arbiters of the international order, welcomes the commonality and unity of purpose in the desire and resolve to strike down harbingers of gross terrorist acts against all nations, but specifically against the monarchical nations of the world which, it must be borne in mind, compose almost twenty nations of the world.

The Kingdom takes its responsibility with utmost and grave seriousness in the defence of our way of life. However, it is the responsibility of each nation to plough and decide its own furrow and take its own stance.

We here shall do everything possible to defend all aspects of our system and shall be wholly resolute in this. Commensurately, the Kingdom shall defend and uphold the rights of all nations enjoying the monarchical way if they are unable to completely protect or secure their own system. In that sphere, the Kingdom shall act as a grand Benevolent Protector alongside other nations, particularly Great Engellex, in an appropriate and respectful manner, of all nations enjoying monarchy.

In attendance at the Grand Conference, we wish to make it clear that the State of War shall remain unaltered until there is either a change of course of the current regime that inhabits Mrysini, upon which we are in total agreement with the vast majority of the civilised world, or a complete regime change in Boliatur.

From the outset we must make clear, we do not have any intent of dictating the future direction of the Bolituran people which must be a matter left to them. We, as an additional clarification, have no intention of imposing a system of monarchy upon the Bolituran people. That is an issue that should remain totally in the domain of the people of Boliatur. On that, we remain clear. We have no indication of interference in the internal machinations of Boliatur save the current virulous regime that inhabits the great city of Mrysini. Upon that, we cannot and will not declare that we shall not take decisive military action to surgically cauterise with clinical precision this threat to World Peace and Security.

Senior Minister Miirko Natanbayev and the members of the Orgburo have concluded a marathon emergency session in Almatii. The Republic of Karakhstan's official response is as follows:

Upholding the Republic's long-standing dedication to absolute political neutrality, there shall be no partaking in a blockade or other such sanctions against the people and government of Boliatur, save for arms and other lethal equipment. Assets of the Boliatur government residing within financial institutions of the Republic of Karakhstan are protected under strict Karakh banking privacy laws and thus not subject to arbitrary freezing or seizure. According to the Security and Intelligence Bureau (SIB), no illegal actions have been taken by known leaders of Boliatur who have active accounts in Karakh banks. However, should any persons with financial assets in Karakhstan breach Karakh law, including anti-terrorism legislation, such assets will be frozen and subject to investigation.

The current trade of non-lethal goods between the Republic of Karakhstan and Boliatur will remain unhindered at the border checkpoints (of which there are two). Immigration and Checkpoints Authority Karakhstan will have extra staff on hand to perform thorough and mandatory searches of all vehicles and persons traversing these two checkpoints. Any illegal contraband or lethal items, including, but not limited to weapons, will be confiscated and the bearer of said items will be detained and their case handed over to the Ministry of Law.

Further, any person attempting to enter the Republic of Karakhstan at any land, air or sea checkpoint with a flag or notice in the records of their travel documents from the SIB will be detained pending further investigation. Foreign counterparts to the SIB and any central government-level policing agency or authority that believes a terrorist suspect is within the confines of the Republic of Karakhstan may contact the SIB to request a detainment and apply for extradition or, alternatively, choose to press charges within and under Karakh law.

The Airspace of the Republic of Karakhstan as well as the territorial waters remain under vigilant watch and frequent patrol indefinitely. Any unauthorised vehicles and/or persons found in such spaces will be contacted by relevant authorities. If contact is not possible or is ignored, military escorts will be attempted to bring trespassers outside of Karakh territories. If such attempts are ignored, warning shots will be fired at a safe distance and trajectory. If the third series of warning shots is ignored, the trespasser(s) will be engaged with lethal weaponry.

The Republic of Karakhstan has no intent, at this time, to take part in the air and sea blockades of Boliatur imposed by other powers. As stated, checkpoints with Boliatur are now under intense watch and monitoring. To uphold the basic rights of the Boliatur people and their necessity for a flow of basic goods, such as food and medicine, the checkpoints are to remain open. Limited hours, instead of the customary 24 hours per day, will be in effect. Land checkpoints with Boliatur will open at 04.00 and close at 22.00.

The Republic of Karakhstan remains committed to a peaceful Toyou and Snieg Ocean region. Almatii shall remain a city open to the meeting and deliberations of all interested parties. The Bureau of Foreign Affairs intends to send an observer delegation to any planned conference relating to peace in the region.

TO THE QUEEN, LORDS AND COMMONERS OF THE COVENANT OF CANTIGNIA​

I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;

It has been with absolute excitement that the state of affairs has been confronted as it exists, by the international community, with all the complicated difficulties that are to be found with the Boliaturan regime, and not only in Boliatur, but throughout Europe with the ideological differences. We recognise the position of Cantignia, and do also believe, that to prepare for the confrontation with such a network of outrageous terrorism, it is necessary that many in Europe should be induced to co-operate. But if we glance for a moment at the diversities of ideology, of race, of culture, of opinions, that have made declarations of involvement, and contemplate the necessity of finding a course which would unite all these, we see, here at Dulwich, the absolute success of Cantignian diplomatic intuition.

Great Engellex is quite engaged in a state of war against the State of Boliatur, but her troops are stationed in military array and conflict occupation against the Montelimarien disturbance and the crisis in Bantyr; the governments of the Montel Successor States depend for their maintenance and success upon the support which their Crowns have, at this moment, derived from Great Engellex; but the Great Engellexic Armed Forces are engaged to the preparations of deployment. The interest Dulwich takes in the barbarism of Boliatur and the Jacobin Pact is not only that consisting in the maintaining of principles of government by which our own existence is maintained; but also of the duty, in which Great Engellex has, in guaranteeing that her Majesty the Queen Alexandra of Cantignia shall not come to face threats of name or person, from any quarter of Europe.

Her Majesty the Queen-Empress has come to recognise that a unity of opinion has yet to be formed in Vesper in respect of how to engage the formal threats made by Boliatur against the Queen of Cantignia, but her Majesty has expressed, also, her understanding in due to the unique nature of the circumstance :- an act of war between Cantignia and Boliatur would compel the former to engage in a great theatre of European warfare independent of Engellexic policy for the first time in Cantignian history. Her Majesty, however, cannot be moved from her position of ensuring the security and health of the Queen of Cantignia, with her Majesty’s position also shared by the Imperial Parliament, therefore, it was the duty, bound by honour and blood to the Covenant of Cantignia, of the Empire of Great Engellex to pass a Declaration of War upon the State of Boliatur.

Should the determination be found for Queen and Covenant, the Armed Forces of Cantignia will be welcomed to stand alongside those of Great Engellex as they march forward to silence the ill will against the grace and person of Queen Alexandra of Cantignia.

I can also express that the Imperial Parliament has determined to endorse the sanctions formed by the Chancellery in Vesper; the Empire of Great Engellex will extend the sanctions to effect all participants of the Jacobin Pact.

THE Grand Covenant indeed recognizes that as a nation, despite our absolute loyalty to the Crimson Queen of these Friendly Confines, we have been generally unwilling to commit a combat force to a mission of vengeance. The Radical Regime claiming to represent the Peoples & Patriots of Boliatur, and most specifically Chairman Magleis Nodovinya, cannot possibly bear our official recognition as a nation state in Europe - and thus do not deserve a formal declaration of war.

If the military of Cantignia, the Grand Force of the Covenant, participates in any operation in close proximity of the Boliatur Mainland: it would be done in full cooperation with Great Engellex and the united front of nations against terror, not against the so-called Post-Delegationist Republic of Boliatur.

We apologize if this unique demarcation is troubling for our friends, associates, and eternal allies in Europe.​
