Saida was glad some progress was finally being made towards a viable peace plan.

"I think the Carentanian proposal is an excellent way forward and on behalf of Europaland I fully endorse it. We understand Touzen's concerns but feel that in the short term such restrictions need to be imposed if we're to ensure an end to the conflict and prevent any possible flare-ups driven by a feeling of insecurity from either side. I hope we can all as soon as possible agree to the six-point plan, with minor modifications if needed, and present it to both the Talementine and Altaic governments. We are concerned the conflict, if not resolved quickly, could again escalate and bring in other powers in the region."

"Mrs. Saida, I agree that we will probably have to impose a framework on the short term. The only thing I want to prevent here is setting a dangerous precedent of permanently imposing a collective will upon another entity that is not in accordance with the desires of the citizenry of said entity. Of course, how much the citizens of Altai and Talemantros control their societies is another matter entirely, but striving towards a future in which they do indeed control their own destinies will certainly not be supported by permanent control through the international community. Furthermore, a permanent enforcement of any such resolution would prove to be a heavy burden for all states committed to its enforcement. But I think Mr. Mejic's proposal is a sound way to address these concerns."

Though the treaty in his opinion was far from perfect, Foreign Secretary Francois Zabala doubted that it could be any better considering the cercumstances.

"The Euskadi Republic will support the proposal but suggest that any peacekeeping forces deployed be made up of at least half non-RDTO troops, otherwise it might not be looked upon as a true international effort. The Republic will of course pledge forces for such a peacekeeping mission be it naval, land or air."

Paul Mason smiled wolfishly. "We are of course happy to accept all Euskadi contributions to the Peacekeeping Mission. Since I believe the current contribution by our nation and Vangala's is somewhere in the region of 30,000 active personnel, with more likely to be provided, is Euskadi offering to contribute 30,000 of its own personnel, or 15,000? In either case, we welcome fully your pledge of aid. However, for the sake of presenting a united Peacekeeping front and to avoid logistical and strategic difficulties, we suggest that the forces be placed, if not under RDTO command, then at least a broad RDTO Theatre umbrella, to increase efficency and prevent any unfortunate mishaps."

Zabala raised an eyebrow when hearing the number. Was this a peacekeeping operation or an invasion.

"Though I fail to see the need for sixty-thousand peacekeepers, Euskadi can provide thirty-thousand or even more if need be."

"The People's Republic of Vangala fully endorses the proposals presented to us by Commissar Mejic and is glad that those assembled here today managed to agree on a programme for peace for Himyar, despite the obstacles presented by some nations," Amal Nandi began, briefly moving the conversation away from the details of peacekeeping. Nandi assumed the other representatives would guess he was referring to the actual combatant nations of Altai and Talemantros, together with their allies, although a sly look at the delegate from Touzen suggested otherwise.

"Now back onto the issue of peackeepers, we are committing a regiment of People's Naval Infantry for the establishment and maintenance of a safe zone for civilians residing within the area and refugees from the conflict as a whole. They have also been ordered to end sectarian violence in the area and disarm rogue militias. I have been informed by the Ministry of National Defence this taskforce is perfectly capable, and we must remember the consent of Altai when considering further deployments. I would like to also add Talemantros also agreed to the Vangalan peacekeeping mission, but may object to further participation."

After finishing he looked back to the silent delegate from the National Defence Ministry, who gave only a slight nod in response, before returning to his stony sentinel pose at the back of the conference room.
