"Esteemed colleagues, representatives of nations from all over Europe, let me start this conference by welcoming you to our fair capital. I do hope that everything has been arranged to your fullest satisfaction, so that all our thoughts can focus on solving the task at hand: preserving peace in Europe.

The last weeks, all relevant parties have participated excessively in declaring their position publically, in arguing back and forth their views on the current crisis. We are not here, to continue this, but to end the need for such public gestures - by solving the crisis unfolding before us. Nonetheless, I feel it necessary to at least give a quick recapitulation of our stance so as to emphasize what disputes are to be settled here.

The nation of Justiza is in a unique strategic position. It holds great potential influence within the Kalahari due to its strategic location. This is a fact dictated by geography, outside of the influence of human politics. However, with this should come a responsibility to balance the competing interests and enough common sense not to disturb the delicate balance of power that had been enabling natios throughout the world to safely pursue their economic and strategic needs in the Kalahari without interference.

This delicate balance of power has been greatly disturbed by two acts: first, the construction of a large military base on Justiza by the Pelasgian Empire. And act that led to foreseeable fears of Pelasgian attempts to control the Kalahari with their massively oversized military force. The other event was a declaration by Justiza that essentially amounted to a proclamation that its government would no longer adhere to internationally agreed upon treaties about the freedom the high seas. Justiza declared it would see military vessels entering the stretch of the Kalahari seperating its main island from the Parvae Islands as belligerent act.

We feel that those acts have greatly upset the Kalahari and led to the current, tense situation that risks escalating into a war undesired by all parties involved. It is therefore that the Socialist World Republic, above all potential other questions to be settled here, calls for a withdrawal of Pelasgian forces on Justiza and for Justiza to reaffirm its commitment to the freedom of the high seas and, considering the loss of confidence its unilateral actions have resulted in, provides Europe with tangible securities that it will not repeat such mistakes."

"If the Nichtsteiner delegation may intervene on the speech of the Most Honourable Representative of the Socialist World Republic, we would try to raise the issue in a different light. The Grand Duchy is most committed to the freedom of peaceful passage on the seas, even through the Retalian Sea that is purely Nichtsteiner territorial waters. As such, we believe we are a good example of good neighbourly relations between states bordering on the same body of water.

"However, we draw the attention of all and everyone to the fact that the freedom of peaceful passage is just this: peaceful passage. Without a mechanism of checks and balances, such a right could be abused. Let us use a theoretical example and abstract ourselves away from the reality, so that we may better grasp the concept. Let us say that there is an island in a strategic location owned by Party A. Party B might use and abuse the right of peaceful passage to amass naval potential off the shores and then unleash it in a furious strike, taking over the territory it needs to enforce its interests. And then we have Party C, whose interests are even further away from Party A and Party B, yet the latter's actions directly threaten its interests. So what shall Party C do in this case? Risk conflict with Party B? Or simply try to grab what remains of Party A to counter Party B's interests and halt their advance?

"This concept opens up the pits of warlike hell for all parties involved, yet it is Party A that is, to say the truth, the most at risk and suffers the most in any further events of such a hypothetical scenario. Of course, I might be accused of spelling doom and disaster when there is none, yet if we are to be gathered here in such numbers, it is to make sure that we leave no stone unturned and consider all and every possibility, to leave the ghastly phantom of war no chance to materialise in the future.

"This is why when we speak of the right of peaceful passage, we must also speak of tangible means to not only ensure the respect of this right, but also tangible checks and balances to ensure that this right is never abused. So I hope to draw the attention of my dear colleagues to this issue of tangible checks and balances, so that this conference may end up developing them, implementing them and ensuring that we and our descendants may enjoy peaceful navigation on the high seas and the wealth it brings from the ever increasing trade between the nations of this tiny world we live in.

"The Grand Duchy of Nichtstein would like to first establish the interest from all parties to a long term, durable solution, before we present our further thoughts and ideas on this matter to our Most Honourable colleagues and partners."

"I think that the only way to put a positive ending to this meeting is to concentrate over the topics we share interest in, and what is the objective that all the participants of this meeting officially share? maintaining peace over the troubled waters of the Kalahari and assuring the safety and freedom of any trade passing trough it.
Maybe it will be a genuine surprise for some of the participants of this meeting, but our republic had exactly those objectives in mind when the statement mentioned by the socialist federation delegate was signed and sent to the abovementioned nation; our, maybe too dreamy, hope was to find an agreement with you so to create a demilitarized Kalahari, safe for everyone to sail"

"Our words were misunderstood and taken as a declaration of sovereignty over the sea, truth is that they were not and we are here reunited for absolutely no reason; but as we are all here together we shall use this opportunity to do something, as suggested by the Nichtstein representative, for the future.
The Status Quo Treaty has made it's time, and the evolution of the geopolitcal situation make it vague and unreliable, but my government's proposition is still on the table, we could find a new agreement, more strict if needed and more comprehensive to make the Kalahari a neutral area, where military ships have no need to exist"

Paavo Sepp was a diplomat who always worked in the Kalahari Sea and knew how this province was always a magnet for all sorts of problems. He hoped that maybe this conference would try to calm the region once and for all, or if it would be to fail, it would bring on a war that after it's end, it would really calm them all. Forever.

"Esteemed colleagues. We are getting together for the third time in less than five years to try to avert a war that may have global consequences. Currently it is clear to us that everyone wants peace, but still, everyone is mobilizing. And I am also sure that currently, some of the countries that are here to defend Justiza don't even care of what events brought us here to this conference, but are here just because they want to hit the Socialist World Republic, especially when they are the ones who were the first to condemn Justiza. If it would have been a capitalist nation doing it, I am sure that this would have been a localized conflict between that said nation, Justiza and his allies. It wouldn't have attracted to many nations. I don't want to be apocalyptic in my previsions, but let's all hope that we are here to try to avert a global ideological war by ending all crises that might lead to that.

To be sure that the Kalahari Sea will not be as troublesome as it has always been, radical moves must be done. It is clear that the southerners are too hot blooded and simply cannot coexist with others without hating each other. That may mean that to avoid war, I will use a metaphor here, if no one would mind, we will have to take the toys from the naughty kids. That would mean that a demilitarization of the Kalahari Sea would be the best course of action. THat would mean that the Kalahari Sea, from Pelasia to Toungoo, from the Sortain Straits to the Islands of Nichtstein will see no military vessels again. But that would also mean that Justiza will also have to pay a price for that. As it is a Kalahari Sea nation, it will have to completely demilitarize it's fleet. But I will also wait to see what the others will have to say on this subject."

“It is perhaps true that the nations of the Kalahari Sea have found themselves, numerous times, at the brink of war,” Zakir Hussain interjected “However, even through our ‘hot-bloodedness’, we have always found the better mind to avoid such a war. This stands in stark contrast to our northern brethren.”

Hussain considered how severely he wanted he press into the Saare people, who over the last few weeks went from models for the Jurzani state, to a lesson in weakness and cowardice. These traits went counter to the ideals of the Jurzani.

“All that being accurate, It is – however – true that this is the second time that the Justinian people have caused the great powers to rally their troops and considerations must be made about Justiza’s bellicose behavior if we are to ever truly enjoy peace in the Kalahari.”

Paavo Sepp looked at the Justinan diplomat with visible disgust. Even if he knew the way the Justinans were thinking and what to expect of them, he started to get annoyed, though looking at the clock he saw it was still early.

"What is this?" he asked with a stern voice, looking at the Justinan in the eyes. "Is this a class where the teacher needs to tell the students to shut up?" He worked his voice in such a way to sound angry, but still, emotionless. "I ask again, what is this? A playground? A place where we are like idiotic children who throw slurs at each other just to have the last word in nearly everything? How could the people have faith in their representatives, if they are acting as mature as 10 year olds?"

He made a pause, until the murmur slowed down and then continue, before someone else would manage to take the word.

"I have presented a plan that would end the troubles in the Kalahari Sea. Instead of discussing it, we are still throwing senseless words at each other like kinds. As much as the Justinans like it or not, we have assembled here not because the SWR is an evil empire, or because Kadikistan did this or that, or because the others have all sorts of problems, but because Justiza declared that the presence of military vessels in the Passageway between Justiza and Parvae, a bellicose act. If Justiza now really wants peace, it should end all this arrogant act or continuously saying that it was misunderstood. Because in the end, it was Justiza who broke the international custom, by literally sealing the Passageway for military vessels. Must I remind, the Justinans, that national waters end at 12 nautical miles from the coast. Justiza may boast that it may declare it an act of belligerence, to cross the passageway with military ships, but from what I know, from what any geography textbook shows, the Parvae Islands are more than 24 nautical miles from Justiza. Thus, the Justinan declaration either represents empty words, or if the Justinan Republic would take action, it would represent a violation of the international custom. Until Justiza is to accept this fact, it has no right to declare that others are doing anything to destroy the peace process.

Furthermore, from what we all see, The Status Quo treaty has lived it's life and is now obsolete, as the geopolitics have changed drastically. That is why, there must be a new peace plan proposed and accepted by the Kalahari Sea nations. As I said before, the only way to it is to demilitarize the sea. But I start to lose all my hope that such a thing would resist, because I can see that there are some here that still prefer to ague about semantics and other nonsense than to talk about the important matters," ended Sepp, still looking at the Justinan diplomat.

"We would like to clarify following the words of the Most Honourable Representative of Saaremaa that there is currently no unified convention or signed treaty ratified by all the nations of this world on anything concerning territorial seas. The Grand Duchy of Nichtstein, for example, does not follow the same applications as Saaremaa does and we do not limit our waters at twelve nautical miles, as we consider the Retalian sea to be an archipelagic sea within the Retalian Archipelago.

"Also I shall note that there is no signed law or convention on the right of unarmed passage. It is simply a custom that nations of the world generally find as an act of convenience both for them and for the others. However, it should be noted that a customary right might be abused, and in bellicose times different parties may take measures they see fit to counter such abuses. Sometimes such measures are reasonable, at other times they aggravate the situation even further. Nichtstein respects this right, but then again Nichtstein has the capacity to ensure that this right is not abused, given our geographic location. The means applied by the Grand Duchy might not be very useful in the case of Justiza.

"This side note being made, it is up to the individual states to conduct a responsible foreign policy in cooperation with their neighbours. We can note that in the Kalahari Sea such a cooperation has been lacking. Whether the nations of the Kalahari Sea are ready to fully demilitarise their navies is of course something we would need to expect an answer not only from Justiza, as the Most Honourable Representative of Saaremaa has stated, but also from Kadikistan, Jurzan, Varanasi and others. Such a step cannot be taken without the full cooperation of numerous states, not only from one single island nation."

The Pelasgian Representative was rather annoyed with all this bubbling, especially from the Saare, who had, in his mind, no place in a summit on the matters of another region, but he digressed and did not openly show his annoyance. He spoke in a calm tone.

"First of all, the Pelasgian Empire would like to thank the honourable President for holding this summit. Now, concerning our base on Justiza, the matter has been resolved as per the Status Quo Treaty, since last week. The base in question has been evacuated and no longer exists. As for the proposal of the Saare delegation, we find it contradictory that a they would most insultingly dub all 'Southerners', whatever that means, 'hot blooded and unable to coexist' and then proceed to propose that the 'Southerners' in question have a nation right at their centre disarm and somehow not follow their 'hot-blooded' tendencies to invade it. As for the school similes, we would like to avoid derailing the topic, so we shall urge everyone to remain calm and not go onto tangents about unrelated affairs or analogies.

The Status Quo Treaty is the closest thing our region has to a joint pact regulating her state of affairs and guaranteeing her peace, since, as the delegation from Nichtstein was wise enough to point out, our nations lack a common definition of and treaty for what constitutes territorial waters and their state. Thus, we believe that abandoning the Treaty would be too hasty and potentially dangerous. Can the Treaty be improved and expanded upon? Perhaps. But to abandon it would be ill-advised. After all, we ought to be realistic; the major powers of the region which signed the Treaty at the time when they signed it recognised one basic fact: that if any new powers tried to assert themselves in the region, war would inevitably follow. The only way for there to be peace in the region is for the current state of affairs, despite our objections to it, to be maintained.

That is why we abandoned our base, when we could have abandoned the Treaty and then claimed every legal right to hold a dominant role in the region. That is why we swallowed our pride and apologised for our former regime's transgressions against the Treaty. We could have easily tried to grab control over the region, and perhaps even fully succeeded but we did not. For we knew that which all must acknowledge: that a change in the Status Quo of the Kalahari Sea will lead to a war the terror and scale of which has yet to be known to humanity. And that war would consume all of Europe, sooner or later. We urge all of the nations in this most prestigious summit to recognise the fact of the matter, which we just stated. And as for our military being 'oversized', our Navy has always been the Empire's shield and a force of stability in the region, save for when the Junta misused it to act against the Status Quo.

Matters such as this ought to not be taken lightly. Now I would urge all of us, before we start discussing whichever topic we wish, to first establish an ordered list of topics and some sort of moderator to ensure an orderly discussion, so that we might not lose sight of the greater issues at hand and our joint goal of a prosperous, peaceful Europe. Now, unless anybody has anything further to add, I believe the issue of our former base has been fully discussed, since our purpose in this summit is primarily to discuss the present and future, and to find ways to ensure their tranquility, and not to reflect upon the past. The latter is for the historians, and we are diplomats, so we should act like diplomats."

"Coming from this point of view, and taking into account some of the positions that have already been made public in this conference, it is in the Independent Republic's interest to emphasize that there cannot be any realistic assumptions of success for any proposal that would see the Kalahari nations deprived of their right to guarding their national security and freely reposition their defensive assets to facilitate such a policy, as this would be a naturally quite unacceptable incursion upon the sovereignty of the affected nations that can only further the interests of those that have an imperialist agenda for the Kalahari and Long Sea indeed. Essentially, let it be clear that the Independent Republic will not commit to any agreements that will see it forced to, in any terms whatsoever, adjust the Arsenal of Democracy's military capabilities, either in terms of the quality or quantity of its assets or in its ability to navigate the Kalahari waters. Regional disarmament - who will enforce it? - can only be realized by imperialist encroachment upon the nations of the Kalahari. The Independent Republic rejects such a notion in the strongest terms.

That being said, the Independent Republic, much like a large part of the international community, has been very concerned about the intention to deprive public access to a large part of the Kalahari, while fully acknowledging the integral right of nations to safeguard their own territorial waters. As mentioned by the esteemed colleague from Nichtstein, there is as of yet no binding international framework regarding issues of territorial waters recognized by a plurality of the world's states, and given the limited circle of attendees at this conference, it strikes me as an optimistic assumption that any such framework could be devised here, as it would lack the authority to be proclaimed as anything but a regional framework. The Independent Republic is generally open about any attempts to put into a legal framework any such notions, but feels that a commitment to setting up a summit regarding this issue should be a point that is to be addressed in a potential final joint-statement to be issued by the participants of this conference, as to put any such future decision on a solid foundation supported by globe's nations as a whole instead of a concert of the few."

"It is our government's position that the solution we should find here should be firmly based on the notion of perpetuating peace in the region, and that for attaining this goal we will need to have a commitment on behalf of Justiza, and other nations of course, to not resort to brinkmanship by using their geographical position to gain an exclusive hold over the Kalahari, a commitment by the global concert of nations to fully respect and acknowledge the primacy of Kalahari nations in the affairs of the Kalahari, that is, to respect their territorial integrity and right to defend this integrity while not imposing themselves on others and accepting that ultimately it are the Kalahari nations that will permit a framework to be established or reject such an establishment and finally a commitment to completely rework the order brought about by the 'Status Quo Treaty' as to give fair and equal voices to all in the region and dismantle any notions of primacy and overlordship, either by nations sharing the Kalahari's waters or especially by those that do not share the waterways of the Long Sea."

"Lauenburg and Justiza are close allies but by declaring that a military vessel entering these straits is an act of belligerency is absolutely absurd however I'm sure that issue will be dealt with swiftly as the Justinians have done with any and all past issues. I would also like to mention how stupid it is that the so called 'Socialist World Republic', a nation which in it's title makes its will to control the world quite clear, is trying to make out that the Pelasgians are some sort of Imperialists along with the Justinians. Pelasgia is acting solely within her backyard which is something the so called 'Socialist World Republic' clearly doesn't seem to be doing considering it's small but notable intervention in Ivernia and the fact that now it is trying to enter into the Kalahari sea. My advice to the so called 'Socialist World Republic' is to stay in the Implarian Ocean and leave Kalahari Sea affairs to Kalahari Sea nations."

"Justiza is acting in it's backyard? Those backyards are usually national territories and no one is to condemn what are you doing in your own territory, again as long as you are decent. But we are talking here about a Sea that links the western world to the eastern one and where everyone, has a say in it, because if let's say that some nations would want to military escort their convoys and pass through Parvae Straits with the said convoys, if Justiza would act and declare the Straits his, would that mean that Justiza would declare that defending your own convoy an act of belligerence towards him?

We are not in the 18th or 19th century, where we can say that each one can remain contained in his own place in the world. With the new technologies evolving, the world is getting smaller and with the developments in economy and communication it starts to become obsolete to say that Saaremaa or Lauenburg don't have anything to do here in the Kalahari, as they are Gothic Sea nations, the same with SWR, which is a southern Himyari nation. And the esteemed Lauenburger representative, instead of trying to understand that importance of the Kalahari Sea in this matter, tries to minimize it's importance by making the whole thing a local affair, saying that others have no right to participate in this. Quite hypocrite, if I must say, as Lauenburg is situated in northern Germania...

But as the Nichstein representative pointed, there are no laws set in stone and we must act based on decency. What would the world have to say, if Saaremaa would declare that it's exclusive economical zone, maybe even more than that will be closed to foreign military convoys. Maybe the world wouldn't care so much, because the Gothic Sea is not the Kalahari Sea, as I said, but I am sure that it would annoy the representatives of Lauenburg and probably other nations as well. So, I am saying that we need to try to have a civilized talk, about what decency means in this case, and end all this derailment about who does have the rights and who doesn't have the rights to be at this conference. Because in the end, we all need the Kalahari Sea and we have assembled here to try to find out what would be the best balance between the said decency and security."

"I already explained myself on the matter, Justiza hasn't claimed the passageway as hers, and I won't repeat myself again and again forever; if this meeting is intended only to attack the justinian nation I have no intention to participate to this public shaming. We talk about facts and solutions or we are out. " he said with a sincere sad tone.

" I would also add that while we talk Kadikistan is escorting its trade ships trough the passageway and nothing has been said by our government about it. So we are really talking about nothing"

"Well it may not be known to someone such as yourself but a constituent country of the United Kingdom of Lauenburg is located within this region and as such if this were to be a regional affair as you mentioned we would have every right to attend such a conference. Also I said that what the Justinians are doing is absurd and not once did I say that the Kalahari was the Republic of Justiza's 'backyard'. But anyway we should try to deal with the matter at hand rather than bickering over who can and who can not attend a meeting of nations, for once the people around this table should act civilised rather than like animals constantly attacking one another."

"Now, let me say that I welcome the move by the Pelasgians. It shows prudence and goodwill and is a most sincere gesture of commitment to a diplomatic solution which some participants in this here conference should consider using as a template. The voluntary removal of the base on Justiza is a great step forward towards easing tensions in the Kalahari and aptly adresses worries that had been expressed, not only but certainly with the most vocality by our own federation of nations, the Socialist World Republic, that the strategic location of the Justizan island may be abused to obtain hegemony over the strategic passageways through the Kalahari Sea.

It leaves this very conference to adress merely the issue of Justizan demands over international waters and I must express my concern that the points raised by the esteemed delegate from the nation of Nichtstein serve not to move us towards a practical solution in this matter: it is not the lack of formalization of international customs in treatises and binding agreements, that have brought us here, but a one-sided decision to disregard a custom that has served us well in international relationships up to this point. As a young man I was a committed sportsman, playing rugby for the team of my alma mater, and our coach had a saying: 'never change a winning team'. I do not believe there is any need for this conference to adress this issue, if general respect for the customized extent of territorial waters has served us well to this point and it is unnecessary disregard that has caused a crisis to erupt.

After all, I wish to note that the decision by the Justizan government was not taken out of necessity or immediate threat. There was no nation expressing aggression towards Justiza at the time it made its declaration, no fleets were underway to take position in the disputed Straits of Parvae. Past conflict with Kadikistan had been contained effectively by regional powers and Kadikistan seemed concerned more with its conflicts in the north, than with Justiza. That is not to say that Deliverance does not understand the concerns of Justiza and its need for security. President Winters mused if he would have been so candid had a Kadikistani delegate decided to participate in the conferece after all. The boycott of Kadikistan gave him the possibility of recognizing the fears of Justiza as legitimate concerns and, perhaps, uniting the relevant parties through their rivalry with the Kadikistanis.

"Now, let me continue by noting that I share the concerns of the esteemed delegate from the Basin. As sweet as the idea of an entirely peaceful Kalahari sounds, the details of such a proposal make it unfeasible, yes, even possibly harmful. Would we be forced to stand idle should our friends in Jurzan become the victims of Kadikistani aggression? Would we have to disregard a treaty signed here, possibly causing yet another crisis in the Kalahari, should we decide to defend a Kalahari nation from aggression by a third party? It seems such a proposal comes with its own set of pitfalls that should cause us to overthink the idea.

That being said, perhaps there is space from which to evolve this idea. Noting my previous assesment, that security through strength has only served to make the Justizan nation more endangered, noting a widespread feeling of mistrust towards Justiza outside of its close allies and noting that Justiza feels threatened by military vessels within the Parvae Straits as much as a number of foreign nations feel threatened by a military buildup of Justizan forces in said area that is vital to their own trade, we believe that, perhaps, a demilitarization of the Justizan nation might be a prudent move."

Winters paused. He was sure there would be a number of delegates ready to protest. He raised his hand to interrupt them.

"Before you lash out against this idea, I ask you to hear me out. I am sure there are now those who are ready to decry this as an illegitimate intervention into Justizan affairs and perhaps, if the Justizan delegate is outright opposed to the idea, they might be right. But let us explore the merits of this idea, before coming to a conclusion about this matter. A demilitarized Justiza could, under no circumstances, be construed as a threat by any foreign power. The exorbitant sums the small island nation currently has to spend to maintain its fleet, which includes an aircraft carrier, a battleship and no less than thirty cruisers according to official figures, could be spent on more civil projects for the benefits of its population, instead of its security. An expense that would make larger nations than Justiza heave under its expenses could be spared. I feel that such a peaceful society would be well in line with the classical philosophy of the Justizan people, but, of course, I will let the esteemed Justizan delegate be the judge of that.

The Socialist World Republic, under such circumstances, would be willing to guarantuee the security of the Justizan nation and its people from foreign aggression. I am sure that other powers present at this conference would be willing to do likewise and a safety zone could be established in which the presence of military vessels is forbidden alltogether, meeting Justizan security needs without raising concerns from foreign nations."
