After what seemed a few moments of awkward silence amongst the participants, the Khashtanese diplomat rose his voice.

"Well, esteemed colleagues, I believe that nobody has foreseen these developments. Obviously, this changes the premise upon which we have assembled here. Do the esteemed colleagues that we will still be able to get any meaningful results enjoying broad international support from this meeting or should we perhaps seek to rearrange this meeting at a future date, hopefully in attendance of a Justizian delegation?

The immediately pressing need is of course resolving the situation threatening the peace in the Kalahari right now. Resolving this situation should have first priority, but it seems that we have thankfully already made progress towards this goal before this conference started. Perhaps the Pelasgian delegation should...convince their Justizian friends that their attendance at this conference or a followup would be highly...desirable to Propontis?"

He hadn't believed for a moment that the SWR president's proposal would be accepted - but neither had he expected to the Justizian representative to go as far as to storm out of the conference. Their diplomatic corps had a reputation - but this? He hadn't prepared himself for this. And, by the looks of it, neither had his colleagues.

It took Winters a moment to regain composure and he tried to seem serene in the face of what just had happened, though it was of visible difficulty.

"To say I am surprised by this behaviour would be quite the understatement. I had been warned by my Foreign Department that the Justizans cultivated a culture of... paranoia and self-righteousness in their diplomatic corps that was prone to cause diplomatic incidents. But throwin a wet blanket in the face of international efforts to secure lasting peace for its people and the region as a whole. I am shocked.

All present here have witnessed what happened. All have heard my words and can testify that I uttered my proposal with the utmost sincerity, that it was presented neither as demand or threat, but as an idea from which we could have progressed towards a mutually acceptable solution. It was not intended as insult, nor was it an ultimatum to which the only acceptable reaction could have been to do, as the Justizan delegate did. I feel that the whole behaviour of the Justizan delegation at this conference indicates a will to misinterprete words to facillitate a failure of this conference and it is up to the remaining parties to prevent this.

I believe that it is still possible to reach an agreement, if the powers present cooperate to sanction the Justizan behaviour. It should be possible for us to bring the Justizans back to the table, if we are willing to exert pressure upon the Justizan government and speak with a united voice that clearly declares this behaviour inacceptable, counter-productive and dangerous. Too much is at stake here to risk it for the sake of a hissy fit.

Thus my only question at this point is: do its allies stand by the Justizan rejection of diplomacy or are they willing to work together with us?"

Winters looked at the Pelasgian, Lauenburger, Eiffelländer and Nichtsteiner delegates.

"Personally I believe that this sort of behaviour in a diplomatic meeting is unacceptable however he does have a point considering how you want him to demilitarise when your nation is threatening invasion. Lauenburg will still have no choice but to stand by her ally and that we shall do."

"It is my belief, Most Honourable colleagues, that we're running in circles. Clearly, the very idea to demilitarise Justiza will face in the very least resistance from Justiza and in the most the resistance of the Republic's allies. The Grand Duchy of Nichtstein would only support a demilitarised Justiza if Justiza herself chose to do so, as is her sovereign right. This does not seem to happen, so the loop is closed.

"Given that this idea does not seem to be going ahead with much enthusiasm, the Nichtsteiner delegation proposes for it to be dropped from the agenda. Else we reopen the loop and end up running in circles yelling and shouting to no point.

"What we have at this point is. Aye: the Pelasgian military withdrawal, which caused quite a stir and should now contribute to softening the mood. Bee: Justinian understanding that the right of peaceful passage is there and they have to abide by it, as they have expressed before leaving us in a puff. Cee: the Socialist World Republic's reiterations that the federation is not going to invade Justiza and her islands.

"All the points above combined seem to suggest that at the short term, if all parties act within good faith, the crisis has been contained. For which we can all applaud and congratulate each other. From this short term containment, we would be wise to proceed to some long-term solution. Else we come to sit here again in the near future, not that it is without its own pleasures.

"Such a long-term solution could have been, had the Kadiki government chosen to participate, issue an international guarantee of Justizan independence in return for recognition of the right of peaceful passage by the Republic between the Parvae Islands and its metropolitan island. It is up to the delegates assembled in this room to decide whether such a universal proclamation would provide sufficient leverage to then have Kadikistan abide by it de facto. Which would serve the stregthen the Status Quo, as it is termed, maybe extend the framework of this arrangement to add even more weights and counter-weights to each others interests."

Are the Nichtsteiners the only ones with half a brain cell in this room? The Pelasgian delegate thought while trying to estimate how long it would be before he was handed his red slip upon returning home.

“Our Empire remains committed to finding a peaceful solution, but we cannot abandon our allies. We will make our best effort to have some sort of productive result come out of this conference and to then convince our partners and allies of its feasibility, but we would of course never be able sanction an ally into compliance.

“We agree that the issue of demilitarising Justiza is better left undiscussed in favour of more probable prospects. After all, the Justinian military plays an invaluable role in the protection of shipping routes in the Kalahari against piracy, and a demilitarised Justiza would require us to place a permanent international anti-piracy force in the region. This would make the Kalahari more militarised than before, thereby defeating the whole purpose of a demilitarised Justiza. And that is without taking Justiza’s national humiliation and external dependence for security into account.

“Additionally, a guarantee of Justiza’s independence by the Southern Himyari States would bring an external power into the Kalahari, leading to the region’s distabilisation, while violating the Status Quo Treaty, which would immediately incur Kadikistan’s wrath, as well as that of a plethora of other Long Sea nations.

“While I would like to reiterate our commitment to a peaceful resolution of the Kalahari’s affairs, Justiza’s sudden abandonment of the summit and Kadikistan’s boycott of it seem to have complicated the situation enormously. Perhaps we could start by establishing precisely what it is that we are trying to find a solution to. After all, the Empire’s base on Justiza is history and it is rather evident that nobody intends to disrupt trade in the Kalahari, at least without facing a combined backlash from all the nations whose delegates are assembled in this summit and beyond. What other issues are we concerned with, right now, which we could hope to productively discuss?”

Maybe he could still try to get some sort of result out of the summit without being fired.

Initially, it was the Chancellor’s intention to go to the conference personnally. In this way, he wanted to send a signal that Eiffelland considered this conference important. However, for strategic reasons, he decided to send the highest diplomat of the country apart from Rudolph Kögler: Secretary‑General of the Ministry for Foreign Affairs Lorenz Hörschelmann. He was a 60 year old diplomat who had had several posts around the Kalahari Sea. Therefore, he knew the region.

Hörschelmann decided to listen to the other delegates first before giving a reaction.

“First of all, I am also a bit shocked about the way the Justinian delegate left the conference. However, I also agree with our colleague from Nichtstein that we already have agreed upon many things.”

“I consider it a bad idea to demilitarise the complete Kalahari Sea, for the reason already mentioned by others. The piracy issue brought forward by our colleague from Pelasgia is also a reason why I am against demilitarising such an important trade route as the Kalahari Sea. Furthermore, no matter how many guarantees Justiza will get that it will not be invaded, we have to leave the country the possibility to defend itself.”

“The simple fact that the SWR wants to guarantee the security of Justiza is applaudable. However, I also agree with our colleague from Pelasgia that the actual defence of Justiza’s security should come from nations surrounding the Kalahari Sea. It remains to be seen if the Status Quo Treaty should be amended or not, but completely calling it null and void is a bad idea, given the fact that many countries still consider it a viable treaty and still abide by it.”

"It appears we can agree on few things from this point onwards and, perhaps, it is best to accept what we have achieved thusfar and end the conference at this point, glass half full.

Given the Justizan governments past and present behaviour, I hope it is understood that Deliverance can put little faith into Furzillos willingness to uphold its current promises vis a vis the status of the Kalahari and shipping therein. Given the continued disregard of the powers involved towards the contents of the status quo treaty, we do uphold our assesment that this treaty has failed to achieve its intended goals and Deliverance will retain the right to take measures as needed to protect its shipping in the Kalahari from foreign encroachment. This has become all the more pressing with current tensions between the Jurzan and Kadikistan, as we do not intend to stand idle by as the constituent powers of this 'sacred status quo' allow the Kadikistanis to commit a genocide.

That being said, I believe we can depart here in the knowledge that some has been achieved, some has been lost."

Whow, if the SWR wants to hold Kadikistan off of its intention to move the ethnic Jurzani, I wish them good luck, but I hope we can stay out that red-red clash, Hörschelmann thought.

“Before we leave this conference, I think it would be wise to sum up the things we agree upon. Maybe we should also formalise that,” he said. “I think everyone can agree upon the following.”

  1. The right of peaceful passage on the Kalahari Sea is guaranteed and respected by all countries bordering this sea and all countries with any other types of interest in the Kalahari Sea. This also applies to the waters between Justiza and the Parvae Islands.
  2. The safety and sovereignty of Justiza will be guaranteed and respected.

“Feel free to add some points to this list.”

“Your Excellency Mr. Winters, regarding Justiza’s willingness to abide by its promises to uphold its promises regarding shipping in the Kalahari, we will continue to monitor that situation carefully, also in the case of ships from the SWR.”

"We do not see a problem with the Socialist World Republic providing any guarantees. After all, just ten minutes ago the Most Honourable Representative of the Republic was adamant that the Republic was not a threat to Justiza, that the Socialist World Republic was not going to invade Justiza. Is invasion back on the agenda in such brief time?

"If a puffy display of Justizan character is enough to sway the policy of the gigantic Socialist World Republic, then clearly the Kalahari Sea needs a very pragmatic and thought through diplomatic solution that would be immune to the outbursts from any party to the solution."

Do we need to lecture the Nichtsteiner delegate on the difference between the normal, mutual respect for peace and a guarantuee that would see us defend this peace from a third party?"

The Jurzani Representative was shocked over how quickly the conference had disintegrated into nothing but a brawl. He had been well behaved for quite some time now, so he knew that the fault could not possibly be his. While he was listening to the delegates, an aid approached his ear.

“Sir, President Khayrat has ordered 75,000 men to the mountains while the Kadikistani have deployed an enormous 260,000. Alaghan is convinced war is unavoidable,” the aid whispered.

The Jurzani delegate immediately rose from his chair, in a fashion that alarmed those gathered at the conference.

“Gentlemen,” he began “it has just now reached my attention that the Kadikistani have moved forward with their plot to rip nearly one million Jurzani from their homeland, forcibly relocated to the tundra north to be nothing but slave labor to the Marxist-Leninovist Regime. They have placed an obscene 260,000 soldiers on our border – knowing that such an action constitutes war.”

He paused, but only for a moment – to let the information sink in.

“Justiza is nothing but a distraction from the true threat in the Kalahari Sea. Tell me, how many advances has Kadikistan made on the free world, how many nations have stood up to them, how many have fallen? Ivernia lay in ruin, Laurenburg forced to cede its land, Saaremaa is a shell of the glory it once was after the Kadikistani murdered their leader and usurped power.”

“There is no ‘status quo’ in this region, there can be no peace so long as the Kadikistani rape and pillage the freemen of the world. They did not stop at Ivernia, they did not stop at Laurenburg, they did not stop at Saaremaa, and they will not stop at Jurzan. The rest of you can debate how to deal with Justiza to your heart’s content, but my people are the new target of Kadikistan’s thirst for war. My nation will not become yet another notch in the belt of Kadikistan’s success.”

The Jurzani delegate turned to the Pelasgian Representative.

“How can you speak of peace, of preserving the status quo, when the Monster of the North continues to rampage?”

“While we understand the position of the Jurzani Delegation, and we truly ought to admit that we are concerned about the recent developments in Kadikistan’s border regions, as far as we are concerned, Kadikistan has made no assault on Jurzan. In fact, Kadikistan has shown nothing but respect for the Status Quo Treaty, so even a state as hostile to theirs as ours cannot disregard the positive effects of the Treaty on Kadikistan’s involvement in the region.

“The issue of Kadikistani Foreign policy in the whole of Europe is a grave one, but it is not pertinent in this summit. It is better left to be discussed in a future conference. As for the position of the honourable President, we are most disheartened that the Southern Himyari States would adopt such a rigid, non-dialectic attitude, after having most graciously taken the initiative to call this summit together.

“We hope that the measures the President has in mind are peaceful and do not violate the current state of affairs in the Kalahari Sea, lest the region be plunged into war and chaos. It would sadly seem that nothing else is to be discussed. If that is truly the case, I assume we would have to consider this summit to be concluded?”

The Jurzani delegate turned his gaze to the Pelasgian, determined to make his final hoorah.

"The Kadikistani have pillaged Ivernia, Laurenburg, and Saaremaa, they operate an international terrorist organization to convert more free countries to their cause. Now that they've destroyed every threat in the north, they turn their eyes south. This conference is a distraction, to make you think that somehow an island of five million people is a threat when in reality there's a monster that bides his time. This summit is about peace in the Kalahari, the Jurzan is in the Kalahari, there is no peace in Jurzan because the warmonger has moved."

The delegate closed his eyes and shook his head.

"The Empire of Pelasgia sits in their comfortable house, watching thugs burn down their entire neighborhood, but because it is not their house on fire, all the grand empire can say is 'this is fine.'" The diplomat gave an extra emphasis to sound as condescending as he could.

"I wish I could feel the sweet allure of your false sense of security, misguided notions of peace, but unfortunately my people face a grave danger - and we will face it head on. However, the Empire of Pelasgia has made its position that the lives of the Jurzani people are not pertinent to peace in the Kalahari. Since the human beings of my country and their livelihoods are not pertinent to you, good sir, I do believe this conference has concluded."
