The Secretary of the Interior has requested that I inform you that a national of your country has been detained by Pelasgian law enforcement authorities. Specifically, an individual by the name of Luka Horvat (born in Svetograd, 07/04/200-), passport number **************, permanent resident of Svetograd, occupation student, was detained by officers of the Imperial Politarchy Corps while riding on the Himyar Express train from Propontis in the northward direction with Svetograd as his declared final destination. Mr. Horvat was placed under arrest for carrying prohibited literature of a terroristic kind and on suspicion of public order offences and terrorist activities.

He was then transferred to the custody of the National Guard, which is currently holding him at Nea Lykaonia Prison pending a preliminary hearing before the Penal Division of the Propontis Prefectural Court. Pursuant to customary international law and to appropriate international treaties, the Pelasgian Empire intends to provide the @Socialist Commonwealth with full Consular Notification and Access to the Mr. Horvat. As such, Your Excellency or another member of the Mission has a right to visit Mr. Horvat and to do so at every stage of the process. Your Excellency,

The Secretary of the Interior has informed us that Mr. Horvat was transferred to the custody of the State Security Service (YKA) of the Pelasgian Empire, before being released pending trial. Mr. Horvat will not be allowed to leave the City of Propontis or to transit out of the country in the meantime, and he is to remain under police surveillance.

Having made relevant inquiries, I have been informed that Mr. Horvat admitted to the following offences, of which the Prosecutorial Authorities also have independent evidence:
1. Possession of a literature advocating terroristic, violent or other illegal actions aimed at overthrowing the social regime or violating civil liberties (Law 429/1929, Art. 2);
2. Participation in an illegal or violent gathering (Penal Code, Art. 189);
3. Participation in political activities as a non-resident foreign national without police authorisation (Immigration Code, Arts. 18-20); and
4. Participation in unlawful activities directed against a project of national economic significance (Law 325/2004, Arts. 17-19).

As evidence of the alleged activities, you will find attached to this communication both photographs and documents proving the alleged violations, as well as excerpts from the interrogation of Mr. Horvat by law enforcement, wherein the admissions were made. Furthermore, Mr. Horvat was at the time of the arrest suspected of additional offences:
5. Participation in a proscribed radical or terror group (Penal Code, Art. 187A); and
6. Espionage (Penal Code, Arts. 146-148).

Collectively, these offences are significant enough to warrant arrest, as they amount to a serious threat to public order and safety. Two of the charges admitted to alone are felonies and one is a crime of terror, which require pre-trial detention as a default presumption.

Nevertheless, because of Mr. Horvat's cooperation with law enforcement authorities so far, as well as his good conduct, the aforementioned decision to release him pending trial has been made. Mr. Horvat is no longer suspected of offences 5 and 6. As previously, you will continue to have visitation rights. We believe that his continued collaboration with law enforcement will be effective in securing a speedy release without trial, and we encourage you to advise him to that effect.

His Excellency, El Presidente José David Costantino, regrets the circumstances requiring this office to contact His Majesty, Ioannes Laskaris XI and his government, but nonetheless, we have been compelled to in response to the recent Pelasgian condemnation of the declaration of the Ebrian Republic and its subsequent cutting of diplomatic relations with the legitimate Ebrian government as well as the Radillan Republic, and disturbing reports of rapid military buildup within the Pelasgian borders.

All of this, and more, demands that the Occidentian Republic of Josepania hereby condemn the Pelasgian Empire in the harshest terms we can muster, for they have ripped off the mask of civility and decency in these past few days and shown themselves to be little more than a force of autocratic brutality on the international stage. They have shown the free peoples of the world that the Pelasgian Empire is an entity that is completely obsolete in the twenty-first century, for there is no respect, not even an inclination of lip service, to the true source of power in any modern nation: the will of the people. Have the Pelasgians not learned this lesson observing the world around them for the past few centuries? If not, know this: that will is on full display in Ebria right now, a people who refuses to submit to tyranny and oppression to both a military junta and a monarch that cares not for their well-being and security but rather for their own greed, pride, and lust for power.

This is not even beginning to touch upon the ludicrous nonsense touted as 'evidence' of a republican or communist, it's difficult to tell who is the scapegoat at times, plot to assassinate the former monarch, depending on the word of a rogue ambassador whose credibility is shaky at best and dismissed by those not blinded by dogmatic authoritarianism. Rather, the timeline of events, and the legitimate government itself that suffered such a cowardly and barbaric strike, shows it is the Third Army who is behind this. Why would the republicans bomb their own, and embrace their own assassins as comrades? It is laughable on its face, and we are mortified that anyone could begin to conceive this alternative fact as truth, unless of course the Pelasgian Empire believes the current government is willing to mutilate itself like some rabid animal for a chance at power, in which case they are truly beyond help.

We pray that the words of El Presidente, as relayed by this office, gives His Majesty's government pause as to the road they are travelling down, and to take care to never, under any circumstances, ignore the will of the people, including and especially their own. The Pelasgian Empire appreciates the Tianlong Republic's concern, but reassures the Tianese Government that its actions are merely legitimate reactions to hostile or unlawful behaviour on the part of third actors.

Firstly, with regard to Ebria, the Pelasgian Empire maintains relations with the legitimate Royal Government of Ebria under the authority of His Majesty King Alfonso VII. Pelasgia refuses to recognise and to deal with the so-called "Union of Ebria," an illegitimate regime that came about by way of regicide followed by an unlawful coup, as attested to by the Ebrian Ambassador to Csengia. Ebrian diplomats in Pelasgia have been given a choice to be accredited by the legitimate Royal Government or to leave and be replaced by colleagues who are. Likewise, Pelasgia retains its missions in cities under Royal Government control and will gradually reopen those in other cities as the legitimate authorities regain control thereof.

Secondly, with regard to Radilo, the Pelasgian Empire has severed its ties after it became apparent that the Radilan intelligence agencies had actively collaborated, if not directed, a number of businessmen and politicians who were recently arrested for a seditious conspiracy that sought to overturn the Pelasgian Government. The Radilan Ambassador was summoned and given a chance to address this evidence, but their vague denials were deemed unsatisfactory for so grievous an offence. The decision of the Radilan Government to deploy troops to Ebria against the Royal Government, which followed large-scale militarisation, was the straw the broke the figurative camel's back and caused us to sever ties until such a time as Radilo rectifies its position.

Finally, the Pelasgian Imperial Armed Forces are carrying out normal mobilisation manoeuvers to enable to defend Pelasgian territorial integrity in case of foreign attack, in keeping with current threats. The large-scale mobilisation of Radilan naval forces from bases near our shores and the simultaneous involvement of extra-regional powers in the Ebrian Civil War have given us plenty of reason to beware. Nevertheless, Pelasgia remains committed to international law and peace, and we will not seek armed conflict unless provoked.

As regards the peak of activity of the Pelasgian imperial forces and the motivation of being simple maneuvers to guarantee territorial integrity, they seem absurd to us given that neither Radilla, nor Ebria, seem intent on conducting operations against your legitimate borders, especially We doubt Ebria is capable of conducting operations far beyond its borders. That said, we will monitor the situation for further developments, but at present the Imperial forces are not considered a threat to us, and therefore no further investigation is needed to allay our doubts.

The Pelasgian Empire would be insulted at His Excellency's words, were it not for the fact that, knowning El Presidente, they were likely written under the influence of some form of narcotic or strong liquor, or a combination thereof. Pelasgia, respecting the Will of the Ebrian Nation, which is expressed in the Constitution and the recent Referendum in favour of the Ebrian Monarchy (both of which El Presidente seems all too keen to forget), abhors the way in which the Republicans ignore both said manifestations of this will to unilaterally and illegally proclaim a Republic. Democracy is not mob rule; it is the exercise of educated public opinion within the confines of the law, which, in Ebria, has always supported the Monarchy as the guardian of popular will. This, too, is the case in Pelasgia, where Our Most Pious and Majestic Sovereign is the Guardian of the Constitution and the Symbol of the Nation.

Pelasgia also recognises the Supremacy of God over all matters, be it in Pelasgia, Ebria and elsewhere. God favours the legitimate Monarch of both countries and gives him authority to rule, something that the godless republicans cannot claim. God transcends time and His State, our Empire, transcends notions of modernity in much the same way. The only thing that we find to be obsolete is Josepania's strongman system of pseudo-elected dictatorship, which makes a parody of democracy and monarchy at once, and is better consigned to history books regarding the early 20th century.

We know not of this so-called "Global Exploitation Conspiracy" that His Excellency cites. We do know of a very real conspiracy by Radilo to overturn our Government. And such conspiracies deserve at the very least the current level of diplomatic sanctions we have imposed on Radilo.

To whom it may concern,

The Pelasgian Empire has already made public its motivations for recourse to armed force against the treacherous merchants of Radilo in the current Special Military Operation. Radilo's attempt to overturn our lawful, divinely ordained Government is well known, as is its blatant murder of twenty-four members of the ethnic Pelasgian supermajority of Aresura who were protesting for Enosis or the Reunification of the region with Pelasgia.

That Pelasgia had tolerated the nigh unbearable occupation of its historic territory and the oppression of the ethnic Pelasgian majority therein by Radilo for centuries is only partially true, as Pelasgia has repeatedly in the past, as recently as less than a century ago, attempted to reclaim Aresura. Indeed, the current violation of our legitimate security concerns by Radilo provides more than enough cause for us to reassert our ancient and inalienable claim to the reunification of Aresura with Pelasgia and the liberation of the Pelasgian people of that territory.

Finally, in so far as allegations of "priest-killing" and "rape" are concerned, Pelasgia knows of no proof of such atrocities. We do know of Radilo's flagrant use of child soldiers and non-uniformed militias, both of which constitute grave violations of international law. If Thaumantica wishes to know why Pelasgia has seen fit to make cause with the Pressburg Pact, it should perhaps consider why both it and other members of the so-called "international community" have remained silent on those practices for so long, while jumping to condemn Pelasgia at the first sign of unsubstantiated allegations.

The venom spat out by the Peleglsian Empire is so demonstrably false, we do not feel we need to spend much ink on rebutting it, but we will make some corrections to account in the historical record. While it is true that all nations engage in clandestine espionage, there was never any attempt to destabilize or replace the current regime. Quite the opposite, we were looking forward to expanded trade and we hoped that through the negotiations of a free trade agreement that @Pelasgia would improve its governance for greater stability and economic prosperity. Of course, in search of conquering some oil fields, while brutalizing those who live near them, the Empire has destroyed any hopes of future economic prosperity. Economic prosperity that the Radilan Citizens of Aresura knew all too well when compared to the living standards of those across the border. Such was a prosperity brought about by 800 years of stable Republican government. While the exact boundaries of the frontier between Radilo and Pelasgia were settled in the 1930s, after the Fourth Archipelago War, which incidentally the Empire initiated, Areusa has been an integral part of the Republic for eight centuries, Since the Great Himyari Crusade. Since before the Old World knew of the New, Aresura is Radilo. The people there are ethnically Peleglsian, but they are not of the Empire. As the Black citizens of I Caraibi are not of Southern Himyar. In our Radilo we respect the rights and identities of the many people who compose our Republic. Ethnic Radilans make up only an eighth of our population, and only a minority speak Radilan at home. Our identity is not our language or or ethnicity--it is our commitment to a republican resolve--that we are a people bound by our common commitment to eachother. And that commitment is emblazoned by the commitment of our young, brave militiamen and militiawomen. You sirs, are war criminals, resistance to you by any means is justified, uniforms or not. It is with great urgency that our Union of Republics and Cities presents a problematic scenario for the Pelasgian Empire to thus henceforth consider. It is a matter of fact and not of uncivilized threat, boisterous claim, nor grand standing. For that matter, this Hanseatic Union does not find the Pelasgian Empire in such poor regard, albeit one of which relations have certainly soured in light of the Pelasgian Empire joining the Preßburg Pact and thereby inadvertently creating a rift between our peoples by sheer accident of greater geopolitics or nature of regional ones. Therefore it is all the more pertinent that this hypothetical warning be extended to the Pelasgian Empire in both the spirit of goodwill, but also civilized discourse between honorable and proud peoples.

There currently exists as it is universal knowledge a state of war between the Republic of Radilo and the Empire of Pelasgia. This such fact does not escape but merely the most ignorant. Furthermore, such affairs between your Empire and the Radilans are of no consequence to the Hanseatic Republics. All the more important it is to state that the outcome of said conflict is of little consequence to this Union. Thus this hypothetical warning should still be regarded with utmost care and concern, not for the geopolitics of the Meridian, rather instead for the general health of European civilization.

It has come to the attention of the Hanseatic Republics that an offer of peace and general discussion has been extended to the Pelasgian Empire by the Federation of Westernesse. This offer of peace is one that should be considered with great care and thought as the consequences of ignoring such olive branch risks a far greater problem. Through the actions of many those prior, and through a history of former conflicts, a web of alliances and interests may place many civilized peoples at odds and at the end of a metaphoric barrel of a gun. This metaphoric gun does not fire mere bullets but rather world destroying warheads that place the existence of all those in question in immediate peril.

For through the alliance of that holds the Hanseatic Republics and the Federation of Westernesse, so too exist an arsenal of nuclear weapons upon which the Hanseatic Republics are defended that must be utilized in the event of an invasion of the Hanseatic Republics. This doctrine is out of the control of mere bureaucrats, but rather through men of great standing and long researched defense policy. Whilst this office cannot know if the Preßburg Pact maintains any such nuclear weapons in their arsenal for immediate usage, and may retaliate in their own means both similar or otherwise, the end of both your civilization and my own is at great risk and open discussion should peace talks not be immediately considered.

Thus, it is my privilege, Your Excellency, Theophrastos Phokas, to engage in this diplomatic discourse with you upon which we made strive to avert such abrupt ends to our most privileged status among peers. From the understanding of this Foreign Ministry, there are weighed considerations for peace that may be achieved in relation to the Radlian people. Territorial gains for the Pelasgian Empire are naturally to be expected, although at which degree cannot be understood nor estimated by this office. Instead, it is through this back channel discourse that peace may be found and nuclear war be averted.

Further discussion and peace talks may be held through this office, or directly with the Federation's own efforts for peace. The consequences of which such weigh heavily upon the cradle of real civilization that is Pelasgia.
