To send a diplomatic cable, please follow this convention for titling your thread: "[Subject], Attn: [Country]". For example, a diplomatic cable thread from Azores to Nosterra on the Pact of Steel would be titled:
Pact of Steel, Attn: Nosterra
Only the recipient nation of the diplomatic cable will necessarily have knowledge of its content. Sensitive or secret cables, however, should mention their encryption status. A few guidelines should govern the use of a diplomatic cable:
1. Diplomatic cables are requests for international cooperation particular matter, or international notifications inappropriate for the news.
2. Diplomatic cables in this forum should not not append more than very minimal character-RP beyond the text of the cable itself.
3. Diplomatic cables that are salient to existing "Library" and "World Struggle" RP threads should be posted in those threads.
3a. The 'salient' rule of thumb might mean a) two nations involved in such RPs or b) content that affects the outcome of such RPs.
4. Diplomatic cables in this forum do not contain public information and only necessarily inform the recipient nation(s) of a cable.
4a. Information contained therein, however, might imply more public knowledge, depending on context.
