The Frankish Navy falls back after desperate attempt to reach Engellex following frightful losses to Royal Engellexic Navy and Air Force. Twenty-nine Frankish warships defeated by the combined efforts of the two services in the Cambrian Strait, twenty-three Frankish surface ships are destroyed and one Engellexic submarine loss. Frankish Government refuses to acknowledge the Queen-Empress’ advancements for the resumption of peace between the Empire and Franken.

The Frankish Armada attempted to penetrate Engellexic sovereignty and attack the imperial metropolis by the north. Exceptional deliverance of effort by duty was achieved by the combined strength of the Royal Engellexic Navy and the Royal Engellexic Air Force who launched a pre-emptive assault against the advancing Franks in the Cambrian Strait. The Engellexic submarine H.E.M.S. Triumph was critically damaged and eventually sunk within the Strait.

In Dulwich the Great Engellexic Admiralty issued a statement saying there was the strongest grounds for the belief that the Royal Engellexic Navy, and the Air Force, in the Battle of Cambria, with the Frankish within the Cambrian Strait, had accounted for a total of twenty-three Frankish warship losses in the confrontation. There was nothing to add from the statement on circulating dispatches concerning the Engellexic loss of one submarine. The statement gave the Frankish losses as one aircraft carrier, eight destroyers, eight frigates, and six minesweepers. It is feared that the loss of life will exceed six thousand officers and seamen. The Engellexic loss was well below one thousand.

The Engellexic troops and the Montelimarians have been battling fiercely in the Western Marches of Montelimar. The Engellexic armour divisions rolled against enemy positions weeks ago, deluging enemy cities and the surrounding territory with a combined infantry and armour advance. Then the ground offensive advanced along two extended fronts against Fecamp in the north and Galets in the south; Mormant, Nimes, and Bordeaux have been captured. In a series of counterattacks in which Army Generals likened tactics to bayonets and cannons, the Montelimarians were unsuccessful in regaining lost ground and were forced to a futile retreat amongst the anarchy of fledging refugee columns escaping Mormant and Nimes.

FIRST LORD OF THE ADMIRALTY PROPOSES NAVAL PROGRAM

The fact that Great Engellex, as indicated by the announcement in the House of Lords to-day, is to spend great sums upon new warships and to make an increase of large proportions in its naval personnel, is especially significant in the view of the naval understanding between Great Engellex and Breotonia earlier this year which proved to be an erroneous use of time and diplomatic resources. According to Admiral of the Fleet Henry E. G. Villers-Talbot, Crown Prince of Walssex-Battent, First Lord of the Admiralty, Great Engellex will have under construction nearly two-hundred tons of warships throughout the Empire and her allies by the end of the year. He stated that this fact was due to Great Engellex being forced to take a considerably more aggressive approach to maintaining the sovereignty of her waters and merchant vessels in the place of unprecedented EDF aggression against maritime shipping in the Great Sea.

The supplemental naval program intends to provide for ten surface ships (destroyers and frigates) and ten submarine vessels, with the focus being of a defensive nature targeted against air fleets and surface squadrons. According to his figures the increase of naval estimations for the end of year, in full inclusion of the supplement naval program, will reach twenty-two billion pounds. These are great sums to be voted within Parliament, though, the additional military finance of one-hundred-twenty billion pounds has already been passed through Parliament by means of further taxation.

GREAT ENGELLEX WILL AID BANTYR IF INVADED

The idea of war between the Suionian Empire and Bantyr seeing its fortunes deform into defensive lines cut across the territory of the Bantyric mainland is generally derided. It is not believed that Suionia is as willing and capable to fight this war as she is represented to be. At the same time there are many anxious queries as to what attitude Great Engellex, as a close ally of Bantyr, would be compelled to take in the event of such circumstance manifesting during this war. To all those queries about the imperial metropolis and those industrial such as Hammersmith, there is but one answer. Even if Great Engellex found itself incapable of confidently commanding additional, and quite destructive, fronts the Empire will be compelled to focus its attention to maintaining the independence of Bantyr.

There are two plain reasons for this, both to be found in the economic and defensive detailing of the treaties recently established between Great Engellex and Bantyr.

First, the preamble to the treaty says specifically that it is designed for the maintenance of the territorial, economic, and political rights of Great Engellex and Bantyr in the regions of Saamiskavia and Preuti-Borussia. Second, the treaty that underlined the defence agreements provides specifically that one nation is not to assist the other unless the established committee finds unanimity in making such recommendations to either government that the interests of the treaties will be undermined unless orchestrated action is taken in the defence of another signatory. When the Implaric-Oceanic Territory was deteriorating into an open state of war between Cantigny and the Federation the same questions were asked, though, Great Engellex gave no guarantee of assistance to Cantigny, instead relying on her own need to maintain her own interest through imperial territories in the south.

During the negotiating process in Bangleann, the Northern Secretary was queried on a hypothetical question concerning a situation in great resemblance to the present :- If Bantyr became involved with Suionia upon an issue entirely local to Suionia and not the wider Northern Council community, would the treaty require Great Engellex to support Bantyr in abandonment of agreements established with Vistrasia? The Northern Secretary agreed that Great Engellex would not be required to support Bantyr under such conditions. It should be pointed out that that hypothetical question is practically the same as the existing Saamiskavian War, which is local to Suionia, and which does not so far involved the greater Northern Council community.

GREAT ENGELLEX & ANGLYN

Great Engellex, in spite of its receding fortune and prosperity within the Implaric-Oceanic Territory, can still turn to account every moment for looking after its southern overseas territories. Therefore the Pretender Kingdom of Anglyn should regard Tangaloa and the Cynefrid territories more attentively and set to work more seriously with the democratic movements of those territories, for Great Engellex will know when to seize the right moment for provoking a quarrel between Anglyn, the colonised natives, and the region’s Powers. Such a quarrel would call for the immediate withdrawal of Anglysh troops and naval guns from points at which their presence at this moment is indispensable.

As is consistent with Covenant Foreign Policy: Her Imperial Majesties Oceanic Realms are of the utmost importance, the first and foremost priority in bravely fighting for True Peace in Oceania. A CLASSIFIED Extension of The Queen-Empress' Statement in Council.

TO THE QUEEN, AND THEIR LORDSHIPS OF THE COVENANT OF CANTIGNY

I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;

The Cabinet of Ministers in Great Engellex has not fully adopted an official policy concerning the issues raised by Cantigny.

It can be stated, with Parliamentary endorsement, that papers were put before the House of Lords and the Commons Assembly, in a closed sitting, detailing proposals on how Great Engellex will respond to the Anglysh Colonial Questions that still remain unanswered within the Implaric-Oceanic Territory. I can inform you, and the Chancellery, that her Imperial Majesty’s Cabinet of Ministers purposes to make the following declaration of the policy which we intend to pursue, and which it is believed is in accordance with the views of European Powers, and especially regional actors.

First, the establishment of an administrative autonomy in the colonial possessions of the Pretender Kingdom of Anglyn located within the Implaric-Oceanic Territory, as a necessary condition for the termination of the international instability that has ensued from the crisis.
Secondly, that subject to the above conditions, the native Implaric-Oceanic peoples ought, in their own independent judgement, to determine whether to, or on what grounds, remain as a portion of the Anglysh Empire.
Thirdly, that Great Engellex will make extensive use of her fair ministerial offices in the persuasion of European Powers to this resolution to be put before Anglyn.
Fourth, if Anglyn, and by circumstance the European Defence Federation, should, if required, persistently refuse to withdraw their military and naval forces from the colonial territories, the European Powers should impose the decision by force upon the states so refusing.

It is the intention of the Cabinet of Ministers to make known this policy before adoption for the purpose of deliberating conditions of the resolution with the Chancellery of Cantigny.

Great Engellex maintains no formal policy concerning the Saamiskavian War, or the Bantyric Republic in her regional endeavour.

SUIONIA'S AGGRESSION AGAINST THE EMPIRE

Language of the Justice Secretary signifies that Suionia has issued a Partial Declaration of War. The position of the Empire’s allies would likely look quietly while Suionia is engaged in a long and exhausting war against Great Engellex.

An extraordinary exchange was received by the House of Lords on Friday. The ministerial statement in the House of Lords, that the Cabinet of Ministers regards the dispatch of the Suionian expectation and preparation for war with the Empire as an unfriendly and aggressive act, created a profound sensation amongst many peers supportive of co-operating with the Northern Council. Especial significance attaches to the words of the 3rd Earl Russel, the Secretary of the Justice Department, as he read them from a paper highlighting the dangerous dissolution of relations by Suionia, the Lord Edward Boleyn demanded that the Justice Secretary give way as to allow the House to ascertain the intentions of his paper. 3rd Earl Russel had submitted himself to give way only to be suddenly summoned to a cabinet meeting with the Queen-Empress later in the evening at Warwick Castle. Lord Twickenham declared his correct interpretation of the prevailing feeling among the Lords in describing the ministerial statement as a menace to diplomatic efforts between the Empire and Suionia; few extremist peers likened the statement to recognising the intended course to be pursued by Suionia as a quasi-declaration of war against Great Engellex.

The Dulwich Evening Dispatch correspondent spoke to their Lordships of all factions in the Lord’s lobby after the Justice Secretary’s speech and found it to be practically the consensus of opinion that, though this difficulty will probably be adjusted, it must surely bring nearer the conflict with Suionia, which many observers of regional affairs throughout Europe have felt to be inevitable. It was suggested by some that the Duke of Rothermere, the Engelleux of Arms, will intend to rely on the influence of the Queen of Cantigny being cast against Suionia should the latter adopt a more aggressive line against the Empire. But others believe that the effect of the new balance of power in Europe would be that Cantigny and Oikawa would stand by while Great Engellex is engaged with an invasion from Suionia.

Generally speaking things do not seem to be going very smoothly for Suionian's position in Saamiskavia. The often repeated intimation that Great Engellex is seeking to stiffen the diplomatic course of Suionia and Bantyr and induce them both to relinquish the confrontational attitudes which they have maintained toward each other has rapidly vanished into thin air. Great Engellex has never ceased work for a moment in that region, and is to-day so firmly in possession of great interests that the Empire may be considered as having the greatest concern for the conflict that has arisen between the two dominating Powers in the North. Earlier in the year, by the terms of a series of treaties and agreements with Bantyr, the Empire was permitted to extend her economic interest in Saamiskavia by unprecedented levels, and to establish a series of defensive agreements concerning mutual interest in the immediate area. Not only in Bantyr, but Dulwich was allowed to penetrate further into the North through the strengthening of relations with Arendaal by Royal Engagement, which many anticipate will be the location of further economic investment and interest; and it doesn’t end there, as sources within the Ministry of War have confirmed rumours that co-operation and agreements are being negotiated with Cambria. These can have but one meaning, and that is nothing more nor less than the repositioning of imperial interest from the Implaric-Oceanic Territory, and the Orient, to her immediate spheres in Preuti-Borussia and Saamiskavia.

Where Great Engellex invests her capital, particularly in infrastructure works and agreements, there political understandings and commissions will be established, and there always will be the need for the protection and enforcement of interest through defence accords and Non-Aggression Pacts. The Engellexic roses will from here long be planted in all provinces of Saamiskavia and Preuti-Borussia. This is perhaps one of the strangest results of Engellexic imperialism and even the wild and nomadic tribes of Warre, who for centuries had been a law unto themselves, soon may become subject to the same power that has so long awed the Anglo-Saxon peasantry around Europe. It will need something more than all the protestations and intrigues of the Suionia to check the advance of Great Engellex in the region.

MINISTERS IN HAMMERSMITH

THE CAUSE OF THE GREAT WAR REINFORCED AT HAMMERSMITH

In an address on Friday before the Royal Association of the Hammersmith Merchant Navy at the East Tobacco Quay, the President of the Board of Public Trade said that the foundation of her Majesty’s Saamiskavian policy was exclusive of aggression. In response to an appreciative acknowledgement to the Queen-Empress and her Cabinet of Ministers for the efforts given in pursuing a neutral course in relation to the Celtic-Nordic Troubles, thus ensuring undisturbed trading in Saasmikavia, the President said the pride and prestige of the Empire had and will always rise above economic warfare. He confirmed that Great Engellex will take no notice of the latest aggressive assertions from Suionia, issued in the form of suggestive expansions of the conflict against the Empire devoid of logical foundation. The Home Secretary, Earl Grey, also delivered a speech before Hammersmith at the Lord Mayor’s House of Hammersmith. His speech is taken as a complete answer in stating that peace will only be secured when the strength of a united democratic Europe has overthrown the shackles of the Federation’s System of War.

The speech before the Lord Mayor of Hammersmith and two-thousand-five-hundred political, economic and civil delegates, the Home Secretary, emphasising the peril of the Federation’s imperialism to the Empire and Europe, declared his belief that the people held under the authority of the Federation would not cast off the yoke of the autocracy until they had been guided with protection from violence suppression by Great Engellex and her allies. A course, he added, was much needed to destroy forever the cruel ambitions of the autocratic rulers of the Federation, and that it was the only way to restore peace to Europe. In a position that should see a democratic demonstration from every person in Europe, their expressed will would surely see an end to aggressive wars of political domination. The only way such a future can be realised is by seeing to it that their will is expressed through the participation of free and democratic institutions, which the Federation has long objected to and fought against. No people of Europe will be more strengthened than the Empire of Great Engellex when our opportunity has come.

The great peoples, ruled in belief their word and in deed by a collective of Europe’s most oppressive governments of contemporary times, is straining every effort to supplant democracy by the autocracy which they have been taught to worship. When will the peoples of the Federation awaken to the cruel truth? When will they arise in their might and cast off the shackles and become their own masters? It shall not be until the imperial will of her Majesty’s Empire has cast down the military might of the Federation and obliterated eternally its dastardly ambitions for Europe. The Earl Grey sought to reinforce at Hammersmith, a city most affected by war, the righteousness of the cause in which the Empire finds itself at war with the Federation over.

MONTELIMAR REFUGEE SITUATION

It was officially announced from the War Office on Saturday afternoon that due to the case of necessity that has arisen the transports of the Great Engellexic Army will be pressed into service to take Montelimarian refugees out of frontline regions to three refugee sites that are shortly to be established by the Engellexic Red Cross. This announcement comes as a result of the increased fatalities of Montelimarian civilians found caught between frontlines trying to escape to central Montelimar, and the Queen-Empress has expressed strongly to the War Secretary her fear of what may very soon become the biggest humanitarian crisis in over a century as hundreds of thousands of people attempt to flee the war devastated cities of the north-west.

According to the latest reports received from the Northern Department, the War Office is to make available an infantry division from Walssex-Battent further sole purpose of being deployed to assist with engineering the colossal task of locating displaced civilians to refugee camps within southern Walssex-Battent. The War Office has been unable to state any further information regarding operation, though it has been implied that the Armed Forces will be seeking to command the Montelimarian railways for the purpose of facilitating better the movement of civilians.

Surely this is understandable, and Suionia will maintain constant communication in order to make sure our military actions in our defensive war with the Celts do not incite conflict between our nations.

These assertions are a complete misrepresentation of treaties and agreements established with foreign powers by Dulwich. The Empire is neither pro-Celts nor anti-Northern Council. Never has her Majesty’s Ministers ever taken a decision which can be interpreted to mean that Great Engellex will abandon her obligations for peace and economic prosperity with both Celtic and Northern Council states, and execute a third front against Suionia alongside Warre.

European peace is the foundation of her Majesty’s foreign policy; enduring and abiding peace that will permit of friendly and active co-operation among all nations of Europe, especially Preuti-Borussia and Saamiskavia.

The Frescanian Republic in honoring the Karlskrona Accord, has come to the defense of the Suionian people against the Bantyric assault. Knowing the existence of this widely acclaimed treaty, your own nation a member of the friendly Pasila Accord, still issued a declaration of war upon a Karlskrona Accord member. Naturally, an attack upon a Karlskrona member is an attack upon all Karlskrona Accord members, and as such the Frescania people have only acted in defense.

Engellexic actions leave us no doubt that our initial analysis of Engellexic policy was correct. The Union of Great Engellex positioned itself indirectly to wage war upon the Kingdom of Suionia. We find it tragic that your previous words of peace rang so hollow.

Great Engellex to recognise the Solaris National Congress. Sir Anthony Pelham-Holles instructs the Federation to leave the Implaric-Oceanic Territory and Solaren.

Carentania and the European Defence Federation both having large and valuable possessions of the rapidly disintegrating state of Solaren, and with extensive interest in the lucrative Long Sea, it was natural that the one should desire to prevent the other from being placed in a position to exercise control, in peace or in war, over any part of the grand thoroughfare between the Occident and the Orient. This was the main feature of the new policy presented to the Commons Assembly by the Northern Secretary, Sir Anthony Pelham-Holles. Many members of the Commons advocated placing the Federation and Carentania on an exact equality for the purpose of regional dealings, with the hope of establishing an agreement by convention with Dulwich to never occupy, militarise, or exercise dominion over any stretch of the Long Sea. Mr Pelham-Holles expressed that it would be impossible to adopt such an approach to post-war Europe, and that for the purpose of terminating any and all serious misunderstandings between Great Engellex and the Federation, a convention to be established for the Long Sea will not be sought with the consent of the Federation.

Whether the European Defence Federation acted wisely or not in in attempting to acquire territorial expansion in a region on their own continent which may become necessary for the maintenance and security of their important and valuable possessions in the Implaric-Oceanic Region, is another and a different question which the Speaker of the Assembly was correct to refuse to a backbench member. But that question will become important if to conclude that much wanted peace, and presently it does not appear that the Federation is prepared to accept their responsibility for the August Catastrophe. The language of the policy which Sir Anthony Pelham-Holles presented gives little doubt to the opinion of her Majesty and Ministers on the question of the Federation’s wisdom during the continuing series of unfortunate events. In regard to the Federation, the policy will serve to restrain them from making future acquisitions and to establish the framework for a European body to proceed with de-colonization of Federation territories in the East and South. In reference to Carentania, the case is different, and the language not only applies to Carentania but also to the Solaris National Congress, because the policy intends to recognise the SNC as having the legitimacy to exercise dominion over the post-war realm of Solaren. Whilst, therefore, Carentania has no occupancy to abandon under this new policy, the Federation holds extensive possessions to restore to Solaren and the native peoples of the Implaric-Oceanic Territory.

Members of the Commons expressed their frustration that the Federation up till the present moment have not deemed it proper to take the initiative toward their moral obligations to the democratization of their colonial possessions and their eventual independence. The Federation is still in occupancy of a vast number of island territories throughout Europe, in a manner which is devoid of democratic process and institutions. This delay on their part will surely come to end as they will not be permitted to proceed with the present status quo as prescribed by the language of the new policy.

The moment the European Defence Federation shall withdraw from the Implaric-Oceanic Territory, where the Federation now exercises exclusive dominion over many island and exclave territories, the former relations of Great Engellex to the Pretender Court of Anglyn will naturally be restored. When this event will occur, it is to be hoped that these new island states and those of the Federation occupied Solaren, in their conduct to pursue and develop democratic and civilised societies, will follow the example of Carentania, Cantigny and Great Engellex.
The object which it is hoped that this Parliament will be able to accommodate is, to induce the European Defence Federation to withdraw from al control over the territories and islands of the Implaric-Oceanic Territory, over Solaren also, and to abstain from intermeddling with the political affairs of the governments and people in these regions of Europe. This object is more earnestly desired by Great Engellex, as it is apparent that the tendency of events in that quarter is to give a foothold to the Federation’s power there, in contravention of the policy which her Royal and Imperial Majesty is resolved to sustain.


In the next address to the Commons Assembly, Sir Anthony Pelham-Holles refers to and argues for the approval of a recognition advised by the Council of State of the Solaris National Congress exercising authority for governance over Solaren. The Shadow Northern Secretary asked Sir Anthony, in what manner shall we carry this into effect? And suggested that the appointment of a joint committee by the Queen-Empress for that purpose might be the best mode of proceeding.

THE KARLSKRONA ACCORD

FRESCANIA AND SUIONIA DECLARE WAR ON GREAT ENGELLEX

The Viscount Palmerston, the Minister of the Northern Department within the House of Lords, addressed their Lordships on a special sitting of Sunday afternoon :- My Lords, I desire to lay upon your Lordships’ table a dispatch from the Northern Department recapitulating the action of her Majesty’s Ministers with regard to the Saamiskavian War and Frescania, which Sir Anthony Pelham-Holles of the other place has addressed to her Majesty’s ministers abroad. The first of the notes belonging to the dispatch was prosecuted on October 21. It strongly advised that the Frescanian Government should be engaged for the restoration of peace in Saamiskavia without delay, and that assurances should be given to Dulwich to the effect that Frescania will not extend the war further. Sir Anthony Pelham-Holles also informed the Frescanian Government that her Majesty the Queen-Empress has endeavoured to make good use of her fair office to restore peace in the North, and that Great Engellex was bound to defend the Republic of Bantyr if it is attacked. Viscount Palmerston referred to the response from Frescania, suggesting some communication had taken place between the two ministers. That communication, however, your lordships will see, when you have it on the table, did not offer any guarantee for the immediate dissolution of aggression from Frescania, which was needed to contain the conflict.

The President of Frescania proceeded to launch a destructive missile strike against Bantyr despite the efforts of her Majesty’s minister to persuade the president to do otherwise. Sir Anthony Pelham-Holles succeeded in ensure no obscurity in that such an attack would be considered as a declaration of war against Great Engellex. The expiration of the hopes of Great Engellex to induce Frescania against aggressive actions was succeeded by her Majesty expressing want to shall all possible consideration to the President of Fresania due to the unfortunate circumstance his nation was placed in by the Karlskrona Accord.

On Sunday 23 October declarations were received by Sir Anthony Pelham-Holles effecting a state of war to exist between Great Engellex and Suionia and Dagomba. Your Lordships will be able to form your own judgement, but that judgement will be materially assisted by the speeches and dispatches of the foreign ministers since it was Frescania, Suionia and Dagomba that those declarations of war. The Viscount Palmerston announced that he and Sir Anthony Pelham-Holles would not sign an Engellexic declaration of war, as an effort to not be compelled to justify the unnecessary expansion of the Saamiskavian War. He also announced her Majesty’s intention not to attack the Karlskrona Accord members until she was with absolute certainty that diplomatic proceedings had failed.

We would like to point out that we never declared war on Engellex. Furthermore, we will maintain our armed forces on high alert regarding Engellex as its alliance with Bantyr could be activated at anytime. Because the latter shamelessly invaded Suionia, and due to our defensive alliance, we responded in kind. Unless Engellex's alliance with Bantyr is all about letting the latter expand imperialistically, we hope to keep communications going so that our nations do not fight each other.

This was naturally led to be an assumed Declaration of War by the Frescanian Government. It is worth noting that the Frescanians have not lodged an active Declaration of War upon the Engellexic people.

With the tense relations between our nations, it was natural to assume this to be the case due to the wording and timing of your statement; however, in hindsight after news coming from the Engellexic Parliament that no Declaration of War was in fact submitted to the Republic of Frescania, Our Declaration of War is voided upon your nation due to the fact there is no legal ramification or necessity.

Yet, despite this, we find the Engellexic attitude on the subject to be judgmental and perhaps superficial. That the Union of Great Engellex should believe it has the right and power to limit the advances of allies, despite the unwarranted and malicious attack of the Bantyric people upon the free and civilized people of Suionia is worrisome. It serves to believe that the goal of the Engellexic government is not oriented towards peace, but the outright isolation of Suionia as the Union of Great Engellex, for having such great relations with the Bantyric nation has not offered peace negotiations or insurgencies to the aggressive party.

As such, our relations remain unchanged despite the constant reassurance in writing made by your government otherwise. Actions do indeed speak louder than words, and if the Engellexic peoples stand strong against the imperialist forces of the Federation, then they would also stand strong with Suionia against the imperialistic forces of Bantyr.

I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty this PRIVATE CORRESPONDENCE;

Economic freedom had been systematically neglected and damaged through the position of the Northern Council to influence and effect trade to an alarming degree, particularly in Saamiskavia. If there is an entanglement Great Engellex ought to be ashamed of it would be the absence of such entanglement with the Northern Council or Germanic League, as to ensure that her Majesty’s Ministers were in a position to guarantee the protection of economic freedom in Europe through the persuasion of an influential multi-national body. Nothing substantial of recognition had been done to resolve the issues between the Celtic nations and the Northern Council, by any power of Europe, and this gross inaction has been a cause of unprecedented hardship to be experienced around Europe in modern times. It is hoped that the Chancellery of Cantigny would pause before unceremoniously rejecting any notion of supporting nations in a lesser position to our own. Support which will serve to act as important provisions in the pursuit of furthering national economic and political interest.

Supporting the Empire of Suionia, we ought to proceed very carefully in consideration of the matters which now stand upon the doorstep of Great Engellex and which Cantigny has fortunately avoided. Her Majesty cannot alter the general principles that have formed national debate and ministerial policy for hundreds of years; principles which have been adopted by the Chancellery as demonstrated from the Chancellor’s pursuit for greater freedom and prosperity in the Implaric-Oceanic Territory, which her Majesty wholly supports. The immediate restriction of free trade, which Great Engellex was compelled to negotiate the repelling of, by Suionia is rightfully worrisome and a gross demonstration of power in possession by Suioinia. We object to the immediate use of trade embargos, tariff increases and asset freezing to bring settlement to problems and disagreements that should manifest between nations. A conference for a peaceful and diplomatic settlement should have been the immediate direction to take to resolve the Celtic-Northern Council issues, and nations on both sides of the conflict should equally be condemned for not effecting that.

Do not doubt the sympathy of her Majesty and Ministers to the delicate situation the Chancellery now finds itself in, we have been occupying such a position for too long. I entirely deny that Great Engellex has demonstrated carelessness in managing its approach to the Saamiskavian War, and I implore the Chancellery to acknowledge the considerable economic and political interest Great Engellex has invested in the North, not just in Bantyr, but Arendaal and Cambria. The combatants of this conflict must give way to a peace conference at the earliest opportunity, that is the position of her Majesty the Queen-Empress and it is hoped the Queen of Cantigny will make good use of her fair office to have this hope realised alongside the Queen-Empress.

THE Covenant has adopted policies which neglect economic freedom in Oceania, and will continue to pursue time tested methods of National preservation. It should be observed that Her Imperial-Majesties Oceanic Realms are at peace, a True Peace. It is precisely our cynical view towards flawed races and their ideals that maintains the calm ; War in Oceania will break out when, and only when Cantignia chooses.

Ultimately we share the view that some form of coddling is in order, to perhaps save the loyalty of Bantyric Celts, but we would surely not condone spending valued life on a faulty organism, such as the Bantyric Republic. The Lord Chancellors Administration has taken the reigns of our economy firmly, guiding it towards prosperity while free market states go to war to protect their stuttering wealth. Suionia is right in prioritizing and empowering the will of the Norsk Races, which cannot be subjected to the same disadvantages as the eternal Celt.

I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;

That her Majesty the Queen-Empress instructed her Ministers to propose to submit the question, to the Kingdom of Suionia and the Republic of Bantyr, of arbitration; that we are respecting the participation of our diplomatic and consular agents to advise on preliminary proceedings connected with her Majesty’s intention to bring forward a peace conference. I feel therefore justified in looking forward with confidence to committing actions to words, to endeavour a speedy settlement of the disputes, that have given cause for war, through the ordinary channels of communication that both the Celtic nations and the Northern Council ought to have proceeded with initially. We do not see what useful end could be served by the entry of the Republic of Frescania into the conflict without approaching the matter diplomatically first. It is implored that there is a suspension of judgement concerning her Majesty’s Minister’s approach to prevent the President of Frescania launching his missile strike. There had been no assumed right to limit the functioning of the Karlskrona Accord from Dulwich, the intent was simply to persuade against an armed response and allow for a diplomatic solution.

Of the sincerity of her Majesty’s intentions I declare that there should be no doubts of the sincerity of Great Engellex in committing ministerial effort to effect a settlement through a peace conference. I am sure all Governments are cordially desirous of peace, if it could be safely and honourably obtained, with no expectation to commence hostilities should peace be found unattainable by negotiation.

Concerning the time in which a dispatch was made to the Government of Frescania and the missile launch, it can be said that confusion amounted from a delay in conveying intelligence sufficiently to the necessary ministries.

It is hoped Suionia and Frescania will seriously consider a peace conference where disagreements can be settled. I will be approaching my colleague in the Republic of Bantyr to formulate a position on the Celtic front.

The Kingdom of Suionia accepts the offer to a peace conference and is willing to send delegates to any offer of peace as this war was never in the realm of Suionian desires. It is worth noting that as victims in this heinous attack, we do expect compensation to some degree be that in monetary, military, territorial, economic, or some kind of form that would be seen as agreeable.

That said, this is my last communication as Minister for Foreign Affairs. Elections in Suionia have altered the political landscape and I will no longer be in service at this position, as the new government will likely appoint a new minister. It has been been wonderful to correspond with your nation and wish you Sir Pelham-Holles the best in your future endeavors.
