THE QUEEN'S RETURN TO DULWICH


The Queen has returned to Dulwich and immediately continued her commitment to the Armed Forces, and announcing an Official Invitation to the Crown Prince of Arendaal.

Her Majesty the Queen continues to be the object of great admiration in the Armed Forces. The Queen on her return from the Republic of Bantyr reviewed the Horse Grenadier Guards at Dulwich. This regiment was drawn up in line in Pall Mall, in front of the Palace of Battent. After minutely inspecting this fine regiment of five thousand men, her Majesty distributed several crosses of the Queen-Empress Adelaide and other military medals, after which the regiment filed off before her, amidst cries of ‘God Save the Queen! Long Live the Queen!’. The Queen was on horseback during the whole review. The Lord Chamberlain also announced to the media publications present that her Majesty had extended a formal invitation to his Royal Highness the Crown Prince of Arendaal to visit Dulwich, as well as senior members of the Aren Court.

The guests of the Queen, on their arrival, will be conducted to their apartments at the Royal Palace, and, after having changed their travel costume will be presented to her Majesty before dinner. The dress of Lords and Gentlemen for the Queen’s palaces is a frock coat in the morning, and a dress coat an white neckcloth in the evening, a military uniform maybe worn otherwise in the evening. Hunting is understood to be an event for the Queen to host during the Crown Prince’s visit.

There is a lot of talk in Dulwich that his Majesty the King of Walssex-Battent is to suppose a project to Queen Charlotte for the transformation of the Palace of Battent on Pall Mall into a splendid official residence of the monarch of Great Engellex, as the present Royal Palace at Dulwich is considered rather dowdy. The project, it is believed, will take note of the need of the monarch to have a more suitable office and official facilities for conducting the affairs of the nation; including a suit of rooms for intelligence and military purpose incorporating the latest technology and innovation to support her Majesty’s efforts.

BOARD OF THE IMPERIAL GENERAL STAFF

Lord Crawely, within the House of Lords moved to inform their Lordships of the Board of the Imperial General Staff established by her Majesty. I think it right to inform your Lordships that her Majesty, by the advice of the Imperial Defence Committee and her ministers, has appointed a Board of the Imperial General Staff to inquire into certain matters of the immediate defence of her Majesty’s realm of Great Engellex and into what provisions are necessary for the President of the Board of Public Works to consider in respect of civil projects that will be needed to commence. This board is to receive representations on the subject of civil and military infrastructure from leading personages of Great Engellex, public and not; and respecting reviews commanded to take place inspecting the condition of her Majesty’s Royal Navy, Army, and Royal Air Force. The War Secretary, sitting within the Lords, the Duke of Rotheremere conceded that the step now being taken by her Majesty was one which ought to have been taken long ago. He informed the house that he will advise the Queen at the moment the report and considerations of the board will be in her Majesty’s hands, as Commander-in-Chief, will be natural and proper for her Majesty to adopt the necessary policies and implement the changes advised.

ZADAR-ISTRIAN ISLANDS

RIOTERS ATTEMPT TO DISTURB THE PEACE OF ZADAR


After a religious ceremony celebrating the birthday of the Lord Commissioner of Zadar-Istria a compact group followed the military band as it quitted the Zadar Cathedral, and demanded with loud cries the Domovina. The Imperial Officer commanding the battalion refused to comply, on which the mob loudly expressed its displeasure, using insulting language, and humiliated the officers. Two of the mob leaders were instantly arrested, the others dispeared. In the course of the evening a large crowd assembled before the Zadar Cathedral and cries were heard demanding justice and unity, mingled with the nationalist lyrics of Domovina. A considerable number proceeded to other points throughout the city making the same demonstrations; but the cathedral continued to be the centre of attraction.

In less than half an hour the whole of the Imperial Officers issued from their barracks throughout Zadar, and the General, at the head of a battalion of cavalry, charged the rioters, who fled with such speed that the morning papers described them as Negroes of Zadar. Several arrests were made.

EXPANSION OF THE ARMY

THE QUEEN'S POLICY ON WAR CHANGED


The Queen has review her policy for the Ministry of War following the first in a series of recommendations from the Board of the Imperial General Staff; established to advise her Majesty on what areas to bring her attention to.

Soon after the House of Lords convened yesterday, the War Secretary, the Duke of Rothermere and Field Marshal, rose and stated that, in pursuance of the Queen’s instructions, he had the honour to announce that the Great Engellexic Army will be forming twenty new regiments in line with present considerations from the Board of the Imperial General Staff; a fact which has been the constant object of her Majesty’s policy of War, to follow the guidance of her Imperial General Staff, and which will doubtless be hailed with the same satisfaction throughout the country as by both chambers of the Parliament. This announcement, received with the loudest cheers, having been made, the Shadow War Secretary, member of the Whig Party, Viscount Harrow, addressed the House :-

Your Lordships cannot fail to convince the highest satisfaction at the communication just made by his Grace the Secretary of State for War. We have to thank the wisdom and vigorous attitude of her Majesty the Queen and ministers, for that, during this despicable time of political difference in Europe, from which other countries have moved to progress the prospect of war, a degree of assurance has been felt on the nation’s trust in her Majesty’s ability to public duty. We have to thank her vigorous attitude and wise solicitude, for that we, by this acceptance of renewed policy of the Defence of the Realm which her Majesty has conducted, will take part fully to ensure the estimates of the Army are precise and appropriate. It can only be hoped that this will act in the face of the aggressive Powers that her Majesty will engage the gears of war, if necessary, to protect her subjects. Our gratitude will be most simply expressed if I propose to your Lordships to give a cheer for her Majesty – may her Majesty’s reign be long and prosperous!

A similar communication was made subsequently to the Commons Assembly, where the Leader of the Opposition, the Shadow Home Secretary, replied in terms more laudatory, if possible, of the Queen and her new policy. In truth, although it may be questionable whether this policy deserves the suggestion of being vigorous, it certainly merits that of wise and reasonable. Commerce and industry will surely flourish at such an expansion of the Great Engellexic Army; uniforms, food, armaments, transport, construction of quarters. Public opinion has been strengthened to the highest level since her coronation, upon a higher level than those surely enjoyed by the Courts of the European Defence Federation. The financial condition of the treasury is in every way most satisfactory, with the belief that additions to the Army Estimates can be made onto the national deficit without such drastic need of raising taxes, which remain amongst the lowest in Preuti-Borussia. Finally Great Engellex can stride into her co-equal place with all other powers, and completely secure her position abroad, without leaving the domestic front vulnerable.

Indeed, it may be said that the situation of the country is more advantageous than that of the European Defence Federation, to whom the nation is much superior in political honesty and by disinterestedness to imperialist ambitions throughout Europe, even so more financially with the freedom to impose changes needed to the treasury to support whatever defence will be needed should the Federation propose a war against Great Engellex and Cantigny. It has been fashion too to fall foul of Great Engellex for the line she has pursued, and to praise the European Defence Federation for the negative line she has adopted in the Implaric-Oceanic Territory. This fashion, as regards the first, has been abused as much as the fair sex are abused in Hajr; but if the political garb of Anglyn, Franken, the entirety of the Federation be strictly examined, there can be few who will assert that it is more justified and righteous than the line taken by Great Engellex. It is not believed that a single plenipotentiary within Dulwich is satisfied with the Federation, or whose sovereign or government does not owe that power a secret grudge for past acts. At all times, the Courts of the Federation have utterly failed in their attempts to throw Great Engellex into the background, to ensure the extension of Anglysh influence south, or Frankish in Solaren.

BALLROOM DIPLOMACY


The Northern Secretary confirms that her Majesty has be making effort to engage with the European Defence Federation for the purpose of peace.

The Northern Secretary, confirming an occasion last evening of ballroom diplomacy by her Majesty to encourage the goal of peace with the European Defence Federation, says :-

We have been considered very incredulous; it was greatly repeated that we wish for war at any price; that we repel even the very hopes of seeing the termination of hostilities, which could cost Great Engellex potentially hundreds upon thousands of men. This injustice will not be tolerated no more; it will not prevent us from saying, as good and loyal friends to the Commonwealth of Cantigny : Be on your guard! Her Majesty did indeed host a fine occasion last evening at the Royal Palace, the occasion was to welcome a renewed effort for cordial relations with the European Defence Federation for the sole purpose of engaging with a conversation for continued peace and stability. It is regrettable that our efforts were not immediately appreciated and reciprocated, but hope is held that it will be achieved in time soon. If anything was to be achieved, however, it will be that Europe can be trusting in her Majesty and ministers that this realm is not delighted at the prospect of war.

ARMY AND NAVAL DISPATCHES

THE ARMY EXPANSION

The War Secretary introduces the first recommendations to the House of Lords for an expansion of the Army.

The War Secretary, the Duke of Rothermere and Field Marshal, stated, in reply to the queries of the Shadow War Secretary, that the army estimates to this date were framed in supposition that there was to be continued peace with the immediate powers of Europe; but in consideration of the Board of the Imperial General Staff’s recommendations, and the progression to a state of war with the European Defence Federation, which many foresee to commence in the near future, his Grace should only ask Parliament to vote that part of the estimates which will facilitate the creation of twenty new regiments. Further increases, upon recommendations, will be made independently to the House for consideration. Then those who would wish to fully discuss the recommendations separately of the overall objective can do so. Under these circumstances, he trusted the House would vote the sums which will soon be required.

It is suggested that the estimates for the additional regiments will have an initial value of $10-15 billion, with overall expenditure of the War Ministry increasing by $5 billion.

ARMY PROCUREMENT

Coinciding with the War Secretary’s address to the House, Géraud de Crussol d'Uzès complained of the additional expenses continuously incurred on the nation in consequence of the War Department’s procurement system. He condemned the system of supplying uniforms and ammunitions from the ordering by general officers from the Armed Force’s Royal Dulwich Arsenal and Ordnance factories, which also produce uniforms, and urged that the army is not as well clothed as it could be if we introduced a system of supply by contract. He said the government has been in receipt of great loss since it became manufacturers of the supplies mentioned, and called on genuine reformers to aid him in pursuance of abolishing the system which has allowed for such a degree of abuse of the public purse. The Earl of Hemworth concurred with the statement, assuring the Lordship that he intended to form support for the reform which will ensure the increase of quality of supply, and reduce such grand expense on the public purse.

Presently the Royal Dulwich Arsenal and Ordnance, owned by the Ministry of War, supplies the Engellexic Army with munitions and uniforms. Abuse of the system has been well established.

WARTIME INDUSTRY

PRESIDENT OF TRADE ADDRESSES THE COMMONS ASSEMBLY


The President for the Board of Public Trade addressed the Commons Assembly on her Majesty’s long awaited review of Wartime Industry, and what areas will be addressed to strengthen the industrial position of Great Engellex. His main areas concerning the new industrial policy were :-

To expand on bilateral trade agreements with the member states of the Northern Council; rather than establish free trade agreements on a NC-wide level.

The need to encourage industrial growth, to meet the national demands, outside of the nation’s industrial centres.

Raw materials and transportation systems in place need to be modernised and sufficiently expanded. A white paper on the future of the national rail system will be introduced to Parliament shortly.
The President, who was received with mixed applause, introduced the concerns and situations with the industrial capacity and strength of Great Engellex. The fundamental concern with the nation’s ability to meet her industrial need now and in the future, and, especially in a grave time of war, is the insufficiency of our industrial infrastructure to accommodate new and necessary projects and programmes. The President highlighted the fear that should the Continental War draw out into a period of regional self-destruction there was little reason to believe that national industry will not depress under the weight of wartime demand. He gave way to the example of the nation’s dry docks which are now operating at full capacity, and in desperate need of investment to expand the present capacity to allow for both the expansion of her Majesty’s navy and, too, the maintenance of that navy. The Board of Public Works has received a series of commitments from her Majesty and their Lordships of the Ministries, by way of financial obligation, to finance the works needed to address and bring resolve to the nation’s industrial shortcomings. Included within that is :-

To double the number of dry docks from three to six; and to focus construction in Peterloo, as to alleviate the tension of maritime and naval traffic in Hammersmith and Weybourne.

To expand the industrial portfolio of the Royal Dulwich Arsenal and Ordnance, owned by the Ministry of War, for the construction of three munitions factories in Vauxhall and three in Duxford.

To relax tax requirements into exclusive industrial zones in Heretsmere, Baden, and Oxton-upon-Strathmore for the purpose of encouraging industrial transport and storage companies to expand and develop in these particular strategic locations.

To develop the docklands infrastructure in Peterloo to accommodate the greater increase in oil import that is forecast from 340,000 bbl/day to 687,000 by 2020.​
He announced that Dulwich and Bangleann have signed agreements concerning the use of Bantyric industrial capacity to meet the demands of Great Engellex. Included in this agreement was the priority of Engellexic private and public contractual use of Bantyric dry docks and dockland infrastructure to meet the nation’s needs; the President stated that several teams from the Royal Engellexic Navy will be relocating to Bantyr to oversee and assist with maintenance of the nation’s warships in Bantyr. The President affirmed that this was essential if Engellex was to fulfil contractual obligations, both public and private, particularly in ship construction. There is no dislocation of naval industry. Our capacity has reached the limit, and until the public works projects have been completed to double that capacity we will have to look to agreements with our friends and allies to move necessary and acceptable programmes on to their infrastructure.

There were odious and particularly loud calls for protectionism from the Fox-Labour minority in the Commons. One member brought attention to the fact that the Engellexic Army was to procure nearly twelve thousand military utility vehicles from the Commonwealth of Cantigny, rather than use the opportunity to establish a car manufacturing industry at home. Another dismissed the Queen’s ministers as betraying the national industry by relying on Bantyric aerospace manufacturing to supply aircraft to Engellexic airline companies, and components to the Royal Engellexic Air Force.The President dismissed such concerns stating that Great Engellex does not have the industrial strength or skill to produce everything she needs; and seeing our friends and allies secure procurement contracts from the ministries – where domestic production cannot fulfil the need, is a Great Interest to Great Engellex both economically and politically.
He repeated a statement he made in Sutherland :- The People of our industries, of Great Engellex should not make the mistake of being ignorant to the benefits of industrial partnership and so dismiss it. It is vital that when the transition period has come, when there will be doubts, we must keep the partnership strong. I am in full agreement with the principles laid down in Dulwich. It is the only way in which we can secure absolute national unity.

The SECRETARY of FINANCE then proceeded to unfold the estimations committed to the Board of Public Works during the afternoon within the House of Lords. He began by referring to preliminary financial statement he made earlier in the year for the federal budget. Since that time the balance sheet for the nation’s finances has been met with approval and agreement by Parliament, he said, including the commitments made to public works projects as part of an economic agreement with Vistrasia, and the expansion of the Engellexic Army. The secretary reaffirmed that position of the Queen’s ministers that the present turmoil engulfing the states of Saamiskavia, the Trade War, should and can be seen to benefit the economic position of Great Engellex if investment is correctly and appropriately applied to sectors of the national economy that can secure leadership over their Northern Council competitors.

The estimations for the public works amounts to £4 billion, and £12 billion when inclusive of the estimations for the white paper on the rail system expansion and modernisation. He expects to raise the finance for the investment by loans, Exchequer bills, and bonds, without the need to consider raising taxes. The Secretary of Finance ended his address to the Lords by stating that the present and proposed expansion of national infrastructure is the largest since the 1950’s, with the national finances in a state of positive more so than they have ever been.

COMMERCIAL MARKETS

The Engellexic Stock market is rather firmer to-day from last week’s downward direction, but the transactions have been particularly limited. The DSEX ruled firm at 0.7 per cents, from last week’s descent of 9.2 per cents. A slight improvement has been made by the favourable statements from the Queen’s ministers concerning the peaceful intent of Great Engellex toward the Continental War. The Northern Trade War continues to plague Engellexic companies which operate considerably in both the Celtic economies and the Northern Council; the President of the Board of Public Trade attempted to reassure the markets by committing himself to resolve the frustration of Engellexic companies in those two markets directly with his Suionian counter minister.

Free trade agreements with both the Republic of Bantyr and the Commonwealth of Vistrasia, highlighting the static trapeze of Engellexic trade policy in Preuti-Borussia, have provided mixed but positive results for national industry leaders concerned. Notably the Agricultural and Processing shares experienced a boon as the exports of Engellexic food and produce increased dramatically from both the FTA and the departure of Suionian companies from the Celtic markets. The Railway shares have seen to be firm, and in some lines a fair amount of business has been done – the rail works project between Dulwich and Threveburg, as well as, the general mobilization, has supported to sustain positivity in this market.

The shares of Manufactures and Industry have been uneasy due to the confusion over Suionian law and trade policy in the North. The unfavourable economic conditions for Batavie exports has allowed for little recovery of national exports. Confusion between political rhetoric and law in Suionia and the Northern Council allowed for continued loss in value of Mining and Metals shares despite reassurances on the unrestricted access of raw materials to the Suionian market.

WOMEN'S SUFFRAGE MOVEMENT

DUCHESS OF MIDDLESEX AGAINST WOMEN'S SUFFRAGE MOVEMENT


Her Grace, the Duchess of Middlesex is interviewed by the senior editor of the Dulwich Evening Dispatch with the Greatest revealations against the women's suffrage movement and her Grace is also critical of the political position of Great Engellex from having a Queen as head of state.

The following is the complete transcript from the interview of her Grace, the Duchess of Middlesex :-

I was acquainted with the national women’s suffrage movement many years ago by a demonstrator at Wiese Hill in north Dulwich. I asked my secretary to prepare for me an outline of the whole movement, which he did. Recently I have pondered much on the subject. But I must confess to you that, although I have nothing against equal social rights for women, yet I feel it is not much a serious matter as her Majesty the Queen, and all the suffragettes seem to think. It seems to me nothing but a liberal fad.

A woman’s chief mission in life is to be a romantic wife, an ideal mother, and a patroness of art, beauty and fashion. When you take a woman at home, on the stage, or in other aesthetic surroundings, she is a goddess of charm; but when you put her on the lectern, let her imitate the men and neglect her womanhood, she appears vulgar and disgusting. When she sings, dances, acts in a theatrical performance, plays an instrument, she is poetic and womanly. In those cases she is in her movements and ideas in harmony with her nature. But as soon as she enters the heavy political atmosphere of men she is abnormal and ridiculous. The very nature of man is a compound of vigour and intellect; that of woman, heart and emotion. Nature determined man to be the father, the woman the mother. The expression of one is courage, of the other tenderness. I once met a feminine man from the Republic of Kryobaijan, and I lost all my respect for men of that nationality. Gentlemen have told me that they have a subconscious disgust for a masculine woman, which is natural, as I do for feminine men.

Europ’s social history teaches a good lesson here. Take, for a good example, Great Engellex and the Orient, where women have remained more or less in their feminine atmosphere, and then take the Saamiskavien and Borussian nations, like Suionia, Franken, and Eiffelland, where the women are emancipated. The result is that the sexual relations seem dangerous, sinister and life feminine wherever the woman is equally treated to a man. The more I think about the matter the more I become opposed to the movement. It is wrong for humanity to go against natural law. Man should develop his intellect and woman her emotions. Man should be the head of a nation, woman that of the family.


The Duchess refused to elaborate on her point regarding a male head of state.

Due to the nature of the interview, the article featuring the words of her Grace was, prior to publication, put before his Grace the Duke of Middlesex. Following the startling revelations of the Duchess’ political opinion, it is understood a close acquaintance of the Middlesex’ has imposed upon himself an exile from their company at Oxton-upon-Strathmore. It is then no surprise that an escalation occurred this afternoon, which our readers and the people of Great Engellex will not truly understand until now. Mr. Andrew G. Lawes, a member of the Middlesex Ducal House of Representatives, has introduced a resolution to the chamber that would act as official advice of the Ducal Congress of Middlesex to encourage her Engellexic Majesty, the Queen, to formally expel the Duchess of Middlesex from the Court of Dulwich. It is believed the Duke of Middlesex is not discouraging the progress of the resolution, instead, it has been stated that his Grace is seeking to limit the political and constitutional damage by appealing to the Queen to grant an audience to the Duchess, as to allow her to appeal directly for a pardon.

ARMY & NAVAL DISPATCHES

In a graceful ceremony, and one that reminds the people of this country of the days passed of chivalry, this military custom of having a lady to preside on the unrolling of new regimental colours. The Queen of Walssex-Battent acted dutifully to conduct such a grand and vast series of events. On Saturday her Majesty Queen Lavinia of Walssex-Battent presided over the last occasion of presenting a magnificent set of regimental colours and silverware of great beauty, the event was the last of a great number that saw every regiment in the Second Engellexic Army receive new colours and silverware. Over 20,000 people attended each event in Lewes-Bassett. They were gifts of the King and Queen of Walssex-Battent, to mark their sense of the patriotism which has seen the Second Army remain united in its effort to protect the realm of Walssex-Battent in a three hundred year history. The Second Engellexic Army will now continue in the process of general mobilization, as authorised by Queen Charlotte.

The War Secretary, his Grace the Duke of Rothermere and Field Marshal, released dispatches concerning her Engellexic Majesty’s orders for mobilization :-

I am obliged by her Engellexic Majesty’s instructions to endeavour, I hope successfully, to keep the people of Great Engellex and our regional neighbours knowledgeable of army movements following the general mobilization of her Majesty’s Armed Forces.

In the performance of their duty to the Queen, the corps of the Third Great Engellexic Army under the command of General Sir Bernard Law Montgomery, 1st Viscount Montgomery, General Sir Richard McCreery, General Sir Oliver William Hargreaves Leese, 3rd Baronet, and General Sir Claude John Eyre Auchinleck, Count Auchinleck, have commenced the logistical operation of marching from previous strategic training engagements in Howedshire, Basingshire, and Oxtonshire to advance the strategies of general mobilization in Walssex-Battent and Hessex. The Third Army will be coordinating duty engagements with the Second Army.

The XX Corps of the Seventh Great Engellexic Army and corps of the Tenth Army have successfully moved out of their primary areas of operations in Rothermere for supporting the effect of mobilization in Grafton and Wantage, the former having supported the operations of Rothermere. The orders relayed for the forward movements of the Great Engellexic Army have been dutifully and successfully obeyed in the most spirited and appropriate manner to the people affected by these orders.


His Royal Highness the First Lord of the Admiralty, Henry E. G. Villers-Talbot, Crown Prince of Walssex-Battent, has reorganised the areas of naval support and engagement in response to her Engellexic Majesty’s instructions, which themselves follow the dangerous escalation of naval activity by belligerent powers acting in the Long Sea. The 1st Destroyer Flotilla and the 2nd Frigate Flotilla, in the leadership of H.E.M.S. Warspite have received orders for the Hessex Bite, with support of the 1st Submarine Squadron in the leadership of H.E.M.S. Courageux. The 2nd and 5th Submarine Squadrons have been instructed to proceed in operations around the Zadar-Istrian Islands.

Extension of The Queen's Statement in Council.

TO THE KING, AND LORDSHIPS OF THE KINGDOM OF MONTELIMAR

I am instructed to EXPRESS on behalf of her Engellexic Majesty;

That Queen Charlotte has made an expression of being very favourably impressed with the bearing of the King of Montelimar and the foreign policy adopted by his Kingdom, and convinced that he fully intended to deserve our friendship and political support. The subsequent conduct of the European Defence Federation and, especially, Montelimar, however, does not seem to have justified such support at all from her Engellexic Majesty.

The destruction and barbarities presently conducted by the European Defence Federation have been aggravated, the Federation oppresses the people of this continent by maintaining a military despotism, which has become a standing menace to all within Preuti-Borussia. The Federation has laid claims to lands beyond her right, in Solaren and in the Implaric-Oceanic Territory, and has consistently ignored the concerns and prerogatives of the international community during their wars of imperialist aggression. Remonstrations addressed to the Courts of the Federation by her Engellexic Majesty’s ministers, and Chancellery of Cantigny, regarding the barbarous enslavement of the Anglysh southern territories was replied to in terms of unprecedented insolence and defiance. The irresponsibility of the Federation was affirmed to the Queen and her ministers by your conduct toward the Kingdom of Solaren.

The declarations of war made against the Solaris Kingdom, were preceded by a course of intimidation pursued toward the sovereign states of the continent. The region’s non-Federation states were subjected to aggressive and irresponsible actions, ostensibly by the order of the Sovereigns of the alliance, quite to the dismay of her Engellexic Majesty, whom as Queen has struggled to understand this need of sufferance to such insufferable Courts. The Union of Great Engellex undertook for the safety and duty to the people of this realm the mobilization of the Great Engellexic Armed Forces. This was confirmed to the Foreign Ministry of the Kingdom of Franken, as well as an unnecessary explanation to that need, as we were quite sure the Frankish Government were anxious in awaiting for confirmation. With the commitment of her Engellexic Majesty to the peaceful and defensive intentions of our military conduct, we found the Court of Nurnburg satisfied to not warrant a new focus of the Federation’s aggression.

Now we are found to be witnessing the Kingdom of Montelimar in want of War. An escalation, on the side on Montelimar, to the border with military units will be interpreted as harbouring intentions for war.

The Court of Bredenbek is most concerned by the aggressive comments and actions threatened against Great Engellex by the Kingdom of Montelimar. Such an escalation by the Montelimar king and his kingdom would surely bring unnecessary unrest and strife to our bastion of Europe, something we feel is certainly unwanted considering the hostilities already raging along the Solaren border. We, on behalf of the almighty God himself, ask that the King of Montelimar note that Engellex has made these movements within her sovereign territory and until such a time that the intentions of the Great Engellex become clearly hostile towards his Kingdom, he refrain from escalating the situation. It should also be duly noted that this Court and the entire realm of the Kingdom of Winnemark stand fully behind their Engellex brethren.

Her Engellexic Majesty, the Queen-Empress, Charlotte, of the Union of Great Engellex, the Commonwealth of Cantigny, the Zadar-Istrian Islands, Karoskland, and the Wightland Islands, issued a formal Declaration of War upon the Kingdom of Montelimar on August 10.

A Declaration of War was not formally received by Montelimar from the Court of Dulwich until Wednesday afternoon; but it was quite understood that that was the course of action from the previous events of Saturday 6th August. The official communication was drawn up at a Privy Council session held on the morning of August 7th. It states, what had already been made public through a succession of statements this year, that after no address to the concern of her Engellexic Majesty’s realm by the European Defence Federation, a concern of imperialist and aggressive ambition by the Federation in Preuti-Borussia and the Implaric-Oceanic Territory, the Lords and Ministers asked her Engellexic Majesty the Queen to undertake the responsibility necessary for asserting the political position of her realm in such a manner as to oversee the restoration of LIBERTY and SOVEREIGNTY to those states who have been denied of that. Queen Charlotte consented to this authorisation of WAR, the declaration received swiftly the consent of the Crown by her Majesty’s signature.

The Declaration of War from the 10 August was made by the Queen-Empress to an assembled House of Lords in Dulwich, who, in her speech addressed to my faithful and well-beloved Crown Subjects, pointed out how all possible means of conciliation had been tried, and proved ineffectual, and declared that, all pacific efforts being thus exhausted, the moment had arrived which her Majesty foresaw the necessity on uttering at Dulwich the words to which all of Great Engellex had responded to with the Greatest enthusiasm. Without our having either desired or provoked it, war has broken out between the Powers of this Continent, with this realm already being felt the melancholy effects of this conflict. – European commerce will remain sacrosanct and unhindered by the Great Engellexic Armed Forces, any effort by the European Defence Federation to strike the commerce of this realm, her friends and allies, will be regarded as a Crime of War.

Owing, however, to the desire of the her Majesty and the Queen’s ministers for peace, negotiations have not been broken off. The Queen had summoned the Montelimarian Ambassador, and communicated officially the purpose which Great Engellex seeks to achieve through this moment of warfare. Moreover, her Majesty has ordered that the Engellexic Ambassador to the Court of Valmy leave his post and return to Great Engellex; it was made known, however, that the Queen instructed the ambassador to ensure the diplomatic mission remained open with the services of allocating the necessary resources and communications that will benefit Crown Subjects, of all the Queen’s realms, in their desire to flee Montelimar if they so choose. Under the circumstances of the gross injustice of the Federation’s aggression, the ambassador said, her Engellexic Majesty did not forget her dignity and prudence to decide on the necessary preparations, that she did. Great Engellex is prepared to maintain the war which the Federation has offered to the continent of Preuti-Borussia. Since the sixth the Queen has mobilized every element of the Engellexic Armed Forces, most importantly for that date, the reserves, which are most certainly necessary to protect her realm from the imperialist ambition of our neighbours that will manifest shortly.

A motion for peace was, however, nobly made in the Senate of the Grand Duchy of Wantage, by the Grand Duke himself. This distinguished man of state said that the Senate was entitled to examine the documents upon which a decision to participate in the war was made. They had been informed that her Majesty, and leading personages of state, had been insulted by the conduct of the Federation around the borders of the Queen’s Great Engellexic realm, but he continued to say that that assertion was not enough to justify such an entry into the regional politics of Preuti-Borussia, that the country has. The Senate should have the opportunity to make judgement for itself. He stated that in substance full satisfaction should be given to the objection of her Engellexic Majesty to the conduct and imperial pursuance of the Federation to affairs of the continent. And that the Federation did not once listen as they ought to have to the objections and concerns of her Majesty the Queen, and was a matter of the greatest insult to this realm. His Grace, the Grand Duke, affirmed his personal position that he believed it most imprudent of the Federation to undertake such a Great Continental War for a simple matter of score. Before committing himself, and his Ducal Cabinet, to their share of responsibility for such developments, he demanded a moment of time for reflection, and full information as to the cause of this regional quarrel. He was afraid that Europe would find Great Engellex in the wrong with her pursuit for secured sovereignty and liberation of regional neighbours.

RECEPTION THE QUEEN-EMPRESS BY THE CONGRESS OF ENGELLEX

On Thursday a reception was held for the Queen-Empress, in her capacity as the Queen of the Kingdom of Engellex (not Queen-Empress of the Union of Great Engellex) by the Congress of the Kingdom in Wells, the Lord Speaker of the Lords’ Chamber said :- The guarantees demanded from Great Engellex have been refused and the dignity of her Majesty’s great realm has been siregarded. Your Majesty has drawn the sword, and the country is which you, trembling with the indignation at the excesses of Europe’s most insufferable. Your Majesty demonstrated a dignified patience in the face of absolute intolerance to self-determination of sovereign states. The inability of the European Defence Federation to recognise that many within the international community are quite discontent with her conduct will ultimately be the course to which that overbearing alliance will collapse. The Queen-Empress stood to make her response amongst great applause. My Lords, Ladies and Gentlemen, I was gratified to learn with what great enthusiasm the Congress of this Kingdom received the declaration I made for the Great Engellexic realm. Whenever great interest and the honour of this realm are at stake I am sure to receive energetic support from this assembly of great peoples. We are beginning a serious struggle, and Great Engellex will need the energy of all her peoples.

We do not make expectations of Carentania to condone the serious actions taken by her Engellexic Majesty.

It should be fully understood that these actions were considered and justified from the frustration and absolute impropriety of the European Defence Federation to conduct its own affairs responsibly. You will surely have received the concerns expressed by Great Engellex, her allies, partners and neighbours across Europe from the public statements made to persuade the Federation to abandon her thinly veiled policy of Imperial Expansion.

Numerous occasions have occurred where I, on behalf of her Engellexic Majesty, has called upon the Federation to negotiate an end to her aggressive policies. Such invitations have not been refused, but rudely ignored. While this in itself does bring justification to the course which Great Engellex has now pursued, our reasoning will more successfully be understood when one considers that the Federation has been mobilizing large forces from her western member states across the Great Sea and through western Montelimar.

The European Defence Federation has assumed a position where it believes it can act with arrogance, irresponsibility, and brutality in our continent. It was the Federation, not Great Engellex, that forced the region into a course of open warfare, which Carentania has been compelled to respond to. It is not our desire for Carentania to condone our policy, but to simply express an understanding of our frustration and desire to limit the projection capability of the Federation.

In resounding words the Queen has addressed the Union of Great Engellex, her realms and overseas territories on the Great Struggle now engaged, and on the prospects for the new era now before the whole of Europe.

The speech was delivered in the Vaulted Gallery of the House of Lords to the assembled Lords and Commons Assembly, the representatives of the overseas realms, and the Princess Royal of Cantigny. Her Engellexic Majesty, in the course of her address said :- At this moment without parallel in our history and in the history of Preuti-Borussia. I am gracious to meet you and the representatives of my realms beyond the seas, and her Royal Highness the Princess Royal, so that we may render thanks to the deity for the promise of securing Liberty now almost at hand, and that I may express to you, and through you to the peoples whom you all represent, the thoughts that rise in my mind at a time so solemn. I do this with a heart full of grateful recognition of the spontaneous and enthusiastic expressions of loyalty and affection which I have been privileged to receive both personally here in the imperial metropolis and by messages from all parts of Europe.

During the past weeks of national stress and anxiety my support has been faith in God and confidence in my people; and the Free People of Europe. This struggle which has now manifested will guarantee no tragedy more terrible than ever sustained will be inflicted upon the Free World which has United in Resistance against the European Defence Federation; the soil of Great Engellex will remain inviolate. My servicemen of the Royal Engellexic Air Force has held over our skies and over the enemy, and wherever the enemy could be brought to battle it has renewed the glories of the Great War. The incessant work we will accomplish in overcoming the menace of enemy’s Aggressive Ambition and guarding the Freedom; the Sovereignty; the Liberty of Preuti-Borussia will be the foundation on which a New Era will be attained in Europe.
That we should have to wage this war had scarcely entered our thoughts until the storm actually broke upon us all. But the continent of Preuti-Borussia was suddenly plunged into open warfare, and Great Engellex rose to the emergency. No less prompt was the response, not less admirable the devotion to the Common Cause of Freedom of our Friends and Allies whom hastened to us from throughout Europe. While we find in this unity a cause for emboldened pride, my heart goes out in sorrowful sympathy to the parents, the wives, and the children who have lost, and will lose, those who were the light and foundation of their lives. These brave men died for reason and for liberty. Royal Provision will be made for those whose exertions will secure our want for Freedom.


PARLIAMENT FOR WAR

Having overseen a series of Acts to ready the Great Engellex Armed Forces for engaging with a hostile and belligerent Federation; the Queen signed a Royal Proclamation extending the life of the present Parliament by four years, as a General Election would have otherwise be needed next year. While the proclamation for the dissolution of Parliament will not be issued next year, the people can expect members of the Commons Assembly to be more engaged with federal and county bodies to ensure the connection to one’s constituency remains intact. The members of the Commons acknowledged their appreciation to the gesture of commitment by the Queen by passing an address of thanks, which was read by the Common Speaker. It will become the longest Parliament in the history of the Union of Great Engellex as no extension had ever before been granted. It will be a Parliament for War.

THE QUEEN’S MANIFESTO FOR WAR

Prisoner Labour Reform, Naval Estimates and Future Program, Agricultural and Industrial Production, National Finance Confidence, Economic Warfare, and Trade Development are the main topics to be dealt with in the Queen’s manifesto issued to her First Lord, the Home Secretary, in the House of Lords outlining the future policy of the Crown in this time of war.

Queen Charlotte stated to the House of Lords that the manifesto will accomplish more in the task of war than any of manifesto in the nation’s history adopted in similar circumstances. With gracious patience to the Free People of Great Engellex the force of military autocracy in Europe will be pushed to the pages of history’s shameful hours. Other tasks directly manifesting out the occurrence of war now need to be faced by our nation and can only be surmounted by the wise sense, the patriotism, and strength of the Great Engellexic People. I appeal then to every section of society, of the electorate, without distinction of politics to support my ministers in Parliament, were the words of the Queen. The necessary triumph of the Free Armies will, it is hoped, allow for the possibility in the reduction of the nation’s armaments, and to release the labour and capital of that industry for the purpose of flourishing Peace and Prosperity in Great Engellex and throughout Europe. The efforts of her Engellexic Majesty the Queen will work to avert any and all repetition of the horrors sustained by innocence against the belligerence of the Federation; it will be the earnest endeavour of the Queen and her ministers to promote the security of society against the calamitous result of the Federation’s overbearing foreign policy, its militarism, to further the mutual understanding between minor and regional Powers.

Increased production must necessarily be the basis of all schemes for the guarantee of the Sovereignty and Independence of Great Engellex. This war will give greater motivation for the need of scientific achievement in the field of agriculture, where the nation already competes for European leadership. This leadership must not be allowed to expire but sustained and encouraged with Great Enthusiasm. Until the National Industry for War experiences the true conditions of wartime supply it would be premature for the Queen’s ministers to prescribe a policy intended for the duration of the war, with the industrial conditions continuously reviewed to determine what policy direction the nation will take. At the same time the First Lord announced that the overseas territories, our allies, and partners will be in receipt of preference upon existing duties and trade commitments. In conclusion the manifesto states that it will be the duty of the Crown and Ministers to ensure the Free flow of commerce not only for Great Engellex and the Free Nations, but also to those of the Federation; no permanent good has ever been achieved through the reckless assault against ones trade, industry and economy. It is hoped the Federation will recognise that commitment and meet it.

Lord William Edward Clarence-Bankes frustrates over the absence of the Naval Power Europe had come to not only respect but rely upon for the maintenance of the Freedom in which every nation should expect for her commerce and people.

The Marquess of Aldwych, Lord Clarence-Bankes, speaking at Hammersmith last Thursday night in support of her Engellexic Majesty’s law to restrict the ability of the Royal Engellexic Navy to escalate open warfare into our seas, said that as far as his political life was concerned he was now a gentlemen of one question – the Freedom of the Seas. The subject seemed to him to become daily more important because it was being made more and more clear that subject was most closely bound up with a question which was going to be of the greatest importance in our national affairs, once the war is over – our trade and relations with the Kingdom of Breotonia. Lord Clarence-Bankes saw no difficulty while the Naval Policies of Great Engellex and Breotonia should not only not come into conflict, but should be in close co-operation and conciliation. This ought to be comparatively easy, provided the politicians were quite frank on both sides and did not let misunderstandings take centre stage.

We have heard from the Kingdom of Breotonia continuously that the great debate on the freedom of the seas remains persistent within the political halls of Lunden, Lord Clarence-Bankes said in Hammersmith. That every Breotish Government has attached the Greatest importance to it, and that it is anticipated and even feared by other nations that it will create difficulties between them and the Breotish. I believe that it is the greatest shame that so much discussion has taken place concerning the freedom of the seas with no agreement on its definition. There is a prejudice against the phrase in some countries due to the fact in contemporary politics it is an Engellexic phrase. It was adopted by her Majesty for the use of guaranteeing the ability of her realms to participate in unrestricted commerce throughout Europe. The reason for which, many would have surely noticed, is because Great Engellexic is not and does not pretend to be a maritime power.

What the Queen and her ministers need to now consider is what Great Engellex means by the phrase; Freedom of the Seas. Until we can bring definition to, until we approach the Breotish to discuss it, there is no need to anticipate that there should be any difficulty on agreement; in fact her Majesty has already made strong approaches to the Breotish on the position of Great Engellexic in this area. Historically past cabinets of the Crown has regarded it as referring to unrestricted freedom during times of peace. Which is of course in full agreement on. However, Queen Charlotte touched on this earlier, in stating that with historical events observed, restricting commerce and attacking it during times of war benefited not a single nation; and thus Freedom of the Seas should be defined as needing to be maintained during peace and war. Probably what is in her Majesty’s mind is that freedom of the seas should be secured to any nation which observes that freedom to all others including their enemies, as Great Engellex has done, and should be denied to nations who do not demonstrate it others? If that be so, then an European Congress should then held to bring solution to this definition.

On those grounds I believe there may be complete agreement between Great Engellex and Breotonia, though the latter has been observed by many politicians to have failed her self-imposed obligation of securing the freedom of the seas by not acting to at the very least condemn the Montelimarian attack against the Royal Engellexic Navy, who fully observed the understanding the Queen signed to appease Breotish anxiety.
If one nation is willing to demonstrate restraint against open naval warfare – as Great Engellex has done so by law and in practice – and another refuses, then there should political support, at least, afforded to the position of the non-aggressive nation. I do not see why the Breotish Government should not accept that it needs to respond in the dutiful requirement of her naval position which she has defended, and act to maintain the Freedom of the Seas against the reckless belligerence of the few.

His Majesty's Government and Royal Navy have never made any statements, public or private, that made any guarantee of protection or political support in the event that a warring power faced conflict at sea. The Mantle, the name which refers to our nation's centuries old duty of the continuous preservation of freedom in international waters, only demands that measures are taken to ensure that neutral sea traffic is given the benefit security safeguarded by His Majesty's Royal Navy. Our ships are sentinels to the private, commercial, and military ships flying the flag of a nation not at war either willfully or by the declaration of another. The sole purpose of this policy is to prevent embargo, containment, or any hindrance of traffic that a free individual is entitled to, that fosters the international exchange, or is integral to the global trade.

Warring nations are responsible for their own measures to defend their naval assets and the Royal Navy cannot be required to intervene in every conflict that has a naval aspect unless non-intervention likely results in the interference of the use of open seas by non-participating entities. We only utilize the Navy outside of these concerns in order to serve the immediate interests of the Breotish Government its Armed Forces its Royal Family or its Citizenry, to provide for the maintenance of the Kingdom and the State, or to come to the aid of an Ally which by treaty is legally obligated to our assistance.

As Great Engellex is currently in a State of War with Montelimar and the European Defense Federation the vessels of the Royal Engellexic Navy as well as the civilian and commercial ships that fly under the Flag of Great Engellex are not eligible for our aid or protection nor are other parties currently involved. Should Her Majesty's Government still believe themselves to be confused on this matter Lord Watton, Ambassador to Engellex on behalf of Breotonia, is available to be called upon at the pleasure of Her Majesty's Government.

His Majesty's Foreign Office has been instructed to remind the world, however, that this promise of aid remains for all ships flying neutral flags, as it has continuously since the 16th Century, and any attempt by any nation to circumvent or otherwise act in discordance with our policies in these matters will be in an immediate and full State of War at Sea with His Majesty's Government which will continue until apologizes, guarantees, and reparations are made to the satisfaction of His Majesty's Government.

The High Kingdom of Éireann cannot condone the attack by Engellexic forces on the Kingdom of Montelimar. The reasons stated for such an attack, in the opinion of the government of Éireann, falls far short of reasonable justification for going to war. If it is respect that is the objective of Engellex government in attacking its neighbor, a neighbor we have failed to detect to have conducted any threatening moves against the Union of Great Engellex, it has failed with the High Kingdom of Éireann, in fact, a great deal respect has been lost for Engellex's government and for its monarch.

ENGELLEXIC AVIATORS ENGAGED IN BOMBARDING ENEMY POSITIONS AND DEFENCES – GREAT LEVELS OF ORDNANCE DROPPED WITH GREAT DAMAGE DONE – AVIATORS SECURE AIR SUPREMACEY OVER MONTELIMAR

DULWICH, SEP 10 – That Air Wings of the Royal Engellexic Air Force have to this day made their most greatest efforts with air raids in the history of the air force within the Great Continental War has been released in official dispatches by the War Office this morning, and conveyed to the public of the Empire in an official statement.

The official statement says that by this morning, of September 10 2011, nearly four hundred Engellexic aviators have participated in the drawn out bombardment of enemy military, industrial and defensive positions within and all over Montelimar, with the greatest success unimagined yet. Casualties have been limited to a few hundred military personnel, no single civilian casualty gained, with factories and military infrastructure severely damaged by aerial raids. This has been regarded in Europe’s military circles as one of the greatest series of air raids since the Great War, which has demonstrated the ability and strength of an Empire that had long been ignored. Multiples of tens of thousands of tons of ordnance has been dropped by her Imperial and Royal Engellexic Majesty’s airmen, in tens of thousands of sorties flown across the enemy in Montelimar and at sea, over the Strait of Cambria against an approaching Naval Task Force.

Over one hundred of the aviators who have participated fully so far in the Great Continental War’s air raids were from the Kingdom of Walssex-Battent, expressing a marvellous achievement on part of the people from Walssex-Battent. The second largest number of aviators which has been engaged in any raid so far in the continental war are from the Kingdom of Engellex.

The official statement issued this morning reports no important movements of Engellexic and Montelimarian ground forces along battle lines, but reports severe bombing at several points along the northern and western fronts.

ASSASSINATION OF AUGSBURG

Over the Assassination of Augsburg in Wiese, none feel so deep indignation as the Engellexic people. From all parts of the Empire, both in Cantigny and the home country come cries of abhorrence at the dastardly deed, from their Lordships and the politicians of Dulwich, and the administrations throughout Europe, where there are many great and glorious imperial cities, there is but one expression of opinion, and that it deep indignation and utter abhorrence at the attempt to Assassinate the City of Emperors.

The Leader of Fox-Labour Alliance at once on receipt of the news, wrote a correspondence as follows to the Dulwich Parliamentary Press Corps :- I would be neglecting my duty if I permitted remarks by our friends in Carentania to pass unsupported. For my opinion, and the opinion of the Fox-Labour Alliance, I wish to express absolute sincerity in my condemnation of the murders and disgraceful destruction of the city of Augsburg. The exposure of the Northern (Department’s) suspicion of the Federation’s involvement, more so the Kingdom of Franken, I am thankful of. There has been little doubt within the conversations of parliamentarians here in Dulwich that this was but a disgusting act of deception to lure the Empire of Wiese to the aggression of Nurnberg. In response to what has been felt by the people of Augbsurg, I sincerely hope the imperial façade of the Wieser Crown opens its doors to the suffering of the people and ensures that, where needed, these people are in full receipt of finance and commodities to support them in their unfortunate recovery.

The people of Wiese have been greatly wronged and are being wronged by the puppetry of Nurnberg. They are subjected to the indignities and oppression that is being constantly heaped upon them by the arrogance of Nurnberg. In the connection of Franken to the atrocities taken place in Augsburg, it is well to state what the Northern Secretary, Anthony Pelham-Holles released in response to the exposure of the Northern Department’s intelligence. He said that for lack of explicit public information he thought the missile strike could only be the acts of a desperate and aggressive power; no present victims of the Federation’s wars could be found guilty of it, from lack of capability for such an attack. Coming at a time of general jubilation over the prospects for an Engellexic victory over the imperialists of the Federation, within Montelimar, the effect of such an attack would be to retard and delay the advancing victory, by bringing the Empire of Wiese to the persuasion of Nurnberg.
If it was not found upon reason to be the act of an alliance in desperation, it would probably turn out to be the deed of paid neutral powers to extend the interests of the aggressive powers; the European Defence Federation. The feeling would without doubt be a feeling of intense indignation in Great Engellex against the degree of effort in which the Federation would stoop to protect their imperial and aggressive interest.

Caution when Approaching and Navigating within Engellexic waters.

PART I.

Control of entry.​

(1) My Lords Commissioners of the Admiralty hereby give notice that measures are in operation to control the entry of shipping into the waters and majority of ports of Great Engellex, and the Empire.

(2) Subject to the provisions of the Imperial Defence of the Realm. (Approach of Merchant Vessels) Order, 2011, issued in pursuance of Regulation No. 152 of the Imperial Waters Defence Regulations, 2011, which restricts the approach of merchant vessels within 3 miles of the coasts or ports of the Great Engellex at night or in low visibility conditions, vessels may approach there to by day or night, but, before entry, they will be subject to the orders of the Imperial Naval Examination Service. Particular caution should be used when approaching in low visibility conditions.

(3) If it is necessary to prohibit entry to a port which is usually open, the following signals will normally be communicated by an Imperial Examination Vessel and/or Imperial Examination Officer ashore :— By Day a radio communication. By Night—Three red lights disposed vertically from a vessel. If these signals are displayed, vessels must approach the port with the greatest caution and keep a good lookout for signalled instructions which may be given by the Examination Vessel or Signal Station. Should lighting restrictions necessitate, it may not be possible to display these signals at night, and Imperial Examination Vessels may be withdrawn in bad weather or for other reasons. Vessels not finding the Imperial Examination Vessel in her usual station should, unless instructed to the contrary, assume that the port is closed and either anchor in the Port Examination anchorage or proceed to sea.

VESSELS ARE PARTICULARLY WARNED NOT TO ENTER A DECLARED " DANGEROUS AREA " OR APPROACH BOOM DEFENCES WITHOUT PERMISSION, NOR TO ANCHOR OR REMAIN STOPPED IN A DANGEROUS AREA OR PROHIBITED ANCHORAGE, UNLESS SPECIALLY INSTRUCTED TO DO SO.
