You Excellency,

There are dark times when such proposals are brought forward but in the end, they have the chance to form lasting friendships. The Loago situation is a problem which we must address in a joint manner as it is a breeding ground for all forms of movements which are a threat to the national security of both Natalia and Azraq. As you know, the League of Communists is the main group in the coalition called the Popular Front for the Liberation of Loago, which is propping up an usurping pseudo-state, the Democratic Republic of Loago.

The League of Communists is a group which has been known even from its earlier form, in the 1950s, as targeting non-Christian Wala groups from the country, with a special interests of purging the Muslim Fante and the white community from the country. They have been observed as organising terrorist attacks against civilians too, the biggest one being the attack on an airliner in the Maseru airport early in 2018, taking with it the life of over 200 civilians.

It is frustrating to see that the Pelasgian Empire, has decided to openly recognise the Democratic Republic of Loago as the legitimate government of the country. They are supporting a terrorist organisation in violation of the sovereignty of the Maseru government, while they are denouncing the World Permanent Congress for the presence of an organisation which they say it is a threat to their national integrity.

The recent rise in violence in Loago, especially the general tactical failure of Operation Eileen, the Mai Mai invasion of the communist held territories, which had little to no effect in neither creating a breakthrough nor easing the pressure on the Security Forces and the Limestone Coast and also the stiff resistance the terrorist army is showing at Luboya in the face of joint Maseru-Natalian offensive shows us that the LLC is receiving extensive training and equipment from foreign suppliers. We do not exclude the chances that Kadikistan might be a supporter (though the signing of the SQT in 1957 has shown to dramatically reduce if not collapse all Kadikistani influence in Himyar - and they do respect the treaty from the looks of it) or Xinhai, for that matter, but the communist countries have never openly supported the group nor their falsely declared government. The biggest suspect is thus Pelasgia, as the Propontis government, as mentioned above, is the only one which has recognised the communist clique.

Thus, I propose that Florida, Jugol and Maseru come together in a form of military exercise. It will be an alliance against rebels in east Himyar where the forces of Natalia, Loago and Azraq join together to fight dissident groups, share intelligence between them and keep foreign influence at bay in our part of the world.

As of yet, both the NAAF and the Azraqi Air Force are operating against guerrilla training camps in central Loago and Azraq is preparing to put boots on the ground to support Maseru as well, like Natalia. This is but the next step to enhance cooperation between our states and to be sure that East Himyar will remain free at the end of the day. Free of colonialism, as we have fought together and pushed Caledonia away, free of communism, as we will fight to defeat the LLC, free of warlordism, as Cabaon is currently in Limbo and the Rhinos are a threat to the Natalian people and free of neo-colonialism, as Pelasgia feels the need to interfere in our very own backyard.

The goal of the organisation that we are to create with this (the EHTO or the Maseru Pact) is to investigate the processes and means by which a coordinated tripartite effort between our three countries will not only react, but even prevent threats on our national security and sovereignty. Through this we are to formalise the albeit limited as of yet cooperation that we already employ to keep the LLC at bay and with it to be sure that no other dissident groups like that or neo-colonial elements are emerging.

Considering the threats of communist terror groups like the Loagan League of Communists or the RANU, the government of the United Provinces of Natalia wishes to present the forwarded invite to the local governments from Chidne and Damara. We understand that there are many differences between our nations, but we do feel that currently, with the Rinocerontes active again in Loago and allied with the LLC and with the RANU, there is an alliance of dissident groups forming and we feel they are targetting Azraq, Natalia, Port Stanley and ETCOS.

That is why we propose this avenue of cooperation, as with the recent surge in weapons to the LLC, we feel that there are foreign suppliers who wish to see a new order in Eastern Himyar and those groups are becoming their agents for change. Only by cooperating we can save the rule of law and civilisation in this part of the continent.

It is hoped it would not possess an appearance of being too terribly inefficient to have it be so plainly informed that the prudent position, of the Presidency of Damara, would indeed entail the progression of this most urgent task to the Council of the Republic.

It is often not decidedly proper to attempt the stress of feeling of one's sentiment, so plainly, without invitation. The occasion does warrant, one could judge, for the frank expression of one's sentiments on the matter; the sympathies of the Presidency of Damara are entirely yours.

Within the Council of the Republic, it shall be raised with a vigorous examination of the critical situation. The degradation of Eastern Himyar is not permitted.

The Engellexic Thaumantic Company has transmitted their proposition to the Council of the Republic; that the navigating of difficulties furthered by escalation in Eastern Himyar is agreeably more appropriately determined through a mediation through the Engellexian Republic, wholly, within Eastern Himyar by the democratic instruction of the Council of the Republic.

His Excellency the Lord Guarantor of the Engellexic Thaumantic Company, and indeed the Board of Guarantors, reflected on the intimations of such propositions and were confessed to a sensitivity in respect of the disagreeable difficulties undermining the Peace of Eastern Himyar, and were unanimously decided on the probable interest of the Engellexian Republic as a mediating Power.

It is much preferred for your Excellency to entirely understand without room for confusion that, the Engellexian Republic possesses too numerous a number of jealousies of the motivations, and equally too numerous apprehensions of the consequences of a disturbed Eastern Himyar, to not be eager in the taking of any participation in the restoration of Peace. The Communist Powers are regularly, perhaps without pause, of such a temper, and are tottering on such a precipice, that they act without any hesitation upon any measure, which they believe probable to excite every latent passion and awaken every dormant interest in Eastern Himyar, in order to embroil all of Europe.

Without giving more than very little for the consideration of consequences, or weighing those quarrels they are and do hope to excite, will be of some measurable benefit to them or not, they are utterly consumed by that policy, truly dangerous, of greater confusion to be made, thinking it a better; for which is the justification, the sentiments of the Engellexic Thaumantic Company from the proposed cooperation being only lessened by the consequences of an Engellexian Republic policy here.

The Council of the Republic will be respectfully attending to every step required in outlining all appropriate acts to be taken. The negotiated alignment of our instructions will do much in sparing the Engellexian Republic and Natalia from unnecessary difficulties.

And, propriety determines that I should address a separate and entirely independent letter of condolence to your Excellency, the People of Natal, but my inclination is to not complicate the perceived motivations of the Engellexian Republic toward Natalia. Words are not enough to describe the sorrow and melancholy of the people of the Engellexian Republic on the loss of Hunyani, of Jacaranda Air. The criminal negligence of Tyrannical Powers that challenged the impossibility with the inhumanity of this loss, is the truest reflection of the degradation of Europe, and the proliferation of savagery that succeeds it. The Council of the Republic endeavour to render public, soon, its difference to those Powers that permit and facilitate, by financial estimates to redress some small degree the profound suffering and loss sustained.

Esteemed sirs,

The goal of this alliance spearheaded by us, with your support, it to create a common united front against non-state actors which are threatening to the balance of power, the peace and stability, and even civilisation in out part of the world. East Himyar is the cradle of humanity and with such a long history, it is a land that has been fought over for many centuries and it is no surprise that there are deep tensions existing all over the place, from Ahmaris in Cabaon, to nationalists in the Dune Sea and from the LLC in Loago to the Rhinos in Natalia.

What has expanded the small LLC insurgency into becoming this whole continental-wide series of bush wars that start to shrink the northern 7 Day war is the foreign support, funding and arming of those groups. With this message I am offering you some of the reports of the DRE (Foreign Reconnaissance Directorate) and thus will forward the following info:

• Kadikistan has stood away from Himyar, respecting the Status Quo Treaty it signed with Pelasgia. It is our opinion that this disbandment of the Kadikistani influence has made many politicians in Propontis believe that they can see Himyar as their own backyard.
• The communists states which still continued to support the LLC in the First Loagan Bush War in the 50s after the signing of the SQT were Calidia (they stopped in the late 70s) and Xinhai.
• The LLC has functioned as a private army of the Burukova Syndicate, a cartel of plantation and mine owners which functions in Western Loago, but the coming to power of the current, 3rd Masimba, has brought on many changes, the most important being the declaration of their "People's War" against Maseru. The Burukovas have disavowed the LLC that went to war and it is clear by now that a split existed in the group, with a huge majority following Masimba and a small minority remaining under the Burukovas.
• Even during their tenure as guardians of the Burukovas, the LLC, under the 3rd Masimba have created a network of alliances with nearly all the dissident groups in Eastern Himyar, including the Ahmari, in Cabaon, led by Fela Kazi, the Loagan Total Independence Font, led by Aron Fanaka, the Renaissance Union of Loago, led by Beno Moyo, the Loagan Himyari National Union, led by Ikeno Chitundu, the Rhinos of Natalia, The RANU in Port Stanley and the South Himyari Communist League, which operates in ETCOS and a rejectionist faction of the DKKP in Pelasgia.
• Other than that, we have had sources which have claimed that connections exist between LLC and other groups such as the Zebras in Natalia, the Shamo People's Liberation Movement, the Movement of the Poor and Dispossessed in Azraq and the full Central Committee of the DKKP; Me are sceptical that many of those connections are true, but if they end up being real, it only shows the urgency with which we need to come together to fight this hydra.
• Since Caledonia's PACFOR operation has ended and the Bush War has escalated in intensity, the LLC has started what we believe to be a continental wide war, pushing all its allies to start insurgencies.
• In Cabaon, the Ahmari have changed sides after the usurpation of power headed by Hamza Alin, who tries to become Emir, but does not enjoy the full support of the Tribal Council. The Ahmari are now enjoying Natalian support in their war for liberation, with Fela Kazi promising to become a mature state actor with whom we will have no problems dealing with. With this change, we are to expect that the Ajdir clique, headed by Hamza Alin and his supporters might have started to approach the LLC for support and thus until Fela Kazi manages to take control, we are ready to consider Cabaon a hostile state and with their new rapprochement with the LLC, we are ready to condemn them for funding terrorism.
• In Natalia, there have been agitations in the Yao and Pondo states, with some people being heard booing Tateguru Tamirai II, the Patriarch of the Coptic Church during Mass at St. Mark's Cathedral in Mzuzu. We believe that this might be the first symptom of a Rhino infiltration in the country.
• The downing of the Jacaranda Flight 530 has been done using an SAM rocket which we believe it was smuggled by the LLC using the ports of Moyo and Ndala. The main suspect of arming and funding them is of course, Pelasgia, as they are the only country which is recognising their regime and authority over the whole of Loago, but we also believe that Xinhai and the NCU are arming them.
• We also suspect that Post-Delegationism might have been exported into Himyar by Pohjaanmaa. We do not believe that the PDists groups are enjoying much support in the stratified and traditionalist Himyari society and thus we don't believe that they pose any threat at all.

We are sharing those from the DRE reports to offer you the chance to see that our reasons for this alliance is genuine and that we are motivated mostly by the need to defend first and foremost the life of Natalian citizens and afterwards the national interest.

We propose that we create a system in which we share what intelligence we gather on the movements of the target groups and that we come together to create a trans-national army group which supports the legitimate Maseru government in defeating the LLC and thus cut the cancerous tumour which ills our continent. We propose that we will also create an international fleet which will blockade the LLC controlled coast of Loago, so the terrorists will not receive any more equipment.

The Dune Sea Dominion is limited as to the means in which it may constitutionally may enter foreign agreements. As of now, trade and commerce agreements may be entered freely. This is something the Dominion has engaged in at its own behest since 1978. The question of military alliance is one that is of question. The political unity between our Dominion and that of the Two Crowns is unshakeable, with the promise of military protection and neutrality followed by the Government in Gothenhagen, we find it difficult to commit to alliance as our activity may draw the Two Crowns into armed conflict.

That being said, it is the opinion of this office that working within the bounds of permanent neutrality is not an ethos that is fully supported by this Government.

With this in mind, our participation in this concept will continue until which formal institution is agreed upon for signing. At which point this Government will formally introduce it to Parliament as a done deal and then debate shall begin.
