The Republic of Asylan, along with we are certain the entire world, has become concerned with the recent tensions between your respective nations. The government of Asylan wishes not to align itself with any side, and sees itself as an impartial observer. However we cannot deny that a military crisis with Valkany would disrupt the lives and economies of every Scanian nation and we wish, with your help, to find a peaceful alternative to future fighting.

Therefore we propose:

1. A conference be held in Eitlan, capital of Asylan. There will hopeful provide neutral ground for debate on these topics of tension between your respective countries.

2. That every nation be willing to strike an agreement for the betterment of all people of this earth.

Gentlemen the lives of million are at stake, and we wish that every one of your great countries can see reason and come to a compromise before millions pay. We hope that all nations can attend to assist in this process.

Strictly speaking, Carentania sees no need for this conference. Any tensions currently existing are due to Valkanys ruthless imperialism, its cruel actions in the Eastern Cape and its refusal to treat the Himyari people as equals. It has become apparent that Valkany seeks to mock and fool the international community, which has repeatedly stressed that - no matter how their respective nations judge colonial ventures in general - the state of Valkany has lost any justification for its continued presence in Himyar and hence must release the Eastern Cape into independence.

Any talk of war that has now arisen is spoken by Valkany and Valkany alone. Neither of the socialist countries has exhibited any aggression, has exhibited any will of conducting belligerent acts towards any state in Europe, including Valkany.

We remind Europe that, at this time, Tyrrhenian soldiers are already present in the Eastern Cape on peacekeeping duty and that Carentania itself refrained from sending troops for this mission, feeling its commitment is unnecessary. Had we wished to occupy just a single inch of the Valkanian colony, we could have long since done so.

It is the Workers' Republic opinion that any talk of a perceived threat of war is merely a Valkanese attempt at distracting from the issues at hand: its continued occupation of the Eastern Cape, the continued oppression of its people and the institutionalization of this state of perpetual misery in the sham that is their so called autonomy.

We once again stress: this conference is unnecessary. The socialist states have no intention of going to war and by calling for this conference, European nations are falling victim to Valkanian tactics at distracting from the issue of the Eastern Cape.

THE Friendly Confines would naturally wish to promote an avenue of peace for the sake of saving human life and sorrow, though we must agree with our valued Carentanian friends that meeting the Empire of Valkany as moral or legal equals in this matter is wholly inappropriate. As we sort out or matters of state here in Gallo-Germania and Scania, the Peoples & Patriots of Himyar are being undermined and undervalued downward unto servitude to Imperial Colonial interests such as Valkany, perhaps guilty only for the most recent affront of White terrors agaubst the Ebony mainland.

The avenue of peace presented here does not fundamentally recognize the fault perpetrated by the Empire of Valkany, culpable for the murders of tens of thousands for reasons and with weapons that have yet to be determined by the international community. And though we are not ready to produce solid facts or evidence on the matter, we publicly suspect Valkany or derivatives of Imperial interest in interfering with the civil strife of Portusgalia with martial combat forces in a clandestine fashion. This sheer pattern of rogue behavior indicates to us that the regime in Valkany is not to be trusted, indeed when violent protests and bombings within the capital and major cities ended mere weeks ago.

Calling the Empire of Valkany, as it appears to us now and has agreed to attend this conference, does not in our view represent the true Peoples & Patriots of Valkany and the subjects of their distant colonial holdings. At best, by attending this conference, we would receive hollow promises from the puppet like cronies of deplorable thugs. There is not a middle ground to be had in this debate because in our view, and the view of Carentania and several other peace motivated nations, the onus is placed upon Valkany to concede and apologize for crimes rendered.

To doubt that there are signs of extreme tension and military mobilization between these major powers would be foolish. It doesn't take an intelligence service to notice what is happening.

Do not forget that Asylan has experience first hand the horrors of the Eastern Cape rebellion as thousands of refugees have fled to our naval base in Erdenshire and given protection as well. Never have we supported the Valkanian actions in that region. It is because of this event that we are even more committed to a peaceful resolution to any quarrels.

We of course do not mean to insinuate that any country is the instigator in this potential crisis. We wish to avoid a misunderstanding before an escalation.

Asylan is destined to go ahead with these talks in their current form. We have no intention of lending these talks any form of legitimicy as they stand. Valkany has proven itself as a rogue nation that needs to be pressured by the international community to treat the people of the Eastern Cape with dignity and keep the promises it made. Asylan is undermining these efforts by elevating Valkany back into the status of an equal amongst the international community and lending credibility to the machinations of their propaganda.

There is no impending war, there is no tension that could blow over: there is merely the smokescreen erected by Valkany to distract from the continued oppression of the Eastern Cape and its native population.

Although not directly involved in this regrettable affair, the Kievan Provisional Government indicates its interest to potentially partake in a greater European gathering of diplomats to curtail attempts at escalating the issue of the Cape's autonomy into open conflict and prevent similar tensions to arise over this issue in the future, even if it is aware that at the heart of this issue lies the dangerous and reckless behavior of the KSRP regime that is seeking to utilize the achievements of the Decolonialization Conference, in their lingo twisted into a failure, a gross misrepresentation of the facts, for its own political gains.

The Kievan Provisional Government is only all too aware that the Red regime and its allies will readily use any excuse to prevent these peace talks that have so valiantly been initiated by the Asylan government from succeeding, and it is for this reason that the Foreign Liaison Office will not send representatives to join the conference unless the socialist bloc in its totality will openly display its preference for war over peace by not attending the talks. The Kievan Provisional Government will not be the party upon which the failure of this conference will be blamed, nor do we seek to legitimize KSRP non-participation through our attendance.

Nevertheless, the Kievan Provisional Government fully supports this initiative and hopes that sound minds will prevail, not the thinly-veiled aggression of scaremongers.

There is no need for any peace conference. The current situation on the globe right now is dominated by Valkany's continuous aggressive stance against anything that is holy, followed by a propaganda campaign done by them so that the whole world would believe that the RDTO countries are ready to prey on it, when the reality is exactly the opposite. Though we commend the Republic of Asylan for its staunch support for world peace, we can only see that such a conference has no reason to enter into existence, especially when the Genocide Resolutions and the Decolonization Conference were linked to the current situation of the world. In other words, anything that had to be said, has been told both at the signing of the resolutions in Rijeka and at the Conference in Nkalamenga.

We would observe another thing: Valkany immediately said it would join this unneeded meeting in Asylan and we would believe that they did it just to further their propagandist goals, to present their nation as a defender of peace, while in reality it would stab anyone in the back. Also, we would like to state that so many things have been said regarding the Eastern Cape and its independence, about the genocide and so on and Valkany did nothing to fully support the native Himyari peoples nor respect the International Community's point of view on any matter, doing no more than to mock it.

In conclusion, we believe that there is no need to have such a conference on this subject again, at least not before Valkany would respect the International Community and would leave the Eastern Cape completely and declare its independence. To support this, Tyrrhenia will join the nations that won't come to the conference.

As is pertinent to the topic of defusing tensions and engaging in multilateral discourse towards said end, the Crown government and sovereign of the Etnaean Kingdom are, broadly, supportive. However, it is the present and considered opinion of this office, the Crown government, and the Catovegalíx that this conference serves no purpose so long as Carentania in particular and her socialist allies broadly reject participation in such talks on the basis what must be either sheer semantics or outright denial of existent tensions. While refraining from either condemning or supporting the use of economic sanctions, embargoes, blockades, and the like as a tool of diplomacy, it is nevertheless the case that the use of them at all indicates a heightened level of decisive activity and thus general diplomatic and military tension within and between the belligerent states. It represents a failure of diplomacy, of consensus, and dialogue, and one which will not be remedied especially much by accusations and/or individual "smokescreens".

Warfare, both economic or actual, is an act which has severe consequences and will doubtless affect more than just Valkany and those that oppose it and its government. It is thus the opinion of the Etnaean Kingdom that the refusal by Carentania and her allies to participate represents a desire for decisive unilateral action, one which is incongruous with the wide-reaching effects of any such endeavors.

As for the conference itself, the Etnaean Kingdom will refrain from attending for the time being. As stated, so long as not all involved parties agree to participation in solid, genuine dialogue, then such an affair represents what is only an attempt to force some form of unilateral decision or action upon the other party. We will not be privy to such machinations, and refuse to partake in the geopolitical posturing and squabbling which such futile conferences are oft subject to.

The Peoples Revolutionary Government interprets the convening of the Eitlan conference as an indication your government is prepared to negotiate. As such the Sovnarkom has come to the consensus that it is the appropriate time to convey to you our demands. They are as follows:

1. Valkany will immediately evacuate the Eastern Cape Colony of all military and government personnel.
2. Valkany will immediately cede control of the Eastern Cape Colony to Kyiv, Carentania and Tyrrhenia pending the establishment of an indigenous administration.
3. Valkany will renounce in perpetuity any and all claims to the Eastern Cape Colony, its lands and its peoples.

These points are not negotiable and must be either accepted or rejected as a whole. If your government accepts these conditions, the KNRR will send a representative to the Eitlan conference to accept the surrender of the Eastern Cape Colony. If your government does not accept, we will not attend the conference. In the eventuality your government does not accept, I can offer you no guarantees as to what will follow.

We are fine with most of this agreement but point 2 is a clear attempt at colonization of the Eastern Cape by your nation. We are here to negotiate not give you anything you demand in return for nothing.

Here are our 6 points:

1. Valkany will grant the Eastern Cape independence and will renounce all claims to it
2. A new publicly elected government will take control of the new nation and it will be elected under international surveillance by ALL nations that signed the resolution against genocide and/or are attending this conference.
3. Valkany will evacuate all of her forces from the Eastern Cape but will retain control of the Nova Praetoria naval base. Valkany will have NO military authority over the Republic of Eastern Cape.
4. A governor general representing the Valkanian Emperor will be the E Astern Cape's strictly ceremonial head of state.
5. Kyiv will personally ensure the safety of all white Eastern Capers. All white Eastern Capers who may personally request so will be granted Valkanian citizenship.
6. All mines in private control (only 5% of the total mines) will remain in said control while all mines under control of Valkany (95%) will pass on to the new Republic of the Eastern Cape.

The KNRR is a nation that fights for the people and their freedom and such a nation does not issue ultimatums but rather chooses to negotiate within reasonable bounds. You may voice any objections to our 6 points and we will immediately satisfy them but since you claim you are not planning for war (even though you are moving naval forces near our shores and said that "In the eventuality your government does not accept, I can offer you no guarantees as to what will follow.") you must instead at least try to negotiate like a reasonable and truly socialist nation. Think of the millions of lives of innocent Valkanians and Eastern Capers at stake.

We are glad that Valkany has decided to come to reason and understand it can not evade its responsibility any longer. Progress made in the last days on this issue reassures us that our commited stance in this issue may have been correct. However, the Workers' Republic does not wish to overly hasty, as there are several issues of contestment still and the Valkanian offer remains inacceptable.

Carentania can not speak for Kyiv, but believes the following a reasonable compromise, with which the people of the Eastern Cape could live:

1. Valkany will grant the Eastern Cape independence and will renounce all claims to it
2. A national congress will convene in the Eastern Cape, its delegates elected in public elections. The congress has the duty of writing a new constitution. The elections will be overseen by the Commission on the Decolonization of Himyar.
3. Valkany will evacuate all of her forces from the Eastern Cape. Valkany will have NO military authority over the Republic of Eastern Cape.
4. Memberstates of the Commission on the Decolonization of Himyar will ensure the safety of all white Eastern Capers during the transition period. All white Eastern Capers who may personally request so will be granted Valkanian citizenship and allowed to leave the country.
5. All mines in private control (only 5% of the total mines) will remain in said control while all mines under control of Valkany (95%) will pass on to the new Republic of the Eastern Cape. This agreement does not affect possible nationalization policies of a future Eastern Cape colony.
6. An international commission by the signatory states of the International Resolution against Genocide will investigate possible genocidal crimes by the Valkanian military and government and any individual charged by the commission will subject to a tribunal to receive a fair trial.
