We are glad that Valkany has decided to come to reason and understand it can not evade its responsibility any longer. Progress made in the last days on this issue reassures us that our commited stance in this issue may have been correct. However, the Workers' Republic does not wish to overly hasty, as there are several issues of contestment still and the Valkanian offer remains inacceptable.
Carentania can not speak for Kyiv, but believes the following a reasonable compromise, with which the people of the Eastern Cape could live:
1. Valkany will grant the Eastern Cape independence and will renounce all claims to it
2. A national congress will convene in the Eastern Cape, its delegates elected in public elections. The congress has the duty of writing a new constitution. The elections will be overseen by the Commission on the Decolonization of Himyar.
3. Valkany will evacuate all of her forces from the Eastern Cape. Valkany will have NO military authority over the Republic of Eastern Cape.
4. Memberstates of the Commission on the Decolonization of Himyar will ensure the safety of all white Eastern Capers during the transition period. All white Eastern Capers who may personally request so will be granted Valkanian citizenship and allowed to leave the country.
5. All mines in private control (only 5% of the total mines) will remain in said control while all mines under control of Valkany (95%) will pass on to the new Republic of the Eastern Cape. This agreement does not affect possible nationalization policies of a future Eastern Cape colony.
6. An international commission by the signatory states of the International Resolution against Genocide will investigate possible genocidal crimes by the Valkanian military and government and any individual charged by the commission will subject to a tribunal to receive a fair trial.
