It was decided that a more direct correspondence with the Federation Government without the indirect communication to the other parties that we had as well passed on an invitation for the proposed summit in Wien.

The reasons for leaving out not only the Hanseatic Republics, but a vast majority of the nations of this world was a very specific. The European Forum failed as it was rule by mob, the Federation itself saw how the rule of the mob worked out by its own operations against the State of Gutarike and the failure of the European Forum. Should every nation have a forum for a voice, a place to speak? Yes it should. The future organization in the Emperors vision is one that does not replicate the failures of its predecessor, and does many of the things the European Forum never could.

That is why the invitation was to the select few leaders of the world was passed on, each has a place in this world. The Federation and the Empire obviously as the worlds military Superpowers wielding significant influence across the globe. The Communal Order, Ebria, and Pelasgia are great powers with regional hard power with each one representing a different segment of the world. The Communal Order representing the interest of the northern reaches of Gallo-Germania, Occidentia, and Scania. Ebria represents the Meridian nations of Gallo-Germania and its Meridian Union. This leads us into Pelasgia, the nation that represents independent Himyar and the Propontine Straits.

Inviting all of the nations of the world or many more would have simply resulted in a muddying of discussions in the efforts to establish something new. Nations that are not present at the founding of such an organization will not be at any less of an advantage as the founding members, as no special perks will benefit those who found this organization beyond being the founding members and being the first to establish the charter for how it shall operate, nations will be free to join, even encouraged, and leave as they please. So why is Ostmark, a small nation which does not rank amongst us economically, militarily, or even political sway included into the discussions on establishment? The Tarusan Empire knows that it is not the only one that views Ostmark as a truly neutral location and political entity, and that its historical role in preserving its neutrality shows a commitment to peace that cannot be overlooked.

We could have invited our own allies the Angliarique Empire and the Kingdom of Csengia & Pojazerna, we did not. More voices, more opinions, all that will do is dilute and potentially make this cause another failure before it can begin. While being aligned with our nation, they're interests are our interests and they must believe as their protecting power that we are doing what is not just in our best interest but theirs as well. The Federation should carry the same opinion towards its allies in the Hanseatic League, it was not a slight against them to not invite them, but a necessity to balance the voices in the chambers to have the best odds of a successful discussion in Wien for the future of our world.

If we must open the invitation to The Hanseatic League, then we must open it to the rest of the world. We both know the bureaucratic mess that shall be, and how it will just lead to an organization that claims to do much, but cannot do nothing, just as the European Forum was. The question comes down to, does the Federation wish to see this potential disaster occur, or is it prepared to head into the future working alongside the Empire to forge something significant that can change the world?

The die has already been cast to borrow an old Tiburan phrase. While the idea may have been a Tarusan one, the Federation does not look to Tarusa to determine who is and isn't welcome to the table at this meeting. If more control was to be exerted by yourself in this case the meeting would have been better to be held in Kremlyov rather than in Wien. If we are to parse out your threat in this communication of yours, as it seems that most Tarusan communications to nations not within it's grip are threats of one type or the other, what you mean to do is actually muddy the waters of this discussion by further opening the invitations to not only other nations as well whether they be aligned with you or not. We welcome any and all discourse from other nations in the matter of the European Forum, though it was not our intention to open the summit to the wide world and we would support restricting any nation that solicits invitation upon hearing that the League was admitted.

Bringing in the Hanseatic League will not "muddy" the waters of this summit, however cutting them out creates a cloud of tension over the summit. Tension between The Federation and Hansa, who are very reliant on our protection at this time and will continue to be. Tension between Hansa and Ostmark, jeopardizing economies in that region of Gallo-Germania and tension between Hansa and the Tarusan Empire. If that is what you wish to create then we cannot be part of that game you wish to play. Have no doubt, the Federation wants to work with the Empire, but the Empire must be willing to discard it's games and come to the table with open arms, Westermen are not like Rheinbunder or Radilan cowards who can toyed with and forced to acquiesce with ease. We can either lessen the tensions between us and our allies or we can run ourselves into another war, already Tarusa has worked to upset the balance in Gallo-Germania brought about the by the Treaty of Wien by placing forces in Angliarique in close proximity to Thaumantica.

In closing we must reiterate that it is not the intention of the Federation to torpedo this summit. If Tarusa opens up the meeting further, any failures of this summit to accomplish set tasks will be squarely on Tarusan shoulders alone.

It is precisely why the Empire did not, and will not invite the Hanseatic Republics as it does not and will not allow the threat of tensions from allied and foreign nations derail the attempt at a future that is greater than what the European Forum was. It will at the end of the day be the choice of the Federation of whether or not it wishes to be a part of the foundation of a new International Organization or not, if it chooses to not participate that is of your own leaderships decision, it will be welcome to join it after its establishment as will all nations. The Emperor, his Prime minister, and the other ministers are in agreement that an exception cannot be made for a single lesser power without making a similar exception for all lesser nations, and even those that are in open conflict with one another as are the Anglians and the Tianese.


The nations that were selected were selected for their positions in the international community as either great powers, or in the example of the Republic of Ostmark being champions of neutrality in the face of adversity. It is unfortunate that the Hanseatic state wishes to look for every possible reason to continue to escalate tensions, even with its own allied partners whom they should be thankful for, over the simple selection process of the nations found to be worthy of carrying the weight and capabilities to lay the framework and foundation of a new organization. That however is the choice of the leadership in the Hanseatic Republics, and within the Federation to allow such a bullying tactic be used upon them by their own allied state. Our own allies know of this meeting, they fully understand the reasons for which they have not had an invite extended to their governments to give their input into the foundation.

One points to the deployment of Imperial military assets within the territory of the Anglian Empire, a Tarusan ally in the Pressburg Pact, as upsetting the balance in Gallo-Germania as raising tensions. The balance has already changed with the collapse of the Central European Treaty Organization and the withdrawal of the Republic of Tianlong from the shores and seas of the region, and the occupation in Scania of Gutarike by Federation, Hanseatic, and Communal military forces.

So to end this message, we shall restate our position. The meeting in Wien shall commence without the Hanseatic Republics, with just those that were invited and have decided to attend. Wien was the primary location chosen, with others as alternatives as Kremlyov in our own eyes would not have been an image worthy of the undertaking seeing as the city itself still shows scars from war and the continued military presence in the city as the empire transitions under Konstantins rule. This meeting for the replacement of the European Forum will go forward, and it is the decision of your government if they want to play a part in the founding framework of the organization and carry that prestige. With or without The Federation, the meeting shall go forward, it shall not be derailed, and it shall not fail as the world deserves better than it had been given.

STATEMENT ON SUMMIT IN WIEN

The Federation comes to the world now with regret and apologies to all nations of the world for it's recent actions, for what you may ask? Months ago, the Tarusan Foreign Minister messaged us with an invite to a summit in Ostmark intent on creating a successor to the European Forum. In this invite only the Federation, the Communes, Ebria, Pelasgia and Tarusa were invited to attend, we in the halls of the Federation government quietly questioned the wisdom of limiting the attendance of this summit to these hand picked nations. As usual, Tarusa gave a myriad of excuses and explanations for their reasoning, one such being that inviting the rabble of much smaller and "insignificant" nations to a discussion would muddy the waters. Once again we quietly questioned, but we did not voice our concerns to the Tarusans other than to say that we felt all should be invited, we did this because we want peace and we felt this may be a good opportunity to work with Tarusa, a nation we had been recently at war with. We attempted to increase the attendance of the meeting starting with our regional partner the Hanseatic League, we felt we owed it to our ally to at least lobby for their involvement. We should have instead lobbied for the involvement of all nations, that is why we apologize. This lobbying was met with immediate hostility that is a hallmark of dealing with the Tarusans diplomatically as all nations who have had dealings with Tarusa should be familiar with. We were met with threats to stop the meeting altogether, or to invite rogue states such as Angliarique or Tarusan puppets in Csgenia, which as we know Csgenia is just Tarusa in another name.

The Tarusans do not think that the nations of the world are worth speaking to or even hearing the thoughts of those who might be affected by the creation of a new European Forum. It is our belief that whatever is created in Wien will be nothing more than a rubber stamp for Tarusan policy, policies that support terrorism, piracy and modern day slavery, Tarusa insists that they have changed under the leadership of Konstantin, but that is not so, Konstantin is simply a continuation of his dead brother's legacy, a legacy that Konstantin cannot escape, not even by acts of murder. When a Tarusan speaks, rest assured he is lying and it is for that reason that we will not attend the meeting in Wien, we implore other invited nations to also skip attendance as well. We implore the nation of Ostmark to tell Tarusans to leave their meeting halls and go home. Whatever is created there, the Federation shall not be party to it, we shall ignore whatever policies this bastardization of world diplomacy will create under Tarusan guidance. If the European Forum is to be replaced, let it be replaced by an organization that all nations had the good fortune of having a hand in it's creation.

We can reassure the Westermen State Department that we are in the midst of determining which minor officials from our department were quoted anonymously by the Palmira Times to reprimand them for their irresponsible public sentiments, and that their personal views do not accurately reflect the official policy of either the Josepanian Foreign Affairs Department or the will of the people as embodied by El Presidente, who himself is enthusiastically committed to the ideals put forth by the Natalian White Paper. President Langley has read the paper from the Natalian Finance Ministry and has found it most interesting. We believe that discussions on the matter should begin sooner rather than later. We also regret that the media of both our countries has seized upon the commentary over the Wien Convention and ran with it to blow it out of proportion. There were many in the Federation Government that were slightly disappointed that Josepania chose to meet with the Tarusans in Wien, however this must not be misconstrued as a cooling of our relations. On the contrary, though we would have rather the west boycotted the meeting along with us in solidarity we understand President Constantino's decision and we are confident that he will not be taken in by the wiles of the Tarusan liars and murderers. Together we can create a stronger and freer Westernesse, petty squabbles and disappointments will not get in the way of this lofty goal.

TERROR ATTACK IN EBRIA

The Federation strongly condemns the cowardly attack on the legitimate governors of Ebria, the death of King Manuel III at the hands of terrorist supporters of the rouge Third Army must be account for their crimes. We brand the leader of the third army, Anibal Durran and the pretender Alfonso, as a terrorists and a grave threat to the freedom of all Ebrians. We commend Ana Gallego's righteous defense of democracy in these times as authoritarians, terrorists and murderers spread a dark cloud over civilized society. We commend the intervention in the side of the legitimate government by the Serene Republic of @Radilo.

The Federation advises it's citizens to leave as soon as possible on transports to friendly countries as we attempt to arrange a safe airlift out of Ebria. We warn all involved that any hostile actions taken against innocent Federation citizens will be severely punished.

Subject: Medical and Military Support Coordination in Ebria

His Excellency, El Presidente José David Costantino, extends greetings and warm salutations to Secretary Graves of @The Federation Department of State, and his good friend President Langley. He is, first and foremost, pleased to hear that the President has also read the paper and agrees with its conclusions, and even moreso that he is committed to its ideals as we are, and that our bilateral relations remain as sturdy and warm as ever. We shall, in due time, begin coordinating efforts to eliminate travel and trade restrictions between our two nations, ensuring Westernesse-Occidentia is a zone of economic and cultural vibrancy for the remainder of the century.

Sadly, this is not the primary reason that we have been directed to reach out today with such discretion, but instead it concerns the current ongoing war in the United Kingdom of @Ebria, Nuoria, and Hamrun. Specifically, we are gravely concerned over the public declarations of support from the Empires of @Tarusa, @Pelasgia, and the @Angliarique Empire, especially the Pelasgian declaration that they would react unfavorably to any aid given to the Legitimists and Republicans. This is particularly problematic because El Presidente has been in contact with the legitimist republican government in Valls about the prospect of transporting medical supplies and ammunition to the developing Popular Front there, ensuring they are as best equipped to resist the militarist putschists as effectively as possible.

It is with this in mind that we have become aware of the Federation Peace Corps remaining involved in the area around Valls, in connection to the recent earthquake disaster, and wish to inquire if there is any opportunity for us to coordinate our efforts to provide material aid to the Ebrian Popular Front with Federation efforts through the Peace Corps to do the same, in order to ensure maximum efficiency and precision in getting the supplies where they need to go and protecting our efforts from any backlash from hostile powers in the Meridian Sea. There is also a growing desire within the Josepanian government to provide an opportunity for fighting volunteers to travel to Ebria to assist in the fight there without officially intervening, as we view a victorious Alfonsist Ebria as completely unacceptable to Meridian regional peace and economic stability.

It is our hope that, through these discrete efforts, Westernesse-Occidentia may be able to move the needle enough to ensure the Alfonsists are defeated in the field and that liberty and democracy can prevail in Ebria

His Excellency, El Presidente José David Costantino, extends greetings and warm salutations to Secretary Graves of @The Federation Department of State, and his good friend President Langley. He is, first and foremost, pleased to hear that the President has also read the paper and agrees with its conclusions, and even moreso that he is committed to its ideals as we are, and that our bilateral relations remain as sturdy and warm as ever. We shall, in due time, begin coordinating efforts to eliminate travel and trade restrictions between our two nations, ensuring Westernesse-Occidentia is a zone of economic and cultural vibrancy for the remainder of the century.

Sadly, this is not the primary reason that we have been directed to reach out today with such discretion, but instead it concerns the current ongoing war in the United Kingdom of @Ebria, Nuoria, and Hamrun. Specifically, we are gravely concerned over the public declarations of support from the Empires of @Tarusa, @Pelasgia, and the @Angliarique Empire, especially the Pelasgian declaration that they would react unfavorably to any aid given to the Legitimists and Republicans. This is particularly problematic because El Presidente has been in contact with the legitimist republican government in Valls about the prospect of transporting medical supplies and ammunition to the developing Popular Front there, ensuring they are as best equipped to resist the militarist putschists as effectively as possible.

It is with this in mind that we have become aware of the Federation Peace Corps remaining involved in the area around Valls, in connection to the recent earthquake disaster, and wish to inquire if there is any opportunity for us to coordinate our efforts to provide material aid to the Ebrian Popular Front with Federation efforts through the Peace Corps to do the same, in order to ensure maximum efficiency and precision in getting the supplies where they need to go and protecting our efforts from any backlash from hostile powers in the Meridian Sea. There is also a growing desire within the Josepanian government to provide an opportunity for fighting volunteers to travel to Ebria to assist in the fight there without officially intervening, as we view a victorious Alfonsist Ebria as completely unacceptable to Meridian regional peace and economic stability.

It is our hope that, through these discrete efforts, Westernesse-Occidentia may be able to move the needle enough to ensure the Alfonsists are defeated in the field and that liberty and democracy can prevail in Ebria

It is with this in mind that we are authorized to propose that the Josepanian Department of Defense establish direct contact with the War Department of the Federation and send representatives and military attaches authorized to speak on behalf of El Presidente and the Secretary of Defense Marco Vasquez. It is hoped that this gesture shall not only best ensure the maximum efficiency of coordination of our respective nations' military movements and intentions, but will also be a well-received gesture of Josepania's true and firm intentions to right the wrongs of the Valls Pact and ensure that the Free New World will no longer quake at the evil of the Corrupt Old World.

Honorable Colleagues of the Federation,
never before were our differences so insignificant in the face of the reality that we are both the bastion of democratic values that today are under siege by terrorists ready to use lead and every other means in their arsenal of death to extinguish our natural will to shine like a flame of democratic values. Which is why, in dark times like these in which hope must prevail over the darkness of tomorrow's uncertainty, it will certainly not be the old rifts between our two nations that will prejudice our sincere request today.

The Tianlong Republic formally requests an alliance, not defensive or offensive, but for the preservation of the democracy that is being attacked. A common front, a sharing of resources and industries necessary to overcome this dark period that awaits us. We do not impose conditions, we promote fair collaboration against Pressburg Imperialism. Now more than ever we find ourselves surrounded by the enemies of our way of life. These terrorists seek to choke the world in the same darkness that they have spread across their own nations. We agree that the disagreements and animosities that we have had in the past must be pushed to the wayside or soon we will find ourselves drowning in the turbulent seas of authoritarianism.

We shall agree to a bi-lateral alliance for the preservation of democracy, for the very preservation of our way of life. Our nations have both been the victims of fickle allies who were more concerned with their own self preservation than the defense of something greater. Know that the Federation will not abandon Tianlong and we hope that Tianlong will not abandon us, else all will be lost.

The Federation will begin to enact policy changes to create better flow of goods and services to Tianlong, we have already placed our highest level of sanctions on all nations of the vile Pressburg Pact, only through close cooperation can we hope to prevail.
