The Empire of Tarusa is prepared to aid the Gutarike state regain territories and prosperity that has been lost with the breaking up of ScanLaw. We recognized Gutarike as the successor state of ScanLaw in the polar divorce and now we seek to continue to aid each other in the Gothic Pact. We are both at war, while only one of us is officially in a state of war. We have aided in secrecy in sinking hostile vessels that targeted Gute naval ships conducting activities in the Gothic Sea.

The Hanseatic nations have taken claim and forcefully taken hold of what would have been prosperous lands for the Gute state in Himyar. We can once more find ourselves hand in hand in defending each others interests. Soon we will have repelled the Konstantinist forces from the mainland and isolated them to nothing more than Csengia and the Rikord Archipelago. The Gothic Fleet has betrayed our nation, but the coastguard is still firmly within our control. For assistance in the Gothic Sea to wage a war against the Konstantinists and inadvertantly, the Hanseatic League your enemies, we will use all means we have available in Himyar to re-establish Gute control over Hajr and the other portions of Maghreb not under Imperial Control.

Without assistance to turn the Gothic Sea into at the very least contested waters, our ability to aid in Himyar will be severely limited if at all possible as we will be forced to maintain defensive positions against Konstantinist and CETO forces. Together we can force our enemies into submission or negotiations, apart we will be fighting them each separately and we will eventually be left fighting them alone as the Hanseatic rallies support across the globe against your state and its piracy.

We are willing to provide bunker oil, aviation fuel, and other fuels to meet any needs of the Gutnish military at minimal costs as allies in the conflict. A combination of our vast reserves we have stockpiled in withholding from the worlds markets in previous years and our current rate of production outpacing what little we can export leaves us with an excess that we will not be able to store if the conflict drags on for a long period.

We can begin transportation of supplies via the northerly route. Unfortunately we have limited loading capacity for tankers at our far northern reaches between a single pipeline and the ports being smaller as they have always been of less importance compared to cities on the Gothic coast. Between commercial vessels of the Gutnish nation and our own, we hopefully will be capable of providing enough for sustained operations. Commercial trucks will also be utilized in varying quantities based off of our own needs and capabilities, commercial drivers if brought over on ships with their own equipment will be allowed to haul in the Empire for the duration, waving any requirement differences between our nations so long as transportation for their cargo can be provided between our commercial interests.

We suggest the northerly route as with the Hanseatic League, and the Konstantinist naval forces our own naval capabilities in the Gothic are limited to our coast guard. This route will limit the reach our enemies can have and hopefully allow a continued supply line that will be easier to defend for our forces. I will begin instructing our armed forces and paramilitary to take necessary actions.

Official Government Statement

The accusations against the Imperial authority of Kremlyov regarding the sinking of the P-101 patrol craft of the Ebrian nation are just exactly that, accusations. With our superior presence in the Meridian and Bonaventura Bay over the rival claimant of the throne that is hiding within the Kingdom of Csengia the Empire would have no reason to be carrying out naval mining operations in the bay as we utilize our presence for enforcement of a naval blockade, in what has previously been mentioned by our government as an active combat zone, recommending civilian traffic remain within national waterways of the nations neighboring the area.

The Okhrana, Naval Intelligence, other agencies of the Empire, and logic all dictate and point to the mining being carried out by rebellious elements of the Empire in the name of Konstantin and the Kingdom of Csengia. A sound military tactic against an overwhelming enemy naval presence would point to mining the entrance of the bay amongst its narrow points to prevent enemy warships from gaining entrance into the narrower waterways around the Kingdom.

It is unfortunate that the Ebrian patrol vessel suffered a catastrophic fate in a trap laid against the Imperial Navy, the fact remains that this is an active warzone and the more vessels of other nations that find their way into the Bay, the greater the chances of accidents happening will increase. It is for this reason that our government declared swaths of the Bonaventura Bay an active combat zone and therfore an exclusion zone to attempt to prevent such incidents from happening. We shall reiterate that mines, missiles, and torpedoes do not discriminate between targets and the more traffic that is tossed into the bay, the greater the likelihood of further incidents such as this will occur.

We shall remind the Celestial Republic that Economic Exclusive Zones are not national waters, they are international waters and it nor its pawns in CETO have the authority to dictate the usage and affairs in international waters. The Central European Treaty Organization continues to play a dangerous game of escalation from its carrier fleet on the outside of the Gothic Sea, its massive naval build up in Valetta, the troop movements in Istavania, and its puppet Konstantin carrying out acts to only further attempt and justify an intervention for the very sole purpose of why the alliance was built, to destroy and dismantle the Empire.

The nations that wish to see this conflict end and prevent further growth need to apply pressure to the traitor Konstantin, his military forces, the Kingdom of Csengia, and the Central European Treaty Organization as these are the forces that started and continue to drive this conflict forward and towards a greater global scale conflict.

It is no secret that the majority of those in attendance at Valls have been enemies of the Empire for a very long time. It is easy to surmise the intentions of such a conference as it is not the first which has been hosted in an attempt to disband the Empire.

Our past has been volatile to say the least, there is no doubt about such. It has also been fruitful for both of our nations, at least when it was ScanLaw. We do not consider The Hanseatic Republics to be directly enemies of our nation, but I will say that currently we do not align on a series of issues globally. The world attempts to paint the sinking of your vessel as one perpetrated by the regime in Kremlyov. Considering the navy has aligned itself with the pretender in Kispest, if the fact is that it was sank by the Empire than one should question if it was not an attack carried out before the outset of the civil war to further alienate Ivan.

The world is on the brink, one wrong move, one wrong play by those whom are on opposing sides can easily light the powderkeg that is in Germania and blow the world apart. I will make it clear that we in Kremlyov know that CETO supports Konstantin in his fortress, they put on a charade of being aggressive to each other. They have made their moves in Himyar clear, who else puts one of the largest fleets assembled just kilometers off the coast of its enemy, and the Hanseatics partaking in a conference dominated by members of CETO is of concern to Ivan.

If the Hanseatic Republics are not an enemy of Ivan, than once he has successfully crushed the rebellious forces at home, he requests the right of passage to end it once and for all in the Kingdom.

Terms and conditions for the surrender of the Istavanians.

2. Defense spending cut, the Constitutional Monarchy will slash its defense spending to no more than 5 Billion Euromarks($$) where it shall remain.
3. The Armed Forces of Istavania shall not number greater than 20,000 combined between all branches of service, a military reserve force shall be permitted to be retained it however cannot number more than half of the active duty so shall be limited to no more than 10,000 between all branches of the armed forces combined.

It is an unfortunate set of events that have unfolded across the empire and its client states, no doubt funded and pushed for by the enemies of the Empire. The enemy has amassed itself in multiple locations with which to attempt and intimidate, if not directly open conflict with the Empire seeing it weakened. It is without a doubt that when the conflict erupts, not if, but when, that it will be difficult for us to maintain supplies flowing from our northern passages all the way to the depths of Himyar.

Nations such as ours must stick together for we are few, but we are significantly stronger than our enemies as we share a united desire. This offer of support does not go unnoticed. We will take whatever aid can be given, and if more than aid flows from the Imperium and it joins in the fight against the democratic world, a new world order can be born with our nations at the forefront. We have found ourselves in conflict with each other, we will not say that we regret the past events that have led us into this situation. We did what we felt was needed, what we felt was the right thing to do. A limited strike on the Gothic Pirates was warranted, we understood that it might lead to the activation of your Gothic Sea Pact, what we underestimated was Emperor Ivan's willingness to defend anarchists. Now we find brave and heroic Allied Federation and Hanseaten and Tarusan soldiers dead in conflict with each other.

We had no intention of dismantling Tarusa and deposing Ivan, we were happy to stay out of his conflict with his brother in Csgenia, but by mining waterways critical to trade and by encouraging piracy, either through open or hidden methods was a step too far. Ivan can say what he wants, paint us in any picture that he feels is necessary to weave his narrative, but we know that he knows the truth of his provocative ways.

How much longer must this conflict go on? We know that both our nations are willing to commit untold thousands further and further into combat with each other. Certainly the bravery of our nations soldiers cannot be questioned, certainly the power of our militaries cannot be questioned, but it is it necessary to go on further and kill these men for whatever our reasons be?

Let us come to ceasefire and negotiate diplomatically before we bloody ourselves any further. If you refuse to come to the table and negotiate, know that the Federation will be committed to this war until it ends, whatever that end may be, we will not relent until we repel you all the way to Kremlyov or you kill every Federation soldier in Germania because that is what it will take to defeat a Westerman in a fight.

Currently there is no desire nor designs to break the peace attained in Germania by the Emperor and this new government. This transitional period however will be seeing some staff from the reign of Ivan leaving posts and others from Konstantin resuming their old positions within the government or even newly appointed members taking positions in the new government. It is Konstantins immediate goals to bring the remnant factions back under the control of the Imperial Authority, establish his regime, and resume the Empires role in the world versus its internal focus as of late.

The Empire is not opposed to another supranational body such as the European Forum. The where and the how would be something we would have to decide upon at a later point with enough interest from those who stand opposed to the European Forum, ourselves included. No doubt it would become a rival body as some nations will just refuse to give up upon the failed institution.

A new name would also need to come with a new organization, we must cast off the reputation of the old if we are to start fresh. We can build upon the ashes of the European Forum. This will take time first and foremost as we must ensure the European Forum is rightfully dead.

Recent news article suggests that there is talk in the halls of the Central European Treaty Organization of invoking their self defense clause over the Tianese aggression against the Anglian nation. The Empire of Tarusa will make it clear, that it views the actions taken by the Republic of Tianlong to have been a direct declaration of war against the Anglian nation, as would any sane nation including those in CETO had they been the ones attacked so while carrying out a diplomatic mission.

Now would be the correct time for the Central European Treaty Organization to take this moment and reflect at what their true purpose is.
The Republic of Tianlong attacked a group of ships, a museum fleet with the majority of its make-up being centuries old. The Republic of Tianlong violated Frescanian territory to take prisoner the crew that it did not kill, and to take the bodies of those deceased in its brazen attack, and has not returned or released them to another state to be returned home. The Republic of Tianlong has caused a mass evacuation of the people of the island, and caused millions in economic and environmental damage to the island, with no recourse.

As such, a state of war was made to exist between the Tianese and Anglian people by none other than the Republic of Tianlong. As such, we once again call on the nations of the world to recognize the blatant disregard for the suffering that has been brought upon the Island of Frescania with irreparable damages dealt to them, along with the losses suffered by the Anglians. It is time for the world to act, act against the Republic of Tianlong and begin targeted sanctions against key parts of their economic machine and the government responsible for these actions. Those who may look to still somehow condemn the Anglian nation, or its decisions in the aftermath of the attack and sanctions from the Republic of Tianlong, have none other than the Republic of Tianlong to thank for changing the dynamics of power in the region once more by pushing a small nation to look for the nation that will stand up against select democracies of the world.

I congratulate His Majesty Emperor Konstantin for the grand and victorious achievement that was accomplished by His Majesty in the complex arena of internationals relations. Surely, it is to be celebrated.

However, the peace has not lasted for as long as everyone has prayed it would. For international relations are man-made, and men are fickle.

The Empire of Angliarique faces a bleak future, for the Thaumantic leadership has confronted Angliarique over its rightful retaliation against the Republic of Tianlong for the Nov 25th Attacks.

The Angliarique people face an ultimatum: Be marauded by Communal Soldiers or Surrender to Tianese forces.

The Angliarique Empire does not seek to war with the Communal Order in the interest of maintaing national security, and preventing war to envelope the wider region, thus it seeks to pursue diplomacy as a remedy for this issue. The result of which has not persuaded it's leadership otherwise.

Therefore, I make this critical appeal, one of the last resort, to the mighty Tarusans and His Majesty Emperor Konstantin, to request that a 'dedication' be built on Angliarisian soil for deterrence. The Empire will of course honor its agreement to the defense and further fostering of relations with the Anglian nation. The General Staff of the Empire shall make a recommendation and approve of what assets to station within the borders of the Angliarique for a permanent military presence to deter any future aggressions against our partnered state. The Defense Ministry will then ask for funds from the Duma to be allocated towards construction of permanent facilities to make it known to the world that we are there to stay, as the world knows, the Empire honors its agreements to protect those aligned with it.

It is indeed unfortunate that the collapse of CETO has caused yet another great game between the great powers of this world. While we as well desire to see a peace return between your state and the Republic of Tianlong, we have and will steadfastly stand alongside your peoples supporting the wishes of your government until a righteous and just peace is achieved for the atrocious actions that were committed against your state.
