THE Covenant fully respects the message of
Minister Arakaki Kenji as an example of Touzener benevolence from The Constitutional Republic, which is, for all intents and purposes, a robust example of a Nation thriving without the ancient constructs of Monarchies that successfully survive throughout Europe. However it may also be surmised that we are no longer ignorant to certain Post-Delegationist methods in destabilized Nations and divided regions, and will thus perhaps not fully trust in the innocence Touzen projects today as genuine.With great reluctance we have come to realize that the friendship Cantigny and Touzen once shared was only ever skin deep, and the nature of the Constitutional Republic's Foreign, and Revolutionary, Affairs policy is at times categorically designed to ensure the impossibility of coexistence between our respective systems of democracy.

The true Chorus of Freedom will be heard for Suionian Oceanians in the elective words of Constitutional reform, with or without Touzen, though decidedly without the chorus of rifle and artillery fire as was heard by Aresurans this past year. Still the Ilchester Administration remains receptive and projective towards the Inoue Administration, and categorically aims to happily coexist with it in working towards the greater good for Nya Vastergotland in this time of empowerment of Peoples & Patriots in Oceania. Words and diplomacy are always welcome here in Oceania, as we would expect them to be in Toyou. It is in the spirit of diversity, which many around Europe consider to be absent in Cantignia, which will usher in an era for the future Nation we today call Nya Vastergotland.

A Night In Nokanawa: An Interview With Lord Protector Inoue



FF: Lord Protector, a world in chaos - war, financial crisis and terror across the globe. Have Post-Delegationism's predictions about the outcome of history been proven wrong by recent global events?

Inoue: On the contrary. What we are witnessing right now has been predicted by leading proponents of the Post-Delegationist methodology for decades, written down in essays and articulated in speeches. The intensifying struggle between fewer and fewer actors on the side of the monopolists, the states and cartels, can be witnessed today. We see a great war engulfing the old center of industrialization, the heart of capitalism. Without a doubt the war we are witnessing right now can be only the beginning of a larger process of upheavals and unrest that will intensify as long as the structural hindrances to lasting peace are not demolished.

FF: And these hindrances are?

Inoue: The rejection of the Charter Oath Declaration. Universal transition of all existing statehoods into the process of abolishing themselves. Respect for the right of the individual, unchained from delegationist authorities, freed from state and capital. Free and fair trade amongst equals. But whom am I telling? These are positions we have been advocating for almost a hundred years now, and the delegationists have not listened to us until now, so I think it's unlikely they will have a sudden change of mind. <laughs> No, these are problems that can only be resolved by the citizens of the world. International solidarity, common struggle for individual rights, critical analysis of the existing conditions, correct interpretation of existing social structures, these are all needed to build the new world of tomorrow. You are mistaken if you think that we can return to the dogma of permanent growth and the illusion of permanent peace by merely adjusting some screws and otherwise maintaining the underlying structure. Only building an entirely new machine will do the job.

FF: Former Lord Protector Kaname didn't last two years in office, and it had been generally hoped that his election would end a democratic deadlock that has strangled our polity for the better part of the young 21st century. Will the Inoue Administration suffer the same fate, will the circle of instability continue?

Inoue: First of all let me express my most sincere condolences to Citizen Kaname. His illness has affected me deeply on a personal level, and I sincerely hope for his swift and full recovery. He has a strong and loving wife and son who are supporting him in these difficult times, and the former Lord Protector can be truly thankful for being blessed with their presence.

As for the political implications of Citizen Kaname's health-related resignation, yes, they were severe. And I am well aware that I do not have the political capital some would wish I would have. Doubting the longevity of this government after the track record of the last years? Surely a prudent suggestion. I stepped up to offer the opportunity for a consensus in a volatile period of world history, and this administration works hard day and night to live up to these expectations. I fully intent to realize the political goals I set for my administration, first and foremost initializing the grand movement for decolonization in Touyou and Oceania. This is an issue that must unite all citizens, regardless of where they stand. The continuation of our permanent revolution is a historical inevitability. Delegationist structures do not abolish themselves on their own accord. The Free Man's Burden has often brought us into conflict with the proponents of the old order, but it is a moral imperative to act upon what we know is right. As Yamagata once said: as long as one man is enslaved, all are not free.

FF: The recent proclamation of a national destiny made manifest have provoked mixed responses, most notably in Cantigny, with its Foreign Minister Stokes first lauding the Constitutional State's initiative, then condemning the Constitutional State acting upon your proclamation. Was reaffirming free trade and travel ties with the Covenant the right decision?

Inoue: Absolutely. The Constitutional State has no business in steering the economic pursuits of its constituent citizens in one way or another. This administration can issue opinions, but not directives. There is a severe, a strong and profound political misalignment between Vesper and Nokanawa, we are divided on more than one issue, the process of Suionan decolonization only being the latest issue to be added to the diverse pool of fields where mutual distrust reigns supreme. The economic sphere however is not and must not be touched by these disagreements. Yet at the same time, I stand for the policies I have proclaimed. I stand for a free Oceania, as does the Ministry of Revolutionary Defense and Foreign Affairs. Vesper can join us in making this vision a revolutionary reality, or it can opt not to. Either way, we will advance, and history with us.

FF: Touyou has been mostly untouched by the struggles that have engulfed the states of the West. What will you do to ensure that, and I shall use a Cannie term here now, the "friendly confines" of Touyou will continue to remain unharmed by the ongoing military confrontations of several delegationist powers?

Inoue: The war in the West is something that from our perspective knows no progressive or reactionary entities struggling to advance or reverse history. It is the struggle of the extreme forces of monopolism and hereditary delegationism amongst each other. In this regard, Touyou has already made significant progress, while Germania and Gallia continue to suffer under the yoke of monarchism. But even that could change in the long run now. The process in the West has gained a dynamic unknown in the last decades. I have high hopes that democracy, even if only in the form of parliamentarian, partyist, non-hereditary delegationism, will take root in the region in the years to come, becoming an intrinsic part of a canon yet to be articulated in this region of the world.

But these are not our struggles, not now. Soon, an international conference on naval and trade security will be held here in Nokanawa, and I hope to form a strong international accord to ensure that trade and movement remain unhindered by the Second Great War. At the same time, my government will retain its strong position on all military aggression displayed in Touyou. Whether it be mobilizations in Warreic colonies or the continued threat of Vangalan WMDs, we will have the appropriate answers. This is our policy on potential attempts to expand this conflict to Touyou by proxy. Should even bolder, more direct moves be made to export the suffering, and I don't believe for a moment that this will be the case, our armed citizens stand ready to guard the free world against the enemies of tyranny.

FF: Terrorism sponsored by the People's Republic of Vangala has plagued the Jurchen Republic for years. The Jurchen Five, five men alleged to have formed a communist terrorist cell, have been convicted of having killed Touzen citizens on Jurchen territory, and are now facing the death penalty. The case has been in legal deadlock for months now.

Inoue: The abhorrent murder of innocents cannot be justified by anything, by no ideology, creed or vision. These men are not innocent, they are criminals, deserving of punishment. And while I have full confidence that the law rules supreme in our country, I do even more strongly believe that we have to move beyond petty revenge. The death of these men will solve nothing. The ability of the state to order the death, and ultimately even the imprisonment, of a human being, cannot be justified in my opinion. I can in no good conscience endorse the execution of these men, or any other convict for that matter.

FF: What you are saying is that you think the death penalty should be abolished? For all crimes?

Inoue: Yes.

FF: Finally, I would like to ask where you see the Constitutional State right now. Where do we go from here?

Inoue: Every man goes alone. The Constitutional State is not a collective entity, but a voluntary assembly of free citizens. This voluntary assembly is actively defending freedom across the globe right now. Gender equality, freedom from political and religious persecution, freedom from autocratic methods of collective decision making are all crucial issues, championed primarily by the Post-Delegationist movement. We have the answers, we have the facts to back these answers up. Our methods are not terror and subterfuge, but inquiry and deduction. Our path from here can only lead forwards. As equals, united, yet seperate, we shall embark upon it.

Towards A New International?

Lord Protector Inoue has not been one known to keep controversial or provocative ideas to himself. Whether it was his rejection of the socialist world as the primary obstacle to world revolution, his criticism that the Constitutional State was threatening to stray from the revolutionary path set in 1949 or his opposition to the death penalty he voiced in an interview with the Free Man's Burden, the Freedom Foundation's main publication, Inoue has been speaking his mind. Yet with approval ratings constantly hovering around the 60% mark in the last few weeks, Touzen citizens seem to approve of the fresh wind the intellectual has brought into a political establishment that has in recent years often been perceived as stale and anti-innovative by the average citizen. This is despite the fact that the Lord Protector's positions at times have not been shared by the general population. In a recent representative survey for example, 43% voiced support for "maintaining the death penalty", 35% advocated abolishment and 12% had not formed an opinion on the issue.


Prone to controversy: Lord Protector Inoue Katō

Now, Inoue might have delivered his potentially most thought provoking public statement yet in a speech before workers at Akimoto Aeronautics. Akimoto Aeronautics is one of the country's premier aircraft builders that has been run as a cooperative since 1992 when the owner, Akimoto Kazuya, grandson of founder Akimoto Akio, announced that he would retire from day to day business operations due to old age, and, without heirs, concluded that the corporation should be "put into the hands of the working class." Without a doubt the Lord Protector carefully chose his stage when he decided to issue, in public, a call for the creation of a new International, "to manifest the revolutionary potential of the exploited, the coerced, into an instrument of organized cooperation."

"We have entered a new century, yet we face old challenges. One of the primary reasons delegationism seems to be entrenched so firmly in the world, monarchism seems to be entrenched so firmly, is the continued division of the revolutionary potential of the Free Man across the globe. When we Post-Delegationists departed, were departed, from the International over disagreements about how the revolution should progress, when we rejected autocracy and collectivity as the pathways towards totalitarianism, fascism and Yamagata defined delegationism as a new stage of development in the discourse on dialectics, not only was then the ultimate demise of the International already sealed, but also did the revolutionary movement itself splinter. This is not necessarily a bad thing, the purity of our democratic ideals cannot be sold for the pseudo-revolution of the Vanguardist, but also did the opportunity go amiss to expose the problems of the delegationist principle to the socialist movements across the globe. Now, post-delegationism and socialism form opposing currents, with different interpretations on revolution, across the globe, a rift that has only furthered the Delegationist's aim of disorganizing the world citizenry."

Lord Protector Inoue continued to speak about the split in the International, which he argued while necessary and preserving the revolutionary and democratic principles of post-delegationism, also expanded the power of the vanguardist movement, which he identified as the premier threat coming from the anti-capitalist current to the revolution today.

"Vanguardism has been the historical error of organized labor, of organized free men and women. Vanguardism, and its organizations and parties, shares all the principles of control with monopolist capitalism in parliamentarian delegationism. Instead of the capitalists, the party bureaucrats decide, but in both cases it are those that have to sell their labor who are subordinated to either state or capital, creating a structurally identical system of oppression. The coup against the democratic aspirations of the people of Jurzan highlights the necessity to staunchly oppose delegationism in all its forms. Delegationism managed to rollback a revolution of free men and women that were beginning to assert their inherent rights to self-determination, as individuals, in favor of party, authority and state. Our solidarity must be with the workers, intellectuals, soldiers and artists that must now move onto the streets to oppose state tyranny and vanguardism."

"Ultimately, only the creation of a new International can effectively curtain vanguardism as an entristic agent of delegationism. The hijacking of a revolutionary cause by anti-historical forces should alarm all of us who oppose the state. While not compromising our ideals, it is an imperative for us to join as one, again, in a strong body of the oppressed and downtrodden, of those that have delegated away their rights, their social and economic liberties. We do not share the socialist belief in how an economy should be run, but we share with the progressive parts of international communism the opposition to totalitarian state-worship. There are more issues that unite us than divide us. Capitalism and fascism are our common enemies. We uphold the methods of historical materialism together. We used to struggle together. Should we not struggle together again? Never before has the call for a new International been more pressing, never before has the potential for an unification of the revolutionary currents across the globe been so great."

Regardless of the direction both domestic and international responses to this shout-out for the refounding of this ancient body will go, the Lord Protector has now made a more clear cut with the policies of his his predecessor, Lord Protector Kaname, than ever before. Where Kaname steered the Constitutional State in strong opposition to all variants of socialism, instead endorsing cooperation with moderate delegationist societies operating under parliamentarian capitalism and adhering to a capitalist economic model, Inoue seems to have taken the opposite path instead. With most of the Kaname supporters in the All Citizens' Congress split on whom to support and no fitting candidate in sight, Takamura Sakiko, the political representative of Touzen business interests, might come more into focus in the next months as a potential opposition candidate to Inoue. The staunch Isolationist however does not bode well with the interventionist Kaname supporters, and it seems that it is this advocation of interventionism - and his public support - that secures Lord Protector Inoue the support of Congress for the foreseeable time.

The Citizen's Cabinet looks forward towards a response, also hinting at the establishment of individual trade routes between the two nations.

The Mission Of The Perpetual Revolution

'The Revolution lives - for now' - these first words, which will surely find their way into the minds even of future generations of Free Men yet to see the day of light, adequately sum up the transitional and dynamic nature of our Perpetual Revolution, renewed and, as some would argue, reborn out of the ashes of the old, transcending the now and guiding us into the dawn of a future yet to be conquered for humanity as a whole. The reassertion of our revolutionary present by the Free Man, a process still awaiting a final synopsis, has reinvigorated a people content with its past achievements with a sense of commitment that denies the perpetuity of the present. The mistakes of the past - as painful as they have been - have lived up to their dialectic role in the grand scheme of the Perpetual Revolution. They have become triggers for our attempt at ascension and our struggle for a new, yet old, deal.

It cannot be denied that the Revolution, even now as it is living through its second spring, is at the same time facing one of its most critical moments in history. Yet it has been this dualistic nature of the Post-Delegationist revolution that has allowed it to flourish and prosper while at the same time being besieged, conquered and assaulted. The Post-Delegationist, aware of his place in the world and, indeed, history, takes pride in this 'cult of the extreme', the celebration of the limits of human nature itself. The foreign assault that is now seeking to threaten, and indeed threatens, the Revolution, at the same time serves as a catalyst, a distillery for the scientific analysis of the economic and historical conditions on which the ideas of Post-Delegationism are based. Only in this extreme moment, challenging the Revolution, pushing it beyond its limits, can the energy that is needed to renew our commitment be set free and utilized.

The popular assertion of sovereignty across the - for now - Constitutional State comes in a time that sees a great challenge on the global level, a challenge offered by Delegationism and its international proponents, the financial bourgeois and its helpers, the state-maximist bureaucracy. The Constitutional State, content in its self-reassurance of absolute control and burdened with the inability of the bureaucratic agenda that had begun its infestation before popular intervention, has adequately demonstrated the need for revolutionary renewal of our sacred accord by failing to formulate, propagate and enact a revolutionary agenda for Revolutionary Boliatur and the capital-internationalist response to the unfolding of history in the remote distances of Touyou.

The ability to formulate, propagate and enact a revolutionary agenda will be the expectation against which the new polity created by the assembled individuality of the Free Men and Women of Touzen will be measured, against which history will measure its worse as a vehicle of the enactment of the historical inevitabilities.

What Is The Agenda Of The Revolution?

What is the agenda of the Revolution? For the moment, this question cannot be answered. The Revolution itself, it seems, has no concept of where to go except that it rejects the deviations of the past years. But as the revolutionary agenda setting of the Popular Revolutionary Assembly moves towards restructuring the Revolution in the upcoming days and weeks, a precise answer to this question becomes more and more crucial. Many questions remain unanswered, from important domestic issues to the foreign policy the international Post-Delegationist movement must pursue. And although some tendencies can already be discerned by careful observers, the final policies that the united citizenry will come up with are all but certain. Nevertheless, we can likely expect an agenda setting on the most crucial points in the near future. It will be our all burden to come up with the most sound policies to protect, propagate and advance mankind's revolutionary solution to the challenges provided by contemporary Delegationism.

Without a doubt foreign policy is the field that will draw the most attention, given the controversy the last administrations have caused in this field. The universal public condemnation of the inability of Inoue and his predecessors to formulate a foreign policy fitting of the self-proclaimed role of the Constitutional State in international affairs has reached its ultimate peak with the current crisis of delegationist aggression in the form of the so-called international intervention in Boliatur. The Popular Revolutionary Assembly will have to make some key decisions in the field of foreign policy: should Post-Delegationism be pursued in one country? Or should it continue - or rather, return to pursue in earnest - an agenda of global revolution? The future stance of the revolutionary forces of Touzen towards the revolution in Boliatur will be of special importance. One of the factions that seem to be emerging can be grouped under the rough common label of the 'Multilateralists', who seek to join in the international effort of Delegationism to intervene against the revolution in Boliatur and reinstall a regime loyal to the international bourgeois. Common arguments in favor of this solution come from the realist school of political thought: that it would be wise, even necessary, for the Constitutional State or any potential successor entity to align appropriately in the network of international relations established by the delegationist world. At the same time, it is argued, such a move would assist in purging reactionary elements within the global movement towards Post-Delegationism in the form of the deviant regime in Boliatur, allowing the birth of an orthodox Post-Delegationist awakening in the country.

This policy on the other hand is opposed by individuals who advocate a stance of 'critical solidarity' towards Boliatur, which would encompass direct revolutionary support for Boliatur in the face of international aggression while criticizing deviations from the path beyond categories of 'state'. This last group especially has found many adherents amongst those that took to the streets in the last months, as it seems to represent the emerging Zeitgeist emphasizing radical opposition to the forces of reaction. There are parallels to be considered, too: the subversive nature and tight grip of the bureaucratic agitators that used to rule supreme in the Constitutional State are mirrored in the developments one can witness in Boliatur. Yet if the tide of history can sweep aside these degenerate tendencies within the revolutionary confines of Touzen, why could a similar pattern of renewal not be repeated in young Boliatur, that for the first time in its history has begun the process of freeing itself from the shackles of interior and exterior control? The Revolution is a historical event not confined to the archaic limits of the nation state constructed by the champions of bourgeois ideology, but an event transcending all artificial boundaries of human definition, opening the pathway to an international brotherhood unprecedented in human histor
y.

At the same time, the structural and systemic problems prevailing in the revolutionary state will have to be met with decisive solutions as the trust of the average citizen in the revolutionary spirit of the institutions is being eroded by the tides of arrogance and incompetence coming from them. Indeed, at this very moment the question whether the Constitutional State will come out of the storm is a very valid one, as even the constitutionalization of a new concord seems like a realistic option out of the current crisis. The power of the financial bourgeois and the assault of monopolist capitalism upon the institutions of democratic self-organization are issues that can no longer be ignored. Already it seems certain that the multinationals, supposedly acting on a mandate of genuinely free enterprise, have been failing the expectations of the citizen entrepreneurs of Touzen. A New Economic Policy, which would most certainly be the restoration of old revolutionary policies, seems like a likely policy for the immediate future. Yet the when and how's are all but unknown considering the intrinsic relationship shared between the decisions that will have to be taken in the field of foreign policy with all matters concerning the economic sphere. Ultimately, the issues of politonomics are also tied directly to the revolutionary nature of the state itself, requiring the revitalization of the revolutionary spirits amongst the largest part of the population of the Constitutional State. The cultural rebirth of our collective Post-Delegationist individuality will provide a fertile soil which could eventually bring in a harvest of global revolutionary renewal.

The Headlines of the Day. Precise, Informative, Independent.
A research group at the University of Nokanawa's Special Department for Atomic Investigation has released a new paper in which it warns about the further pursuit of developments in the field of weaponized fission. The paper warns that it cannot be ruled out that more advanced bombs based on the fission model could potentially damage the atmospheric layers protecting the earth's surface, leading to unforeseeable consequences. At the same time however, the paper remarks, these devices would have to have a detonating power equivalent to 'significant amounts' of TNT that has not been reached by any known source until now. "Potentially any such device would be too heavy to be loaded onto a bomber airplane, rendering any supposed military use moot", one of the researchers remarked.

Famous author Kanazawa Takeshi has released his new book "The Race for Space", in which he details a potential future conflict between delegationist powers to militarize and divide space for their own gain. The first goal of any such conquest, Kanazawa argues, would without a doubt be the moon: "The power that sets a man on the moon, without a doubt, will stake a claim that will resonate dramatically in the balance of powers." While dismissed as alarmism by the more calm elements of our revolutionary compound, others are beginning to wonder whether the Constitutional State can indeed risk to fall behind in the quest to reach the stars, this last frontier yet undominated by the machinations of man.

After torrential rainfalls, the Oogawa River has spilled over in the Aomori Delta, forcing rice farmers along the riverbed to evacuate their fields. All in all, over 1200 farmers are said to be affected by the calamity. Local groups of revolutionary-minded citizens have promised to assist those displaced by the forces of nature in reasserting themselves. Volunteers will assist in assuring that the next harvest will go as much according to plan as reasonably possible.

The car has for the first time featured prominently in the yearly return from Obon festivities across the country. During the Obon time, many citizens of Touzen traditional flock to their families, reuniting with their loved ones across the country. Observations show that as much as 24% of this year's traffic has already amounted to cars, with numbers expected
to rise even higher in the next years. The increased mobility of the Touzen citizenry is testament to it's willingness to no longer restrain itself to collective pursuits, but instead embrace individual liberty, even and especially in mobility.

TO THE LORD PROTECTOR, LORDS AND COMMONERS OF THE CONSTITUTIONAL STATE OF TOUZEN
I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;


Your Excellency, Lord Protector, I wish the people of the Constitutional State to know the true nature, as it is, of the past and present troubles of Great Engellex, in order that we may preserve the honoured respect and appreciation already achieved between us.

Great Engellex has been for three-hundred-twenty-three years a constitutional monarchy elected by the representation of the people within the chambers of Plantagenet Palace, and that alone is no small indication as to the elements of strength existing within this realm. When you reflect on the geographical position of this realm, positioned so in Preuti-Borussian, without friends and without kindred, you must give credit for the firmness and inherent strength that has maintained the institutions of the realm of Engellexia for so long a period. We were, in fact, surrounded by despotic powers. On the one side was the Borussian League, desirous to encroach on the realm only too recently – and on another was the European Defence Federation, a power which, not for the benefit of mankind, had grown prodigiously in influence and power during the previous century, and against which the realm was considered the bulwark, for the civilisation and dignity of Europe. On the other side was Vistrasia, not the small regionalist state it is now, but an economic powerhouse with an appetite for neighbouring pastures. Still, with all these difficulties, Great Engellex preserved not only national life but its national institutions. The constitution has often been severely criticised for being aristocratic by European observers, but aristocracy in Engellex has a very different meaning. In the realm aristocrats are of industry and prosperity, the aristocracy is not simply position obtained by birth, as is in many European realms. The consequence of our particularly unique institutions is that our aristocracy have known how to meet the exigencies of the time, to share the privileges with the people, and to bear with the latter their proper share in the public burthens of the country; it is said with such confidence that when the time should permit a stubborn chorus of Post-Delegationist ideals upon Plantagenet Palace it will not be seen as beneath the dignity of the ruling classes to acknowledge the want of change with a new and very historical direction.

Now, when the revolution introduced Post-Delegationism to Boliatur, the country maintained only half of the millions of people within reach of electricity and nearly a third of them within great poverty. Shortly before the descent to international pariah there was not a single province of Boliatur that had democratic rights guaranteed, the ambition of the Citizens’ Cabinet and the Chairman having absorbed the rights of all, reducing the democratic credentials of the state quite below its former communist state. The constitutional rights of Touzen were not absorbed by Boliatur, because it did belong under the necessary supervision and assistance of Nokanawa, nor had much connection with it. But the Chairman and his Citizens’ Cabinet have achieved absolute power in the provinces and institutions of Boliatur, and having taken every means, from open violence to the most insidious frauds, have imprisoned the Boliaturan people to a lifetime of extreme poverty and starvation. The Chairman fomented the European quarrels with the state, undermined the dignity and trust of the national character, impoverished Boliatur, and corrupted the ideals of Post-Delegationism. The more the state broadcast proclaimed the positive development the revolution in Boliatur, the more engaged the Citizens’ Cabinet became in the subjugation of democratic desire amongst the people for the benefit of a secure despotic regime, and that was the condition upon the arrival of the Boliaturan Crisis.

I wish to make known that Great Engellex is not against the Post-Delegationist revolution in the Constitutional State; self-determination forms the foundations of the policies carried through by Aldwych d’Evercy House. The absence of European interference into tragic affairs of Myrsini were indeed insufficient to guarantee peace of mind for Boliatur’s leaders, and as a consequence of the instability of their mental powers, state machine of Boliatur was dramatically geared toward the deplorable, and certainly unjustified, destruction of security, prosperity, and stability in realms throughout Europe, including my own, that had previously sought no desire to secure interests in Boliatur against its will. Such a position is unthinkable and completely incompatible with a civilised and democratic Europe; a great threat to Europe, if not so obviously, that had to be addressed.

Great Engellex proposed therefore that, as the Chairman and Citizens’ Cabinet declined to restore the respect and stability of European diplomacy, it was its duty, as a leading Power and advocate of the self-determination of sovereign states, that a united and European approach to the crisis was most urgently required. There was no proposition for a war to be made on the soil of Boliatur; that is an accusation which I have come to find no echo in the breast of any just man. The proposition was decided upon a great European summit in Vesper, and I must frankly own that the Imperial Delegation immediately decided not to be carried away by the excitement of some more energetic quarters present, but to take the reins of rational leadership, and to avail Europe of the opportunity that had been presented to it.

The first order proposed was a joint declaration from the conference at Vesper with the hope of delivering the ruling institutions of Boliatur from the path of national destruction and calamity and of course, under the circumstances, it was carried by those of the conference.

How we have so far fared let me not say; it is too deep an unfortunate matter. This much only will I say, that although the people of Boliatur have been forsaken by the architects of their revolution I am to this day confident that an entry of the Constitutional State of Touzen may very well secure a peaceful transition for a Post-Delegationist future in that corner of Toyou or, at the very least, a return of adequate stability for the people to determine a different course for Boliatur. It was most unfortunate that the Constitutional State could not find it appropriate to be represented at the Vesper Conference, but I disagree, and will oppose, any notion that you should not be allowed to intercede in the crisis as Toyou’s lead Power, as I personally believe such an intervention will allow for a beneficial result for the region and Europe. In fact, I will permit myself to go beyond my brief and say, that an intervention by Touzen is urgently required to end the duplicity of the Government of Karakhstan, which has sought to profiteer greatly from the mass starvation of Boliaturan people, a seriously deplorable scheme indeed.

But if the Constitutional State should decide not set finger upon this crisis. If they would only resolve to say stop to the gross deviations of Myrsini, and nothing more, we might still be happy; Boliatur may then have the knowledge, patriotism, loyalty, and courage enough to dispose of its own domestic matters, as it is the sovereign right of every nation to do, and, quite importantly, put an to the European crisis that now exists.

Dastardly Slaying Upsets Political Landscape

Calamity has struck a day before the planned grand gathering of the Popular Revolutionary Assembly, which had been set to begin its one week marathon to elect a new government, reform the constitution and define the policies of the Constitutional State for the immediate future. Ikeda Kōichi, known philanthropist and art collector, was found dead alongside two guards in his Hakata estate this morning when members of the Popular Revolutionary Citizens Corps militia made the gruesome discovery; Ikeda having failed to attend a planned gathering in the early morning hours. All three victims sustained gunshot wounds to their upper torso or head, indicating a deliberate intention to kill by the as of yet unknown assailant or assailants.

Ikeda, far from being a hermit committed to merely cultivating his riches and tastes, was an active spokesman for the revolutionary tides of renewal that have been sweeping across our country in the last few months. He published the periodical "Our Revolution" and shaped revolutionary policy in his position as Chairman of the Hakata Citizens Council this April and May before stepping down to help in building up the Popular Revolutionary Citizens Corps as what he described as a "counter weight to established estatist power" in the wake of rumors of attempted state suppression of the reform and change movement, rumors that have yet to be independently verified up to this day.

In his role as an advocate for the popular movement, Ikeda had repeatedly criticized the series of post-Tar
ō administrations as "inefficient and corrupt" and had argued for what he had described as a "genuine return to the roots of our Post-Delegationist revolution".

The dastardly murder has now cast the Popular Revolutionary Assembly into chaos, as Ikeda was widely expected to be a dominant agenda setting at the summit. In a first reaction, well known citizens such as Kaneko Haru, economic theorist best known for his support for the Inoue Agenda and thus a staunch political opponent of the late Ikeda, condemned the crime as an assault on the All-Touzen Revolution, vowing swift retribution to all counter-revolutionary elements seeking to disturb the popular assertion of democratic rights across the realm. The gathering of the Popular Revolutionary Assembly has been indefinitely suspended as the aftershocks of the crime are yet to be fully comprehended by the general public, this assault on our democracy casting a long shadow for the days and weeks ahead.

Volga: An Example for Revolutionary Internationalism

The Volga territory is a small delegationist republic, inconveniently located between two entities far surpassing it in economic and military capacities: the Soviet Republic and the Mezhist Union, two ultra-delegationist entities that have moved into the dead end of social evolution, the state of open delegationist tyranny. Both regimes have to an unheard of extent monopolized power in the respective territories over which they claim control, power monopolies that are in both cases controlled by an extremely small minority at the expense of the vast majority of the population. Even though both entities claim adherence to ideologies that declare the creed of the other entity the mortal enemy and the raison d'etre cited for repression, exploitation and collectivization, both entities are strikingly similar in the way they are structured and act. Yet it makes sense for drastically similar states to emphasize their differences. Citing a foreign aggression, both regimes cultivate and redirect domestic discontent at a foreign enemy to promote a national culture of unity in fear. In short, both regimes benefit from the other's existence.

One of the points of contention between the Mezhists and the Vanguardists is the territory of Volga, a small delegationist state situated between one of the most permanently militarized borders of the world. Marginalized between its two much bigger, aggressive and hegemonic neighbors, the Volga entity has little strategic options, having instead been redelegated to a passive role while its ultra-delegationist neighbors freely utilize it to advance their own position vis a vis the other. The predictable result of this insufferable situation has been an economically and politically disenfranchised Volga people, a class of citizens unable to articulate even their most basic needs - a colonial society in all but name. Of course, the forces of history have not ignored Volga, and the articulation of emancipatory desires in the Volga territories had for the first time opened the window towards freedom in Volga not even 20 years ago. Yet this move towards a Post-Delegationist society could and would not be tolerated by a neighborhood dedicated to the manifestation of the status quo, a neighborhood that at all cost had to prevent a domino effect of freedom from happening. As a result, we have seen the Post-Delegationist awakening in Volga effectively crushed and dismantled ever since the last war between Miroslavl and Cerulunia .

The problem the Revolution faces in Volga is an environment that will simply not permit the rise of a Post-Delegationist entity, even when the historical conditions within Volga have been met and a historical consciousness been gained. Current Post-Delegationist circles however often fail to acknowledge that by singling out revolutionary tendencies in a single state, they are in fact affirming categories of nation and state that our movement seek to overcome. While it may be helpful to think in national categories from a strategical point of view and to cater to elements not yet fully emancipated, restricting oneself to these categories limits the revolutionary options of international Post-Delegationism. Volga, on its own, will never have a chance to establish itself as a free community of citizens, no matter the 'internal' circumstances.

Post-Delegationism, however, is at its core a movement based on Internationalism. The Permanent Revolution is the key to understanding our pathway to revolutionary renewal and replacement of the old order. Within an Internationalist perspective, the territories that are currently incorporated into the Volgan state can be emancipated, but only as long as the revolution is considered a global project of global reach and global revolution. Practically, this can and must mean unlimited solidarity with any movement in marginalized territories, such as Volga. The threat of revolutionary intervention is a powerful, temporary tool, but ultimately the contradictions of different stages of historical development existing alongside each other cannot be overcome until the historical antagonisms have been purged to pave the way for an unlimited reach of liberating historical conditions. Only the Permanent Revolution, and thus the consequent, permanent and relentless global struggle against all Delegationist entities can overcome Delegationist societies and give way to a future where 'Internationalism' becomes an irrelevant term.

The best bet for our colleagues in Volga is thus to build networks, expand their ties abroad and prepare together with the revolutionary, committed elements of Post-Delegationism across the world for a global insurrection to remove Delegationist control in its entirety, everywhere, at the same time. The Permanent Revolution will bring liberation - a free society cannot coexist with the old order without ultimately falling back to an inferior level of historical development, as has already been witnessed.

A Country Determined To Push Forward

Its democratic traditions standing sound, the Constitutional State is determined to push forward even in the wake of the murder of the Revolution's martyr Ikeda at the hand of those seeking to throw the country into confusion and disarray. The Popular Revolutionary Assembly will now convene tomorrow to advance the democratic process that Ikeda held dear. Supporters and opponents of his policies alike voiced their strong support for the continued willingness of the Popular Revolutionary Assembly to bring change to Touzen, vocalizing their trust that this people's body would in a fair and balanced process bring about the realization of popular aspirations. Security precautions have been stepped up, with voluntaries having been assigned to protect those that will be present at the meeting. Meanwhile, the hunt for the perpetrators of the Ikeda murder is continuing across the country. Speculations are running wild whether a foreign source could be responsible, a notion that has been described by pro-Ikeda Citizens Council Member Murakami Aso as "entirely credible, given the multitude of the foreign enemies of the Revolution".

The government of the Jurchen people in Fengtian meanwhile has announced that it would fully support the Touzen citizenry in whatever choices it would adopt. A spokesperson for the Ministry of Foreign Affairs stated that "the Jurchen Republic stands with our colleagues in Touzen. A rejuvenated compact in the Constitutional State can only lead to a working representative government of the Touzen citizenry, a government that will no doubt stand with the Jurchen people against international attempts to nullify the revolutionary progress in Boliatur". The Jurchen government, most prominently the popular Republican Marshal Dorgon, has long advocated a stronger stance on the issue of Boliatur. The failure of the Inoue Administration to clearly position itself on the issue of Boliatur's orthodoxy is one of the catalysts that enabled the mass rallies to the streets this June. A delegation from Fengtian will arrive in Touzen next week to meet with members of the Popular Revolutionary Assembly to discuss mutual issues of foreign policy - with Boliatur no doubt at the center of attention.


When the Popular Revolutionary will convene tomorrow, it will convene under a very different premise than originally planned. Not only will Ikeda's demise weight heavily onto the proceedings of the meeting, but also tensions are expected to be high. With last Monday's clashes in Hakata, the need to send armed protectors to shield citizens of political prominence and the Touzen Industrialist Association warning of the economic effects of a long-term political deadlock in the country -which is increasingly likely-, the Popular Revolutionary Assembly will be expected to deliver concrete results - and most importantly, a roadmap to a new government.

Dorgon Pledges Support To Boliatur

Republican Marshall Dorgon has, in the strongest terms, committed the Jurchen Revolution to the defense of the nascent assertion of liberative ambitions in Boliatur. In an interview he gave to a local Jurchen newspaper on the issue of the political turmoil in the Constitutional State, the popular symbol of Jurchen sovereignty said that he would "in the strongest terms seek to undermine any efforts to impose imperialist ambitions on Touyou, also and especially in Revolutionary Boliatur". When asked how far he would go to assert this position, the Marshall left no doubt that he would lobby for the Jurchen Republic to "go all the way" when it came to the defense of Boliatur. "The lighthouse role that rightfully belongs to the Touzen Revolution can, as of the moment, not be represented by Nokanawa. I have faith and do not doubt that this relapse of revolutionary guidance will be essentially temporary in nature. However, the Revolution cannot sleep while the enemies of freedom seek to utilize any relapse in our revolutionary defense. It is the duty of the Jurchen people to step in where we are needed in this most crucial time of renewal. Our long history of revolutionary commitment can be seen by all, now it is time to open a new chapter in this great book of national freedom".

Until now, the Jurchen government has abstained from formally calling the armed elements of the revolution to prepare for action, but today's news can be seen as a first stepping up of the regional game - it has been the strongest statement issued by the revolutionary bloc on the issue yet, a statement that many in the past months had expected and demanded Lord Protector Inoue to issue. The Republican Marshall meanwhile, it seems, not only emphasized his adherence to a core tenet of Post-Delegationism, but also seems not to be keen on seeing Nokanawan conditions mirrored in Fengtian.

The news coming from the continent will no doubt also be intensively discussed in the Popular Revolutionary Assembly today. For now, the representation of revolutionary foreign policy on the international stage has been secured by the determined display of leadership by the Republican Marshall, but therein also lies a petition to the Touzen citizenry to postulate a new accord of governance that lives up to the role the revolutionary internationality expects it to assume. With a Jurchen delegation coming to the Constitutional State next week to discuss matters of mutual interests with the PRA, the issue of Nokanawa's revolutionary guidance is sure to stay on the agenda for the period ahead.

The United Republic of Sylvania wishes to express it's disappointment in this action by the Jurchen Republic. Is there no man or woman in Touyou or others involved in the Boliatur crisis brave enough to call for negotiations for peace rather than immediately call their sons to arms? How much blood will these states call for before someone finally sees the worthlessness in doing so. Will no one in Touzen or Jurchen even attempt to contact those involved to try and settle this crisis at the table rather than on the battlefield? Please at least try to make the attempt, otherwise innocents will die for needlessly.

The declaration of solidarity issued by Republican Marshall Dorgon is defensive in nature, as are all actions of the Republic aimed at preserving freedom and peace in Touyou. The Republic stands for a creed of non-violence and non-aggression - a creed not necessarily shared by those in defiance of the Revolution in Boliatur. As long as young Boliatur remains unravaged by the international forces, not a single shot will be fired. The Jurchen Republic will however not stand for any aggression in Touyou, and will strongly move to avert it. It is this foundation - our guarantee for liberty - that any diplomatic efforts to avert bloodshed in Boliatur must be based upon. The Post-Delegationist future of Boliatur will not be denied to its people.

The recent display of solidarity by the Touzen Puppet State of Jurchen for Anarchist Boliatur shows, once more, what a delusional ideology post-delegationism is. Rather than reign in their fellow anarchists in their destructive campaign of Europe, they instead give a blank check in the show of support and protection from civilization's efforts to put down this menace before it does further harm. The international community would do well to take note of this and contain not just the communists, Europe's number one enemy, but the post-delegationists as well, then sit back and watch as they tear themselves apart with their own beliefs and ideologies.

It is with with a heart heavy with lead that the Danish Imperium unequivocally denounces the irresponsibility of Marshall Dorgon, ill-suited as he is to effective erudite international statesmanship and fully encrusted in the hardened and crusty ideological straitjacket of post-delegationism. Whilst the rest of the the civilised globe united in loud proclamation and determination against the immature and dire folly that Mrysini plunged itself into in its wholesale cack-handed, deleterious and pirate-like fashion attacking not only the direct objective of its bizarre magnum opus - the traditions of monarchical governance in all its multiplicity - but also incuring the ire of the Noble and True Republicanism as emphatically symbolised by its doyen, Frescania, and as the globe rallied in common cause, the latent Marhsall sat in abeyance and did little at all. This man, claiming to be a vouchsafer of such illustrious and apparently noble values, sat by the way-side only now daring to emit his support for a such a pitiful and odious regime. Such are the qualities of post-delegationism, it seems.

Whilst the leadership becomes high and mighty in its defence of
post-delegationism, one question has not been effectively answered: what do the people think? Not the people as selected by their regime to speak upon their behalf, but the people themselves. We request that the people be fully equipped to voice their own opinion, not that of their keepsakes. If they truly believe in this ideology, so be, if not - they must be listened to. And no, rejections of 'brainwashing' do not apply as a rejection of their true values. They must stand as they stand.

So long as the ignoble Mrysinist regime grasps and flails in the onslaught of not only its own idiocy but the consequences of that idiocy -international ostracisation and almost complete economic cut- and scarpers off to its bunkers in the the bowels of
Boliatur, the pressure will not release. This regime not only proclaimed a determination to wipe off the face of the earth the Great Danish monarchy of at least one-thousand year's-age, but all others. The Imperium takes gravely seriously its responsibilities not only in defence of the Storkong and monarchy of the Imperium - the root of our journey and identity, but all those less able to enact this wherever they are across the globe in tandem with the monarchical coalition of the willing. Whilst the less able fear, the Danes will lead in their defence and will not roll in the face of such subterranean aggression and intent. Let that be a warning.

But this goes beyond that - it is a official proclamation of the the defence of the international order which shall not be rebuffed or recoiled by petty and backward voices high up in the
Touzen, divorced from reality. And that includes the Jurchen, it appears, as it plucks its own merry string in isolation from the global concert.

In this light, such a horrible light, Danmark is fully determined to exact as much force as is required to quiesce the hellion in defence of the international order and shall recruit partners in this noble effort. Until the leaders of post-delegationism demonstrate nuance and deftness in their cause, deliverance for them shall remain distant. We call upon the heartland of Touzen to deliver much-needed sense and direction in concert with the international community.

Series Of Explosions Rocks Nokanawa

A series of explosions has devastated the historic downtown of Nokanawa. Exploding last night between 7 and 8 in the evening, 9 locations between the outer limits of the central district and the historic Imperial palace were attacked, with two further explosives failing to detonate on time. As of the moment, casualty estimates have not yet been released by the authorities, but high ranked political personalities such as Masamoto Hideki and former Minister of Foreign Affairs and Revolutionary Defense Hasegawa Jin are said to have been killed in the attacks. The entire city core has been evacuated and shut down by police forces, as the existence of further explosive devices in the area could neither be confirmed or denied. First reports indicate that the private homes and offices of several prominent Touzen citizens were the target of the attacks, all of the explosives apparently having been delivered in the form of parcels. Amongst the targeted statesmen was also Kaneko Haru, who was reached just in time to evacuate his office before the bomb was detonated in a controlled environment in the courtyard of his office building in Nokanawa 21 Street. In light of the continuing emergency situation, Kaneko and other potential targets of political violence have been moved to a secret location inside Nokanawa, where they will remain until police forces have stabilized the situation.

"A tormenting reminder of the reality of evil."

The Nokanawa bombings come after the brutal assassination of Ikeda Kōichi earlier this month, with speculations running high about a potential act of revenge by Ikeda supporters against their opponents in the All Citizens Council and the former Inoue Administration. In a first reaction, a police spokesman refused to join media speculations about the culprits, stating that the "safety first" paradigm of the force would continue, and that the first and foremost task of the forces on the scene now was to "search for survivors, assist the wounded and secure the sites". The Popular Revolutionary Assembly has indefinitely postponed all sessions that had been scheduled for the next week, with a joint committee of members stating that continued political deliberation in the current security climate would put the lives of the assembled citizens at risk. Former Lord Protector Inoue condemned the bombings from his summer residence as an "assault on our most fundamental values, an attack at the core of the Touzen soul, a tormenting reminder of the reality of evil".

The Revolutionary Citizens Corps pledged its assistance to police forces across the country, saying that these armed vanguards of the Touzen citizenry would do their part to maintain public order and assist in preventive measures aimed at ruling out further explosive assaults on the Constitutional State. A temporary curfew to be in effect over the weekend is being discussed in several communes.

The United Republic expresses heartfelt sympathies to the families of those murdered in the Nokanawa bombings and condemns the perpetrators of this senseless attack on the people of Touzen. In light of this we urge those involved in the political spheres of Touzen to not cower away from the violence and suspend their Assembly's sessions, to do so would most likely accomplish the goals of these unknown terrorists. Though the ideologies espoused by Touzen are seen as an inefficient strategy in the process of creating a free society by Sylvania, the United Republic recognizes Touzen as a bastion of freedom in a world of blatant imperialists and parasites, this attack is an obvious attempt to lead Touzen away from maintaining its freedom.
