All Citizens' Congress Passes Vision 2022 Bill

The All Citizens' Congress has passed the the Vision 2022 Bill, approving the piece of legislature sponsored by MCs in support of the current Okazaki administration. By passing the bill, the All Citizens' Congress has authorized one of the prime foreign policy visions the Lord Protector has put on the agenda when he first took office. Under the provisions in the Vision 2022 Bill, the Constitutional State will commit itself to encouraging and supporting initiatives that will lead to the abolishment of all colonial statutes, implicit or explicit, in Touyou and Oceania by 2022. The bill calls upon the All Citizens' Congress and the Touzen government to approach the issue from all avenues that might be required to bring about the realization of "the loft goal of regional freedom within one decade."

The bill had been opposed especially by members of congress who are critical of Touzen's role as a global power broker. Prominent enemies of the bill such as Takamura Sakiko, the popular singer and celebrity businesswoman, had desperately tried to campaign against the bill, urging citizens to switch support to candidates for the All Citizens' Congress who "will put Touzen's problems first, not the world's." "Putting resources into the world is the wrong approach. In times of economic peril and global uncertainty, Touzen ought to be a haven of security and free enterprise, not a champion for populations unwilling to liberate themselves", Takamura said, who's "Be a friend to Touzen" campaign tried to provide a platform for sceptics. The majority of the Touzen population seems to not have heeded that call, with only a slight increase in the usual turnover of congress placements being recorded, with a total of 25 members of congress being newly introduced to the body in the last month, 4 of these even pro-Okazaki candidates taking the place of MCs opposed to or undecided on Vision 2022.

In a first statement, Minister of Revolutionary Defense and Foreign Affairs Arakaki has welcomed the Congress's approval of the bill. "I am glad and very proud that we have managed to pass this important piece of legislature. [...] It is with the confidence now instilled in our vision that we must press forward to make this foreign policy directive a reality. Touzen has voted against tyranny and has asserted itself as a vanguard of liberty. This is a good day for Touzen, a good day for the world."

The stipulations of the bill directly contradict existing relationships places such as Bombaim or the Implarian Antilles maintain with outer-region governments, and it remains yet to be seen how the Constitutional State's foreign relations will be affected should it forcefully seek to implement the bill. Yet with the Constitutional State having had several administration changes in the last few years, all could depend on the domestic political situation in Touzen. "The last few years have been dominated by changing cabinets, often due to policy failures, failures to enact the public will, but also due to unfortunate circumstances, such as former Lord Protector Kaname's sudden illness. If a new administration in a year or two pursues an entirely new line, Visions 2022 might remain a paper tiger in all matters concerning realities", an anonymous source close to the Okazaki administration told us.

Whatever the ultimate outlook, the Constitutional State has found itself a mission for now and is quickly positioning itself to advance its agenda in an international environment dominated by quickly changing power structures and the reassessment of old ties. His willingness to commit to this mission might well determine Okazaki's political future. The government of "the professor" will be carefully surveyed by the public eye - whether it will yield under the pressure remains to be seen.

The Case For A General Consumption Strike
With the Second Great War quickly creating fertile grounds for revolutionary moments, the issue of revolutionary dialects has recently returned to the focus of interest of revolutionary intellectuals across Europe. From the shores of Montelimar to the economically challenged peoples of Scania and the war-torn regions of Gallia and Himyar, one cannot without good reason anticipate revolutionary change to come. Yet the question remains: how can a revolution hope to succeed in today's world climate? How can the situation at hand be utilized by the revolutionary to ensure success and historical progress?
The question seems like an easy one to answer for the regions torn by war, with broad ranges of people cast into unprecedented poverty through the dissolution of all existing social order and the pressing desire to achieve peace at any cost: violent overthrowal. Many would agree that this is the path the revolution should take, and it has been argued that this is the way Solaren is now taking. The situation we are presented with in the rich, first-world capitalist economies of Scania however, is an different matter entirely.

Scania is in an unique position. With the Karlskrona Accord currently locked in its struggle in Bantyr, the failure of the Northern Dollar project and the economic war that has wrecked Suionia's economic ambitions (or rather, those of its monopolists), common Suionians are beginning to feel the effects of the economic policies pursued by the government of Götarike. Even as companies based in the country find it more and more difficult to export to foreign markets, domestic consumption of what is still being produced is kept up, ensuring that the social order in Suionia is for now not exploding just yet, although the potential for it is clearly visible to all who try to take a closer look. A revolutionary destruction of the old order seems, for now, unlikely - bombing runs conducted by the Bantyr airforce and the general notion of the nation being at war tie together a population under the all-welcoming umbrella of national unity and the illusion of national pride.

Traditionally, the revolutionary response to state-orchestrated economic hardships was a general strike, with the hope that such a strike would utter in the collapse of the existing system and the revolutionary creation of a new one. General strikes carry in them an inherent risk for the participating individuals however, since under the conditions of wage-based capitalism strikers risk to get replaced by individuals that are willing to work under the economic conditions and for the wages presented to them by the bourgeois monopolists - the worker, having delegated his economic freedom to the bourgeois, depends on the capitalist to employ him or risk being cast into even greater destitute. Even in today's modern globalized capitalism, worker's aristocracy (well-paid workers in first world countries kept complacent through high wages as to not rise up about their structural political-economic disenfranchisement) and workers in poor countries to whom the capital has delegated away the tasks of assembly and production in its quest for maximizing its profits, these dependencies exist, even more so than they did in the past. Employees in first world countries risk falling behind in social status and ability to consume should they lose their jobs, while for employees in the second or third world, the question of employment is one of pure survival. These factors contribute significantly to the unwillingness of large parts of the population to cast their lot with a general strike, the revolutionary outcome of the destruction of the existing form of society being highly uncertain and the threat of personal consequence being very real.

What, then, is the alternative?

One alternative that has become prominent in Touzen intellectual circles in the 70s and is currently making a return is the idea of a so called General Consumption Strike. The basic premise of the General Consumption Strike is not to deny work and production (and risk unemployment and poverty in the progress), but rather to deny consumption. General Consumption Strikes have been proposed as an alternative for affluent societies especially, as they are especially dependent on the willingness of their populations to consume luxury articles and other expensive goods produced by the capitalist economy. While an individual is dependent on the capitalist in his role as an employee, the capitalist in return depends on the individual (who often is the worker at the same time) to consume. The theoretical approach behind a General Consumption Strike is thus to approach exploitative economic conditions not from the point where the worker is weakest, but rather from the point where society as a whole is strongest. Furthermore, this model of revolutionary resistance allows a far greater participation of non-employed individuals in the revolutionary process than a purely labor-based approach would provide.

Should the Suionian people decide, today, to enter into a General Consumption Strike, the results would be tremendous. As citizens begin to barely purchase the goods they need to live and perhaps even begin to reduce their spending in these fields through cooperation amongst each other, the economy of the country, already severely hit by the catastrophic lack of investor confidence and the ongoing war situation would come close to a standstill. As more and more money is accumulated that is not returned to the circle of spending, the national currency will devalue even further, forcing Götarike companies to increase their exports, which are already hindered by the poor economic performance of the country. The state meanwhile will miss out on taxes, hindering its further maintenance of social engineering programs created to destroy individual freedom and straitjacket the population into a state-authorized collective responsibility. Industry and government, aside from threatening their workers with unemployment, will at this point also try to massively cut prices to convince defiant consumers to reintegrate themselves into the reproduction of existing social conditions. The Green Bourgeois government of the country, advocating both controlled economies and controlled societies, will at this point have to abandon its individualist mask in favor of the interests of the ruling circles of society it represents. In the most extreme circumstances, the government could even enforce consumption by law, contradicting its notions of free market adherence entirely.

What would happen at this point is uncertain. It seems likely that eventually, strikers would succumb to the threats and promises of the national bourgeois. Yet at the same time, the intrinsic contradictions of this delegationist approach to economics will be open to see for everyone. While the capitalist system allegedly operates in a free market, it is, in reality, a highly restricted and controlled economic system that depends on citizens to play their part. If citizens refuse to do the bidding of state and industry, both will react violently to prevent citizens from creating a truly free economy, where real demand is at the center of all production and consumption processes. A General Consumption Strike in Götarike would create a revolutionary conscience that through further strikes and acts of civil disobedience could build the nucleus for change to come, encouraging further affluent societies to embark upon this path to freedom.

Rising Concerns About Military Buildup by Warre

Lord Protector Inoue has issued a stern warning to the nation, saying that the Touzen people would have to prepare for "the possibility of the destabilizing influence of the Great Western War reaching the shores of peaceful Touyou." Speaking to the All Citizens' Congress, Inoue informed the Touzen Citizenry of reports of a military buildup in the Warreic colonial dependency of Kayah Tannah. "It has not gone without notice in this nation that finally the day has come that we have all feared, the day that the imperialist wars of the West would begin to be felt here, in Touyou, far away from the raging fires of delegationist criminality. It has been reported by the Warreic entity that military assets in its colonial dependency are being mobilized, here, in the heart of Touyou. It remains without doubt that the construction of allegedly defensive assets in the archipelago of Kayah Tannah poses a direct threat to the stability in the Eastern Hemisphere and could well cause a shift in the regional balance of power. [...] It is for this reason that I am conveying to the Warreic colonialists the stern commitment of the Touzen people to stability, peace and freedom in the broad expands of our native seas. It is for this reason that the Constitutional State expects the demobilization of military forces that bring the West's quarrels to our lands, and it is for this reason that the Constitutional State is obligated to closely monitor the development of the regional security situation. The freedom of Touyou must, and will be asserted."

The chamber, with the exception of a few Members of Congress associated with the "Be a friend to Touzen" campaign, rose in applauding support of the Lord Protector's speech and shortly thereafter passed an official notion expressing the All Citizens' Congress concern over the expansion of the western war to the confines of Touyou. The Warreic ambassador meanwhile has been handed an official note requesting the cessation of irregular military activity in the Eastern Ocean and its incorporated territories.

Minister of Revolutionary Defense and Foreign Affairs Arakaki stressed that the Constitutional State had no intentions to mobilize the Continental Army or Navy in response to the Warreic announcements. "The Constitutional State has no interest to turn what it perceives to be a rash diplomatic decision caused by outside factors into a real disagreement through a show of force. The intent of our government is to see the confinement of the West's irresponsibility to its confines. Regardless of political ideology, this is a goal we share with other powers in the region. Touyou has no interest in a military buildup in one of the last havens of peace remaining."

The Republic of Yujin resounds the call of the Constitutional State of Touzen in it's apprehensiveness as to the nature of a western military buildup in the Oriental region. The expansion of global warfare into the East is a paramount threat to regional and national security, and must be averted at all costs. So long as the Warreic colony of Kayah Tanah continues to be deprived of its own sovereignty and be maintained under the martial protection of Warreic security forces, the proliferation of conflict into the East remains a possibility. We request that the High Kingdom of Warre pursue policies towards abrogating this possibility and warn of repercussions for any event by any nation which expands the current global conflict into Toyou. The Republic of Yujin is willing to work with our regional partners in ensuring stability in Toyou.

While the Warreic High Kingdom-Saint Principality of Kayah Tanah would normally explain its domestic military actions to no one, the Saint-Principality of Kayah Tanah/Kingdom of Kayah Tanah, and indeed our Warreic motherland, are no less committed to peace within Toyou than any other nation. While reserves have been activated within Kayah Tanah, these forces have been activated at the Clann Council of Kayah Tanah's request, and any naval and other forces stationed within Kayah Tanah differ not in size or temperament from any other, purely defensive force established within Kayah Tanah by the Greater Warreic Commonwealth. It is our belief that deterrence is the best preventative method, and with the war in the An Lyric sea regions, the clann council fully believed that it would better serve our purposes if a detterent activation of forces was applied, to keep any naval forces within the Suionian Crown dependencies exactly where they belong, within their own nations. Her Majesty’s Ministers in the Implaric-Oceanic Territory have directed to the communication of the contents of dispatches concerning Kayah Tanah, and I can confirm that her Majest and Ministers are most intimidated by the Warreic intent. We are so uneasy at the tone taken by the Warreic regime in the East with her Majesty’s Ministers in the East hoping that the concern of the mobilization in Kayah Tanah would compel the regime not to pursue but reverse this intent, by the concerted effort of Far Eastern Powers.

This is absolutely necessary not absolutely on a regional sense but European; things are by no means in a satisfactory state in Saamiskavia between Warre and Suionia. Her Majesty does not believe in this new policy that has so suddenly been put before Europe – we have immense doubts on the ability of Warre and Suionia to look passed their deeply rooted distrust and hatred in pursuit of peace, if they did it would surely be miraculous – and as such perceive this effort to mobilize as an intention of preparation of a dramatic escalation of the Great Northern War to the shores of the Implaric-Oceanic Territory and Far East.

This is alarming and must be stopped.

Lord Protector: Nasri's Remarks 'Unacceptable', Speaks On Kayah Tanah

The Lord Protector has directly intervened in the discussion about the Europalandian Freedom Fund, which has been criticized by Minister of Revolutionary Defense and Foreign Affairs Arakaki as being nothing short of an Europalandian 'Terror Fund'. The Libertarian Republic of Europaland, which had already become subject to severe international criticism over its open commitment to working against international governments it maintains diplomatic relationships with, had the Europalandian Minister of Foreign Affairs Saida Nasri issue a controversial statement. This statement was uttered in response to an Engellexic diplomatic communique expressing fears about potential terroristic operations on Engellexic soil perpetrated with the help of Europalandian money. Mrs. Nasri replied shortly thereafter:

"[...]Freedom, democracy and equality will come to every nation in Europe and there is nothing the hypocritical, blood-sucking elites can do to stop it."

Coming forth about the issue which he had thus far remained quiet about, Inoue
Katō has said that the remarks made by Nasri were "entirely unacceptable and incompatible with the values of the Touzen citizenry."

"I am appalled that the Europalandian Foreign Minister would allow herself such a faux pas. Invoking the image of blood-sucking, evil cabals of elitists pulling the strings behind the scenes bears ugly resemblance to the worst excesses of antisemitic agitation. It is an entirely unacceptable remark, utterly repulsive both in its wording itself as well as the erroneous ideological world view behind it. Unfortunately, the Europalandian government has made a series of poor diplomatic decisions in recent times, and providing funds to the so-called 'Freedom Fund' certainly was one of them. Let me state very clearly that the Constitutional State will continue to staunchly oppose bigotry, hatred and terror. I do not stand for that. We do not stand for that. Wherever reactionary, hatred-loaded and folkish explanations arise, we offer the analytic, scientific and revolutionary alternative."

The Ministry of Revolutionary Defense an Foreign Affairs meanwhile has called on Nasri to withdraw her statement.

Inoue went forth to address the issue of a potential military escalation in Touyou, saying that the recent statement by the Prime Minister of Kayah Tanah were "certainly helpful", but "leaving questions unanswered." He said that while he appreciated the Prime Minister's willingness to engage in a dialog, explanations for the sudden mobilization and the buildup of defensive assets were still lacking. "With a ceasefire in the West in sight, or at least it seems that way, the sudden mobilization of reserves in Touyou at a time when a Suionian attack is very unlikely remains an unexplained mystery to the regional powers. One can only conclude that Warreic authorities expect an attack from a third party in Touyou, in which case I feel a more open dialog needs to be struck between the Touyou region and Warre as to engage potential threats to regional security with the maximum urgency they deserve."

I stand by the statement I made and have no intention of withdrawing it. For the so-called 'Lord Protector' to call my comments anti-semitic is absurd. Europaland is arguably one of the least anti-semitic countries in Europe and the term 'elite' has, in Europaland, never been been seen as synonomous with those of a Jewish background. It should be perfectly clear what is meant by my use of the the term 'blood-sucking' for anyone who understands the exploitation of working people's labour by the ruling class under capitalism.

Instead of condemning the only state which is actually prepared to put its economic resources into promoting the spread of freedom, democracy and human dignity across Europe Touzen should be living up to its supposedly 'revolutionary' credentials and joining with us to help those fighting in all countries for their liberation from the forces of oppression and tyranny.

Regardless of whether one accepts the questionable narrative of lacking antisemitic sentiments in Europaland, the term 'blood-sucker' in an economic contest is still rooted in anti-Jewish stereotypes as 'leeches' and 'parasites' imposing themselves on the nation state, which in itself is a dying concept. You, Mrs. Nasri, are advocating an image of capitalism as a system of personal evil, with certain circles deliberately out to harm the rest of the citizenry. This postulation fails to give due weight to the structural, impersonal, nature of oppression under monopolist capitalism. Delegationism in the form of capitalism must be analyzed as a systemic issue, a structural issue, not with resentment-loaded hotheadedness. In short, it must be analyzed scientifically.

Our permanent revolution has in the past and continues in the present to stand for the assertion of the rights of all individuals across the globe to take back the power they delegated away. I feel unable to endorse cooperation with Europaland in regards to furthering revolutionary programs across the globe as long as unfreedom, dogma and violence form the core of Europaland's foreign policy.

"People Can Never Be Sold": Government Opposes Potential Suionian Colonial Deal

The Touzen government has reacted negatively to reports in the Suionian media that the nation plans to sell its Oceanic colonial possessions to the Covenant of Cantigny to consolidate the nation's finances in light of Suionia's recent economic troubles. According to the Götiska Dagbladet, the amount of money involved in the deal is of yet unknown, but will likely number in the billions of Euromark for the Suionian government to consider the deal. The Green-Moderate coalition also has announced that referendums in the affected colonies would be held in order to determine popular support for the deal. In a first reaction, Lord Protector Inoue has reacted coldly to the news:

"I am, to say it rather clearly, staunchly opposed to this deal. It objectifies people, turns them into a commodity to be traded and bartered with. The entire ideology behind rationalizing humans into economic assets is something I most certainly do not subscribe to. It is the antithesis of our human-centered revolution. It is, in a way, the most official declaration of moral bankruptcy by the proponents of modern capitalism. This government supports and will continue to support decolonization in the far extends of the East and across the globe, but any such endeavorers must put the people in the center without considerations for financial gain. The announced referendums are to be held in a week's time. That is a ridiculous amount of time that gives no due weight to a democratic process whatsoever, it gives the people no time to organize themselves and to articulate their opinions, nor does it give them the chance to pledge for their independence, an option that seems not to have even been considered. The only option they have is to trade one master for another. I am calling on both the governments of Suionia and Cantigny to rethink this process while empowering the affected peoples for genuine progress in Oceania."

From Minister of Revolutionary Defense and Foreign Affairs Arakaki Kenji meanwhile come concerns that the deal could open a security pandora's box: he warned that the change of colonial ownership could serve as a catalyst for existing social and political tensions in the affected territories, with consequences that "could not yet, with any professional accuracy, be predicted." Vangalan Culture Week has started in Nokanawa with a huge fireworks display. Over the week, film screenings, plays, musical performances, information events and citizen discussions organized by the Vangalan community in Nokanawa in cooperation with the Nokanawa City Citizen Council will give citizens an opportunity to get in touch with Vangalan culture. The Nokanawa City Citizen Council said that it hoped to create understanding on a citizen level that would "transcend contemporary political disagreements between Touzen and Vangala on a state level."

The temporary Aresuran capital of Saurva is to expand its airport with an additional landing strip to accommodate increased international aid traffic. Aresuran authorities hope that by building an additional landing strip the restoration of normality in the country would be speed up. An extended airport will also help to eventually accommodate cargo flights until the Republic of Aresura will have access to all infrastructure assets of the archipelago once more.

Takamura Calls For Return Of Patents

Controversial spiritual leader of the isolationist "Be a friend to Touzen" campaign Takamura Sakiko has again provoked strong responses due to her latest remarks, in which she called for the reestablishment of a patent system on the Touzen market. In a rally supported by thousands of supporters, at which also several pro Oceanic Pacifist signs could be seen, Takamura argued that the absence of patents in the Touzen economy was "an error of historic proportions" that "is harming millions of industrious citizens across the nations, artificially hampering our economic advance." The businesswoman, who is involved in several enterprises including Honya Incorporated Publishing, Fujimori Medical and the family business Takamura Steel, said she would begin to prepare lobbying for the implementation of legislation that would establish a patent system in Touzen that would be centered around "respect for copyright and intellectual property."

"The deficiencies of the current system significantly hamper scientific progress and innovation, as ideas simply do not pay off. Our society has a profound lack of respect for the creative processes of the artist, the inventor, the scientist. This perfidious anti-intellectualism, which denies these industrious citizens recognition for their work and the product they create - knowledge - has to stop", Takamura argued. She argued that not only were patents a moral imperative, but also an economic necessity: "Of course this means that enterprises I am involved in myself, such as Fujimori Medical, will likely have to spend more money to gain the right to use certain patented ideas. However, this is not only a sign of moral integrity, showing your appreciation for inventive citizens and the product of their labor, but will also empower the creative class in our nation, creating a more diverse, efficient and just economy that gives due credit to all those involved in the economic life of our society."

The Inoue government has reacted mildly to the latest campaign by Takamura. A spokesman for the Lord Protector said:

"The government respects the open contest of ideas in our society that all our citizens appreciate, economics are not outside the sphere of public discourse. The Lord Protector however does not share the views of Member of Congress Takamura."

Following the 1949 Revolution, the first Lord Protector, Yamagata, established legislation that would free the economic relations between citizens from notions of intellectual property and copyright, wrestling control over the economy from both state and capital, putting it back into the hands of the general population. Traditionally, Post-Delegationism has rejected intellectual property as a coercive institution that invests patent holders with a state-sponsored right to establish a monopoly. Instead, the majority of Post-Delegationist thinkers argue that through the constant contest between creative individuals, innovations would not only become an economic necessity and thus become a strategic imperative for businesses, but would also benefit all of society to a greater extend than monopolist economic systems could. Yamagata himself said that in a patent system, potential competitors would abstain from pursuing inventions in fear of infringing on patents, with the focus on legal attacks on economic competitors hampering economic advance in favor of bureaucratic legalism. In his later life, the first Lord Protector especially attacked pharmaceutic patents, believing them to not only be economically wrong, but also morally repulsive.

Takamura announced that she would begin coordinating with other members of congress to build a case for her platform of economic reforms.

The Birth Of A Nation

The controversial referendum in Suionian Oceania has been concluded, with half of the people in these colonial territories rejecting the sale of of territories currently controlled by Drottninggården to Vesper. The result of this referendum now puts a shadow of doubt on the possibility of continuing the process that has been agreed upon by the administrations of Colonial Suionia and Colonial Cantigny.

The Constitutional State's Foreign Minister, who had warned of the security implications of the colonial deal before, has repeated and strengthened his remarks. In the ongoing public discourse on the matter of decolonization, Arakaki has become the rallying point for skeptics of the deal, who fear the loss of commerce, democracy and emancipation. The first remarks of the Foreign Minister after the publication of the results of the referendum, which he called "premature and legally legitimated", acknowledged apprehensive public sentiments. "The security situation in Oceania is more uncertain than ever. A storm is gathering, a storm that was not anticipated by any of the involved parties. The assertion of democratic rights in Oceania is a process that will be defined in the upcoming months."

Some members of Congress and the rest of the government meanwhile have focused on the outcome in
Nya Västergötland, where Prime Minister Fredriksson has announced his plans to call for a constitutional assembly that will define Nya Västergötland as an independent state, free to forge its own destiny. While the overall outcome of the referendum exposes a greater current of discontent, it was on the West Oceanian Nya Västergötland archipelago that rejection of the foreign-brokered deal was articulated most strongly. Already, a group of members of Congress has argued for a strong show of solidarity with the people of Nya Västergötland by giving moral and material support to the nascent state. Lord Protector Inoue appreciated the "progressive" sentiments of the group, but at the same time reminded the public that "the people of Nya Västergötland have spoken. Now it is time for them, not others, to act. The Constitutional State offers its friendship and fidelity, if it will be desired. The rise of a post-colonial statehood in Oceania has been met with great approval here in Nokanawa, and it is my firm desire to build upon this expression of approval. The Constitutional State staunchly supports Nya Västergötland in the time to come and will assist its citizens in the capacities available to our nation to ensure the security and integrity of the archipelago's democratic process." He added: "This is the time to be a friend to Oceania, not just a friend to Touzen."

Takamura's political rally, which campaigns under the motto of being a friend to Touzen, has thus far not commented extensively on the news. A spokesperson for the campaign said that Oceanian issues were an Oceanian concern.

The Constitutional State is host to a plurality of opinions, competing in the democratic process of a free society. It is to be expected that not all of these opinions meet with approval, both in domestic as well as foreign terms. Contrary to implications expressed by some, the Constitutional State has not and will not engage in exercises to display the strength of this state created by the citizens for the citizens, but reserves the right to extend its friendship and hospitality to those that join in the grand chorus of freedom, a right this society will always uphold, cherish and exercise. This governments believes in the ability and willingness of the citizens of Nya Västergötland - and all other colonial territories - to express their own will, and the Constitutional State will be a constructive and helpful observer, advisor and, should it be desired, partner in this process, a process that will lead to the emancipation of Oceania that the Ilchester administrator had advocated and which the Inoue administration likewise champions.
