The Alcazar of Valls was a medieval fortress built in the 13th century at a time when Uroduah pirates and Hamrunite Muslim dynasties dominated southern Ebria. It was seen as one of the world's greatest heritage sites of Mainland Hamrunite architecture, something extremely limited as much of it was destroyed during the wars which created the Crown of Ebria and afterwards in the modernisation of many cities of Ebria in the 19th and 20th century. It was situated on a hill, in the centre of the city of Valls, which was in antiquity an Acropolis to what was before Hamrunite Valls an ancient Pelasgian colony, and it was one of the few Medieval fortresses which were still used today, as it was the principal home of the Sánchez dynasty. With the size of the current summit, it was requested by the government as it provided an easy way to accommodate hundreds of people and also provide security for them.

The foreign delegations were received at the Cuatros Vientos Airport by the President of the Government, Manuel Vargas Gomez after which they were transferred to different hotels, embassies and governmental institutuions to ensure that a balance is found between confort and also, extremely important with this summit, security. The city has pretty much transformed into a fortress in itself, with the Assault Guard, the National and Local Police and the Armed Police Corps patrolling the streets to ensure that the city remained safe for all participants.

Ebria was to be represented by the President of the Government, Manuel Vargas Gomez, the Minister of Foreign Affairs, Álvaro Gálvez Saldaña and the Minister of Military Affairs, Dario Alfonso Rios Lopez. The trio felt for many Ebrias to be comical, with an angry, very short president, a lazy and sleazy minister of foreign affairs and a tall, big and quiet minister of defence, or as the Ebrians called it, Military Affairs. For many of them it was clear that the main player was Dario Rios, to the chagrin of Manuel Gomez and the disinterest of Álvaro Saldaña.

"Señores, damas, caballeros, compañeros, I bid you welcome to Valls and Ebria, albeit in a much more tense environment that we would have enjoyed. I wish to thank you for your presence as it shows us clearly that we are all here united by the potential threat of global war, as Tarusa unabatedly marches towards. I will state, that us Ebrians have a clear goal in this summit and we hope that it might be reached through understanding. We want to ensure that no countries fall into the reign of terror of Tarusa. Our nation has received about 2 million refugees from Pannonia and we expect much more once Csengia fully becomes a battlefield for the two Tsars. With the mining of the Buenaventura Bay, we know what it means to have war brought to your shores by Tarusa and we fully believe that our colleagues from the Hanseatic Republics stand in accord with us, especially as they have to contend with the Gutnish Pirates, which are clearly colluding with Kremlyov. We have thus invited you all here, to discuss and adopt ways of neutralising the Tarusan menace," said President Vargas Gomez in his opening statement.

The Delegation of the Stato d'Oltremare

The Oltremarino delegation duly applauded along with the rest of the assembled international groups as Ebrian President Vargas Gomez concluded his opening statement and North Istavanian Prime Minister Jan Karl Anders concluded his own, quite flowery opening statement.

It was, to the Oltremarinos, a mildly impressive group in terms of prestige. Il Provveditore Generale da Mar himself, Giuseppe Davide Constantino, was present in a well-tailored suit, looking otherwise like a businessman save for his rather impressive ceremonial medal on his lapel indicating his noble office, as well as what he considered to be a personal aura of gravitas and dignity that confirmed his status. Objectively however, that belonged to the Secretary of Foreign Affairs: Giuseppe Emmanuel, who accompanied his boss to this summit and intended to do most of the heavy lifting when it came to the diplomacy. He looked like a man plucked out of the nineteenth-century, including an impressive mustache, beard, and sideburns that made up for a receding hairline on top of his head and a gangly, scarecrow-like physique. The only way the look could've been more complete would be if he had a monocle, but alas, despite Il Governatore's best efforts, the Foreign Secretary had refused time and time again to comply.

Another objective truth undermined the prestigious appearance of the Oltremarinos: they had no actual independent power to do much of anything in this summit. They were, legally, here in a strictly advisory role to the delegation for the Radillans and nothing more. What advice they could actually give was quite a good question and remained to be seen. In Il Governatore's mind, he was here mostly to make Oltremare look good and semi-relevant, and to enjoy life with his superior and, fortunately, good friend the Radillan Doge himself.

With every intention of fulfilling the latter objective, he leaned over to the old man and softly whispered, "Two statements in and we're off to a great start. We've managed to say an incredible amount and, simultaneously, nothing of use at all. The Tarusans are doomed at this rate."

The Commonwealth delegation was led by none else than the Magnus Dux, Constantino Marciano di Stelvio, the Head of State and the simultaneous Head of Government of the Commonwealth. Often translated as 'Grand Duke', his title still caused a lot of confusion in the more distant lands where he could be taken for a monarch. He was not, though, as the Commonwealth transitioned long ago from an elective monarchy into a factual Federal Presidential Republic, composed of subnational Parliamentary Monarchies. Not that this wasn't confusing in its own sense, but somehow it kept on working.

The other political heavy weight and persona of note on the delegation was the Commonwealth Foreign Affairs Minister, Augusta Cadia di Palagonia.

And, of course, the assorted advisors, councillors, assistants, experts and security were located wherever it was that the support staff was to be located.

The Remurians applauded politely following the Ebrian introduction, but said nothing.

After all, as the Ebrians launched this initiative, it was up to them to start laying it out in front of the wider audience.

Doge Clemente III had already wandered off to strike up a conversation with Il Provveditore Generale. Prime Minister Lacé cast a glance to Foreign Minister Barnapola, he could tell she was already impatient. He whispered to her, "I thought Istavanians were supposed to be concise." She sighed and stepped forward.

"Thank you, President Gomez for the opportunity to speak.

The Most Serene Republic is on high alert. We have in the last few years been rapidly expanding our Navy; we have instituted mandatory military service for the first time in centuries; and now we are training all of our citizens how to hunker during a seige and how to fight a resistance. I suspect, or at least hope, that is the same for many of you. We have known about this menace for some time. We know what it is and what we need to find out now is how to defeat it. How do we, the sane nations of Europe, belatedly adress this menace?

I think the first part of that is coordinating a response. Does anyone else have ideas towards how we should do that? Or if there should be another priority?

I suggest we form a unified command structure to lay out and coordinate how we use our various assets. We cannot take Tarusa on one on one. And, while I know such a prospect is uncomfortable for many here, it is possible.

We need to figure out how to handle the bear before it starts to eat us one by one."

In order to give the Rheinian delegation enough weight, it was not Minister of Foreign Affairs Gustav Kohlschreiber but Chancellor Hans-Georg Lauritzen who represented the Rheinbund. Grey hair with black strands in it, black eyes, tall, a pair of glasses, a perfectly fitting dark grey suit, a white shirt and a dark grey tie. He was a Calvinist Protestant from Detmold, and a member of the Reformierte Kirche, and with that a straightforward man wo tried to deal with matters in a rational way, even in the case of a major war about to start.

He started to talk.

"I do realise that the Rheinian government was not very vocal while the events in the Bonaventura Bay unfolded, but also we see the danger of the Tarusan actions. Also we see the danger of the current regime in Tarusa. This meeting is urgently needed. President Vargas Gomez, Minister Gálvez Saldaña, Minister Rios Lopez, I heartily thank you for organising it. I totally agree with setting up a unified command structure, like Minister Barnapola suggested. I also want to emphasize that we must be very thankful to the Federation of Westernesse for militarily stepping in. Furthermore, I think there are merits in applying economic sanctions to Tarusa, like the Federation does. Economic sanctions have the risk of escalating the conflict though, but we may argue that the conflict is about to escalate anyway."

President Walter Langley sat down at the table after the all the hand shaking and pleasantries had subsided, he sat back his chair, leg crossed over the other and listened to the others talk. From time to time he stroked at this salt and pepper beard or fixed his usually curly, slicked back graying hair. He wore a black suit and tie and light blue collared shirt, the flag of the Federation pinned on his left lapel. To his right sat Denton Graves, the Federation Secretary of State. Graves was there more for appearances and to run interference in more social situations.

After the speeches and suggestions, Langley felt it was his time to speak up. "Thank you Chancellor, the Federations appreciates your support." Langley said to the Rhenian delegation. "Currently the Federation is building a system of alliances to begin the encirclement of Tarusa, proper. It is our belief that conflict is inevitable, with mining of vital waters it is only a matter of time before one of our ships is destroyed and I can say with confidence that if a Federation ship is hit by a Tarusan mine, there will be deadly consequences.

This is not to say that our fleets should be out in international waters shooting at Tarusan mine laying ships and aircraft, but we must move to begin the removal of these mines with great speed. We must increase patrols both at sea and in the air intercepting Tarusan ships conducting mine laying and encourage them to turn back to port. As for the Gutnish pirates, our fleets have already set sail for the Gothic and anti-piracy patrols shall begin shortly. This Gutnish pirate republic operates outside the law not just out at sea, but as a nation. Whatever their affiliation with Tarusa, the isolation and eradication of this pest nation should begin in earnest as we build our ring of steel around the warring Tsars."

Langley took a sip of water before continuing, "We support the creation of a centralized command, however centralized commands mean many cooks within one kitchen and much like in democracies this slows operations in an environment that requires quick thinking and reaction. The Tarusans will suffer no disadvantage in this respect. Due to the proximity of your nations to the possible future battlefield, we offer up our humble nation as host to this centralized command, we have the, space, technology and expertise required in such a long range venture."

"As for economic sanctions, if any nation in here is still doing business with Tarusa or Tarusan aligned corporations or nations, the time to stop is now. The Federation can increase it's exports of much needed oil if need be. Our ring of steel should also strangle Tarusa, stopping the flow of goods into Tarusa and Csgenia must be accomplished. While such actions will increase the severity of the humanitarian crisis in Csgenia, unfortunately this is a side affect of conflict and we must not turn away from the unsavory actions that are to come from all of this. Even us meeting here will have consequences that we cannot foresee, consequences that no doubt will create suffering somewhere in this world."

Both Vargas Gomez and Rios Lopez were happy about what they were hearing. Finally it felt that the world was on the move, unlike the previous summits. Rios looked at Galvez Saldaña, but when he saw that he was just looking absently in the room, he decided to talk, probably to the initial chagrin of Manuel Vargas Gomez, who wishes to be the main vector of the Ebrian positions.

"A unified command structure is probably a 2nd, if not a 3rd step. We still need the first one, namely an alliance. We need to ensure that we create a structure that will be united in case of a Tarusan attack. For far too long Kremlyov has used internal divisions or petty rivalries within our bloc to gain an advantage. It should be clear for all of us that there must be a security guarantee network in place, so that Kremlyov or Kispest or whomever sits on the Tarusan throne, understands that the days of the Polar divorce, and before that, when they bought the Gutnish elites in Scanlaw to join them in their Gothic Sea Pact, where they promote instability and piracy, where they raised a fascistoid hermit kingdom from the corpse of Pannonia and so on. I'd say that if this summit does not bring forth a document strong enough to untie us, we are all doomed and very soon Gallo-Germania will be a network of Tarusan duchies, with Tianlong and the Federation isolated and alone.

This is why, we propose the following. We will first and foremost come with with a security guarantee. An alliance of sorts. We know that here, as everyone has their own interests, it will be hard to do, but we have met here with a common enemy, namely Tarusa, so we must work on that. Hence, we propose the following: The creation of a Global Security Initiative, where the signatory nations pledge to support each other with all their force in case of a Tarusan attack, and respond proportionally, be it a military one, be it economical warfare or the export of political groups promoting Tarusa-style autocracy. We believe that the likes of CETO and the Meridian Union Security Accords are very similar to that, here, we want to further it, but adding the Federation of Westernesse, the Hanseatic Republics and the Anti-State into it. We know our policies are very varying and different, but this time, it is important to stand together and be pragmatic. Today the Buenaventura Bay is mined, together with the Gothic Sea, and pirates roam the latter. Tomorrow we might see the same on the Thaumantic or the Tsumujikaze Sea.

After we do this, we should talk of a join command, which we thoroughly support to be based in Charleroi and we can even talk of joint battlegroups, which Ebria will gladly host on its territory and we believe the Hanseatic Republics should do for the sole purpose of deterring any potential Tarusan invasion," stated the Ministry of Military Affairs, Dario Alfonso Rios Lopez.

The next in the Ebrian delegation to talk was the President of Government.

"As for the Tarusan Civil War, let us not be fooled by it. In the end it is a very low-intensity conflict as the far east of Tarusa is depopulated and has very little infrastructure, leaving the supposed Konstantinist presence there weak and probably on paper. As much as they are fighting, I fear that the moment we come up with something very concrete from this meeting, there is a strong chance the Tarusans may even come to a compromise, with Ivan keeping Kremlyov, while Konstantin Csengia and maybe even uniting to fight us. We should not be fooled by them and not forget that a nation who doesn't see its people as citizens, but as subjects, and which is openly led by the whims of overly ambitious young royals who don't have anyone to respond to, bar God as per their royal ideology, they might be very fickle in their positions.

Hence why, our position is that we should let Konstantin and Ivan fight it off and ensure that Tarusa is as exhausted by this adventure as possible. The more Tarusan blood is spilled for the Kiselev tyrants, the bigger the chance the people tire of being subjects dying for angry fools, and the same with the Csengians, which at the moment, they don't see their own dying in the war, but if they do, they will start wondering if there's any reason they should be killed only for the husband of their queen to sit on the throne in Kremlyov. So in that regard, out position is that we should wait it out some more so that both camps kill enough of each other up to the point they see their war as existential. Once it becomes that, the chance to turning outwards is minimal, but unless it happens, I'd say there's a big chance for it to stop to attack us.

As for the resources, it is clear to all of us that Tarusa is pretty much a warlike gas station armed to the teeth. They used their oil resources to weaken all of us, to destroy world consumption and to artificially raise prices. Now, the world sees no Tarusan imports because of the Konstantinist blockade from Piramida, bar some exports to Ostmark through landbased pipelines. We want to popose a complete embargo on Tarusan oil. It will hit us all, hence why we call for Pelasgia, the Federation, Corrientes, the Anti-State, the Hansa in Hajr, to raise their production as much as possible, and for us, the rest, who don't have oil resources to begin projects of synthentic oil production. Even now, Ebria has started through coal liquefiation by using high quality Nuorian anthracite for it. It will be a hit for us, but it might be overkill for Tarusa, for they depend on it to get their foreign currency to fund their imports and thus to keep the war machine going.

There is also the issue of the climate of Tarusa, whith their oil production. With such a dependence of oil exports, they built up a huge production to see to a huge market. If we totally embargo it, even if Ostmark continues to buy from them, maybe Gutarike uses it too, it's still too little for their country to continue as it is, and also, it will hit their prodution. Why? Because they won't have places to deposit all of it. They will either have to burn what they extract, to ensure the extraction process continues, or they will stop it. Either way, it will be disastrous, becase in the first case, they will continue consuming their resources, but waste it, while in the 2nd, it is even worse, for it is in an arctic environment. By september, the land freezes up north, and if that happens, the water in the oil will freeze and destroy their pipes, and with that their infrastructure. That will be a death blow to Tarusa.

For that to happen, we must ensure that there are no sanction busters. We must do it through the EF and we must ensure that it is respected by everyone."

Dario Rios took the spotlight again for the president of the government.

"As for a response, we believe that we as a coalition are big enough to respond probably to both issue, in Buenaventura and in the Gothic. We propose the following. Issue an ultimatum to Gutarike to end the piracy, but also leave them an open door to join us, so as to not fully push them in the hands of Kremlyov, which probably does everything possible to gain them as allies. We should also draw two imaginary lines in the Gothic Sea and the Buenaventura Bay, where we know that to the east of both, mining exclusively affects Tarusa and Csengia respectively. For everything to the west of that, we should work with mine-sweepers so as to ensure that Ebria and Rheinbund are not affect by the mines in the Buenaventura bay, the same way Salen, the Hanseatic Republics and Metsamaa are not affected by the mines in the Gothic Sea. We must ensure that we offer a landline for Ostmarker imports and exports through Hansa, because if not, we will force them to be dependent on Tarusa and at best they will collapse economically too with them and at worse they will become allies.

The Federation and Tianlong should, in our eyes concentrate on the Gothic Sea, while the rest of the Allies on the Buenaventura Bay. Our position is that the initial rules of engagement is that if Gutarike rejects our ultimatum to end piracy and join us, there should be unrestricted warfare on their ships and naval infrastructure to destroy their capabilities to attack shipping. As for Tarusans and their mines, we should work in the EEZ of the member nations to ensure that the mines are gone and to ignore Tarusan ships unless we are fired upon, even if that means that we have a mine sweeper trailing one of their minelayers."

"All valid points, yet I shall have to play a bit of a Devil's advocate," Augusta Cadia spoke up following the agenda outlined by the Ebrians.

The Magnus Dux remained silent, letting the Foreign Minister voice the Commonwealth's concerns.

"First we shall disagree that Tarusa is merely a gas station. The wide presence here suggests it is far from a gas station, unless this is a mobile gas station on monster tracks with all around gun emplacenents and missile silos in the trunk. We cannot underestimate Tarusa on the one side and gather half the world to deal with them on the other side."

"Second point, we ourselves see no exact difference between Iohannes and Constantinus, we agree with our hosts that none of the sides in the conflict really offers a worthy partner. However, the idea of unlimited economic warfare on the Tarusan populace might very well not turn out to be as our hosts imagine this to be. Instead, this will have them close ranks around their Emperor in the face of the vile foreigners out to freeze them all to death."

"Third point, maybe the people of Tarusa will eventually rise up against their Emperor and... we should hold no unicorn rainbow dreams that they will suddenly come to our Security Initiative with open arms and friendliness. We might see even more hardcore elements take the reins of power. And this is where a unified command will come in handy, as how else will you stop armored columns with internal production of fuel, guns and ammunition free of limitations of usual market economics rolling over into Hansa."

The Remurian Foreign Minister paused and looked around the attendance.

"Now, we do not dissuade you from any of this, we call for caution and planning. And we caution against underestimating the opponent."

"As far as the Commonwealth is concerned, we have outlined our position on the Tarusan naval elements quite publicly. We have also been public about offering support in mine sweeping activities to our Ebrian friends."

"We have also previously subsidised our naval and commercial traffic to reroute away from Tarusa and the Gothic long before it... became mainstream," she smiled hawkishly. "And long before many in attendance here even thought of something of the sort."

"Finally, and whilst this has not yet been publicized, but Remuria has authorised military transit between Radilo and Rheinbund in case of a Tarusan or Csengian offensive. "

She paused.

"So these are the concrete steps we have already taken. We can framework them further into the Security Initiative. We can support economic warfare and sanctions. We can offer transit and overflight rights. We can offer our ports and airfields for transit layovers and replenishment. We can share intelligence on our surveilance over the Norterranean and Sudterranean seas, which we obvioudly keep a very close eye on."

And now came the more bitter pill.

"What we cannot do, however, is promise full military offensive support. The Nations shall not acquiesce to this under even the current strained circumstances."

and Shen Bai were the faces of the Tianlong delegation. For President Yuhan it was his first trip abroad, very different from what he expected. Bai unlike the president, as foreign minister, was often on the road, especially within the circles of the CETO countries. The first to speak from the tianlong delegation was the president himself.

"Ladies and gentlemen, first allow me to express my appreciation to the Ebrian hosts for their gracious welcome and for organizing this meeting. We are honored by the interest of many countries in achieving peace in the region. However, this must not be a pretext for ignoring our duties towards international law and the resolutions of the European Forum, a resolution which the Tarusa Empire has ignored, we shouldn't dothe same.

Tianlong is well aware of the problem Tarusa represents for international security. The Empire loves to target our republic, hoping to mislead and strike us, but our patience and foresight have allowed us not to fall victim to their military provocations and economic warfare. Nonetheless, we could not foresee that they themselves would fall victim to their unbridled imperialism.

We participate in this meeting with the best wishes, but we reserve some doubts about some ideas presented here, doubt not rejection.

An alliance with the sole purpose of countering Tarusa is unlikely. Our differences are too marked and many nations don't like delegating some of their power to other nations for obvious reasons. However, this does not exclude collaboration between the parties gathered here, but I would not call it an alliance. That said, the last point remains, the embargo. Now, correct me if I'm wrong, but isn't an embargo a military action and would it in fact be aggression on our part? I am not saying it is not feasible, at present Tianlong navy has three carrier groups in the southern Meridian Sea area and we are able to block all entry and exit from the Taruse colonies in Hymlar in a short time, but without a deliberation from the European Forum or Empire aggression against the CETO, would be a unilateral act of aggression on our part. I cannot support such measures under these conditions."

Both Galvez Saldaña and Rios Lopez all but rolled their eyes at the devil's advocacy of Remuria, the shy diplomacy of Tianlong and the platitudes of the Istavanians. Vargas Gomez, on the other hand just became angrier and angrier, so he requested to talk.

"Esteemed representatives, I am quite happy that as you said, you're here with the best wishes and benevolence, but now it's not the time to play devil's advocate, not to just talk and blather about. Two years ago, Pannonia collapsed. That collapse brought us an anti-Zaran genocide at the hands of the Bajoran ultranationalists. It brought us a Zaran directorial republic, a socialist revolution in Kispest. It brought us the intervention of the Provveditore Generale da Mar in Gonzaga, which promoted a socialist republic, which was then followed by the proclamation of the Csengian Kingdom and the full on Csengian invasion of Zara, the latter two with Tarusan aid. Back then, we had a global forum, like this one, where we were meeting and discussing it. I don't need to remind you all how that worked, but who was then there might have a deja vu. Back then, we had the excuse of being naive because it was the first step Tarusa took. Back then, if we would have fought back, we would have met a much weaker Tarusa. We decided to back down, because we wanted peace.

Then came the war in Himyar. Tarusa, with Scanian allies, the very same Scanians who allied with Tarusa in that endeavour because Tarusa hated Thuringau-Lethnonia and were eyeing them for conquest, for if you remember, there was a chemic weapon showdown and Tarusa was fearful of the WMDs of today's Hanseatic Republics, have invaded the ex-Mandate territories of Al-Maghrab and Hajr. It was followed by an improvement of life in Hajr, as the Scanians brought peace and rule of law, but a lapse into neo-feudalism, servitude and indentureness in Al-Magrab, transforming the Uroduah homeland into the hellhole that is the Noks Free State. What did we do back them? We didn't even organised a summit. Just condemned it and sent thoughts and prayers.

Then came the Polar Divorce, and with that, the pro-Tarusan Scanian camp became the elite of Gutarike, while the anti-Tarusan camp became the Hanseatic Republics. Gutarike begins a policy of unrestricted piracy in the waters of the Gothic Sea. What happens next? the only ones who respond to it are the Hanseatic Republics who send ships to fight the pirates and right when they manage to damage a Gutnish corvette, their ship is bombed to bits by the Tarusans. What did the world do then? Completely ignored it. Ebria did send ships, together with Radilo, but it was a limited endeavour which just escorted some commercial convoys.

And now, we're here, with the Buenaventura Bay and the Gothic Sea mined, with an Ebrian ship sunk. An Ebrian ship having the same fate as that Hanseatic one, and yet, as much as I thank them for their support in the mine sweeping operations, some have the privilege of being devil's advocates or of talking about how there still are too many elements that make us distinct, rather than understanding that we are here with only one goal. To defeat Tarusa, before they defeat us!" said Manuel Vargas Gomez and he stopped, to take a sip of water, but pointed that he isn't finished.

"I may be brash gentlemen. I may very well be labelled by you as desperate, a barbarian... I don't care. I know something that for me and for all Ebrians, Hanseatic germans, Zarans and Csengians who hate Erszebet Szabina, is a harsh truth: That empirically, by the actions they have done and by their policies, the focus of evil in the modern world can be seen not as bandits, gangsters or drug traffickers, but rather, as slick gentlemen, talking the language of Dostoyevsky, wearing Junker-style court uniforms and berating the weaknesses of the democratic world, because instead of acting, we play the devil's advocates and imagine that if the problem is far away from us, we can close our eyes and it passes. I am not naive, to think that a country with no tradition in democracy and liberty will rise up to impose itself on the Tsars and the boyars there. I am no idiot. But I will ask whomever things that everything can be worse, to tell a Zaran, a Csengian, a Pojazernan, an Uroduan or the families of the Hanseatic crew, that it's okay. They died, but at least, what we see today is the least evil Tarusa that we have. That it is actually fine.

We thank Remuria for their support. They have been a valorous member of the Meridian Union and a pillar of stability in the Region. We understand their take and their need for neutrality and we never dream to force them to do something against their wishes. I am not here to actually force anyone, and I feel I have a history on that on the way that I signed the Meridian Union Security Agreement and promised Ebrian support for all Meridian Union nations irrespective if it was reciprocated or not.

Sometimes, geography forces us to act. I for one, in the name of Ebria, don't have the same privilege as Tianlong, to be on the other side of the world. The same can be said for Rheinbund, all while the Hanseatic Republics have it even worse, caught by Csengia to the south, Gutarike to the north and Tarusa to the east. I will not stand by and wait to see the Hanseatic Republics transform into the Hanseatic Confederation led by a Tarusan Kaiser. I hope there are others there who will take a stand before Ebria too becomes an absolutist hell like Csengia. I just hope some will take a stand before we have the Mandate of Heaven back in place and a Tarusan Emperor leading Tianlong from the Forbidden City. You may deride my possitions, but I will tell you, that the passion I put here to try and mobilise the world, will be put by every Ebrian to defend their freedom, for we understand the importance of forward defence. We won't wake up to call for help only when the Tarusans are knocking on our door, and as you may know, they already do, as two armies are in a standoff at this moment in the Serrault Isthmus.

I will not force you to join me, but I will accept any friends I can get, and ensure that if an alliance is too hard to make, a Coalition of the Willing will be the very least I will build. The Catholic and Royal Army will be ready to cooperate with any potential ally and we will ensure, that first and foremost, our homeland is safe, and our allies too. For we understand that we are in the middle of a domino effect. Pannonia fell, North Himyar fell, Scanlaw fell. If the Hansa falls, then Ebria, then the rest of the Meridian Union. We will see what follows afterwards," he said, sighing bitterly and then taking another sip of water.

"The fear of being an aggressor is ingrained in us, for me are in the end here, all of us, a form of another of a liberal democracy. We respect the rule of law. What I am sad to see if that we are blinded and not observe that Tarusa is already waging war on us. Economical, political and very soon militarily. We won't lose anything more by forming a block of nations that stops trading with them, because we already don't trade with them anymore, for Tarusa exports only to Ostmark through the land and to Gutarike through the Artic Passage.

If Tianlong and others wish to act only through the European Forum. I will invite them to come with a proposal against Tarusa, and we will gladly support it. Of all the speeches given thus far in the Valls Summit, this latest one by President Vargas Gomez of @Ebria got the loudest and most enthusiastic applause from the Oltremarinos, especially that by Il Governatore who made sure to stand tall and show his approval. This decisiveness and determination was what the Mondo Libero needed against the Mondo Corrotto and the Agenti della Cospirazione per lo Sfruttamento Globale that were spreading their vile agenda through their own infighting. This, plus the speech by President Langley of @The Federation on clear strategies and actions gave the Oltremarinos hopes that unity could finally be achieved after all.

These hopes, though, were dampened by the cautious responses from the delegations of @Remuria and @Tianlong which were more... reserved, conservative, cautious, and focused on critique and doubt rather than proactiveness, at least in the eyes of the Oltremarinos. Istavania's platitudes were also... lackluster to say the least. Taking in refugees was noble but just not good enough at this stage. Overall there was perceived to be a growing divide between hawks and doves at this summit, and at this stage, Il Governatore and his Foreign Secretary wanted to ensure @Radilo was in the camp of the former.

As such, the Oltremarino delegation initiated a miniature discussion with their Radillan counterparts. "The proposals and arguments raised by Presidents Langley and Vargas Gomez are encouraging in their decisiveness, and so I advise that we align the Radillan Republic with this position as closely as possible." Secretary Emmanuel stated under his breath to Prime Minister Lacé and Foreign Minister Barnapola. "To address Tianese concerns regarding the appearance of aggression and legality of our efforts, we can craft the creation of a resolution in the European Forum, calling for sanctions against the Tarusan Empire for their past aggression and destabilization as listed by President Vargas Gomez, and creating a coordinated effort by the nations assembled here to clear the mines in both the Gothic Sea and Buenaventura Bay in order to reopen trade and ensure the safety of our nationals. Citing the recent sinking of the Ebrian military vessel can be our legal grounds for this effort, and we can insert a clause indicating that any efforts by the Tarusans to interfere with our efforts shall provide us with a casus belli for war."

Meanwhile, Il Governatore was in talks with Doge Clemente III. "Your Serenity, I think it would be wise for our realms to align more closely with The Federation and the Ebrian Crown, perhaps bilateral military agreements to ensure our involvement in active efforts to counter @Tarusa and its aggression. Regardless of the outcome of this summit, there is an opportunity here to take action. We must not let this opportunity pass."

True to his demeanour, the longtime Pelasgian Premier patiently awaited until he judged his intervention to be necessary—and then he adjusted his glasses and took the floor.

"I must thank our Ebrian colleagues, chief among them Mr. Manuel Vargas Gomez, for their organising this conference, as well as His Ebrian Majesty for being our most gracious host.

"As the leader of a country that has tried to generally keep the Meridian peaceful and open for trade, and that has practically never, in its modern history, sought to impose its will on those outside its immediate territory, I consider it patent that there is but one great danger to global peace and stability at this moment, and that danger is Tarusa. Otherwise, I invite you, honourable colleagues, to explain to me why Serbovian troops are in Thrakia, a neighbouring state of Pelasgia that never sought to cause any harm to Serbovia or Tarusa, and which is now a staging ground for a potential invasion—and at the very least for regional power projection—from one of Kremlyov's puppets. Today, it is Thrakia and Csengia that are puppets of Tarusa; tomorrow, if things continue at their current pace, it could be Ebria or Pelasgia. That, gentlemen, is an eventuality that I am not willing to entertain, and that I say will only be prevented if we make it clear to Kremlyov that it has no choice but to retreat and to respect the integrity of its neighbours.

"I must add that the disruption caused to global trade by Tarusan-backed pirates in the Far North is the clearest proof we could ask for that Kremlyov is not only indifferent to global stability and peace, but that it is actively hoping to cause as much disruption as possible, hoping to take advantage of the resulting chaos. The Tarusan State is the equivalent of a pyromaniac hoping to burn the whole world down, provided it can sit at the top with a crown of charcoal atop its head. The latest episode in Bonaventura Bay is merely further proof of that. This is a reality that will persist regardless of who is in power in Kremlyov—this is not a matter of Ivan or Constantine; it is a matter of Tarusa. I do not mean here to accuse the Tarusan People, a nation who are Orthodox Christian brethren of Pelasgia and who have made irreplaceable contributions to global culture, art, science and history—I mean that Tarusan State. In its current form, it is simply irredeemable, as its entire model of oppression is predicated on blind expansionism to distract from the problems at home and to steal more resources and to subjugate more peoples to feed its endless extractive imperium.

This is the only thing that will lead Tarusa to reconsider its policies, and that will, perhaps, open the window for internal reform or at the very least remove Tarusa as a threat for the immediate future. To achieve this, we must have three objectives: first, we must seek to perpetuate internal conflict within Tarusa as much as possible, to drain Tarusa's own resources and strength; second, we must seek to limit the fallout of this conflict within Tarusa proper, and we must make it clear to Tarusa that we will not tolerate any outflows. If necessary, we must not hesitate to strike at Tarusan forces operating within our own region should they provide us with adequate justification, as in the example given by our colleagues from @The Federation of Westernesse. And, third, we must seek to actively limit Tarusa's sphere of influence where possible. To this end, we support the initiatives led by exiles from Thrakia and from Csengia to restore their countries' sovereignty; and we must also seek to support the efforts of the Scanian successor states to combat piracy, by armed means if necessary. This we must all do now, while there is still time, and while the Tarusan war machine is divided and distracted.

"We would like to hear from Hansa directly on their challenges as they would likely be on the forefront of any Tarusan or Csengian moves," Augusta concluded.

"At this stage, for this Initative to secure Hansa would mean vast logistical troop movements by sea, through Tarusan minefields intermingled with corridors prowled upon by Gutnish pirates," she paused for a minute. "So most likely any such vast troop and materiel movements would lead to hostilities at one point or the other. Land corridors do not seem to be... realistic at this stage."

"As previously stated, Remuria will allow our aerial, naval and territorial space for transit. We are ready to contribute minesweeping, escort and patrol assets, including as far as the Gothic Sea. We can fund and pay for the services of civilian assets for goods, materiel and personnel transport. But we shall maintain a defensive posture and, should it come to conventional engagements between regular navies, our assets will withdraw, they will not pursue."

Following others was normal for an Engwahlian and even for the Engwahlian President Linc Yeovil who felt the shadow before the claws of Nieves in every aspect of life. He possessed no license for bluster or improvised statecraft and for the opening rounds of this forum he duly listened and joined with others in applause when it seemed appropriate. Two partners had emerged from this conflict that the the Thaumantic Communal Order hoped to parlay with in the future: Ebria and the Federation.

The Kingdom of Ebria was currently hosting thousands of Thaumantic land forces, primarily Nievish Revolutionary Guard, and upon the oceans blue the small Thaumantic Navy was accompanying the Federal flotilla sent to conduct anti-piracy operations. To the latter Yeovil sought sidebar clarification immediately, sending notes and later scurrying over to Walter Langley during the first Istavanian oration to shake hands on a mutual defense agreement contingent to their ships in the Gothic Sea. This was followed by a similar note and handshake exchange with the Ebrians during the second Istavanian oration, though no Thaumantican vessels were to be deployed in the southern theater.

With these agreements settled Yeovil beckoned for an opportunity to speak and did so briefly: "The Thaumantic Communal Order hereby announces its pact of mutual defense against Tarusan offense with the Catholic Kingdom of Ebria and the Westernesse Federation. Should one of these allies be attacked or maimed in such a way that their state desires retribution we will join them to exact justice!" the Engwahlian President declared with a pound on the table.

Adding the Hanseatic Republics to such a contingent defense pact was indeed, as the Remurians recognized, an important piece of this puzzle. To this he sat back for the moment, hoping that the Feds or the Ebrians could secure this without Thaumantican pressing. Bad blood and history existed between the Hanseatic Republics and the Communal Order, so to avoid being the point man in this exchange was ideal for the Engwahlian envoy to this summit.

"In response to the Thaumantic Communal Order, the Most Serene Republic would be more than happy to join such a pact. And the Radilan Republic will join the minesweeping campaigns that our friends have outlined. Action needs to be taken here, as it does in the European Forum. I have instructed our Ambassador there to submit a resolution for a no fly zone over Bonaventura Bay and the Gothic Sea. As well as re-emphasizing past EF agreements.

We need to take action to strangle this beast."

In a bid to undermine House 3, House 1 resorts to sabotage by deliberately destroying the road that connects House 2, an innocent party, to their places of work and livelihood.

As a result, individuals from House 2, who bear no responsibility for the conflict, find themselves unable to reach their workplaces due to the destroyed road. They face tremendous hardships, suffer financial losses, and are unable to fulfill their daily responsibilities. The impact extends beyond House 2, affecting the overall productivity, stability, and well-being of the entire community.

Similarly, in the Gothic Sea, innocent ships that play a vital role in facilitating trade become unwitting casualties of the conflict. Strategically planted mines by @Tarusa disrupt maritime routes, endangering the lives of sailors and impeding the flow of essential commodities. Such deliberate targeting of innocent vessels inflicts severe economic consequences and hampers the progress and prosperity of nations far beyond the immediate conflict zone.

While efforts are underway to defuse the mines and restore safe passage in the Gothic Sea, we must acknowledge that more needs to be done. The task of mine clearance is complex, time-consuming, and resource-intensive.
