"Throughout my time as a dictator, I have gained valuable insights. It was through decisive actions that our nation, on the verge of collapse, was saved from the brink of destruction. At that critical moment, we faced challenges such as revisionism, separatism, and the most perilous of all, communism. The challengers of the past were domestic in nature, while the current threat is structured differently, affecting both statist and developing post-statist societies. However, at its core, it is yet another assault on our way of life."

The stage was surprisingly assumed by Dictator Hayabusa, a martially charismatic Touzen man in his 40s with friendly brown eyes, a receding but neatly trimmed hairline, and a Freedom Foundation pin on his left shoulder near his heart. Having recently announced his decision to step back from his position and restore constitutional governance, he was now attending his final international summit as the de facto leader of the Anti-State. Some would still consider him a caesarian upstart who had, almost a decade ago, wrestled power from the corrupt institutions of the decaying Anti-State. And the same people might have considered him a lame duck, but his sharp wit and purposeful speech proved otherwise.

"I could delve into a monologue about how our founding fathers foresaw these issues and realized that in a competitive environment of nation-states, such situations would inevitably arise. This is precisely why they sought to abolish it and set territories once belonging to the Eternal Empire of old - and beyond -, on a path to abandon a system that pits states against each other. In our age, where the click of a button can unleash unimaginable destruction, this competitive race spells disaster for innocent men, women, and these days everything in between, as my daughter often reminds me.

I could regale you with stories of how, as a military man, I bore the responsibility of sending men to their deaths, just as many of you have done or are poised to do as the sharks circle the Tarusan tuna. This responsibility arises because, as a species, we cling to our primitive notions of tribe, which manifest powerfully in our everyday lives, even in mine. Ideology is powerless against tribe.

However, that would overlook the fact that I also bear some responsibility for the current situation. The Anti-State focused on rebuilding its institutions and internal rejuvenation while blood was shed in the outside world. This is a betrayal, first and foremost, to our revolutionary allies," he said, his gaze filled with a hint of apology directed towards the Hanseatic corner, accompanied by the humbleness of a man seeking redemption at the twilight of his political life. "And it is a betrayal to the world at large, although I'm aware that the Anti-State is far from a gift to many of you." This time, the Zionist's eyes shifted towards the Pelasgian delegates.

"In this council of my esteemed peers, I am unreservedly admitting my shortcomings. I have the utmost freedom to do so now, as I stand poised to relinquish the dictatorial mandate I took on too many years ago in my quest to save the res publica. Whether it was fueled by delusions of grandeur or patriotism, historians will pass judgment.

But I cannot forgive myself if I do not urge us to go further at this juncture. It is commendable that we have reached this point, although it should have happened long ago. We may have disagreements regarding the exact wording of this summit's final agreement, but the true essence or whether we succeed today or fail lies in addressing a matter of utmost importance to the Anti-State — the creation of a permanent Security Council for the world. I propose the establishment of this institution via the European Forum, even though the Anti-State cannot, at present, present itself as a member in this assembly of states. Tyrants and oppressors will continue to emerge. The next threat to the world may arise from Touzen or Westernesse; we cannot know. History is yet to be written.

We must seize this opportunity to build a brighter future for generations to come, safeguarding them against an enemy that has yet to reveal himself. Therefore, I propose that the final document resulting from this summit includes a commitment from associated members to promptly adjust the charter of the European Forum, allowing territorial associations that are not states and and thus the Anti-State to join. Subsequently, we should vote into existence the Security Council provision of the European Forum with a mandate to legislate punitive and humanitarian peacekeeping operations. As permanent members of this council, I suggest the Federation, the Tianlong Republic, the Union of Ebria, the Rheinbund, and the Anti-State, even if Tianlong does not plan to participate in this accord. Especially if it does not. The realities of our world dictate that these entities, for better or worse, are the influential military powers of the democratic world on our planet. All other matters revolve around this axis. We may protest this fact—I would protest it myself if I were born in a less resilient part of a world where the mighty have historically brutalized the less fortunate with impunity—but it remains a fact.

Furthermore, I propose that resolutions passed by this body be subject to veto by a two-thirds majority of the reformed European Forum. The forum should also possess the authority to expel entities that transgress its principles with the same supermajority. Finally, this Security Council should undergo confirmation or replacement in a new vote two years from now, to prevent it from becoming an institution of tyranny in its own right.

The time to secure our democratic future is now, and as I transition to the role of an elder statesman, this may be my last opportunity to appeal to your sensibilities and capitalize upon a Zeitgeist of unity. In light of these circumstances, I shall enthusiastically commit the Anti-State to this emerging treaty if these provisions are made, as it would be the crowning achievement of my political career. And a crowning achievement of everyone in this room, too."

A silence descended upon the summit following the speech from Dictator Hayabusa, one of shock as well as reflection, as all who were wise enough to remain in the room digested the bombshell proposal the Touzeni had dropped. Il Governatore himself was speechless as he stared in shock at his Foreign Secretary, Il Doge,and La Prima Ministra. This was... not expected to say the least, and the Touzeni silence to this point had made the Oltremarino Delegation, erroneously, write off the Anti-State as a lost cause, an overreach by the Ebrians. But with their, potentially, enthusiastic inclusion in the fight against il Mondo Corrotto e la Cospirazione per lo Sfruttamento Globale, this changed the dynamic of things drastically.

Especially in light of this proposal to drastically reform the European Forum with, of all things, a Security Council. Which... wasn't an awful idea on its surface, and he immediately conferred with the Radillans to express as such.

"Touzeni involvement in our pact is critical... and their conditions for inclusion address the problems that started this whole mess. Back when the Pannonian Crisis began, the very lack of a Security Council, among other problems, allowed the Tarusans to run roughshod over il Mondo Libero. I believe we must seriously consider their words and express our support."

Walter Langley listened intently as Dictator Hayabusa spoke his mind and was impressed by his speech.

"The Federation at my direction nearly abandoned the European Forum, that was a critical error on my part. If we hadn't, things might be different today, we might not be in this room, but rather back in our home countries in comfort. It was the lack of any ability to enforce it's resolutions that we felt encouraged to ignore the European Forum, but that will be no more. We will back the creation of a security council, whether we are a permanent member or not and we will whole heartedly back the changing of the rules of membership so that the Anti-State can have the voice it deserves."

Manuel Vargas Gomez closely listened to the Post-Delegationist politician of Touzen and was intrigued. More than that, he liked what he was listening, for it might have brought forth a fusion between the Valls Pact and the European Forum, something that might fully cement it.

"I stand fully in support of the idea of creating a Security Council, so that the European Forum becomes something more than an empty room where people come to argue with no real consequence. As for the membership of Post-Delegationist polities, we believe there is no big change necessary, as the European Forum already had the Scanlaw, now Hanseatic Republics in it and in its rhetoric, it referred less to member states, but rather, member nations. This might be the perfect ocasion to use that article 2 in the Valls Treaty, so that we form a votic bloc to push for that reform in the EF," he stated.

The Pelasgian Foreign Minister, before signing, asked that the document be amended to state "Pelasgian State," clarifying that the Union was still not in legal existence and that, at any rate, he lacked a mandate from the Carian and Euxenian governments to bind them in this way--though their support could be counted upon if their protecting power was attacked. Moreover, the Pelasgian State was undergoing a profound constitutional change, and his own mandate was only a temporary one, limiting his ability to negotiate. He could have perhaps made the change with his pen, but he wished to clarify certain conditions before signing--while also giving his aides time to coordinate with Dhekelia.

With regard to the Touzenese suggestion, he said the following. "I find the selection of the permanent members to be slightly arbitrary. Pelasgia, for instance, has a bigger economy and population than Ebria, and it is not included. Conversely, Tarusa, which is, by all accounts, a massive power, is also not included in this scheme for EF reform. While I understand that they have shown themselves to be hostile to the EF, any meaningful reform of the institution must be underlined by reason. What, then, is the rational principle that led to the selection of these five nations? If there is one, perhaps we can articulate it so that membership can be updated as needed." He also desired to stress another point, wishing to leave no doors open to certain... less than honest pursuit of the Anti-State against Pelasgian interests in the long run. "Pelasgia, in principle, has always been opposed to the equation of non-state actors with states. We have not shown this attitude toward Touzen because, for all intents and purposes, it is a state. If the 'Anti-State' wishes that the EF Charter be amended to accommodate its particular character, we would be amenable to this based on one condition: that the EF Charter will be amended to allow the entry of 'non-state territorial governmental organizations that are in actual and lawful control and possession of the territory that they claim.' This will allow us to exclude any potential non-state rival governments for the same territory, which would wreak havoc on the EF's ability to properly operate."

Prime Minister Lacé, who had made the mistake of drinking after her signing the agreement... was taken aback. Unsure if she'd misheard what the Peleglsian Foreign Minister had said, she had an aide play his words back. She was gobsmacked.

"With all do respect for my Peleglsian colleagues, Eberia is the largest economy in the Meridian Union... the largest economic bloc in the Europe. I may may be wrong about that... but what I do know for certain is that Tarusa is a rouge state who should enjoy no diplomatic privileges. I pray that I am dreaming these arguments up in a drunken stuper!"

The Remurians would not take part in any discussions on economic measurements, as they preferred their proverbial GDP dicks in their pants, not on the desks.

Furthermore discussions around the EF were not something they could contribute to, with the Commonwealth not being part of the EF.

And so, as the proceedings went into signing the document and discussing follow on matters, the Remurian delegation departed for their hotel, respecting all due diplomatic protocol and photo ops.

There was a pause from the Oltremarino delegation as they processed the Pelasgian speech, with Il Governatore and Secretary Emmanuel briefly entering a heated discussion over what to make over this curveball.

The latter then leaned in to confer with Prime Minister Lacé, stating, "
Vostra Eccellenza, if I understand the Pelasgians correctly, I believe there is less to object to the Pelasgian statements as is initially apparent. To their first point, I believe their main query is to have a less arbitrary, more established definition as to who should be first appointed to this Security Council and clear explanations as to why, be it power in the realms of economic or military, or established commitment to democratic ideals, and if that is more clearly defined their objections may fade. The amendment to the EF charter they propose is, in our eyes, not immediately objectionable either. So long as we see past the inflammatory equivocation of Tarusa to Ebria in regards to EF reform, we can keep this discussion on track and ensure that we continue moving the discussion along and conclude it as soon as possible successfully."

Il Governatore meanwhile was relaying more or less the same, but this time surprisingly enough with President Rios of Ebria, a very strange and bold move that was... perhaps... a bit outside the mandate of advisory purposes to the Radillan Republic alone, but with Prime Minister Lacé so inebriated and her own Foreign Secretary and the Doge distracted by Emmanuel, and the desperate situation the Oltremarinos perceived they were in, decorum was tossed aside in favor of expediency.

The ex-Pelasgian Foreign Minister, Mr. Phokas did not have time to respond: he was relieved and replaced by Ambassador to Ebria Antonios Orniotes—a close friend of the new Pelasgian President and the new Minister Plenipotentiary of the Republic. After the requisite pleasantries and formalities were taken care of, he addressed the point at hand.

“The point of my predecessor, honourable colleagues, is that there must be a common, obvious, articulable standard for what nations should form part of this 'Security Council,' if one is to be established. For what it's worth, Pelasgia's economy is larger than Ebria's, by perhaps half a trillion, but that is immaterial. Pelasgia is not interested in being put on this Council over our Ebrian allies; my colleague's point is that we are interested in there being a clear method for selecting and recycling the membership of any EF body, including this proposed Council."

He then paused and decided to move to more substantive matters. "At any rate, I must unfortunately inform you that I have not been authorised to sign the Treaty. Given the decision of key participants to this conference, including other MU Members, to abstain from doing so, Pelasgia considers it to be ill-advised to enter into such an agreement. We find that certain security concerns of ours would not be adequately addressed—indeed, perhaps they would be aggravated—by this agreement as it stands and given its proposed membership. Moreover, we consider that, since Pelasgia is already committed to the defence of the borders of all MU Members by reason of the Meridian Union Security Agreement, the proposed agreement would be redundant, except in so far as it would open as to foreign entanglements of much risk and little benefit. Pelasgia's long-standing policy of armed neutrality and of defence of itself and its regional partners must therefore prevail."

Ormiotes, in typical Pelasgian fashion, meant more than he said, with little regard for how easy to undertext was to read. And let him who can understand, understand, as the saying went back home. Where he spoke of signatories and entanglements, he essentially stated that since Tianlong had not signed, the Treaty would not significantly expand the force of the members in the region, while openly aggravating Tarusa and potentially drawing its hostility. Where he mentioned 'other MU Members,' he of course referred to Remuria, whose position indicated that once could remain an MU Member in good standing without signing the pact. Where he spoke of 'security concerns,' he essentially expressed Pelasgia's hope that this coalition would allow it to seize Thrakia from Serbovia, a hope that had been quashed rather promptly—thereby leaving Propontis with few gains in return for abandoning neutrality, and with an inflamed but unchanged Thrakian border to boot. This was diplomat speak for 'Others didn't sign, so this achieves nothing more than the MU Treaty. And, besides, you won't even help us get Thrakia.'

He then moved on another point. "With regard to non-state membership in the EF, I agree with my colleague from Ebria that the membership of the former Scanlaw and several successors thereof addresses any concerns regarding the admission of the Anti-State. It can join as is. We oppose any amendments that would open the EF's doors to illegitimate, non-state actors." Setting that aside, he clarified Pelasgia's final position. "Pelasgia will not be able to sign this treaty, but we will continue to support our partners, much like Remuria and Tianlong, and we will remain bound by the MU Security Agreements. Any act of aggression upon the MU's territory would be an attack upon us." With that, he excused himself and concluded Pelasgia's participation in the conference.

A betrayal? Maybe. After all, the ancient Tiburans had always warned timeo Pelasgos et donna ferentes: fear the Pelasgians even if they come bearing gifts. Then again, a more astute observer would note that Pelasgia had not abandoned any of its pre-conference guarantees, which would mean it was not really a betrayal. Pelasgia was still bound to defend the Ebrian border and the Rheinish coastline. It had instead simply elected not to take on new obligations, given the lack of its sought-after reward. Really, one would call this a proposed transaction whose negotiations went badly and were abandoned. For what are the Pelasgians but a nation of sailors and merchants?

Manuel Vargas Gomez decided to make one amendment to the treaty, by adding another article, so as to ensure that the signatories are bound to support the European Forum reformation as proposed by the Touzenese:

"Señores, I propose that we should bring forth an EF reform, for that will bring closer to us more legalistic nations like Tianlong which act more through the EF than through such multilateral agreements. To ensure that we offer our support to our colleagues from the Anti-State, I thus propose the addition of this new article, to cement a short term objective of the Valls Pact."

Article 10

The Contracting Parties will form a political bloc as per Article 2 to reform the European Forum and bring it in like as a real international organisation meant to fully represent all the nations of the world, irrespective of their political system, statist or post-statist, and to create an intervention mechanism which will ensure that the European Forum becomes an enforcer of European Peace.
"This article will be just a short term objective for us, but we must come to the European Forum with a fully fledge resolution to change the charter and I propose it by changing the definition of its members to "state and non-state nations which administer a territory", so that post-delegationist polities can fully be represented. We must also push forward a system of rotation for the Security Council, and to make it clear what are the duties, obligations and powers of the Security Council."

"Señor Gomez," the Engwahlian President replied, "our participation in this summit pertains to an orderly response to the disorder wrought by the Tarusan Empire."

Though he had not checked Linc Yeovil figured his large oversized mark of ink ballooned over other signatories in the earlier presented sections. This new addition, however, was beyond what he could add another ridiculous mark to and he described this in such a way: "Respectfully, I am not comfortable committing a mark to this amendment without due discussion with the Alms Councils of Engwahl, Nieveland, and my counterpart Almskeeper Pherson . . . Thaumantica abstains from any further amendments outside the initial purview of responding to the Tarusan Civil War."

Whether the Thaumanticans would vote yea, nay, or again lean upon abstention in the European Forum itself was not something even Linc could predict at this moment. Prior to the Tarusan Civil War it would have been a hard no, and there was a constant fear among the Nievish that some international alliance would clamp down on them. Engwahlians privately wished for this but could hardly express it in venues that Nieves were monitoring, and this was hardly the place or time to invite foreign ones to help remove the Nievish boot from Engwahl's neck.

President Langley came up behind President Yeovil and signed the document. "I'm sure our Communalist friend's discomfort has nothing to do with the ideological position of the Anti-State. The Federation supports the amendment as written." Langley turned, momentarily facing Yeovil with a flash of contempt in his eyes, to face the other members of the summit.

"Ladies and Gentleman, I must depart. I have just received a saddening message informing me of the deaths of three of our sailors currently attempting to clear the Gothic Sea of mines. My counterpart, Secretary Denton Graves will stay behind for any further discussion. I thank Ebrian delegation and the people of the Ebrian nation for their warm welcome and hospitality. Good day."

With that Walter Langley left to fly back to Charleroi to deal with the news of the first Federation casualties.

Vargas Gomez began to panic a little as he knew the ultra-statist Thaumanticans can clash at any time with the Post-Delegationist leaning polities, but he wanted to do his best to put together in the same boat the wolf, the goat and the cabbage.

"Being honest, we already have article 2 for forming political support such as voting blocs, so a middle ground can be reached through transforming the proposed article 10 into a gentleman's agreement and in the next days, Ebria will be pushing a resolution in the EF for the exact same proposals of the Anti-State.

I cannot but offer my promise for the resolution to be put forth, with or without Article 10, as a gentleman's agreement."

Yeovil glared back at the Federal with equal contempt: such an individual, such a liberal pretender, and so selfish was this Langley to Yeovil. Still, these were now by his signatory accordance allies in context of the conflict at hand so the Thaumantican waited for the skeleton like man, beard and hair black and pepper like his own, to meander away.

"This delegation too must retire to address pressing concerns from the Csengian Patriotic Council who now seek refuge in the demilitarized zone between Engwahl, Nieveland, and Prydain" Linc Yeovil pretended, "do also mark us that we Thaumanticans depart in prayer for allied sailors in injury or death and for the brave men and women charged with responding to the Tarusan menace."

"President Gomez, I thank you for your hospitality here. Your facilitation, and indeed the facilitation of the Ebrian nation, reflects upon the character of your people. If and when we contain the Tarusan aggression, the history books will one day point to Valls as the place where the nations of the free world said 'no more'."

The Touzen leader then shuffled to the front of the room.

"I will now be signing the treaty on behalf of the Anti-State."

"Including Article 10, that is", he added after a moment of resting his attention on the Thaumantican's antics.

And with a swift series of strokes of his pen crafted from the findest mahogany tables of legendary European politicians, the fate of the Anti-State was bound to the fates of the rest of the signatories.

Il Governatore looked on with pride next to Segretario Emanuele, Il Doge and La Prima Ministra as they watched the Touzeni leader affix his signature, and therefore the might of the Anti-State, to the Valls Pact and the Mondo Libero as a whole.

The Oltremarino leaned in closer and whispered to his liege, "La Tua Serenità, I think our work here is done. I need to tour the realms, start waving the flag for la Repubblica and for the Pact. Shall we affix our signatures and get back to work? War is coming, and we need to be ready."

Leaving enough space for the Radillans above, Il Governatore once again affixed his signature with a flourish next to the amendment, and returned to San Paolo alongside his Foreign Secretary. He had a trip to plan.

As everyone affixed their signatures, so too did First Bürgermeister and President Günther. She did so with photos for the national news, and shook hands with many of the other delegations before leaving. It was a bit complex considering the difficulties many delegations had here. She was even not really sure how binding this document was. Either way, Vallspakt as it would be known in the domestic news was finished, and it would now be criticized at home.
