Albeit the mixed responses to the achievements of the conference that has laid the foundations for this Commission, Carentania has high hopes that we can work towards the noble goal of decolonizing Himyar. As the first duty of this Commission, the Workers' Republic perceives adressing the situation in the Eastern Cape and developing a common strategy towards Valkany.
Questions that need to be adressed are:
- the developement of a definite roadmap to independence for the Eastern Cape and how to enforce it. Valkany has mocked the international community repeatedly and expressed its unwillingness to meet sound demands by the European public, but has also bent to diplomatic pressure. However, the fact that Valkany has always acted in a way to undermine, subvert and evade the necessary reforms of the country, evidenced by the sham of a constitution the Eastern Cape received as "autonomous" territory, we believe a sound and structured plan is needed.
-establishment of a commission to investigate possible genocidal acts in the Eastern Cape colony. Accusations have been raised at Valkany after reports indicate that Valkanian military forces perpetuated genocidal acts against the native population. An unbiased investigation of these reports should occur.
- Enforcement of land reform. After international pressure, Valkany has adressed the problem in the distribution and access to arable land that was created by its policy of subjecting natives to statelessness. Valkany has promised land reform and claimed that every Black Himyari will receive arable land. It is apparent that this conflicts with existing settlements in the Eastern Cape and requires redistribution of land owned by white landlords. For the sake of economic survival of the native population as well as the prospect of lasting peace for the people of Himyar, we deem it paramount that the international community finds ways to ensure Valkany keeps its promise.
- The official grant of a so called autonomy to the Eastern Cape and the adoption of a new and own constitution for the Eastern Cape raises questions in regards to the legality of the presence of the peace-keeping mission. Permission for the presence of these peace-keepers was given by Valkany, which has now ceased sovereignity over this issue to new colonial authorities. It may be argued that the peace-keeping mission no longer operates legally within Eastern Cape borders.
