With the talks in Anbat behind him, Deputy Foreign Minister Armand M. Cadec had raced off to the far off island state of Butuan. He had landed in the city a few hours ago and, now, was entering the Ministry of Foreign Affairs building. He walked briskly into the office of the Butuanese Foreign Minister. He looked at his host, he was much shorter than him, most people were, standing at six feet four inches, he looked at the Foreign Minister and extended his hand, "Hello, I'm Deputy Foreign Minister Armand M. Cadec. A pleasure to be in this great city."​

Having just returned after a successful meeting with the Khalistani Foreign Minister, Rajkumar Salamat Lakandula changed his plans to fly to Ludenwych when he was notified that the Belmontian Deputy Foreign Minister, Armand M. Cadec, had arrived in Butuan City. Though he had intended to fly to Paris after his meeting with the Mayalanders, the Prince decided that he could postpone his departure and still arrive on time in Lundenwych.

Offering Cadec a chair, the five foot ten inch Prince Salamat was relieved that he would not have to crane his neck to talk to the Belmontian. After they made themselves comfortable.

"Deputy Minister, welcome to Butuan City. You are fortunate that you had arrived when you did, any later and you may have had to meet with the Deputy Minister. Though Sri Pawang is likable enough, his french is atrocious and his english is not much better. If it wasn't for the fact he is old friends with my father, the Rajah, I am sure he would have been pensioned out long ago. Now that you are here, what shall we talk about?"
