The Meridian Union has been created nearly a year ago by the governments of Ebria, Radilo and Rheinbund. It later expanded, to integrate Remuria to within it. The MU has been developed to aid trade, commerce and international cooperation between Meridian Sea nations, offering tariff free trade visa free travel and the opening of labour markets, creating a judicial equality within the union for all the citizens of the member nations. (A citizen in one is a citizen in all).

Honourable Sir,

The Republic of Caria would like to submit its application for membership to the Meridian Union. Caria has long served as a pillar of stability, as well as a major centre of culture, civilisation and economic and trade activity in the Meridian Sea region, being one of the oldest nations and states to emerge and to persist in our common home. As a parliamentary democracy with strong institutional safeguards and democratic norms, Caria believes that it is well placed to participate in the Meridian family of nations.

Recognising that there are some differences between itself and other members (as, indeed, between all free Meridian nations, whose diversity should be celebrated), Caria notes that it wishes to accede to all three (3) Treaties of the Meridian Union, and to fully honour its commitments thereunder. Moreover, Caria wishes to participate in a number of Union initiatives, though notably not in the Meridiano, given the difference between its own, distinct economy, which is founded on a unique model of Meridian Social Democracy, and those of other member states.

Esteemed representatives,

The Crown of Ebria has been deeply concerned by your recent reports in regards to the economic issues the Carian Republic faces. It is important for us, as Meridian Sea partners to see that our neighbours and friends are offered the chances to develop in peace and stability, especially at those moments of war that are slowly creeping towards us and we are reaching the point where it becomes harder and harder to ignore it, understanding that the Meridian Union nations are not a castle on a hill, as the world burns around them.

The Crown sees Caria as part of the greater Tiburanian cultural world and we understand the important of bringing it together, in a family of nations, and thus sees it important that Caria is become a member of the Union. For this, Ebria will be extremely supportive of the Carian candidature into the Meridian Union provided a series of reforms will be done and changes made.

As for the bankruptcy issues, should the Carian republic be open to a series of structural changes that will transform it's functionality so as to not be in the same problem, the Ebrian government will be open to support Carian admission should the following be accepted and adopted into their Ascension treaty:

• The Republic is set to adopt an austerity plan that will ensure that the budget deficit is reduced and for the next few years, the Carian government will have to reach the very least 0.1% surplus, to begin paying back it's debts and ensure that the country stays afloat.
• The republic will create an Anti-Corruption Bureau, which will ensure that any public official which has maladministered public money, received bribes for influencing public bids and have allegedly trafficked their influence can be punished and their wealth confiscated so that the Republic's finances can return to normal.
• Caria will also begin a program of privatisations of non-strategic industries, so as to ensure that state companies which are being smothered in corrupt contracts and losing capital can be cleansed, with the main goal of making the Carian economy more efficient and also helping the republic become a prosperous and stable member of the Meridian Union.
• Caria will adopt a series of laws to end all restriction of the free movement of goods, capital and workers;
• A key requirement to combat financial crime is the creation of effective administrative and enforcement capacity, including co-operation between supervisory, law enforcement and prosecutorial authorities;
• Caria will adopt a public procurement law includes general principles of transparency, equal treatment, free competition and non-discrimination, to which Carian and Meridian Union companies will be seen as priorities and only afterwards would projects be opened to outside companies.

In exchange to all this, Ebria will support the membership of Caria into the Meridian Union. Should they receive support from @Rheinbund, @Remuria, @Radilo, Caria has an open path as a member of the Meridian Union and shall enjoy all the perks of a full member, including the security guarantees by the Ebrian Crown and the market resilience that is so important in these days. Should they become full members of the Union, the Ebrian Crown will support and propose the creation of an aid fund, which in our opinion and analyses can aid and save Caria from the default and even worse, national bankruptcy. It is of the opinion of the Ebrian Crown that Caria can opt out of the Meridiano Program, once it will be launched in the future.

Should the reforms be signed into law with the Ascension Treaty, and should Caria become a member, provided that the other members support it, we will also propose for the creation of a Verification and Cooperation Mechanism which will ensure that the anti-corruption reforms, and other promises of the Ascension Treaty will be respected, with the access to the Aid Fund being dependent on the positive reports of the Mechanism's commission.

Should the three nations accept this plan or propose to amend it, we will forward it to the Union and to Caria itself.​

As per the constitution of the Union, Associated status represents a position where certain programs of the union are implemented into the state (as per the wishes of the candidate), while observer status allows a delegate from the Thaumantic Commons to participate in the meetings of the Union, but with no right to vote.​

Su Excelencia, El Presidente José David Constanza, wishes to relay the heartfelt greetings and best wishes of the people of la República Occidental de San José to the member states of the Meridian Union, as well as their support for this supranational body that seeks to unite in solidarity against la Conspiracion Global de Explotacion and show itself as a rare exception within el Viejo Mundo Corrupto.

Given that that San José presently enjoys excellent to cordial relations with all the member states and aspiring potential members of the Meridian Union, along with El Presidente's own dreams of supranational unity and solidarity within el Nuevo Mundo Libre, this office is hereby instructed and authorized to formally request Observer Status within the Meridian Union. The intention is so that San José can continue to develop closer, warmer bilateral relations with the member states, as well learn from the member states on the intricacies and functions of the union, discovering what has worked and what has been challenging, so that this may be potentially replicated and improved upon back in Occidentia with other interested parties there.

ON THE ISSUE OF CARIA. TO EBRIA, RHEINBUND, RADILO AND TO THE UNION CHANCELLERY

The Remurian Commonwealth finds the Ebrian proposal to be a good basis on which to provide a common foundation for a Union approach towards the Carian application. However, we are concerned that the proposal outlined may seem punitive and restrictive upon Caria, especially coming on the back of the internal tumult they are experiencing.

With this in mind, we suggest the following slight alterations to the Ebrian proposal.

1. Setting up a low interest credit line to help short term prop up Carian finances to ensure the social side keeps afloat. This credit line would be overseen by a Union-led mission to ensure that the proceeds are not recycled into dividends or bonus checks for shareholders and senior management, but is in fact spent on maintaining the social net intact.
2. Caria's adaptation of its legislative environment to free movement of goods, services and people between the Member States of the Union is a conditio sine qua non of joining the Union as a member state. This should not be positioned as a separate condition or as an item in the austerity plans as outlined above. If Caria is serious about joining, restrictions will be organically lifted in the time period defined by the Instruments of Accession.
3. Whilst the idea of an Anti-Corruption Bureau may seem laudable, it may come as a sign of foreign meddling to large swathes of the Carian population. Plus, the issue of applicable law remains. Therefore, this should be rephrased into a commonly agreed approach between Caria and the Meridian Union, whereby this Anti-Corruption Bureau would act first and foremost within the remit of Carian law. Where, out of oversight, such law allows corrupt officials to walk free, in good faith and in the spirit of equity these would be prosecuted in line with the more restrictive legislation of a Union Member State. The Republic of Caria and the Meridian Union would have to align ahead on which law is applicable where, which is a logistical task.
4. Our outreach must not seem punitive to the wider Carian population, which is suffering at the hands of incompetent officials. Rather it needs to be clear that our target are the incompetent officials. We have the instruments and the tools to help the people, but we will not be lifting a finger to reward incompetence.
5. The Republic of Caria is in the middle of elections and the Union needs to monitor and oversee the situation. It may be, knowing the vagaries of our world, that the next government may smash the door to any negotiations and happily hop off into the sunset. Therefore, the seriousness of the Carian candidacy needs to be ascertained.

The Remurian Commonwealth is amenable to an Observer Status for the Commons at this stage.

The government of Ebria has analysed the amendments proposed by the Remurian Commonwealth and accepts the changes, considering that our initial position might have been a bit too stern and strict. Once the other member nations position themselves on the issue, we will form a commission to analyse the ways our laws must align in regards of fighting corruption so that both the current and future members of the Meridian Union will manage to improve their efficiency in the struggle against it.

As for the observer status of the Thaumantic Commons and the Occidental Republic of San Jose, the Crown stands in approval to both candidacies.

Honourable colleagues,

The Pelasgian Empire is one of the oldest, if not the oldest, states in the Meridian Sea, and a major economic, cultural, military, political, diplomatic and historic force in the region, having acted as one of the region's main hubs of trade since ancient times. Pelasgia has used its preeminent position in the Meridian to promote peace, understanding and commerce throughout its modern history, and we have thus welcomed the establishment of the Meridian Union.

While the Empire has no wish to join the Meridian Union at this time, seeing that the terms of the Union would be fundamentally incompatible with our focus on national sovereignty, we nonetheless believe that the status of an Observer would benefit both us and the Union, by allowing for easier dialogue and understanding between the Meridian Union and our own country.

The Most Serene Republic has no objections and indeed supports observer status for the Thaumantic Commons, the Occidental Republic of San José, and the Pelasgian Empire (baring future interferingchanges). We support the open admissions process for the Republic of Caria. However, the Republic's Chancellor of the Exchequer, the Governor of the Banca della Città, and the Director of the Statistical Policy Bureau all have expressed concerns with the current ascension proposals regarding the Republic of Caria. We want the process to go forward and are in favor of advancement, we just hope to devote more time to discussing the specifics of such plans.

Honourable colleagues,

As brotherly nations and as long-standing cultural, economic, diplomatic, military and mercantile forces of the Meridian Sea region, the Kingdom of Pelasgia and the Despotate of Caria would like to file joint applications for membership in the Meridian Union. Though it is understood that Caria has had some recent financial woes, the two countries have reached an agreement whereby Pelasgia will aid Caria financially in exchange for fiscal and economic reforms, ensuring the long-term viability of its economy and its public finances. Additionally, though Pelasgia's domestic policy is not fully aligned with that of some members, the Kingdom remains a parliamentary democracy with a constitution guaranteeing fundamental rights and a strong rule of law—values that we believe underpin all Meridian nations.

The Commonwealth is in principle amenable to the joint application provided the issue of future voting rights is negotiated beforehand.

Given the close political alignment between the two States and the status of Caria as a Pelasgian Despotate, it is the opinion of thr Commonwealth that one combined vote would be attributed to Pelasgia and Caria, not two.

We are in favour, but the point regarding voting rights put forward by our colleague from Remuria is valid. We would consider the Kingdom of Pelasgia and the Despotate of Caria one nation, given their very close political alignment; therefore, we would indeed give the Kingdom of Pelasgia and the Despotate of Caria together one vote.

I just realised that in our correspondence on 16 June 2023 with correspondence number 2023-06-16/442 we did not voice our opinion on the observer status for the Thaumantic Commons and San José. Apologies for that. We are in favour of granting the Thaumantic Commons and San José observer status.

Joint Public Communiqué by the Ministries of Foreign Affairs​

To the attention of the Honourable Ministers of Foreign Affairs or equivalent of the Member States of the Meridian Union.

Honourable colleagues,

Recognising the close ties that bind Pelasgia and Caria, and further recognising that bilateral treaties between the Kingdom and the Despotate are such that Pelasgia partly controls Carian foreign policy by reason of the integrated military command structure between our countries (in which the Pelasgian General Staff predominates) and Pelasgia's guarantee of Carian sovereignty and its protection over Caria, we consider the request for our two countries to have one, common vote to be a reasonable one. If that is the condition for our membership, we are willing to accept it.
