The Socialist Confederation believes the matter of the Himyari People's Union's most recent declaration to be an internal political issue for the involved states. It is the opinion of our government that the matter should be resolved by inclusive political discourse, rather than violence. The Asterian Confederation can not condone violent actions which endanger the lives of the innocent, and it is the proven tenet of democracy that substantive change is best achieved through dialogue. We caution Himyari nations and the HPU against violence and against asymmetric or disproportionate reactions and encourage a reanalysis of Himyari political discourse to determine a peaceful solution that legitimately, and genuinely, addresses the grievances raised while preserving the security and livelihood of the people.

We thank the Socialist Revolutionary Confederation of Asteria for their kind words and we wish to let it be known to the whole world that we have taken this step towards armed resistance because we have exhausted all other avenues for sorting out our grievances. We have been betrayed by the chiefs, which have sold their land and peoples to Pelasgia for "security and protection", and whom are still actively conspiring against their people by still legitimising the current status quo.

We are seeing our lands curtailed, we are being pushed in reservations. The lands on which our families have harvested sorghum and hunted antelopes for generations are being transformed into the posh mansions of Pelasgian colonials. We are underrepresented, occupied, oppressed and now a campaign by the Pelasgian Far Southern Himyari Company to bring in more and more settlers into our lands will see in a few years the complete disappearance of the Kintu and Keke peoples, as in just a year and a half, there are about 1.3 million settlers in our nation, compared to us being only 2.5 million.

What we see now in the far south is a genocide by colonists coming from northern Himyar and us, the the Far Southern Himyari People's Union and our armed wing, the Kintu and Keke Liberation Army will not stand by. Should we fail, we will at least know that we died resisting, not accepting our fate.

Meeting with Aurarian Ambassador

We wish to summon the ambassador of the Aurarian Republic on the matter of the Reman Sea fleet exercises. While we recognize the necessity to conduct force readiness exercises on land, sea and air, our Office has received numerous complaints regarding the sudden notice and its impact on air and sea transportation transiting the area. We would kindly ask for a larger window of notice than one week, and will duly provide at least a months' notice on any exercises of our own which may, as necessary, incidentally occur outside of our own sovereign territories - which we recognize as being limited to 12 nautical miles from our shores.

Regardless of this, we wish the Aurarian military success in their review and safe sailing for Auraria's naval personnel.

Thank you for your letter regarding the Republican Navy's announced exercises in the Reman Sea to take place on the 15th of Germinortia or Sunday, May 3rd.

By my order, Ambassador Julio Delgado will make himself available for a meeting at the earliest convenience. Let me reiterate the commitment of the Aurarine Republic to total transparency, within reason, to the exercises announced. Ambassador Delgado is prepared to answer any inquiry.

On the separate points of a larger window of time, I recognize the abrupt announcement and the very short turn around to make the necessary arrangements for safety. On this point, I guarantee that the Republican Navy and Ministry of Foreign Affairs are working diligently to provide for the necessary accommodations to guarantee the safety of all military, non-Aurarine military, and civilian vessels and airliners, during the course of the training. Should there be any reason to believe that the necessary accommodations cannot be met and that the training will not be safe to all the previously mentioned parties, the timeline will be appropriately adjusted.

However, the Republic respectfully declines the request to extend the timeline due to the fact that the speedy mobilization of Aurarine forces is, in and of itself, part of the test. In a true emergency situation, such as a search & rescue operation, the Republic will likely have far less time than a week to prepare so it is important that we test the Republic's ability to prepare for rapid response.

Press Conference On Claret Sea Council

It has come to the attention of this Office that the Commonwealth of Pohjanmaa greatly detests recent overtures made between the Pelasgian Empire and other regional governments, including the Confederation of Asteria and her regional partners, regarding a recent instrument created to avert confrontations through politics. This has caused the Commonwealth to take limited actions, aimed to enhance her own security, against select states out of concern that the CSC represents an instrument to impact one of the world's most vital trade routes. While we recognize the right of the Commonwealth to undertake foreign policy as she deemed fit, it is still considered necessary to clarify the intentions of the Confederation.

The Socialist Revolutionary Confederation of Asteria's rules on laws of the sea, regarding the maritime use of Asteria's Exclusive Economic Zone, does not restrict in any way the transit of vessels. The Socialist Confederation of Asteria's jurisdiction, with respect to the application of Asterian law, extends no further than 12 nautical miles, and Asteria will only interfere with legitimate maritime activity in its EEZ which, without compensation, takes from the resources of those waters. By all other measures, activity in the EEZ is considered pursuant to applicable international laws and norms. Furthermore, SRC Asteria guarantees the right of innocent passage to all vessels, of all nations, through it's sovereign territorial waters into and out of the Reman Sea. SRC Asteria has not, by joining the CSC, attempted to regulate the free transit of ships through the Claret Sea. Instead, SRC's participation in the CSC is for the purpose of establishing new channels of dialogue to deescalate rapidly developing situations involving maritime incidents. These incidents could be the unjust arrest of fisherman, the contested exploration of subsurface resources, or the impact of economically disruptive military exercises amounting to blockades.

Regardless, it is the opinion of this Office that participation in multilateral, permanently standing diplomatic organizations is a more efficient, expedient and transparent form of diplomacy than a complicated web of sometimes contradictory bilateral relations. As such, SRC Asteria asks the Commonwealth of Pohjanmaa to reconsider its current course and please re-examine the Charter of the CSC, which clearly states that a simple majority vote is necessary purely for resolving disputes between two member parties and conducting administrative actions, while fundamental changes, such as might be described as 'Treaties,' would require the unanimous support of all interested member states. As an example; any attempt to restrict trade or bar vessels from areas of jurisdiction of CSC member states would require the unanimous support of CSC member states, which would be indicative of far more dire politics outside of the Claret Sea Council, which I do not believe the Commonwealth, or any other lawful and rational state, need fear.

It does not abide to the CSC and will continue to act as it sees fit for the inhabitants of Pohjanmaa and all free peoples of the world. Pohjanmaa must protest the strange accusation now made on the subject of taking limited actions against select states. We find your accusation strange as you attempt to defame Pohjanmaa with some narrative or plot against the region. We have and always will advocate for the rights and freedoms of all peoples. Asteria must choose. It hides behind the faith that the Pelasgian State has its best interests in mind. The Pelasgian State only has the interests of the Pelasgian State and that can be seen through the Status Quo Treaty where it seeks to use its partnership with Kadikistan to make Pelasgia the hegemon of the Claret Sea region. The CSC is nothing more than another tool for this. Asteria must choose if it stands in the shadow of Kadikistan and the Rurikgrad Pact via the Pelasgians, or if it stands strong for Gallia. It goes without saying that your comments clearly indicate that the Asterian Government wishes Pohjanmaa to entrust our future to the better judgment of Asteria. We do not proxy. Again, as stated before: Pohjanmaa does not recognize Pelasgian claims of hegemony in the Claret Sea, and this effort has only confirmed our belief that they seek to police it under the guise of co-prosperity with their immediate neighbors. The Socialist Revolutionary Confederation of Asteria stands first and foremost not for Gallia, nor for the acquisition of wealth, but for the security of its own people, and will conduct any diplomacy towards that end as it deems necessary. I will not pretend to genuinely represent the beliefs held by the Pelasgian Empire, but I fully anticipate the Pelasgian government is primarily pursuing their own policy agendas in a manner they believe advance their own interests. It is not a concern of mine if our actions benefit other nation-states; peace and security are not a zero sum game, and the Pelasgian people are as deserving of peace as any other. I have determined the CSC to be a tool to advance regional security by offering alternatives to disputes which would result in war, which I am sure you would agree is a far more serious risk to shipping in the Claret Sea. To that end, I take our membership in the Council seriously, and have instructed our representative to oppose any measures within that body that are a detriment to regional security. That said, I will not be made to abandon measures of dialogue for arbitrary ideological reasons; gone are the days of crusades and global revolutions, may they forever remain unrealized delusions of the capitalist endeavor: war and the Necrocene.

To whom it may concern,

We thank our partners in Asteria for their level-headed and rational response to Pohjanmaa's continued provocations. Evidently, Pelasgia, just like Asteria and Pohjanmaa, is a state looking to the best interests of its citizens. These interests often conflict, especially in a region as busy and diverse as the Claret Sea. It is for this reason that we have founded the Claret Sea Council, on the occasion of Pelasgia's continued dispute with Montedoro, as a means for such conflicting interests to be peacefully reconciled. We reiterate once more that, as per its Charter, the Claret Sea Council is a dispute resolution and trade agreement negotiation body, not a governing authority for Claret Sea navigation. Navigation through the Claret Sea corridor is governed by freedom of navigation and international maritime law, as is the case in any body of water.

We must now correct the record on a series of inaccurate statements on the part of Pohjanmaa. The Status Quo Treaty governs the Kalahari Sea, not the Claret Sea. The Status Quo Treaty was specifically concluded in the aftermath of the First and Second Justinian Crises, almost seventy years ago, and does not touch upon the nearby Claret Sea. It can thus not make Pelasgia a "hegemon" of a body of water which is not mentioned in it. Pelasgia has never claimed such a hegemony, and will not do so. Even if Pelasgia were the regional hegemon, hegemony is a question of fact, not of de jure claim. Pelasgia considers all sovereign states to be its equals, as that is what they are, based on the jus cogens of customary international law. Moreover, Pelasgia has never "slandered" Pohjanmaa; on the contrary, Pohjanmaa has twice slandered our Empire in recent days, with claims of our seeking to vassalize our neighbours and of us being "morally bankrupt".

Pelasgia is not and never has been a member of the Rurikgrad Pact. In fact, we have a long history of conflict with and opposition to the members of the said Pact. Nevertheless, we are able to peacefully coexist therewith and to cooperate to ensure the peace and prosperity of the Claret Sea-Kalahari Sea corridor and our broader regions. If the Corridor is as important to Pohjanmaa as it would make it out to be, the Commonwealth should perhaps be thanking us; at the very least, they could learn from our efforts to peacefully coexist and actively cooperate with those who are not like us. They owe it to their posterity.

These drills are set to begin on June 15, and will continue until June 19, and will be conducted by foot mobile, motorized, mechanized, and armored ground units. While anti-air drills are not to be a part of the drill, the relevant requesting authorities will be distributed information necessary to ensure the appropriate precautions are taken by civilian aircraft transiting the exercise zone.
