Foreign Minister of Telora,

Good day and my warm regards,
In writing to your good office, it is my hope that you are well informed of the current situation in Gallia. While fully knowing that the Teloran Republic seeks peace in the current conflict, a viewpoint we steadfastly respect yet disagree with at the moment, it is our official position that the Teloran Republic is a truly rare state which has embraced the full virtues of neutrality and has not given up its own identity in the process - a highly remarkable feat.

It is with that in mind and also the complete unreliability of neutrality of the Republic of Batavië, a state which was one of the bastions of communism just till earlier this year, we wish to inquire if the good offices of the Teloran government might play host to any peace initiative or negotiations in the future. Do take notice of the fact that at present we wish this matter to remain strictly between our government and our Teloran counterpart. It is imperative to secrecy on this subject.

The Federal Republic of Telora is clear on this matter; we believe peace to be in the interests of both parties in Gallia. However, we are not going to attempt to force you into negotiations, but will continue to publically lobby both sides to end the war and return to negotiations.

On the specific matter of good offices, we believe that the offer by the Northern Council to hold talks in Batavië would be more likely to bear fruit in the wider arena over time, as that body holds a greater degree of influence than Telora alone. However, we would be extremely pleased to host a first round of contacts between you and Coronado in Telora, to begin the process of framing any ceasefire agreement and developing the diplomatic relations essential to any peace process. Any such talks can be conducted in total secrecy, and will not be declared to Congress or the public, under the Good Offices Act (1956). We remain of the opinion, however, that the main round of talks should be held in the Northern Council, given their greater influence in Europe.

If you require further information, or if you wish to contact Coronado on any other matter, I have instructed our embassy staff in Paris to offer you a channel through which to do so. I hope to hear from you again in the near future.
