In the coming weeks I will be joined by Prime Minister Hendricks of Akwesasne and Prime Minister Lundqvist of Suionia to begin discussing the possibilities for a league of non-aligned countries. We are exploring the formaiton of a Non-Aligned Movement (NAM) to protest the Security Council system, Oikawan imperialism in the east, and Franconian hegemony in the west.

You are invited to an initial discussion of the nations that will determine the architecture of the NAM. Three possible constellations come to mind:

1. The NAM as a boycott of the CON and a temporary rival international forum.
2. The NAM as a bloc of states that articulates common goals to the CON via NAM-members who are also member states of the CON.
3. The NAM as a pool of states that elects a third 'permanent' Security Council seat reserved particularly for NAM nations via an independent process.


We imagine a massive group dedicated foremost to the principle of sovereignty: Northern Council nations, Kryobaijan, Zivotinje, Free Union, Carentania, Sinhai, Minh Dao, Gorno-Altai, Wendmark, the Papal States, etc., to call for reform in the institutions of the international community.

Your Excellency,

It is with great interest that we in Einsiedeln have received Your Excellency's invitation to the Non-Aligned Summit. The government of the Free State welcomes any initiative that would assist in efficiently resolving global issues and preventing international tensions. As such, it is with pleasure that I accept your Excellency's invitation.

I profit from this opportunity to clarify the Free State's position on the Council of Nations. Wendmark is the sole country in the world that allows such a high degree of popular participation in politics as to make accession to international organisations subject to referenda. In 1986, the Wendmarker People rejected the government's initiative to join the Council of Nations. Since then, successive governments, and mine included, have abstained from the issue and have allowed the relevant initiative groups to take matters into their hands. Successive opinion polls indicate that the Wendmarker People is in majority opposed to membership in the Council of Nations.

Until the recent SC Resolution 20, the Wendmarker government tacitly supported accession to the Council of Nations as an instrument of international cooperation necessary to global stability. The Council's unpopularity, numerous defections and seeming inability to face global issues, however, have alarmed the Free State's government. It is the belief of myself and my government that a global instrument, encompassing all or the overwhelming majority of nations, is necessary to face outstanding issues and react efficienty to global challenges. Whether such an instrument is to come from a reformed Council of Nations or from a new instrument of international cooperation is up to the global community to decide and Wendmark is willing and eager to participate in such a collective effort. An effort that would sway even the most sceptical voices in Wendmarker society.

I hope that my clarifications and relatively long missive have managed to better convey the position of the Free State.

I apologize for my late reply. As you know, my government is currently in an interim transition phase to a republican democracy, and though myself interest in the document, it took an inordinate amount of time to contact my superiors, such as the situation is, for counsel.

To address your idea concerning the proposed Non-Aligned Movement, I believe that such a movement presents not just a point to juxtapose the corruption inherent in the power politics of the Council of Nations, but it also may serve as a tool for the strengthening of sovereignty and independence. Increased sovereignty and a forum of equals can only serve to enrich the world.

Therefore, it would please my current, and doubtfully future, administrations to participating in the founding of such an illustrious and inspiring institution.
