The Committee on Oelar Information Gathering was the first group of NC parliamentarians elected by their peers to handle the prospective accession process of a new member state. Oelar was a special case that warranted undivided attention. The corridors of the NC headquarters parliament (and there were many as the complex had many buildings) were full of doubtful yet exciting talk: they'll never meet the criteria, they're all poor! - their idea of democracy is laughable at best! - an EDF plaything, they are!
Despite what the bureaucrats liked to talk about while out on lunch break the NC was obligated to take every application seriously. Oelar's chances were questionable, but even if accession was not likely at first, the beginning of talks would lead to a variety of assistance programmes, bringing the mountain country on a path towards a better future, one which included more NC influence.
On the 14th floor in the 'Threveburg' Committee Room, one was afforded a beautiful view of the old city of Hilversum, just over the river from the NC Complex. The committee consisted of 10 Members of Northern Parliament, chosen from different political parties and countries of origin. A clerk and a stenographer sat in the front of the rectangular oriented conference table. Behind them in interpretation boxes with glass windows sat the interpreters ready for the criss-crossing of the official languages. The MNPs had elected unanimously an Arendaaler peer to fulfil the role of Chair (I'll RP for now). When the preliminary proceedings were taken care of and the aides and journalists were seated in their respective seats the Oelarian delegation was allowed into the room. Their power point presentation, full of detailed maps, graphs and statistics, had already been uploaded onto the room's computer.
The Chairman from Arendaal, Pers Martin Skjæraasen, welcomed the delegation as they took their seats.
'A pleasure to have you here, ladies and gentlemen.' spoken in the beautiful tones of Aren Norsk. 'We are excited to have you here before us where we intend to learn much about the country of Oelar. You have received our agenda, which consists of the items of priority. These next few days as we get to know each other for the process ahead we will leave most of the organisation of the proceedings to you. After each phase of the presentations we will ask questions, confer privately and then continue on with the proceedings. So, without further a due, please begin!'
