The Committee on Oelar Information Gathering was the first group of NC parliamentarians elected by their peers to handle the prospective accession process of a new member state. Oelar was a special case that warranted undivided attention. The corridors of the NC headquarters parliament (and there were many as the complex had many buildings) were full of doubtful yet exciting talk: they'll never meet the criteria, they're all poor! - their idea of democracy is laughable at best! - an EDF plaything, they are!

Despite what the bureaucrats liked to talk about while out on lunch break the NC was obligated to take every application seriously. Oelar's chances were questionable, but even if accession was not likely at first, the beginning of talks would lead to a variety of assistance programmes, bringing the mountain country on a path towards a better future, one which included more NC influence.

On the 14th floor in the 'Threveburg' Committee Room, one was afforded a beautiful view of the old city of Hilversum, just over the river from the NC Complex. The committee consisted of 10 Members of Northern Parliament, chosen from different political parties and countries of origin. A clerk and a stenographer sat in the front of the rectangular oriented conference table. Behind them in interpretation boxes with glass windows sat the interpreters ready for the criss-crossing of the official languages. The MNPs had elected unanimously an Arendaaler peer to fulfil the role of Chair (I'll RP for now). When the preliminary proceedings were taken care of and the aides and journalists were seated in their respective seats the Oelarian delegation was allowed into the room. Their power point presentation, full of detailed maps, graphs and statistics, had already been uploaded onto the room's computer.

The Chairman from Arendaal, Pers Martin Skjæraasen, welcomed the delegation as they took their seats.

'A pleasure to have you here, ladies and gentlemen.' spoken in the beautiful tones of Aren Norsk. 'We are excited to have you here before us where we intend to learn much about the country of Oelar. You have received our agenda, which consists of the items of priority. These next few days as we get to know each other for the process ahead we will leave most of the organisation of the proceedings to you. After each phase of the presentations we will ask questions, confer privately and then continue on with the proceedings. So, without further a due, please begin!'

The Oelarian Republic's only diplomat was actually a painter, but he acquitted himself well in a svelt suit-jacket, fashionable wire-rimmed glasses, and a neatly cropped beard. Fashionable dress in Oelar was limited to students and homosexuals, of which he was the latter. But he still felt out of place. In this place of startling bureaucratic complexity, it was odd for a foreign minister to personally sit for a hearing, odder still for him to have only one aide, an even odder still for that aide to be the regnant monarch's great-niece. Sváva Pallsdatter Gunn was at that moment looking around for a familiar Cornavian face - she had just been in Southport - but none were to be found.

Niels Niklausson Roerich smiled his gentle smile, and began in Aren Norsk - which was closely related to East Norsk or "Tagzig" - rather than his native German. Roerich did not want to be associated with the Franconians. Franken had a long shadow.

"Colleagues and neighbors, the reports you are holding comprise the first round of government documents from the Foreign Ministry of the Republic of Oelar. Please turn to page 1-a..."

INFRASTRUCTURE

You may not think of 'Snowelar' as a green country, but ecological sustainability is a number-one priority of the Republic and a constitutive value of its public infrastructure. Two of the three principal cities of the Republic, including the capital, are closed to vehicle traffic. Cars are rare except in the main center of commerce in the country, Knytlingsfort. The southern city of Knytlingsfort is connected to Erlangen, Franken by OLR-1, the Peace and Friendship Skyway, which is the only highway in the country. Snowmobiles are more common personal vehicles to connect rural Oelarians to their nearby towns.

Persons and goods travel long distances via rail. The Oelarian Railway overseen by the Transport Ministry was an engineering marvel of the early 1900s, traversing the highest mountains in the region. It runs from Issverth on the coast, though the capital (Yungdrung Gutsak) and Knytlingsfort down into Franken. A rail bridge to connect Southport, Cornavia to this line has been planned. This is seen as a necessary link in an envisioned Scanogermanian rail system. The Transport Ministry is currently soliciting economic aid for this major infrastructure improvement project, with approval from the government.

For this reason, please note, Olmolungring proper is almost entirely cut off from the Suionian exclave territory in the southwest of the country.

Oelar is committed to responsible use of energy resources. Oil and natural gas are imported from Arendaal via tanker and from Franken. An undersea pipeline currently in the initial phases of construction, which should reduce the cost of transport and be environmentally safer. Subsidized oil and natural gas is provided to schools and hospitals courtesy of Royal StatOil of Arendaal. Traditionally energy sources are still widely used, exclusively in rural areas; most Oelarian homes are heated by wood or peat stoves - even if they also have oil or natural gas heat.

Even though Oelar is the consumer of the fewest energy resources and lowest polluter in the region, the government still works under strict orders that economic modernization plans must meet strict environmental standards to continue our ecologically sensible traditions. Government plans for subsidize rural redevelopment will include large cluster-home structures that will replace villages in order to maximize the amount of green-space and use energy resources responsibly.

Mobile telephone service is available in major cities, but cellular devices are expensive and heavily taxed. The Oelarian government charges high import tariffs, commonly 400-600%, on personal communication electronics like televisions and computers. Exceptions exist for computers sent to students, businesses, and government agencies. The common practice is for televisions to be owned communally by pubs and restaurants. There are 4 public television stations in the country and no private channels. Satellite televisions are extremely rare. An effective national postal system does exist.

Direct international flights to Oelar are not possible at this time except via Erlangen, Franken. Flights from Erlangen come into the southern city of Knytlingsfort, which is the national commercial center. It is an additional 2.5 hour trip via rail to the capital. Knytlingsfort is the only airport in the country.

Issverth is the nation's major seaport. Principal overseas trading partners are Arendaal and Cornavia. The Transport Ministry operates customs offices at all four entry points: at Issverth port, at the road and rail links to Franken, and at the Knytlingsfort airport. Tourist visas are free and easy to obtain. Tariffs on incoming foreign goods are assessed at these locations.

Some of the bureaucrats had looked a little alarmed reading through the business about televisions and computers. "It is not for censorship purposes," explained Roerich, "but the Lord Rigpa feels that in a traditional society like Olmolungring, foreign media saturation would destroy our language and culture. You see periodic liberalizations of these rules. Travel restrictions, for one, on our people have all but been totally lifted... The second document, please."

POLITICS

The Oelarian Republic, as the legal government of the country, is appointed by the nation's spiritual leader, the Lord Rigpa, who is in turn elected for a life term by a Great Council of six elected representatives, two church leaders, one university president, and four hereditary noblemen. The government is currently led by Prime Minister Robert Petursson Viereskog. You might call ours a mixed/pluriform political system.

Local democracy is an ancient tradition in Olmolungring. Adult Oelarians in all communities elect their local leaders. Oelarians over the age of 17 who choose to be placed on the tax rolls and agree to abide by government laws may vote for representatives to the semidemocratic Great Council which meets at least once every three years. Those who choose not to support the government must abide by the basic laws of our constitution, the Doom, by which the rigpa is sworn to keep the peace.

New public/private partnerships are coming up in Knytlingsfort as democratic mechanisms to partner with the Church, which runs the schools and hospitals in the country.

Roerich felt the need to explain some passages. "It will not be helpful if you think of Olmolungring's political system as a modern European nation-state, but I hope you can recognize our commitment to democracy, liberty, and human equality without your standard institutions. Rather, perhaps analogous to an indigenous tribal government, you must have some flexibility based on our culture. Last, to the economy."

ECONOMICS

The major sector of the economy is the agricultural sector, which employs >75% of the Oelarian people. Our main products for export are wool, cheese, and spirits, as well as diamonds, ore, aluminum, and clothing (for clothing, see below). You will find in Oelar some of the finest artisans in the world making cheese and spirits, especially our famous whiskys. International mining companies and one major Oelarian conglomerate mine zinc, diamonds, ore and aluminum in the south and east of the country. Oelar ranks among the top European diamond exporters, and diamonds mined and cut in southern Oelar are renowned across Europe for their striking quality.

Bank secrecy acts make the banks based in Knytlingsfort some of the most important in the world. Oelarian banks seldom have in-house investing firms, so the money they handle is usually traded by foreign firms, for example in Danzig or Wing Sing.

Despite standout mining and banking activities of international importance, Oelar remains one of the poorest countries in Meridian Europe. A historically weak government has not managed to turn the country's wealth in terms of natural resources into a high average living standard. 'Sweatshop' factories owned by mostly Franconian countries proliferate on the outskirts of Knytlingsfort. There have been efforts to regulate working conditions in these locations.

Oelarians hope stable working relationship with the Northern Council and greater investment will increase a small tourist industry, since Schlesnitz has some of the finest ski slopes in Europe.

The Franconian thaler is the currency most commonly used in Oelar at the present time, although the government is currently considering plans to end this dependency.

"Gutkind's currency plans, I think, are lunatic plans," concluded Roerich smiling. "Although it is no secret that Oelar wants to end our economic dependency on Franken. It is our desire to be an independent nation with a unique and protected culture, and we hope the Northern Council might be amenable to helping us achieve these goals. Thank you."

Chairman Pers Martin Skjæraasen listened attentively as Roerich spoke. In addition to its content, he was considerably impressed that the Olear diplomat chose to speak in Aren Norsk. Roerich's excellent command of the language only added to Skjæraasen's regard.

As he finished, Skjæraasen smiled and nodded, thanking him for the detailed presentation. "If the honourable representative of Olmolungring has nothing to further to add, I would ask that the delegates here present proceed to ask any questions they may have before we adjourn to convene privately on the information which Mr. Roerich has provided to the Committee."
