Xinhaiese deployments to Calidia and the Elbenese border have destabilized the north Germanian security environment. Kadikistan's commitment to the Status Quo Treaty is uncertain. Meanwhile, I doubt the resolve of the Gallian great powers to protect the northern kingdoms, worse, there are reports that Grand Duke Charles dreams of restoring the Holy Frankish Empire and returning to an expansionary mode. Even if Bourgogne were willing to guarantee Gunnish security, our Foreign Office reports, it would inflame tensions with Ivar considerably.

On behalf of the Thing, I ask that you send competent diplomatic personnel and military attachés to the coronation of Queen Julian, for private consultation about a coöperative defense scheme, and a mutual defense scheme in the event of Burgundian or Kadikistani aggression.

It may be the case that Her Majesty Queen Julian will need to be convinced of the merits of such an arrangement, but I trust your discretion in this sensitive matter, and am yours,

We will be glad to send in Assistant Minister of Defense Jacob Prochnow to accompany HM to the event as well as a few other officials within the government as to not raise initial suspicion, with the intent that eventually it will be more generally accepted among leadership. We have also been looking into these reports about Grand Duke Charles wishing to reform the Holy Frankish Empire, and are gravely concerned about possible war due to territories currently Geotrian having been once a part of the HFE.

We look forward to discussing these matters in the coming future.

Army Council + Kingdom of Gunnland

By order of Her Majesty Queen Julian, I extend an offer of military assistance to the Kingdom of Elben. Concerted efforts are being made to undermine the 1921 Trivodnia-Kadikistan peace treaty and now even the legitimate government of Crotobaltislavonia. Her Majesty will not allow our brothers in Elben to be next.

To augment our joint defensive capabilities, I have recommended the gradual deployment of an infantry brigade and an armor brigade to southeastern Elben, a force of some 10,000, no more than 150 km and no less than 100 km from the Kadikistan border, and no less than 80km from the Trivodnia border. I would request base facilities capable of housing and training twice that number, should need arise, and the intensification of scheduled joint training exercises with the armed forces of Elben.

We may discuss this arrangement personally this weekend.

Esteemed Leader Blackthorn,

I too do believe that Kadikistan's support for for the Northern Status Quo wavers, but I just hope that there are bigger fish to catch down south, looking for Trivodnia, Ruthenia-Galicia, Eiffelland or Nichtstein. Looking at the example of Trivodnia, any kind of alliance with Bourgogne and other Trier Concord signatories would be a grave mistake as it would not only make us the violators of the treaty and it would most likely attract unnecessary attention.

We nonetheless understand the need of regional defense solidarity and we think that a defense agreement should be signed banding together the kingdoms of north Germania and eastern Scania, namely, the High Kingdom of Caledonia, the Kingdom of Gunnland, the Kingdom of Elben, the High Kingdom of Warre, the High Kingdom of Ivernia and the Duchy of Montroulez.

We of course, believe that this defense agreement must be kept secret at all times. I will personally come to Windhaven to discuss this agreement with you.
