For our modest energy footprint, Oelar relies almost exclusively on imported petroleum. Because of the proximity of Emyn Arnen, we would like to explore the possibility of a pipeline between Arendaal and Issverth, our principal port on the westernmost extremity of Olmolungring. This will save costs for Aren suppliers and Oelarian consumers.

An important part of my agenda is negotiating subsidized fuel prices for publicly-recognized school and hospital facilities, given the extreme need some of these institutions have in our poor country and the limitations of the Oelarian State.

Perhaps a working visit between Prime Minister Bjornsen and my boss, Prime Minister Niels Niklausson Roerich, is in order. We look forward to these negotiations, as well as talks about Oelar's accession into the Northern Council and the possibilities of security cooperation between Oelar and the NC countries.

The construction of a pipeline between Emyn Arnen and Issverthis a comendable suggestion which the Aren government is eager to see realized. The benefits to our suppliers and Oelar's consumers will undoubtedly be immense and the lucrative deal would serve to boost both diplomatic and economic ties between our two states.

A subsidy for institutions such as schools and hospitals can easily be arranged, given the vital social functions they perform. Royal StatOil would only ask that the agreement on subsidized fuel prices be made a matter of public record; as a corporation it is, after all, forever eager to bolster its reputation through subsidies 'for the public good'.

Prime Minister Svea Bjornsen is eager to meet with Prime Minister Niels Niklausson Roerich at the earliest possible convenience. We would suggest a visit in the coming week at which the details of pipeline negotiations can be finalized. Needless to say Arendaal would support Oelar's accession to the Northern Council and back efforts for security cooperation between the Council and the Oelarian State.

We will make preparations for Prime Minister Bjornsen's arrival in Yungdrung Gutsak, perhaps to coincide with the birthday celebration of our 53rd Exalted Lord Rigpa, Thorlakur Feargusson Gunn this December 28th. Apropos of the subject of the meeting with Prime Minister Roerich, the Franconian royal family - and I believe my colleague Robert Beaumont - will be in town. (Of course, the Nareaths are invited as well, it is a quick plane trip from Emyn Arnen I made many times as a student.) A undersea pipeline from Arendaal might connect Aren suppliers to customers not only in Oelar, but also in Franken (obviously a much vaster market) as well at reduced transport costs.

Publicization of Royal StatOil subsidies would be acceptable, of course, in Oelar.
