This ministry has received several complaints by the National Union of Fisheries (NUF) in regards to the behavior of Ivernian fishermen and vessels in various sections of the Gothic Sea and its environs, where the larger vessels bearing Ivernian flags have intimidated and harassed Belmontien fishermen to empty out regions long associated as solely Belmontien fishing grounds.

The Government of Belmont requests the Government of Ivernia to look into the matter at the earliest.​

The High Kingdom of Ivernia does not recognise the fishing grounds that the Republic of Belmont has declared for itself. The Gothic Sea, and all of the bounties found therein. is the sole privilege of those nations who bear it's coast, it's waves and it's storms. The High Kingdom of Ivernia boasts hundreds upon hundreds of miles of pristine coast, shared with this Great Northern Sea. The Gothic Sea cannot be claimed by such nations nestled deep in Germania's arms, and are only connected to it by a thin, weak, strait which is also dominated by Ivernish Coastline. The High Kingdom of Ivernia, shall speak with it's National Fisheries to placate their aggressive attitude, but only because aggressive boatman-ship is an illegal act in Ivernish Sovereign Waters. Not because we feel the need to becalm your false-claimed rights to our Sea.

Any ship caught in the act of fishing upon Ivernish Sovereign Nautical Territory without the appropriate licence will be prosecuted for poaching under Ivernish Law.

This ministry must point out a few errors in the Ivernian response.

The Government of Belmont is not claiming any waters as exclusively our own. But rather, the protest has been lodged by the National Union of Fisheries. It should be remembered that the fishermen in question are conducting small scale operations. The small subsistence fishing communities of northern Belmont have historically relied on these particular fishing grounds

Additionally, these acts of aggressive boatman-ship are occurring in international waters, which complicate the matters considerably. We are perturbed by the tone of the response issued by the Ivernian Government which is generally negative and hostile, in our perception. It is a shame that there has been a gap in communication between our two governments.​

When the Government of Belmont, Ministry of Fisheries sends a notice to The High Kingdom and brings specific mention of ''regions long associated as solely Belmontien fishing grounds'', then not a moment later states that it never stated any exclusivity on the area, and turns to declare the High Kingdom of Ivernia of being erroneous in assuming this, the High Kingdom of Ivernia wonders of the consistency of your Ministery.

If the Government of Belmont does not which for Ivernia to be erroneous as to the location of the incident, then perhaps it should refrain from the location being called by it's Ministers ''The Gothic Sea'' if what the Belmontion Department truly meant was a small international zone of sea deep within the South Gothic Strait. Ivernia shall always defend her rights to The Gothic Sea, so if a Ministry of any nation calls to check Ivernish Rights of the Gothic coast then we shall respond with all the manner deserving of such an unmitigated declaration.

As stated in the previous Communique, the Government of Ivernia shall be speaking with the Ivernish National Fisheries in order to ascertain and investigate the levels of Aggression accused by the Belmontian Government, and as they have been declared to have been flying Ivernish Flags they are supposed to act under Ivernish Jurisdiction even within international Waters. Beyond that, there is nothing Ivernia can or even should do, as these are international waters, and as such by definition, the Ivernishman has as much every right to reap the harvest as a Belmontian, and it would overstep either Government's capabilities to enforce, one way or the other, a restriction of the rights to fish in those waters.
