Treaty of Talemaniki Secures Independence

Following the ratification of the Treaty of Talemaniki by both Altai and Talemantros the former territory of Zamosk had its independence recognized by all the belligerent parties. The Salvation Army has been recognized as the interim governance of the territories until a more stable form of government has been formed in the region. Colonel Lucian Averin, commander of the Salvation Army, has become the de facto leader of Zamosk following the end of the war. Based in Asau, Averin has demanded that all Altaic forces should leave the region of Zamosk within the week so that Zamosk can begin the transition to its future. The colonel has also asked the current Talemantine troops in Zamosk to remain to help protect the state from outside aggression, while a modern Zamoskan force is created to adequately defend the region.

While the demand for the Altaic forces to leave was one of the most important of the first acts of Averin, the second was the people. Colonel Averin also ordered that on the Monday February 6th a plebiscite will be taken across all the territories of Zamosk to decide the future of the region. "The Treaty of Talemaniki has guaranteed our independence if we chose to proceed with it. Now we must decide as a nation on which path we wish to choose for ourselves and our country." Averin said in a radio broadcast. The plebiscite will give the people three options to choose from; Independence, Autonomy, or remain a part of Altai. The borders as defined by the Talemaniki Treaty will remain closed until after the referendum where, depending on the outcome, they will be opened as stated in the treaty.

We welcome the referendum and we ask that we are allowed to send observers to the region to make sure that the people can have a say on whether they want independence or want to stay with Altai. As a nation with a long democratic tradition, we can guarantee the international community a non bias view of the results. However, we also call on other democratic nations to join us in the ground.

Colonel Averin Forms Governing Commission

Today Colonel Averin formed a Commission that will be the interim government of Zamosca. The charges of the Commission on Governance will be to oversee governmental functions that had stopped following the cessation of Altaic authorities in the region as well as make a decision on what form of government to establish in Zamosca following the referendum. The commission will include representatives from the various communities of the territory, and they have chosen Col. Averin as the Chairman of the Commission.

Since the war began between the Salvation Army and Altai in 2010, local governance has been mostly non existent near areas of fighting with civilian rule in other areas regulated under military authority. As many local law enforcement personnel would join the Salvationists in their pursuits against Altai, leaving minimal number of officers able to keep the peace in the region. While a new police force is created and trained the Salvation Army will take over the duties of law enforcement in Zamosca and that all previous laws were still in effect and would be enforced. Schools and courts would be reopened and begin their functions once again under the supervision of the Commission.

Following the creation of the commission, Colonel Averin officially turned over the command of the Salvation Army to the commission to "use as the commission sees fit fro the betterment of Zamosca." One of the first acts of the new commission was to return all the lands of the church, that were nationalized under the Altaic government, back to the church and officially petitioned the Ecumenical Patriarch of Talemaniki to appoint a new Archbishop of Rovograd. The second act was to rename Rovograd to Rovopolis. The commission has also invited foreign states to send observers to watch over the referendum, to ensure that neither side takes actions of intimidation of the voters or tampering of the official tallies. These nations are: Danzig, Suionia, Touzen, Yujin, and Cantigny. They will observe all the stages of the referendum, from the vote to the count.

We condemn the renaming of the city of Rovograd to Rovopolis. The original and normal name of the city was and still will be in Altaic and Zamoskans of Altaic ethnicity Rovograd. The suffix of grad, meaning citadel in old Altaic was used by the city since the Sarmatian migration in 1740 and it isn't just only a word in Altaic, but also the name means much in Zamoskan history. The new and illegal suffix, Polis, also meaning citadel, has Talemantine origins. This shows that this new state is no more than a Talemantine Vassal.

We are strongly displeased with the fact that we were not invited as observers. While we are content with the invited nations, we will assess the results and decide by our own. Until such time, Frescania will continue to not recognize the declared independent state and we will continue to recognize the region as part of Altai.

We are very pleased to have been selected as a neutral observer. In that respect, we shall send a team of experts to oversee the referendum and make sure everything will go as one hopes in a newly independent and democratic state. Danzig witholds official recognition of Zamosca until the referendum has been officially sanctioned as `credible and honest' by our team of inspectors.

Sir,
Götarike does not hold the condition of recognition of the interim government of Zamosca upon the referendum; however, completion of the referendum is mandatory for the process of recognition to continue forward. This process is a delicate matter that is not easily declared without democratic acceptance and acceptable civilian rule. As such, the Kingdom of Götarike graciously accepts the invitation to send observers to the referendum process and thus the beginning of possible future relations.

We wish the people of region the best of luck in their future aspirations.

We are grateful to have the opportunity to ensure a peaceful, democratic, and open election that will determine the fate of Zamosk. Our observers have been told to be earnest and vigilant in their goal to prevent corruption, tampering, or other disruptions to peaceful elections, and will immediately report all incidents to the appropriate authorities. The Republic of Yujin fully recognizes the legitimacy and sovereignty of Zamosk as an independent state in accordance with a treaty signed between the Talemantine Empire and Altai, and will recognize the outcome of the plebiscite as the rightful will of the people. Any attempt to curb the self-determination of the people of Zamosk through outside influence by any nation will be harshly condemned by our nation as blatant imperialism and wanton disregard for fundamental human rights.

If the region of Zamosk wants to acquire the recognition it wants, it is imperative that Frescania, as Himyar's longest and stable democratic government, is presence in this referendum. We also find it offensive that we are offered an invitation through insults of a so call government that can only claim legitimacy thanks to the armed forces of a foreign power.

However, Frescania will accept the invitation unless we are told otherwise.

The Constitutional State considers a popular referendum on the nature of a potential future statehood an important first step towards the democratization of the current political process in Zamosk. This government will withhold its decision on the recognition of a Zamosk statehood until after the referendum has been concluded, but already notes that it hopes that policies aimed at perpetuating the non-laicist nature of the state will be abandoned forthwith.

Referendum Results Announced

Following a week of recounts, carefully watched by the invited observers, in precincts where the total were challenged due to close tallies. Urban precincts around Rovopolis and areas to the south were extremely close and within the margin of error. Organizations on both side challenged the tallies in the precincts prompting the Commission on Governance to order hand recounts in the challenged precincts. Commissioner Boris Gogean, who was in charge of the referendum, spoke earlier today concerning the referendum. "The resulting hand recounts were decided upon to ensure a fair count of the people's votes. I wish to extend a thanks to the teams of observers without whose extra manpower would not have had the results of the recounts completed on time."

The choices for the referendum were between 1) Independence, 2) Autonomy, 3) Reincorporation back into Altai. While the results in the Rovopolis and Southern districts were in favor of autonomy, the central, western, and island territories pulled strongly in favor of independence. The Independence leaning areas are where there was a heavy concentration of Christians, with the Diaganists concentrated in Rovopolis and the southern region. During the entire time foreign observers were apart of the process, with randomized visits to polling stations, overseeing the count, and participating in the recounts. The Commission reported only a minimum complaints of voter disenfranchisement that were filed, a number comparable to other major democracies in Europe.

The results of the referendum were as follows:

Reincorporation - 3%
Autonomy - 41%
Independence - 56%

Following the results Colonel Lucian Averin announced that the border between Altai and Zamosca would be opened at the end of the week when the last of the Altaic troops have left Zamosca. Averin stated that next item on the Commission's agenda would be to decide on a form of government for Zamosca and that the Bureau of Foreign Affairs will begin accepting requests from foreign states to open Embassies in Rovopolis.

Press Release on Altai Zamosk Referendum

The Organization for Security and Democratic Cooperation sent over 4,500 observers today to monitor the voting process across the Altai contested territory known as Zamosca to much of the world. The government released results showed a 56 percent favorable vote towards independence with 41 percent of voters voting in favor of autonomy. The third option which respected current internationally recognized borders received a low 3 percent of the vote. It is our job to oversee the referendum and report whether or not these results proved fair and free. Our referendum observers reported back to our offices in Söderholm, Götarike tonight and we must report that this referendum was neither free nor fair. We can report with certainty that there were several electoral transgressions as well as complications with our ability to freely monitor the elections at all polling stations.

The administrative obstacles to accredit observers put in place by the local government workers or hired employees resulted in the serious violation of observers’ rights to monitor the voting process. OSDC observers were either completely denied access to the voting premises or sent out of polling stations by election supervisors under the pretext of not having official accreditation to monitor the elections. OSDC regards this lack of access as a severe breach of the Suionian legal framework on elections, including laws on Exercising Political and Civil Rights.

It is worth mentioning that the security at these polling stations have released the observers detained in the early hours of the voting process as requested by the OSDC. Our organization highly appreciates the cooperation with the security apparatus on this important day.

OSDC observers have reported a series of violations up until polling stations closed, including:
+ Expelling and denying observers access to polling stations
+ Ballot stuffing
+ Preventing voters from casting their ballots
+ Acts of violence
+ Violating voters’ rights
+ Election campaigning in and around voting premises

Insufficient access to polling stations
In nearly a quarter of all polling stations our observers reported an inability to observe polling stations and report their condition and the voters access to these stations. Many observers were arrested in southern districts, while in northern districts they were denied access to polling stations by security. Locations outside of central Rovopolis often proved to be the most problematic.

Ballot Stuffing
In Southeast Rovopolis, OSDC observers reported that the security was is sending all local agents out, and that security arrested several citizens sitting in protest to ballot stuffing in favor of the independence movement. In the polling stations in Southern Zamosca observers reported ballot stuffing committed by independence leaderships in all polling stations. In polling station (17), the Preparatory School for Girls of Rovostad, OSDC observers reported ballot stuffing by polling station employees.

Voter Prevention
In five locations in Northern Zamosca, observers reported that the security denied voters access by closing the doors. Observers reported denying voters access by polling members with the help of the police in one location in a highly Altai patriotic district on the island.

Acts of Violence
Several seemingly random acts of violence were spurred on by independence and autonomous movements which prevented or persuaded voters to vote in specific manners. Voter intimidation was a major problem in all polling stations across Zamosca.

Election Campaigning
In nearly all locations, OSDC observers reported election campaigning for independence movements in front the polling stations of schools and government buildings. Banners for all autonomy were found in locales seen to be more Altai friendly. In some Rovopolis polling stations, observers reported election campaigning for independence in front of polling stations with independence campaign pins and apparel worn by security forces and polling volunteers.

With these violations, the Organization for Security and Democratic Cooperation, as appointed by the Suionian Riksdag and recommended by the Suionian foreign offices to observe the referendum in Zamosca must state that these results cannot be seen as 100% free nor fair and therefore unlawful in the spirit of democracy as seen and held true by the Kingdom of Suionia.

Our recommendations have been passed forward to the Suionian Riksdag and the Queen's Cabinet for Foreign Correspondence. We expect their decisions to be made public within the next 2-3 days.

The OSDC would like to thank helpful polling station managers in Northern Zamosca for their cooperation and their work in helping our organization organize the release of arrested observers and volunteers.

We wish to invite the OSDC to open an office in Almatii. A democracy since 1998 we wish to ensure investors and visitors as well as our international partners that Karakhstan has successfully transitioned into a functioning and fair democracy. The next general election is in April and the Presidential election some months thereafter. We want to offer the OSDC sufficient time to organise itself, find a venue for an office, bring staff over to the country and develop a plan for monitoring the parliamentary elections in April.

Should this invitation be accepted representatives from the Ministry of Foreign Affairs will gladly assist OSDC officials in any way possible.

Republic of Yujin observers can confirm limited instances of undemocratic behaviors. Campaigning by pro-independent lobbies was modestly frequent throughout the country, though Yujin observers reported that in most instances these lobbies were proto-political parties attempting to utilize polling stations as a method to register members. Insufficient access to polling stations is no doubt due to the rural nature of parts of the country, where sufficient access to polling stations would have proven economically unsound. Violence and interference in voting sporadically occurred between pro-Altai and pro-Independence groups organizing outside polling stations, though in all instances Yujin observers have reported that Zamosk security personnel attempted to disperse these groups and create a buffer zone between them and polling stations.

Despite these concerns, Yujin observers have reported a moderate-to-high level of free elections, and estimate that indiscretions by the Zamosk population did not interfere significantly with the outcome of the referendum. Furthermore, instances of state-sponsorship for such actions were significantly limited and in most cases Zamosk personnel attempted to intervene and stop such actions. Because of this, the President of the Republic and the Republican Congress of Yujin have chosen to recognize the sovereignty of Zamosk, and an embassy in Zhenjing will be established quickly.

Additionally, the Republican Congress has unilaterally lowered trade barriers between the Republic of Yujin and Altai, the Talemantine Empire, Zamosk to foster trade and bring renewed prosperity to the region. We hope to work together with these nations in the near future to create deals which will solidify the strength of peace in the region.

Commission: Law Enforcement Priority!

Colonel Lucian Averin, Chairman of the Commission on Governance, announced the commission's most ambitious project yet, the creation of a national police force. "Maintaining local law and order is the first priority of the Zamoscan state, and poses a far more greater threat than the military advances of foreign nations." Since the end of the Zamoscan War of Independence, also known as the 4th Talemantine-Altiac War, much of Zamoscan has seen lawlessness rise with the Talemantine military on the border and the Salvation Army acting as a volunteer paramilitary police force. Both the Salvation Army and the Talemantine contingent are unable to properly police the nation of over 7 million with their current numbers. The Salvation Army, numbering roughly 2000 strong, has been regulated to keeping the peace in the capital and major cities, while the Talemantine force of 10,000 remains primarily on the border overseeing the population migration following the implementation of the Treaty of Talemaniki.

The war saw a breakdown of local authority structures and police left and joined the Salvation Army, and leader fleeing as the salvationists marched on cities, and the Commission on Governance has been working to reestablish those structures to normalize society. The Commission has allocated funds to municipalities in order to rebuild their police departments to combat lawlessness. This has seen security improve in the cities, but in the territory between centers of population concentration have become devoid of law and order. This is the goal of the new state police, to bring together the local precincts and establish a force that can go into these areas and bring justice and security, so that society and commerce can operate without being held hostage to bandits.

The main hurdle the commission will face in establishing this police force is financing the operation. The international markets still view Zamosca as a risky place for investment and the Commission has come to rely heavily on Talemantine monetary aid to finance its operations until it sets up an infrastructure to effectively collect taxes to finance government. The other hurdle is the continuing population migration. The Treaty of Talemaniki forces the border between Altai and Zamosca to be open and allow any person wishing to flee either state to the other, and until this time limit runs out the constant fluctuation in people will make it harder investigate crime and police the country. The Bureau of Justice expects it will be two to three months before the first newly trained police officers hit the streets of Zamosca, and six to nine months before drastic effective change will be seen in Zamosca in law and order. In the mean time the Commisssion has asked for more Talemantine forces to relieve the burden that is currently placed on the strained law enforcement forces of Zamosca.
