The Grand Duchy would like to offer Carabinieri officers from the Ministry of Law Enforcement to assist in the organization and training of the national police force. As Potenza's own police force is a national one, we would be able to assist Zamosca's future.

Representatives from the Beretta company have also said that they would be willing to discuss the selling of arms to the fledgling Zamoscan police force.

 Ecumenical Patriarch of Talemaniki has named Davizzo Vitti, titular Bishop of Suacia, as the new Archbishop of Rovopolis, the spiritual leader of all Orthodox Christians in both Altai and Zamosca. Vitti was the voice of the Salvationist movement after the late Archbishop Danlilov was captured and executed by the Altaic regime. Vitti's enthronement ceremony is expected to take place this coming Sunday.

 Governing Commission continues to debate possible government types for Zamosca.

 Today the first classes of the new Zamoscan State Police graduated from the various academies around the nation. These new officers will be the first generation of a new police force to help bring justice to Zamosca and begin the continuing rebuilding of the nation. The thousands of new officers will begin their new assignments and they will be sent out into the smaller townships to alleviate the burden Talemantine troops from the Vaalbaran Guard that had been policing the country areas fro the past several months. Chairman Lucian Averin spoke at the ceremonies in Rovopolis, "We can thank our friends in Talemaniki on their continued support while we work and toil in the creation of our nation and for shouldering the burden of policing our young state. We can also lend our thanks to the Carabinieri of Potenza and their hard work in training our young men and women." Within the next week the academies will begin the training for the next group of volunteers for the State Police.

 Governing commission appears to be close to a compromise on the future structure of the Zamoscan government. The majority of the commissioners chosen from the various districts of Zamosca seam to fall into two groups of a Republican form of government and a Monarchist form of government. A minority among the commissioners supports a theocratic government while other tend to be rallying among a Post-Delegationist government. Neither side has been able to command as majority among the commission, but insiders expect a compromise to break the deadlock and a move forward in Zamoscan governance.

 Administrator of Justice, Henric Cojocaru, condemned the accusation made by the Altaic Minister of External Affairs that the government of Zamosca was sponsoring the terrorism in Altai. "Zamosca has no interests of seeing terrorists taking innocent lives for any reason. Our state and people have seen too many innocent lives taken at the hands of the Altaic regime that rules in Altaisk and we have no taste to see more innocent blood spilled." In response of critics of the Bureau of Justice that the Zamsocan authorities are not doing enough Administrator Cojocaru said that the "While the Zamoscan authorities are investigating all crime and reports of terrorist activities, but the Zamoscan abilities are limited until the new State Police is fully up in force. Even if the police were fully established we would be unable to prevent any persons wishing to travel to Altai as per the Treaty of Talemaniki dictates that we are not to hinder anybody from leaving Zamosca for Altai." The Bureau has states it is willing to work with all forces in the region, but it has stood by Talemantine statements that before any actions of cooperation are to begin the Treaty of Talemaniki must be adhered to by all of its signatories including the state of Altai.

 New train line will begin operation in Zamosca. Ever since the Altaic Rail company ceased its operations in Zamosca following the independence of Zamosca, the nation has been without mass transit between the major population centers of Zamosca. Now in conjunction with the Rovopolis Transit Authority and a partnership with Talemantine and Danziger corporations the trains will soon be running again in Zamosca. The new trains built by Talemantros and financed by Danzig over the past month will soon be shipped to Zamosca and assembled on the existing rail lines. The Rovopolis Transit authority expects preliminary traveling to be ready by the end of June. While the RTA awaits the new train cars, they have sent a task force to review the current tracks in Zamosca. Much of the existing rail lines were undisturbed during the war for independence.

 In furthering the military ties between the Talemantine Empire, Chairman of the Commission on Governance, Lucian Averin, invited the Talemantine Air Force to begin stationing a few wings of the imperial air force in Zamosca. This is to be done as the Zamoscan state doesn't currently maintain an air force and the main priority of the Zamoscan state will be the completion of the formation of the State Police.

We observe how the Clerical Clique from Rovograd hide behind a weak treaty. The Salvation Army and the Talemantine occupiers have worked as a police force. You have no excuse. The Zamoskan regime doesn't want to start an investigation to catch the terrorists and now when they are accounted for that, they hide behind a treaty between Altai and the Talemantine Empire. So, for the Talemantine Empire and their theocratic allies in Zamosk is more important for a 100 kilometer to be opened that to stop the killing of innocent lives. We will keep the border closed as we said. And we will open the border just when this so called police force that trained only few months is capable of imprisoning the terrorists.

The presence of the Talemantine soldiers in Zamosk also shows how the Empire is occupying the peninsula. The Zamoskan people should be ashamed that such people like the members of the Salvation Army were born in those territories. Those men have actually sold the Altaic people in Zamosk to the Talemantines to come to power. They have proved that they are the worst type of people: traitors. Not betraying the Altaic state, but the Altaic people, their brothers. The presence of the Talemantine Army and now the aviation, shows that the Salvationist Army has chosen to transform from the liberators image they believed to have, to the oppressors. Zamosk now changes into a police state administered by the biggest enemy of the Altaic people, the Talemantine Empire.

In conclusion, seeing that the Clerical Clique is incompetent in doing anything, the fact that they continuously hide behind the Talemantine Empire when a problem arrives clearly proves this; The fact that more and more Talemantine soldiers are present in the peninsula is a clear sign that the Zamoskan State, or "Despotate" how they called it, is no more that a Talemantine puppet state. Bacause of this, we hereby withdraw our recognition of this so called "state", as only sovereign states should have the privilege of being recognized as free states by the foreign governments.

It is this increasingly belligerent attitude and words from the Principality of Altai that cause us to increase the need for Talemantine protection until the proper Zamoscan forces are in place to relive them. The words and actions of Altai have made Talemantros a necessity to safeguard the peace in the region that Altai seeks to send on the path toward violence to match their words. Talemantros is a friend to the people of Zamosca sending humanitarian aid and reconstruction aid grants to help our people pick up their lives that the forces of Altai sought to destroy. The Talemantines have been there to help pick up the slack while we diligently work to build our nation from the ashes that Altai left us in.

It is important to us that international law and the treaties that form them are upheld to their fullest degrees. When signing treaties between states and governments each government instills trust in their partners to uphold the tenets of the agreement and when one signatory violates the tenets it willfully agreed to, then it violates the trust between states. Without this trust the ability to have international agreements with an untrustworthy state is near impossible. Zamosca remains in full compliance with the Treaty of Talemaniki, of which Zamosca is a signatory. It is Altai that is calling into questions its ability to be trusted when it signs commitments to other nations.

Furthermore, the constant insinuation that Zamosca is a "puppet state" that that the Commission on Governance supports terrorism is constantly degrading the image of Altai in the eyes of Zamosca. Zamosca remains independent and Sovereign under the governance of the Governing Commission composed of commissioners chosen from the thirty districts of Zamosca. During the sessions of the Commission, which are open to all members of the Zamsocan public, no Talemantine nor any other foreign official have been present to make demands of the Zamoscan state. It is this commission of the people of Zamosca that governs Zamosca and all foreign forces answer to the commission or those forces will be expelled. Acts of terrorism and the planing of terrorist acts are crimes in the Zamoscan state and will be punished to the fullest extent of the Zasmocan laws.

Despotate of Zamosca

The Government of His Danic Majesty is heartened by the move to root out and apply justice in cases of terrorism both within the bounds of the Zamoscan entity after a comparatively sluggish and belated response. It is our belief that this declaration must be followed up with firm and decisive domestic action in order to deal with the apparent growth of anti-Altaic terror groups to prevent this positive announcement appearing a paper tiger.

We also seek specific clarification and assurances from the Zamoscan authorities regarding the apparent desire to grapple with home-grown terrorism. The statement issued by the Foreign Affairs department of Zamosca is not crystal clear in the areas of whether it will deal with only terrorism grown from and directed solely at the Zamoscan state or whether its efforts will also equally apply to home grown terrorism directed at foreign nations, in this recent case the Principality of Altai. Our concern is that lack of sufficient application and committal in this area undermines not only the stability of the Treaty of Talemaniki but also wider northern Himyari peace. The absence of a fast response in this area by the entity of Zamosca has already caused the neighbouring Principality to react in a knee-jerk following atrocities committed on its soil, a comparatively natural reaction given the circumstances of recent history.

We also seek clarification regarding Article 3 of the Treaty of Talemaniki which states:

"The border of Altai and Zamosk (the Zamoscan state) will be opened for a period of six months to allow the free flow of people that wish to reside in either state".

Article 3 is on the whole not an objectionable aspect of the treaty, but it has come to our attention that Article 3 has a critical loophole and is open to abuse in that persons from either side of the border may declare an apparent intention of residence in either neighbouring state but act in subterfuge behind this 'residency Article' with the real and primary intention of undertaking acts of destabilisation and acts of terror. With this in mind, we seek clarification as to whether there are safeguards, full investigations and background checks as much as is practicable on persons moving across borders to sift out the genuine migrants from those who's sole raison d'etre is to commit terrorist offences. In that light, it would be better to deny such persons entry. We do not believe that the Treaty of Talemaniki is undermined if this assurance can be delivered as it would still allow the freedom of movement of genuine migrants and may assist in deflaming passions on all sides.

His Danic Majesty's Government also wishes to state that it welcomes the slow but gradual outreaching to regional states, most particularly in the arena of the tentative showing of interest in application to the Himyar Partnership for Peace. This is a significant move in the direction of the rose-strewn path of peace rather than that of the war-torn path knee-deep in thorns and barbs. The Kingdom, as is known and as is enshrined in the HPP treaty, possesses no voting rights and undetakes the role of an Observer Nation with the legal remit to comment and ensure the position of the Kingdom's government is taken into account alongside Great Engellex, a fellow Observer Nation. In its role of an Observer State, the Kingdom believes that there is the potential of Zamoscan membership but that at the current time the authorities of Zamosca are required to meet two specifice articles of the HPP treaty - Articles 2 and 4 - where we have highlighted specific areas of areas of improvement that should be met by the Zamoscan authorities to create the fertile grounds for positive engagement and potential membership.

Articles 2 states: "
The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them".

Article 4 states: "The Parties will consult together whenever, in the opinion of any one of them, the territorial integrity, political independence or the security of any of the Parties is threatened".

It is our considered view that Zamosca needs to work more considerably in creating the necessary strong institutions of a state which recent times have indicated, as commented by us before, have been woefully absent. The Talemantines, apparently partly responsible for day-to-day law and order until now must ask themselves questions as to the efficacy of their abilities as they have appeared to have been caught unawares at the existence of malign terror groups in Zamosca, a case of being caught with their pants down around their ankles. Furthermore, promotion of stability and well-being at a regional level must come with some of the safeguards we outlined in the areas of tackling home-grown terrorism directed at regional states to prevent conflict

The current lack of significant assurances, loopholes in Article 3 of the Talemaniki Treaty, and need for clarifications, raise the spectre of Art.4 of the HPP treaty - i.e. "the security of the Parties (i.e. Altai) is threatened."

We feel that if preparatory and meaningful groundwork alongside instillation of appropriate practical and legislative measures can begin in these areas, it would greatly assist.

We also sincerely hope that this desire of Zamosca is a genuine measure and not an attempt at deflection. With that in mind, we would be making similar representations to the Talemantine Empire to make its own individual application to the HPP. The implementation of application protocols and accession of Talemantros as a signatory and full member of the HPP would greatly deflate tensions and insecurities in the region.

The Border Article needs no clarification. It was included at the insistence of the government that now seeks to violate it. No nation, force nor individual may ever be able to truly know the motivation of an individual wishing to move from one place to another. The intention of the article is to allow any citizen wishing to leave their current state for the country they wish to permanently reside in and to be able to do so without hassle and hindered by any officials be it Zamoscan, Talemantine or Altaic. Bound by the treaty all officials cannot prevent any person from crossing the border until the deadline, two months away, expires and normal border relations are allowed to be in place.

The Talemantine contingent of the Vaalbaran Guard, which specializes in counter-insurgency, does its best to protect the border, check and register every person that crossed the border, run regular law enforcement investigations in the many municipalities in Zamosca, train the future Zamsocan law enforcement authorities, and protect the sovereignty of the independent state of Zamosca. The Talemantine forces along with Zamocan border guards check all persons leaving and entering Zamosca to prevent the transportation of any weapons and weapons materials.

The treaty allows for each person to cross the border unhindered and this is what Altai requested and this is what the signatories complied with.

With the graduation of the first class of Zamoscan officers, we believe that there has been sufficient training to make certain the national police will be self-sufficient and bale to train their own. In addition, due to the growing tension with nearby Altai, Potenza will be withdrawing her Carabinieri contingent in Zamosca for the time being.

Commission Decides on Future Government

In a midnight session the Commission on Governance of Zamosca finally reached a majority on the form of the future government of Zamosca. In a measure sponsored by Commissioners Mugur Fidatov and Marku Vladu, the Commission voted to approve a Constitutional Monarchy in a compromise between the Republican and Monarchist factions within the commission. Neither side received 100% of what they wished, but they each got the core of what they argued for. The Republicans succeeded in getting a popularly elected government, while the monarchists got a ceremonial monarch as head of state instituting a non polarizing figure in Zamsocan politics.

While the measure lacked many details in the form the new government will take, it did create several committees to investigate these aspects and report back so a more in depth finalized version of the resolution can be written and passed. The Committee on Monarchy, with Marku Vladu as Chairman, will research all the aspects on on the relationship of the monarch to the rest of the government as well as the potential powers to be granted to the future monarch of Zamosca. The committee will also decide on the appropriate title for the future head of state, as well as, investigate candidates for the future throne; the committee will be expected to offer the throne to a junior scion of one of the major European royal families.

The other major committee, the Committee of Government, will be led by Mugu Fidatov and will be responsible for investigating the other aspects of the government, from the executive, legislative, and judicial elements of the government. From the size of the legislature, to term limits, to deciding which officer will hold executive power over the state, the committee will decide how the new government will look like. Fidatov and his committee will be looking at all the different styles of government from many other states in the world and is expected to add elements they find. All committees are expected to reports back to the commission within the month on a final form of government.

Currently all aspects of the Zamoscan authorities operate under volunteers, but the current recruitment timetables are able to meet the increasing demands of the Zamoscan state. All draftees will be given the option of serving in the State Police or serving in the Salvation Army, as the revolutionary militia will be expanded to form a new paramilitary force of Zamosca.

Government Committee Presents Draft for Zamoscan Government

The Committee of Government, created in by the Commission to investigate the structure of government, has presented its draft on the structure of the proposed government of Zamosca. The Committee Chairman Mugur Fidatov announced today in a public session of the Commission on Governance his committee's proposal and draft for the future government of Zamosca. "Today we begin our progression forward in establishing ourselves as a Sovereign State with a government that wishes to empower all of its people and not discriminate and marginalize a segment of society for its faith." The Committee looked at the governmental structures of several states in the world and adapted those structures and philosophies into the formation of the Zamoscan government.

The draft proposal sets up three branches of government: the Executive, Legislative, and Judicial branches as found in nearly all governments and are balanced in a way that is typically found in most democratic republics.

Legislative power will be invested in a Senate composed of sixty (60) senators elected for six (6) years terms from districts apportioned equally among the population of Zamosca. The senators will be divided into three groups so that a third of the Senate will be elected every two years. The Senate shall be chaired by the Consul of Zamosca, who shall cast the deciding vote in the event of any tie within the State. The senate will also have to approve of all appointments made by the Consul. Bills must be passed by a majority of the Senate and must be either approved or vetoed by the Consul, and with two-thirds approval may override a veto by the Consul. The Senate may also impeach government officials, by a two-thirds vote.

Executive power will be invested in the Consul of Zamosca, elected state-wide by popular vote to a six (6) year term. The Consul shall make appointments to the ministries of the executive branch, with the approval of the Senate. The Consul shall also have sign any bill into law or veto the bill sending it back to the Senate for consideration. The executive branch shall also have an elected Vice-Consul to succeed the Consul in the event of the office becoming vacant for any reason.

Finally Judicial Power shall be vested in the Supreme Court of Zamosca, a body of seven judges, and all inferior courts as created by the Senate. These judges shall be appointed by the Consul with approval of the Senate and shall serve for life.

While this draft has received praise by many commissioners who have pledged their support, this will not, however, be the final version of the Government structure. This proposal will be reworked and pieced together with the proposals from the Committee on Monarchy, which will present its ideas for the future monarchy of Zamosca. The Monarchical Committee is expected to release its findings for the structure and powers of the monarch and with a candidate to assume the throne for the monarch of Zamosca. Following this reports and recommendation the Commission of Governance will have to bring the proposals from the two committees into a finalized version.

 Conscription continues to move forward in Zamosca as citizens are drafted into both the newly created and currently training State Police and into the Salvation Army as a means for defense. The State Police graduated its first class of officers early this month following months of training in several academies nationwide by Talemantine and Potenzan instructors. The Salvation Army, which began as a revolutionary force against the Altaic state following the Altaic government's attack on the faith of Zamoscans and the murder of innocent civilians, has began to transform into a true army for the defense of the State of Zamosca. The Salvation Army answers to the Commission on Governance and is being trained by the Talemantine military.

Monarchical Committee Announces Zamoscan Monarchy

Monarchical Committee Chairman Marku Vladu released the Committee's findings on the new monarchy in Zamosca and the powers of the new institution in the independent Himyari state. The announcement also included compromises between the Monarchical and Government Committees between the powers of the monarch and the other government powers.

The monarch would retain traditional prerogative powers that have been found in other monarchical institution. These powers would be limited to declaring war and peace, recognizing representatives from foreign governments, forming international treaties with 2/3rd approval of the Senate. The Monarch will also be Commander in Chief of the Zamoscan Armed Forces and oversee the military with advice of the Consul. The Monarch will also appoint the justices of the Zamoscan Supreme Court and other inferior judges with approval of the Senate. The Monarch will also have the power to grant pardons and amnesty and shall order a recall election for any senator by petition of the citizens of their district. The monarch shall represent all the people of Zamosca as head of state and shall exercise any prerogative powers granted to it by the Senate. In the absence of the Monarch the Monarch may designate an individual to exercise the prerogatives of the Zamoscan Monarchy on the behalf of the monarch.

The title of the Monarch will be "Despot" and baring the style of "His Royal Highness" and the official name of Zamosca shall be the "Despotate of Zamosca." The Monarch will also hold the title Duke of Rovopolis, the city where the Zamoscan independence was proclaimed. The Heir Apparent would bare the title Marquess of Ira. The committee also released its reasoning for the choice of titles for the new Zamoscan monarchy in that the title of Despot is a princely title derivative from the Tiburan Empire and its successor states and owing to the long history with Tiburanesque states in the region of Himyar and Zamosca. This connection with history "reminds us of where we have been as a people and the journey we have traveled as a people and a nation to the spot where we presently are. While being in tune with our past we can prepare for the future." state Committee Chairman Vladu.

The larger issue that was decided was who was to take the throne of Zamosca? The Committee Chairman was on hand to explain the decision of the committee on the subject of the monarch of Zamosca. "It was a very trying choice from the many possible candidates for Despot and there were a few standouts to be able to work within the current status of our small, but proud nation. In the end our choice was the best possible one available for our nation to balance all the issues that the Zamoscan government and people will have to navigate. We are confident in our choice of Grand Prince Florian de Vesci, Despot of Cilicia and Prince Consort of Altai as the new monarch of Zamosca.

His Highness, Prince Florian, has served in the Talemantine military for several years bringing much needed military experience as our new Commander-in-Chief. His Highness also served a decade as Talemantine Ambassador to Eiffielland where he met and married Tatyana, the then princess-in-exile, bring a finesse in dealing with the diplomatic community and issues that may arise. However, more important in this decision was the the relations to the present tensions in the region. We saw this choice of the Altaic Consort as our monarch a goodwill gesture toward the Altaic people, that despite our past differences of opinion and events that led to our parting of way that we with to overcome them and serve a better future for both Zamoscans and Altaics. With this gesture we want to bury our bad blood and move forward."

It has been confirmed by the Governing Commission and those close to Prince Florian that the Talemantine Consort has accepted the honor of serving as the Zamoscan head of state. The Committee state that the prince would become Despot of Zamosca upon the passage of the Government Act of 2012, and that the coronation would take place after elections for the new government are held.

Commission Passes Government Act

This past week the Commission of Governance passed the Government Act of 2012 the finalized version of Zamoscan government for the future of the Despotate. The act sets up the framework for the government of Zamosca and how the various aspects are to interact with each other and outlines how the government is to function. The governing act will come into full force following its adoption. The Act began with the statement that Zamosca shall adhere to the belief of Parliamentary Sovereignty in that the Senate is to be Sovereign over all auspices of government.

The first Article outlined the the Senate, to be composed of 60 Senators elected to 6 year terms with a third of the senators elected every two years. Senators are to be elected from districts apportion equally among the people. The districts will be a portioned based on the most recent Altaic census data for the region and to be reapportioned according to a census every 5 years. The Qualifications to be a senator shall be 35 years of age and to reside in the district to which they are elected. Each senators must be a Zamoscan citizen.

The second article outlined the Consul and the executive branch. The Consul shall be the chief executive and head of government of Zamosca. The Consul serves as chair of the Senate and shall vote to break ties within the Senate. The Consul shall also have to assent to a bill before it becomes law or veto it and return it to the Senate. The Senate may override the veto by two-thirds vote of the Senate. The Consul will also appoint each of the principle officers of the government with approval of the Senate. The consul shall serve a term of 6 years and be elected by a nation-wide popular election. The qualifications for Consul shall be any Zamoscan citizen at least of the age of 40. In addition to consul the people shall elect a Vice-Consul to exercise consular powers in the absence of the Consul.

The third Article outlines the nation's judiciary, in creating a Supreme Court composed of seven judges appointed by the Despot of Zamosca for life. The Supreme Court, and any inferior courts, shall exercise judicial power under its jurisdiction as defined by the Senate. This article also protected the traditional right to trial by jury and to adequate counsel. The article also defined the meaning of treason and the qualifications under which it may be prosecuted. The article adopts the philosophy of Common Law.

The fourth and final article outlined the monarchy of Zamosca. Traditional prerogative powers will be given to the 'Despot' of Zamosca and among these include declaring war and peace, recognizing foreign governments and forming treaties with approval of the senate. the Monarch shall also make all appointments to the Judiciary with approval of the Senate. The Monarch shall also be the Commander-in-Chief of the Zamoscan Armed Forces. The Monarch shall also exercise any and all additional powers granted to the monarch by the Senate. Any act that shall alter the nation's judiciary must obtain royal assent before being enacted and without assent must be approved by two-thirds of the Senate. The monarch may order a recall election for any senator or the consul as petitioned by the required citizens within the nation or the respected district. The Monarch may designate an individual to exercise the prerogatives on behalf of the monarch in the event the monarch is not able to exercise those rights and powers.

It was also stated that the Despot of Zamosca shall be Florian of the House De Vesci, the present husband of the Altaic Czarina, and to his heirs as defined by the Senate. As of now the Zamoscan authorities consider Florian as their head of state with the passage of the Government Act, it is rumored that Florian may or may not adopt his step son as heir, this rumor has met significant criticism from nearly all members of the commission and local Zamoscan authorities.

The next step for Zamosca will be to elect the senators and Consul. Despot Florian de Vesci is expected to travel to Rovopolis later this week to meet with Colonel Averin and Zamoscan official. As his first act as Despot, Florian named Colonel Lucian Averin as Justicar to exercise the prerogatives of the Despot in his absence. The reign of Desport Florian began with the adoption of the Government Act of 2012 and the coronation is scheduled to be held after the elections for Consul and the Senate.

Full video of the proceedings on the debate and voting of the Government Act in the Commission have been placed on the Commission's website for any to watch.
