National Government Announces Quarantine in Seggiano, Montalcino

A government inquiry into the deaths of three Padanian citizens in the small town of Seggiano has revealed that a disease believed to be related to, or a strain of, the Brinac Disease is occurring in the remote town of Seggiano and may have spread to several other small towns and villages, including the local hub of Montalcino.

This is the first reported occurrence as death as a result of infection, causing concern for the government which has announced restrictions on travel in the eastern province of Tarese.

The government has announced that in addition to 3 disease-related deaths, several dozen others have become infected and remain hospitalized, with treatment being ineffective. Symptoms suggest that disease is an Influenza-like Illness (ILI), and the government has ordered the closure of all airports within the eastern state. Because of the common occurrence of flu-like symptoms, it is unknown how widespread the disease has become. Medical practicioners have labeled the symptoms as chills, fever, sore throat, severe headaches, coughing, weakness and general discomfort. Initial speculations drawn from current information suggests that the elderly and infants are at highest risk for death.

The State has received support from several regional governments, though it does not recognize the current risk as outside of the limitations of the Padanian healthcare system. The Padanian State has pledged to keep foreign governments informed about the progress of the disease and has promised to screen all those traveling through Padania to other locations. The Padanian government encourages all regional states to continue to monitor the situation and take the necessary preparatory measures to prevent the transmittance of disease.

Though far from the inflicted area, Akwesasne remains vigilant to the disease we hope will remain contained before spreading into an epidemic on the Sarmatian main land. We are confident that the Padanian government will work with neighbouring officials to stamp this problem out. Best of luck, and may good health once more make a comeback in Seggiano. If need be in the future, upon request from the Padanian government, we would be willing to cooperate with Padania on a swift solution - again, if need be.

As we have known that it would not be a matter of if the Brinac Disease would spread beyond the borders of the Papal States, but rather when, it is important the know if the deaths of the three Padanian citizens are in fact caused by the disease or if it is a related strain or if it has mutated. Whatever the case, our Bureau of Disease Control will provide Padanian health officials with what information it has gathered in its study of the disease and would ask for what information has been gathered concerning the three deaths. In the meantime, travel restrictions to and from the infected zones will be extended to include the area around Seggiano.

Her Engellexic Majesty, has instructed me to convey, of the circumstance referred involving the European Defence Federation and revolutionary states, that she is equally concerned.

Though Her Engellexic Majesty admits that the military manoeuvres within Lorraine, and with cooperation from the People’s Republic of Vangala, has created public concern, yet the circumstance will be deprived of its alarming character in consequence of further escalation of the Vangalan proposal, for the Council of Nations, being stopped.

Her Engellexic Majesty concludes by an earnest appeal to the civilised and sound sense of the Government of Padania to not be induced by the Vangalan proposal for the Council of Nations, and not entertain a claim of trustfulness with the revolutionary regime.

1. The Doge has noted the concerns expressed by the Free Union concerning recent activities involving cooperation between Communist States and the EDF, including but not limited to an escalation of force in the Lorrainian province of Auvergne as well as recently announced joint operations in the Vangalan sphere. The Doge mirrors the opinions, and is concerned that a worrying shift in global politics may be at hand; an alliance between the RDTO and EDF could destabilize the status quo, especially with Oikawan military forces tied up in operations in Jizhou and Ratomkira.

2. Lucca understands Woolwich's concern over the proposal pushed by the revolutionary states, and recognizes the agenda pushed by the revolutionary states as an attempt to destabilize the status quo. The Doge has described the move by the People's Republic of Vangala as a strategic move designed to destabilize the security of an investor-based global market economy as well as a possible pretext to foment revolution and sedition abroad.

3. The State of Padania encourages solidarity amongst like-minded and free countries interested in the continuing stability of our Western system, and refuse the notions crafted by Eastern and revolutionary states plagued by instability and self-destructive tendencies.

In concurrence with the concerns in the Padanian media over the growing rapprochement between the European Defense Federation and the RDTO through the Vangalan government, the Confederal government has taken the decision to approach Lucca under the strictest confidence.

Though in the current European environment the RDTO is undoubtedly unable to spread its sphere of influence, and the shared hegemony between the EDF and Greater Oikawa is unlikely to allow such a change to occur on a broader scale, we should not discount the likelihood that the cooperation between the EDF and the RDTO would encourage the latter to attempt to exert its influence in areas not considered to be of interest neither for the EDF or the Oikawans.

Keeping in mind the track record of the RDTO in general and Vangala in particular in attempting to employ means of subterfuge against sovereign states, such as in the case of our ongoing issues with the Northern Movement of the Red Star, we therefore propose a form of intelligence-sharing to take place between relevant parties in Lucca and Southport-on-Sea on Vangalan and EDF intelligence and diplomacy operations within our relative spheres of operation and influence.

Should need or opportunity present itself, the Confederal Republics of the North are also open to further suggestions.

CRIPCON Elevated to 4 in Response to EDF Force Regional Operations

Il Doge Niccolo Adama has escalated the Crisi Protenzza Condizione, or CRIPCON, to level 4 condition red as a response to continued EDF deployments throughout the region amid mutual calls for ceasefire by regional belligerents and initiated joint operations by EDF and Communist military forces.

Il Doge stated earlier that "I cannot takes risks when it comes to the maintenance of my nations defense and sovereignty. Any military vessel passing through Padanian national waters without the proper authorization will be fired upon, and security measures are being increased throughout the nation. I can not, and will not, tolerate the allies of subversive revolutionary states to meddle within Padanian territory."

The Crisi Protenzza Condizione was established in 1956 shortly after hostilities with EDF states ceased and an armistice was signed. The CRIPCON maintains 5 levels, each with three conditions, green yellow and red, and denotes the levels of national force preparedness. This escalation marks the second time this decade that the CRIPCON has reached level 4 condition red.

In response to the call for increased national force readiness, Grande Esercito Padania units are being mobilized, with active personnel being called to their posts. Marina Militare ships are tightening restrictions on civilian travel in eastern Tarese provincial waters, as well as increasing patrols in all sovereign waters. The Padanian State recognizes it's territorial waters as extending 50 miles from the coast.

Every level-headed politician and bureaucrat knows that territorial waters extend to 12 nautical miles from the last point of land in a country. 50 nautical miles will not be recognised by any government in Europe and if the Padanians think otherwise they should take a look at maritime history. I recommend the Breotish volumes myself for a widely accepted normality. Can you imagine if every country extended their waters? Where would the limit be and what would happen to smaller water areas? It's a dream, it's foolish and it is asking for confrontation with the international logistical shipping industry and other maritime bodies.

His Majesty's Government respectfully asks that the External Affairs Ministry redact its statements that the Frescanian military in any way interfered with civilian, commercial, or neutral military operations in international waters. Breotish oversight and intelligence of the seas affected by the recent dispute between the Republic and the Kingdom of Belmont confirms that no such thing ever occurred and it was the most important priority for His Majesty's Royal Navy that no such obstruction hinder even a single ship. We are most happy to report that the diligent service of the seamen in the Royal Navy and the understanding and maturity of all other nations involved proved 100% effective in this mission.

These things considered we must contest in the most emphatic manner the disparaging statements made towards the Frescanian Government and Armed Forces who acted, in Breotish opinion, with utmost honesty and decency.

Is the government of Coronado to infer by this statement, as well as other maritime powers, that the incident of the Frescanian navy firing on Franconian warships is not considered interferrence of neutral military operations in international water by the Breotish government.

Despite the unfortunate tensions that arose throughout the conflict, which sadly did reach their peak at that point, the incident in question did not even involve the slowing down of the Franconian ships and, in fact, as soon as Breotish forces were alerted to the confrontation by the Frescanian authorities both our Governments reached agreement that, despite some belief to the contrary, the Franconian deployment was neutral in nature and thus passage was allowed. Franconian ships were not damaged, they were not blocked or redirected, their journey was not increased in length by a single minute. We obviously regret the misunderstanding of the whole incident but it would be dishonest to make it a representative case for the entire containment operation which, as has been previously stated by this office, never interfered with any neutral sea traffic at all.

There was this single occurrence where the intentions of group of military vessels was misinterpreted but this was quickly set right with no interference or incident of lasting importance.

Frescania's final course of action was taken of its own will and after careful reflection of all the competing viewpoints and was not the result of coercion or fear of intervention by Breotonia or the international community. It is the deepest belief of His Majesty's Government that the Frescanian Government chose its course of action because it felt it the most ethical. Frescania, even if it did contemplate action that would have necessitated the interference by its navy of neutral traffic, never was motivated by the wish to create such difficulties. To characterize Frescania's initial plans in the way that the External Affairs Ministry previously had serves only to tarnish the Frescanian reputation for actions which, it is the opinion of this Government, were taken with the most noble goals and in the most tame and respectable manner.

Any state that would assume 12 miles to be a credible and defensible buffer for a coastline is naive and should revisit it's own military doctrine. While Breotish maritime laws are designed around the concept of a large, defensively minded navy - Padania does not have this luxury. With 90% of our territory sustaining maritime boundaries, and our naval budget lacking the size of the Breotish budget, we must look into alternative precautionary measures to ensure that threats to our State our made clear the moment they present themselves, giving us ample time to react appropriately. Given the volatility of the region at present, we cannot take risks when it comes to the integrity of our nation. Our request that all military and civilian traffic avoid Padanian national waters unless destined for Padanian ports is simple, and should not significantly influence trade in the region given it's relatively minor scale. To compensate for any issues regarding trade; only vessels that are apparently of military purpose will be stopped at the fifty nautical mile boundary, with civilian traffic being requested to stop at twenty nautical miles.

Furthermore, the Padanian State would request that belligerents in regional wars would refrain from hypocrisy by ceasing to lecture the State on it's policies, had they maintained such protocols themselves perhaps they could have detected potential threats and defused the situation before it became a real danger.

That may be the opinion of the Breotish government that the Frescanian blockade was honorable, but it is not one held by the government of Coronado. The fact that the parameters of the Frescanian blockade was designed to only effected Coronadan ports and had no provisions concerning Belmontian ports in itself was and indication of the bias on the part of Frescania due to the well publicized friendship and treaties that the Frescanian government has had with the government of Belmont in itself should be enough to cast doubt on how truely noble those goals were.

Though the Breotonian government see it is in their interest to defend the Frescanian blockade, the question is, will the Breotonian now defend Padania's attempt to control sealanes, not only in the Long Sea, but also those the allow access to ports belonging to nations such as Danmark, Lorraine and Montelimar?

It is understanable of a government that advocates the unprovoked and unwarrented sneak attacks of one sovereign nation on another would be affraid that such an attack would be launched against Padania, especially when that government tries to provoke such an attack by attempting to lay claim to that which does not belong to them.

Of course Breotonia has not issued an official stance on the matter of Padania's rather extensive and certainly unorthodox claim as to their definition of territorial waters. This problem has plagued the area for centuries though it rarely causes actual conflict. This renewed effort to enforce the claim, however, could lead to tension. His Majesty's Government tentatively agrees with the External Affairs Ministry of Coronado and would see the matter solved by the interested parties, Padania foremost among them, coming to a more reasonable agreement.

His Majesty's Royal Navy and His Majesty's Government certainly have a very great interest in this matter and believe we also have the standing in the international community to honestly and transparently broker such an agreement should the Padanian Government wish to convene with other parties of interest in Lunden.

Every maritime authority of a sovereign state has the right to monitor waters well beyond those considered within its territory. Most states keep a very close eye on naval traffic of both civilian and military sort within their 200 nautical mile economic exclusion zones. That, however, is very much different to unilaterally and aggressively extending supposed territorial waters to an obscene 50 nautical miles or more. It is far more rational and diplomatic to simply patrol the waters around and near one's coast and civilly approach ships of concern rather than stubbornly claiming to own such waters that do not belong to anybody at all. Having said that, any shipping vessel of Universal Exports unnecessarily harassed by the naval forces of Padania when travelling within recognised international waters will indeed call upon assistance from third countries in the area. As a responsible and respectable company, however, I can personally assure the Padanian government that our commercial vessels pose no threat to their country nor does their cargo, which is publicly listed under our database often times weeks before departure from Batavian and other ports. So as we can all see, the international community has many avenues for dealing with the security and patrol of international waterways and I sincerely urge the Padania Government to consult with its experts and other confidants near and far to make use of such systems, rather than by claiming waters that simply put do not belong to them, even though they certainly have the right to patrol them.

While we perceive it as an unlikely event, should it happen that ships of the Universal Export fleet are illegally hindered in international waters as they are recognized by His Majesty's Government and the wider international community we wish to remind you and your company that by Breotish Law and Custom His Majesty's Royal Navy is bound to provide all possible assistance to commercial and civilian traffic when they are needlessly and wrongly denied uninterrupted passage and freedom of operation on the High Seas.

We are sure that you are already aware but we would like to take this opportunity to remind you of this commitment and of the procedures for contacting naval deployments in the region (in this particular case an emergency would be responded to by contingents of the Home Fleet or Central Fleet [NAVCENTFLT]).
