We recognize the capabilities of Breotonia to act as a mediating party in any disputes maintained between the State of Padania's need for defensible measures in the face of regional instability and aggression as well as neutral parties merchant and military requirements. Our regime is prepared to negotiate a compromise with Breotish parties, and hope a formal and international law can be established to formalize an acceptable definition of international maritime boundaries. Given the current lack of a recognized and signed treaty on the matter, the State of Padania does not find sufficient cause to damage it's national integrity and defense in lieu of the complaints of states outside of the region of conflict. National law and integrity is prioritized before vague international concepts; such is the duty of all legitimate representative governments.

As a temporary compromise, neutral military and civilian traffic will be permitted to pass through Padanian territorial waters with military escort to ensure the safety of both neutral ships and Padanian sovereignty. However; Carentanian, Belmontien, and Coronadan military and merchant vessels are barred from Padanian territorial waters extending to 50 nautical miles from shore, their claim to innocent passage is denied on the basis that their petty conflicts will further destabilize the region. Until such a time as peace is restored between Belmont and Coronado, we see no excuse to permit the usage of waters in proximity of Padania for the escalation of a war that could very well spill over into Padania, especially given the track record for RDTO member states to advance their ideology aggressively.

The government of Montelimar does not recognize the 50 nautical mile limit claimed by the Padanian government nor does it recognize its authority to restrict passage of vessels through the channels connecting the ports of Fontaine-Harcourt to the Long Sea. Any attempt to restrict such passage of military vessels of the Royal Montelimarian Navy or civilian vessels of any nation bound to or from the Ports of Fontaine-Harcourt will not be tolerated.

Agenzia di Ricerca Biologica Expands Quarantine to Argiano, Saragiolo, Torrenieri

Investigations conducted by ARB have delivered evidence that the outbreak in Seggiano has spread to additional townships, likely prior to the initiation of the quarantine. However, the study has determined the communicability of the disease to be high, and likely airborne. Padanian officials are currently conducting tests on samples of the disease, and are looking for cooperation from Papal officials in order to find a cure.

Despite this, an additional thirty people have been confirmed to be infected, and local clinics are encouraging citizens within Tarese province to receive standard check ups to ensure the disease has not spread outside the quarantine.

Il Doge has expressed his concern over the situation, and has authorized the deployment of specially equipped military units to enforce the quarantine and ensure the outbreak does not spread.

The extension of Padanian territorial waters contradicts international norms and agreements and is also disgustingly hypocritical, with Padania accusing the People's Republic of Vangala and her allies of promoting instability while causing conflict in its own region.

Considering that international norms continue to allow a revolutionary state such as the People's Republic to foment its terrorism and hypocrisy, we feel complimented by the notion that we stand apart from these practices. Our restriction against Belmontien, Carentanian, and Coronadan naval travel will continue; and we will closely monitor the traffic of neutral navies involved in the region. Padanian territorial waters and airspace extending to 12 nmi from shore, according to "international standards", are now closed to all unauthorized military and civilian air and naval traffic; and military escorts will be provided for civilian and military traffic extending to 50 nmi from the coastline; with aforementioned belligerent states to be barred from access. These policies will be rescinded only when a peace agreement has been agreed to by Belmont-Coronado.

Priest Arrested in Investigation of "Exorcism Murder"

Popular cures to mysterious diseases are common practice in rural areas of Padania, despite not being condoned by the State as practical or effective. Despite this, many who actively practice Catholicism find comfort in the Church and it's practice of exorcism as a cure for mysterious and seemingly unexplainable maladies.

Such practices, however, were believed to have resulted in the death of a Padanian citizen in the rural township of Osiglia. The deceased, Alberto Macchione, 27, is believed to have suffered from a mental deficiency commonly known as schizophrenia. Given a lack of proper medical facilities capable of diagnosing the illness, however, Mr Macchione's family sought alternative treatment from the Church.

Father Benito Rovati, priest of the local Church, attended Mr Macchione in treatment. Father Rovati has performed numerous exorcisms for the community in the past, with varying degrees of success, say sources within the community. However, Mr Macchione is believed to have died during the course of the exorcism, leading authorities to arrest Father Rovati and investigate the manner of the death. The family of Mr Macchione have filed charges against Father Rovati, claiming that the Catholic priest intended to murder their family member.

Father Rovati is well known and liked by many within the community, and has claimed innocence in face of the charges. The investigation has divided the community, with many members of the local Church accusing the Macchione family of slander and blasphemy. The Macchione family is currently under watch by police to ensure their safety.

Padania's interpretation of international custom law is a very unique approach and differs from the majority opinion on that matter. Furthermore, we sharply protest the Padanian authorities taking the merely political dispute to a much lower level and disturb international civilian sea traffic. To prevent Franconian citizens falling prey to arrests on very disputable grounds, a travel advise on Padania has been issued.

Polizia have detained a number of Lorrainian citizens whose light civilian craft are harbored in Padanian ports as a precautionary measure to ensure that no Lorrainian citizens attempt to return to Lorrainian ports via Padanian waters; so as to avoid any unpleasant and unwanted outcomes. Prior to being released, Lorrainian citizens will face basic screening protocols to ensure that they are not spies, and will be warned of the dangers of re-entering Padanian coastal waters. A number of Padanian civil ferry services have been made available to return Lorrainian citizens home for the duration of the closure of borders, however Lorrainian civilian craft will continue to be impounded until our waters are made open once again. It is unlawful to detain foreign nationals in excess of 24 hours without just cause within the Padanian State.

As the Padanian government has ignored most other maritime customs and traditions, it is not surprising that it would ignore the custom of notifying and allowing foreign vessels to leave its waters prior to closing them, but what makes this instance so disturbing to HM Government is that the Padanian authorities are specifically targeting Lorrainian citizens and Lorrainian vessels as there has been no reports of citizens and vessels of other nations being detained and their property impounded.

Lorrainian civilians that have been detained are likely residents in close proximity to the Lorraine-Padania border, and were visiting small fishing towns in Padania in proximity to the border. Port Authorities have already halted commercial traffic into - and out of - Padanian national waters. Padanian Port Authorities have not had any reported complications over the issue, and should any complaints arise businesses will be compensated fairly. However, our concern is primarily for the well being civilians who are not expected to be immediately aware of critical political issues as businesses are.

Judean Captain in Custody

"We announced an intention to police and deter threats to the State on the 4th of this month," stated spokesman for the Ministero della Guerra Aurelio Gallo. "The Nir Aviv entered our waters and conducted it's experiments beginning on the 13th, in full knowledge of our claims. The fact that an educational and scientific civilian vessel refused to recognize critical political situations and defied attempts by Padanian authorities to investigate a suspected crime in itself lends credence to the idea that the EDF is attempting to test our resolve on the matter."

"I believe that our conviction has been made clear. We will continue to enforce our current claims until an agreement has been made with Breotonia. Moshe Lahad was arrested on the grounds of resisting a lawful search and failure to comply with authorities; we have considered and denied other more severe charges in recognition of our relationship with Judea, however we will not tolerate underhanded political attacks by any party."

The JCS Nir Aviv was discovered to be transmitting unknown and suspected signals to multiple locations and was believed may be relaying sensitive information to seditious organizations within Padania. Marina Militare responded at 13:15, and Lagunari boarded the vessel at 15:50. During the course of boarding, a number of Judean and other citizens were injured, and all were detained. Following a brief investigation, it was determined that the vessel was indeed on a scientific mission within the Padanian 50 nautical mile monitoring zone. Judean citizens were treated for injuries and the Nir Aviv was allowed to return home, however captain Moshe Lahad is detained for refusing to allow a search despite knowledge of Padanian maritime claims.

Padanian maritime claims are just that, claims. The ship was in international waters. The entire argument that Captain Lahad was arrested "on the grounds of resisting a lawful search and failure to comply with authorities" is void. As the ship was in international waters, Padania had no authority or legal justification to take the actions that it did. We also take this opportunity to announce that all military aid to Padania is hereby ended. We advise the Padanian government to comply with our stipulation or face the consequences. We further advise the Padanian government to heed the clock, for it is ticking.

Doge Calls for Emergency Meeting with Supreme Council; Calls for Judea to Return to Rationality

Doge Niccolo Adama met with the Supreme Council of Defense moments ago on escalating tensions between Padania and the Judean Republic. Il Doge issued a plea for Judea to "return to rationality and diplomacy" but has stated that he will not waver when it comes to issues of defense.

Il Doge called on the Armed Forces and the Citizens of the State to "remain vigilant and watchful for threats, now more than ever." Padania's defense level has risen to level 3, and reservists are being mobilized. Il Doge has stated that "This is merely a defensive precaution; Padania does not have the desire to project it's forces outside of its borders."

However, il Doge stated that Captain Lahad would continue to remain in custody until a peaceful diplomatic compromise could be reached between Judea and Padania. "Despite tensions, relations between our two nations should still provide for the mutual respect needed to initiate bilateral talks. I will request that the Judean government meet with us and peacefully resolve this issue, it is not our intention to create unnecessary violence or instability."

We are very concerned about the current events in and around Padania. Also we do not recognise the 50 nautical mile limit claimed by the Padanian government. We condemn the recent captures of Lorrainian and Judean citizens by the Padanian navy, because the captures in question took place in international waters. A negative advice for traveling to Padania by Eiffellandian citizens is effective immediately.
