The consistory, with approval of the emperor, has decided to privatize the national coal mining industry. The Imperial Coal Company, which owns all of the nation's coal mines, will be broken up and sold to companies at the highest bidder. The ICC will be replaced with the Imperial Mining Commission, which will regulate the standards of the mining industry. The secretariat will have to approve all purchases.
Disobeying the regulations set forth by the IMC will result in fines and possible seizing of property.
OOC: Percentage means the percent of the overall industry you own, not the amount of stock in the company.
