PEOPLE'S DIRECTIVE MEETS OVER ESCALATING EUROPEAN CONFLICTS

With the intensity of reactionary violence escalating in Europe, there have been growing demands for Havenshire to clarify its position, as for the first time in decades the Homeland is threatened, if at present only indirectly, by the violence of fascists and capitalists in their self-destructive greed.

"This is not the first time that the atavistic and archaic imperialists have thrown themselves into the dire machinery of war." stated eloquent Minister of Information Winston Hope. "Sixty years ago, Europe was plunged into a similar war of destruction, which cast its dark pall even over our own island home. Though Germania and Gallia have been at peace since those dark times, their recidivist regimes have shown their true colours, and once again throw their people and expensive toys into the bloody carnage of an Imperialist war."

Whilst such sentiments have been less forthcoming from other members of the Cabinet, it is clear that there is a prevailing mood of uncertainty here in Westhaven, and the people have begun writing letters to their Representatives demanding immediate action.

The spread of knowledge about the unfolding War in Europe is also a concern for the Ministry of Information, who admit that they have been "caught off-guard" by the ease at which both violent and distressing footage, and also deeply offensive propaganda, can be accessed via the internet. "MyTube and Yourbook in particular have been considered, not for the first time, for a blanket ban. The ease with which impressionable young minds can access such distressing material has long been a hot issue, but we have to concede that the availability of such material has become so ubiqtitous that we must regrettably allow it, and instead focus on fortifying the moral and social will of our children."

Clips of the incredibly brutal and rapid battles occurring between the Engellex Fleet and its targets have also found their way onto social networking sites, as many online have expressed awe at the ferocity such modern technology can unleash. An astonishing current of jingoism also exists amongst many Havenite commenters, who have repeatedly expressed a desire for our own, much vaunted Navy, to "get stuck in."

"We hear all the time about how the People's Navy is the world's greatest and purest. Why the *** aren't we stepping in to save our fellow Proles, and bang some ****ing heads together?" said ClyneFan81.

Whatever the sentiments, it is clear that the War is not something that can be ignored for much longer, and it is hoped that ageing Premier Michael Foot will issue a statement before long.

AGGRESSIVE WARMONGERING THREATENS NEUTRALITY, DEMANDS FOR ACTION!

Though the People's Directive is still in session, and no final conclusions have yet been reached, the stunning and horrifying footage of the ruins of Augsburg has been a wakeup call for all countries throughout Germania-Gallia.

Though Augsburg has long been regarded as the Capital of the most reactionary and monarchist state remaining in the West, the barbarous and apalling damage inflicted upon proletariat and bourgeoise alike by the recent missile attack has shocked all peoples and all creeds.

In an unprecedented move, Angela Steele, the Minister for Defence, has broken party-ranks and issued a public statement via television and the Clarion.

"Today we see for the first time the true face of Capitalism. This attack, this infamous assault, is the inevitable outcome of a system that allows huge arms corporations to profit from the blood and destruction of millions. I can confirm, based on information gathered by the Central Intelligence Bureau, that the missiles that struck Augsburg were almost certainly of a type most commonly used throughout Germania-Gallia. Regardless of who fired the missiles, it is clear that all capitalist-industrialist nations who support these globalist arms dealers bare the blood and pain and misery of thousands of neutral civillians on their heads." In a bold statement, Angela Steele declared that henceforth Havenshire would be taking an "Aggressive Neutrality" policy.

"Regardless of what decisions the People's Directive come to, I can guarantee that we will not allow such a heinous assault to occur against our own nation. Henceforth, we are doubling our naval exclusion zone to 48 miles. Any vessel belonging to a current combatant- be it EDF or any other aggressor- come within this exclusion zone, or approach any of our shipping lanes or vessels, they will be given only one warning, and then they will be fired upon."

This bold statement not only breaks normal Party protocol concerning policy statements, but is also a direct warning to all reactionary imperialists- Havenshire will DEFEND her neutrality, and will not tolerate capitalist incursions in any shape or form.

Further to her statement, the Clarion can also confirm that the PSS Vengeance has left port and is heading for waters unknown. As readers may be aware, the PSS Vengeance is Havenshire's most prominent and famous Nuclear Submarine, long rumoured to be capable of launching nuclear-tipped Cruise missiles. Even if this particular rumour is mere exaggeration, none can doubt that the sailing of the Vengeance is another clear warning to all capitalists- we will respond in kind to any aggression.

Wether Minister Steele will be reprimanded for taking unilateral action is at this time unclear, but once again comments on the Clarion website indicate that the People are firmly in favour of this bold stance.

CARENTANIA CONTINUES ITS WAR OF LIBERATION THE FACE OF SOLAREN ATROCITIES!

Those who read Carentanian news headlines online may already be familiar with the glorious news that our brothers in socialism have made significant gains in their campaign against the crumbling fascist regime of Solaren. Despite demonstrating an apalling willingness to commit atrocities against their own people, the armies of the atavistic Solaren mafia continue to hold on to large sections of Solaren, though valiant efforts by Carentania- and less honorable aggression by opportunistic monarchofascists- make headway every day.

Journalists from the Clarion have joined Carentanian soldiers on the Front, and can report that morale remains high and conditions excellent, as they fight the Good Fight for proletariat everywhere.
"Today, Capraria, Tomorrow,Torrance!" was the sentence on every soldier's lips, and insider reports suggest that, as the Germanian-Gallians become more engrossed in their own squabbles, the Fall of Torrance, Solaren's Capital, to Socialist forces could very well occur soon.

After over two weeks of deliberation, a Bill to Join the War Against Solaren was narrowly defeated in the People's Assembly today, and the Council-Communist Party, speaking from the Central Congress, has re-affirmed the policy of "aggressive neutrality" set out by its Minister of Defence, Angela Steele. "The Party is united as One, our will is unanimous. Let those who would dare raise hand against the people of Havenshire always be afraid of our might!" stated Party Chairman Barry Knott, shortly after the results of the vote were announced.

Although many are saddened at the apparent reality that they will not be joining Carentania in its righteous struggle to liberate the proletariat of a criminal regime, they can take heart from the knowledge that Havenshire is more secure and prosperous than ever, whilst its enemies squander their capital on petty and barbaric bloodlettings with one another.

The March of Progress continues, citizens, as it always does.

DEMOCRATIC SOCIALISM GUARANTEED FOR SOLAREN!

The Central Congress has today announced its intent to recognise the new, Carentania-backed democratic-socialist Solaren government, after statements were issued that a new Transitional government was already being assembled for taking control of Capraria.

Whilst war continues to rage across mainland Solaren, the news of a possible compromise between strong post-delegationist and democratic socalist factions has been slightly marred by concerns of the possibility of the reactionary Urbanites mounting a prolonged insurgency to undermine the future Solaren.

"Once Carentania has secured a foothold in mainland Solaren, we are confident that they will not only overcome the fractured and broken forces of Urban, brutal and dangerous as they may be, but also establish as a reality a new democratic socialist order, whatever the corrupy monarchists and fascists so busily plundering Solaren's borders may say." stated Premier Foot with confidence.
"We are prepared to send economic and medical aid to Carentanian forces and Democratic-socialist Solaren citizens, once the seas are more secure, and EDF forces have been suitably chastised."

This new, bold direction, even if only in modest support of a fellow Council-Communist nation, is a change of pace that demonstrates the eternal willingness of the Premier to be guided by the will of the people, rather than attempt to do the reverse.

In other news, increasing disruption of the naval trade-lanes and rippling shockwaves through the global economy has led to many concerns about wether Havenshire should continue to rely on the generosity of the "Mantle" to defend it. "Its protection is granted wether we like it or not. How long before the Pirate-catchers become Pirates themselves?" asked a representative of SeaCoop, the largest Co-operative that handles Havenshire's maritime shipping needs.

Demands for the Havenshire People's Navy to continue to expand its remit as a blue-water navy have been made repeatedly over the last 30 years, with varying degrees of success. However, there are still grave doubts about the loyalty and discpline of the HPN, and little confidence in its ability to defend the Motherland, should the Mantle ever once again turn into the Gauntlet, a ring of ships ready to choke Havenshire should its capitalist masters so wish to.

"Havenshire has survived a blockade before...but this new quality of life and widespread consumer prosperity has...weakened the will of the Havenite people to resist. It is not clear how we will restore our total independence from all things Breotonia." opined Douglas Figg, an expert Breotologist.

Though there is doubt and much uncertainty, the malaise of capitalism will not infect our strong proud shores, and the destruction of the reactionary regime of Solaren is a clear sign that socialism's time has once again come.

ALL'S UNQUIET ON THE NORTHERN SEA

The ongoing Trade War between the hyperaggressive pseudofascist Celtic Nations of Bantyr and Warre and the archaic feudal democracies and monarchies of Batavie, Sorlandeten and Suionia have long been dismissed by the rest of the world as merely the prelude to inevitable bloodshed.

Sure enough, whilst diplomats and emissaries scream and hurl insults at one another, Warreic forces have taken the iniatitive and launched a series of brutal assaults on Batavie and islands that have long been disputed by the Scandinavian nations. Whilst Bantyr has suffered greatly these past two years from the pursuit of embarassingly amateur capitalist policies, it has nonetheless held its own despite pressure from its economic rivals to submit to globalist capitalist norms.

As always, Havenshire has offered poor relief for those most hard hit by the reckless and relentless savagery of capitalist governments, and offered to establish AidCoop offices in Bantyr and Batavie, whose primary purpose as always is to simply provide beds, broth and hope to the homeless, the jobless and the downtrodden. Whilst AidCoop has been fiercely criticised by the Bourgeoise media as a "front for geurilla activities and propaganda", countries which have accepted AidCoop, such as Abalach-Arthyrn, have seen a considerable improvement to the condition of their lowest classes.

"AidCoop transcends national politics and polities. Our aim has been, and always will be, merely to provide the most basic dignities to those the Capitalist and Fascist world is most determined to destroy." stated AidCoop Central Speaker, Mary Whittaker.

In support of AidCoop, Premier Michael Foot has pledged that he will personally attempt to resolve this destructive and unnecessary "Trade" War, by dispatching emissaries to the most violent of quarreling parties, and offering unilateral medical and food aid to its most disadvantaged citizens. Wether Warre or Batavie will be receptive to these offers, only time will tell.

BANTYRIC BARBARISM AS SUIONIA DEVESTATED

For the second time in three months, a civilised, first-world nation has been rocked by the inhuman and coldly calculated atrocity of a mass cruise-missile bombardment. Whilst no munitions appear to have been nuclear, the savagery of the unprovoked attack has left the civilised world reeling.

"We can confirm that a score of Suionian cities have been hit, including civillian airports and municipal buildings." stated Ambassador Harris, the official Havenite representative to Suionia. "I personally witnessed several distant explosions as they rocked the Capital."

The aggressor in this act seems to be without doubt to be Bantyr, untill recently considered one of the victims of Suionian Imperialism, and a potential recipient for AidCoop assistance. However, after this Day of Infamy, it will be a long time before the pariah-state of Bantyr will ever recieve any courtesy or aid from right-thinking nations.

"The dark, murdering armies of the An Lyric have long been a thing of legend, a bogeyman from the middle ages. When Havenshire was still young, our children used to pray, deliver us from the Northmen. Such superstition has long been banished from our hearts, but it seems that the Bantyric at least have embraced the dark stereotype with this attack. If as Barbarians they wish to act, then as Barbarians they shall be treated." Stated Angela Steele, Minister of Defence, once again speaking ex partio, but on behalf of the nation.

"I can confirm that Havenite Submarine Groups are being dispatched to the An Lyric Sea as we speak. All Havenite aid is being withdrawn from Bantyr, and should their aggression expand beyond Suionia, they will know the price of their pseudofascism."

Once again Steele's bold words have struck a populist chord with the people of Havenshire, but have drawn criticism from the Central Congress, who are debating wether to censure the bold, if popular, minister, for her alarming and unprofessional rhetoric, and exposure of key Havenite defence policies.

For the people of Suionia, this is a time of mourning and anguish. But soon it will be their time for Vengeance, and it seems likely that only more blood will be spilt in this Second Great War, as proletariat the world over suffer to sustain the economies of Empires determined on self-destruction.

DULWICH, MONDAY, 17th OCTOBER 2011

The Right Honourable The Secretary of State has received the Command of her Imperial and Royal Engellexic Majesty The Queen-Empress to make known the following gracious Statement of her Imperial and Royal Engellexic Majesty to the Ministers, and People of the Republic of Havenshire.

An Extension of The Queen-Empress' Statement in Council.

TO THE MINISTERS, AND PEOPLE OF THE REPUBLIC OF HAVENSHIRE

I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;

The deployment proposed of a submarine squadron to enter the An Lyric Sea, as part of a confrontation against the Republic of Bantyr, ought to by all means be stopped and reviewed in consideration of diplomatic efforts still continuing to end the Northern War. I implore that the members of the government of Havenshire will acknowledge my opinion that it will be impossible to deal in any but a very wasteful and exhaustive fashion with the enormous burden of trying to mediate between the two northern powers, unless Havenshire will consent to returning to her former opinion in regard to Bantyr and Suionia, and express great hesitation for unnecessary and unwarranted military deployments to the North.

I can state on behalf of her Imperial Majesty that Great Engellex is prepared for the full responsibility of achieving peace between Suionia and Bantyr to centre completely upon our own diplomatic efforts.

Additionally it has become necessary to make known to the ministers of Havenshire that in order to affect an offensive front against the Republic of Bantyr a declaration of war will be assumed to extend beyond the Saamiskavian state to Great Engellex. It is sincerely hoped that circumstances can be adjusted as to not demand a state of war to exist between Havenshire and Great Engellex, I call upon Havenshire to be magnanimous in her patience and trust that the restoration of peace shall be realised without further loss of life.

WESTHAVEN, Monday, 17th OCTOBER 2011
Year of the Revolution 86

TO HER MAJESTY, QUEEN-EMPRESS OF ENGELLEX AND HER COUNCILLORS

The Central Congress, acting on behalf of the People's Directive and all the people of Havenshire, express regret that the Queendom-Empire of Engellex has recieved such grave misunderstandings about the foreign policy of the People's Republic. It is apparent that Her Majesty and her government have taken the words of our esteemed Minister, as quoted out of context by our state paper, as an official proclamation of intent to declare war on the Republic of Bantyr, despite the fact said words were clearly labelled as being ex patrio, spoken on her own iniatitive rather than as a representative of the People's Will.
Whilst perhaps such autocracy may come naturally to other forms of government, We can assure the state of Engellex that at this time there is no intent to initiate a war with the Republic of Bantyr, or indeed any state, be it allied to Bantyr or not.
To further clarify the statement made by the Minister of Defence, we assure you that, whilst Submarine Groups may indeed be sent to the An Lyric Sea, they may not recieve orders to initiate hostilities or indeed impede any shipping of any side without express written permission from an absolute majority of the Central Congress.

We appreciate the concerns of Engellex, and we support their desire to resolve this issue with alacrity. We urge them, however, to focus their efforts on mediating the dispute that exists between Bantyr and Suionia, and which has lately become a war of aggression on Bantyr's part, and not to become worried about defensive precautions taken by a State that has no record, past or present, of undeclared aggressive acts, and which furthermore seeks only to protect its own interests, not intervene in the affairs, tragic as they are, that exist between Northern Nations.

We hope that the Engellexic state has been satisfied on this score, and will not continue to labour under any misapprehensions about the intent or actions of the People's Republic.

Regards,

Premier Michael Foot, of the People's Republic of Havenshire

DULWICH, TUESDAY, 18th OCTOBER 2011

The Right Honourable The Secretary of State has received the Command of her Imperial and Royal Engellexic Majesty The Queen-Empress to make known the following gracious Statement of her Imperial and Royal Engellexic Majesty to the Ministers, and People of the Republic of Havenshire.

An Extension of The Queen-Empress' Statement in Council.

TO THE MINISTERS, AND PEOPLE OF THE REPUBLIC OF HAVENSHIRE

I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;

I have laid the contents of your dispatch before her Majesty the Queen-Empress and the Cabinet of Ministers, his Grace the Engelleux of Arms upon the advice of her Majesty has directed me to address the following from the Council of State :-

The Council of State has concluded that nothing short of a prompt recognition of misunderstanding following the diplomatic proceedings concerning the intent of Havenshire to the Saamiskavian War, and the diplomatic incident considered closed. Great Engellex certainly had no desire to foster further distrust and tension with our regional neighbours, even less, to a great extent, to change the nature of Engellexic and Havenshire relations to the point of war. It would however be irregular of myself to not question the true reasoning supposed for the deployment of a submarine squadron to the An Lyric Sea, especially when you take into account the geographical position of the Suionian-Bantyric conflict.

I shall take this opportunity to also state that it has been seen as highly beneficial to the freedom of European maritime trade that nations with the greatest ideological differences can expect one another to allocate due respect for the maintenance of Europe’s free seas. Even in times of war nations should come to expect such allowance to be given, as it has been seen that the great destruction of maritime shipping, as experienced in times long ago, contributes nothing but encourages incredible human suffering. It is hoped Havenshire will extend such assurances to guarantee the continued enjoyment of that freedom, and settle before Europe such an important question.

By the Grace of GOD, of the UNION of GREAT ENGELLEX, CHARLOTTE, the QUEEN-EMPRESS, through the SECRETARY of STATE, Sir ANTHONY PELHAM-HOLLES

OOC: To clarify a point that Suionia has now addressed, my Submarines are actually in whats now been named the Gothic Sea, near Suionia, rather than near Batavie, as part of a body of water I incorrectly assumed was part of the An Lyric Sea. I apologise for any confusion.

IC:

Further to earlier anwsers, the Office of the Premier assures Her Majesty and her advisors that, whilst not a formal signatory of any International Maritime Laws, the People's Navy of Havenshire is nonetheless bound by the spirit of good conduct upon the High seas, aswell as our own stringent protocols. Whilst we do not now nor ever have recognised the authority of the Mantle to enforce Free Trade upon the High Seas, we also do not wish to make a point of imperiling the lives of honest merchant mariners for the sake of politics, and have no intent at this time to threaten further the stability of global sea lanes.

Signed,

Premier Michael Foot of the People's Republic of Havenshire

POPE URBAN SEIZED, GREAT WAR CONTINUES TO ESCALATE IN THE NORTH

The news and the photos have been circulating across the Internet and throughout the globe. Finally, after months of bloody and difficult fighting, a daring raid by Nicosian Special Forces seized Pope Urban, and have brought him to justice within that nation. At the same time, the so-called Holy Catholic Church now seeks to appoint a New Pontiff, with a Conclave of Cardinals thrown out of Solaren over the years. It is truly the most reactionary and backwards thing that could be done, and the certainty of another Urban arising in the future seems cemented by the narrow blindness of power-mad corrupt preists.

Yet, though the Bloody-handed Zealot has been toppled, the Second Great War- long ago exceeding the ill-fitting epithet, "August Catastrophe"- continues to escalate into new strata of brutality and barbarism. Frescania unleashed an unprovoked and brutal assault on Bantyr and Warre, firing indiscriminately explosive-packed ICBMs. To add further insult to greivous injury, the victims of a previous onslaught, Suionia, now has mobilised its colonial empire and former lackey, Dagomba, to wage war, not against legitimate aggressors like Bantyr, but Engellex, another reactionary imperialist state long distrusted here in Westhaven.

"The escalation of conflict in the North seems to be tangential to the ongoing Liberation of Solaren. Although Lorraine has made threatening manuevers against Carentanian Peacekeepers attempting to safely secure the civillian population of Iscla, it seems clear that what began perhaps as a Noble effort to end Religious dictatorship, has exploded into a Global War of Capitalists and Monarchists." stated Premier Michael Foot, speaking for the Central Congress.

"Despite bold actions taken, we as the People's Republic no longer feel that the North is a safe place for our vessels, and have ordered the withdrawal of our Submarine Groups." This sudden reversal of millitary policy hints at a potential split within the Council-Communist Party, however, the Premier was quick to assure listeners that "The Minister of Defence herself agrees with this new course of action. Only by pursuing a steady course can we socialists avoid being sucked into the Bloodbath."

The return of the Submarine Groups will surely be met with gratitude by their families, but still a popular desire for Havenshire to take a stand prevails. Although the Congress and Directive have excercised wise caution, many proletariat of all walks of life still feel that Havenshire should support her allies.

"Carentania is out there, alone, on the Red Line against the Reactionaries." stated one man. "We should go help them, as they once helped us in the Civil War against Breotonia."
Carentania has long been well regarded with Havenshire, and is the third most popular tourist destination for Havenites, coming close behind Matanzas and Coronado, whose warmer beaches appeal, even if its revisionist policies do not.

In other news, A stunning victory of 6-1 was achieved by Harham City against Harham United. Widely considered one of the greatest games of Football played in the last 80 years, Harham United recieved a drubbing that will not be soon forgotten.

I am unaware of any attempt by anyone currently seeking to appoint a new Pontiff. The current College of Cardinals is meeting to discuss comparatively mundane matters and not the appointment of a new Pope. We at NO TIME have stated that this was our goal.

Kayah Tanah has its information wrong regarding the conflict in the north. Suionia received an unprovoked, aggressive, sneak attack from the forces of Warre and Bantyr. Due to this aggression, Frescania and Dagomba declared war on Warre and Bantyr due to our alliance with Suionia via the Karlskrona Accord. To claim our attack was provocative is wrong, we re acted as our allied was attacked. Furthermore, Kayah Tanah should also re read the statements by both Suionia and ours regarding Engellex. There was miscommunication between the statement of Engellex and the Karlskrona Alliance.

SHALE RESERVES MAPPED BENEATH ANTINE MOUNTAINS

Geologists have confirmed that an extensive range of usable shale extends almost the entire length of the Antine Mountains, which dominate the western part of Havenshire. This discovery has been greeted with great suprise and adulation, particularly by Energy Co-Operative, who have for the past twenty years been struggling to find an alternative source of mainstream fuel, ever since the natural gas wells in the An Lyric Sea began to be exploited by Gaelic businesses aswell.

In the past, Havenshire has led the way in promoting enviromentally friendly and energy-efficient methods of living, with 3 new Co-ops- Wind, Wave and Solar- providing thousands of jobs in researching and producing new methods of energy production. However, the long contentious Energy Co-Op continued to provide the majority of power for Havenshire. Now, however, the discovery of usable shale for gas extraction threatens to change this trend towards "greener" energy.

"This Fracking business might create new jobs in the Antine region, but what about the other Co-ops? And how enviromentally safe is this anyway?" asked a spokesperson for the Green Worker's Union. "Fracking" is the technique used by gas companies to fracture shale so that the potential gas reserves contained within can be extracted efficiently. However, there are some concerns that the runoff from this process can toxify groundwater reserves, which make up over 60% of Havenshire's clean drinking water supply.

"I can assure the people of Havenshire that Fracking is completely safe, and that, pending approval from the Central Congress, we will immediately begin allocating funding to developing an entirely domestic shale gas industry. We calculate that we could produce as much as 20 million barrels of usable gas within three years, and a 100 million within 10." Harry Lyndon, spokesperson for Energy Co-op, was enthusiastic about the project, and was confident that Havenshire would soon be able to close the "fuel gap" it has previously suffered, and begin addressing its sizable Fuel debt to countries like Breotonia and Suionia.

MORE IMPERIALISTS TO JOIN THE WAR IN GALLIA?
A new Bill being debated within the hypermonarchist state of Wiese has generated ominous rumbles throughout the international community. With Imperialists still debating how best to carve the Solaren pie, and the Northern War mercurially twisting between brutal conflict and devious diplomacy, the only front as yet undisputed is the Gallian front, where the equally hypermonarchist state of Engellex has so-far been the sole imperialist aggressor against the monarchist state of Montelimar. Whilst all such actions are to be expected and deplored, Wiese's new move towards even greater millitarism has provoked speculation about their intentions towards both Gallia and Solaren.

"Wiese has for a longtime been a sleeping giant, but this missile attack on their capital has really riled them up." said one online commentator, cifliklover89. "Its about time the Germanians started to kick some ass!" said another user, "heino". Whilst popular mood is divided about Wiese, politically no commentary has been forthcoming.

"We continue to stand by Carentania in its efforts to liberate the people of Solaren. We have at this time no stance on the Gallian War." clarified a recent press release by the Foreign Ministry.

We are perplexed as to what "proposals" Carentania is supposed to have refused - and how such a refusal would be a sign of an antidemocratic attitude?

CENTRAL CONGRESS UNDER PRESSURE TO INCREASE DEFENCE FUNDING

It was the straw that broke the camel's back. News that Cantigny has potentially been developing nuclear weaponry, added to increasing instability throughout the world, fed also by rumours that the Archnemesis Breotonia is once again strengthening its choking Mantle, has led to a coalition of Co-operative representatives demanding an increase in defence spending.

"Splendid Isolationism cannot work in a war-wracked world. Having become dependant on foreign trade, even if only with neutral and socialist powers, we must engage with the world, or be swept aside by the coming storm." argued leading CEO Alan Parsons, of ArmsCoop subsidiary ArcherTech.
"Now more than ever we need to protect ourselves."

This petition has come at a time when the Central Congress has been unusually silent about its affairs, preferring to focus entirely on economic issues, which continue to reveberate, five years on since the initial shockwaves saw an end to the "good times" of Market Socialism.

"The Council-Communist Party at this time simply does not believe grandstanding on defence issues to be productive. Instead, we aim to focus on Havenshire's economic strengths, by promoting more centralisation of existing co-operatives. Only through consolidation can we guarantee more jobs for the proletariat." stated a CCP spokesperson.

Growing unemployment seems to contradict this opinion however, as a recent poll reveals a staggering 5-7% of those leaving service with the Citizen's Defence Reserve do not have steady employment. These findings have only fuelled discontent amongst the Co-operatives. With party elections happening in the spring of 2012, it is becoming unclear if the CCP can maintain its strong majority.

One thing does remain clear, however. The future may be uncertain and darkened by clouds of war, but the people remain staunch in their devotion to the principles of Robert Clynes. A recent rally by Neo-Rikerists, though technically legal under the Freedom of Gathering Act of 1997, was booed and egged off the streets by loyal citizens.

HISTORIC AEROSPACE CONTRACT OFFERED TO FOREIGNERS

In a controversial and bold move, the majority of CEOs in ArmsCoop have voted to approve a plan to offer a Joint Development Contract for the new J-11 Peregrine to appropriate foreign private development entities. Whilst co-operation with foreign companies in Havenshire is nothing new, this is the first time that the closely guarded world of Aerospace has entered the difficult world of international co-operativist semi-capitalism. Most controversially, the plan takes advantage of a loophole in current law, which forbids any one private entity from trading in Havenshire. By offering themselves as partners in a joint-development contract, ArmsCoop have boldly proclaimed that they are not just a Department of the Central Congress, but an increasingly independent Co-operative anwserable first and foremost to its employees.

Whilst a state-supervised contract with Breotonia for development of naval maritime shipping was approved in the 90s, it was done so by explicit consent of the then Market-Socialist Central Congress. However, this contract, estimated to be worth $30 billion, is the largest and boldest one advanced by purely private interests in Havenshire history.

"Whilst we haven't yet secured a partner, we are vetting prospective investors carefully. We are prepared to offer production lines here in Havenshire, but we insist that the Fighter to be produced, the Peregrine, not be produced elsewhere, or any models or parts produced be exported without explicit government consent."

The ambitious contract aims to produce an additional 50 J-11 Peregrine Fighters, the untill-recently confidential Next-generation strike fighter produced entirely within the Havenshire aerospace industry.

The Central Congress has refused to comment on this issue at this time.

In the other news:

Society: Smartphone waiting-lists estimated to be over six months long. Just what is this craze sweeping Havenshire? Consumerist disease or a genuine desire by the masses to improve themselves in the modern workplace?

Sports: The National Hockey league draws complaints of matchfixing after the Closkey Club loses apallingly swiftly to the Stanchester Defiants.
Culture: DVD Sales of classic cartoon Tamberwick Green rise in the lead-up to Winter's Fest.
Security: Police confirm death of Paymaster to People's Army was a routine drunk-driving case.
Business: Co-operatives reported to be eagerly anticipating outcome of J-11 contract, rumours of more partnership contracts to follow soon.
World: War in Montelimar likely to be "over by christmas" according to one commentator.

Instead of an attempt to pressure the warring powers to end the bloodshed, more and more saber rattling by those that are not involved make it doubtful that peace will prevail anytime soon.

RECESSION LOOMS, INTERNATIONAL TRADE DEFICIT HITS RECORD HIGH

The People's Directive is scheduled to convene for an emergency meeting on November 20th, as it has now been revealed by the Ministry of Economics that, with trade routes to Boreas, Europe, and now Himyar all disrupted, many ships carrying much needed supplies and goods both to and from markets Havenshire depends have been forced to turn back. Even Carentania, long a vital trade partner, has become a difficult and expensive run for most commercial shipping lines.

Although measures have been taken to once again revert to a stabler, more self-sufficient economy, job losses in the tens if not hundreds of thousands are expected, as a once-booming consumer goods industry looks once again to contract painfully. Unlike most Co-ops, however, retail worker's unions cannot apply for state relief in the same way, as their work is considered non-vital to national stability.

This has brought much unhappiness to the retail and tertiary sectors, who had at one time looked to overtake Industry and Manufacturing as the largest economic sectors in Havenshire. Now, many stores will have empty shelves this Winter's Fest, as the electronic and consumer goods expected from Vangala and Oikawa have been forced to return to port by increasing tensions.

Although ArmsCoop and EnergyCoop's expensive international investments have reluctantly been approved by the Central Congress, the global contractions have forced the Congress to rule a general ban on any more international business deals of any kind, for the time being.

"The threat of Recession is real." confirmed a Spokesperson for the Ministry of Economics, in decidedly bold language. "It is evidently clear that Market-orientated reforms, which generated what seemed like an increased quality of life, in reality only exposed Havenshire to the growing storm. We have suffered through one recession already, and we have drafted proposals for the Directive to vote on to prevent another crashing on us."

Although it is not yet clear what the People's Directive will decide on this issue, it is understood that "drastic reform" will be necessary to once again guarantee a secure and stable economy for all Havenshire.
"We offer our sympathies to those who have lost work as a result of the economic difficulties. We are prepared to offer retraining at Work Colleges to any interested in returning to a more stable economic sector." finished the Spokesperson.

In other news, a sensationally popular article from Oikawan Post-Delegationist paper, "Freedom Review" is now available on the Clarion website by popular demand. This paper does not condone the quasi-capitalist overtones of Post-Delegationism or the opinions of those who subscribe to it, but we acknowledge the merit of Revolutionary dialectics, wherever it may be found.

RETAIL WORKER'S UNION SIT-INS PARALYSE WESTHAVEN HIGH STREETS

In protest over heavy-handed measures being taken by both the Union's Council and the Central Congress regarding looming recession, thousands of retail workers and shopkeepers, fearing being rendered mass unemployed as Havenshire clunkily attempts to revert to an industrial economy, have gone on mass strike and locked themselves inside many prominent High street stores, primarily in Westhaven but also Stanchester, Greathampton and Southborne, all towns likely to be hardest hit by import shortages.

"We are workers and proletariat too. We work in co-operatives, we work long shifts, and all profit goes towards the collective benefit of our communities. This prejudice apparently being demonstrated by the Union's Council is apalling. There are no Bourgeoise here!" shouted spokesperson Harry Blotts, general manager of the prestigious Blotts and Co. Department Store.

Whilst no action has yet been taken against the protestors, the relevant Civil Watch commissaries have confirmed that they are monitoring the situation closely, and will forcibly evict the protestors if "such is deemed necessary."

With yet more explosions of Imperialist and Hyper-Imperialist fury likely to come, as the warhungry Engellex looks poised to violate Gorno-Altai's sovereignty over the Zadar-Istria islands, many are tightening their belts, and money and energy-saving advice is being passed around, both online and through word-of-mouth.

"We endured the Hard times of the 70s, and by 'eck we are going to endure them again. This is what being a Havenite is about. Weathering the storm." said one worker who did not wish to be named.

With the People's Navy being forced to assign much of its surface strength to escort key supply ships through treacherous waters, there are concerns about defending the Thorn Channel and the Straits of Zeal, and proposals have been floated of converting some of the older Buccaneer Submarines to be Patrol Ships, with deck-mounted guns. This throwback to the days of U-boats may seem primitive, but may be necessary to provide necessary security against Piracy, Terrorism, and desperate capitalists.

In other news, photos allegedly showing Minister of Defence Angela Steele visiting a controversial night club in downtown Westhaven have surfaced, and have been vigorously denied as "obvious forgeries" by the Ministry.
"Whoever manufactured these slanderous photos was, we hope, merely excericisng some misguided juvenile instinct for crass humour, and not seriously trying to defame the reputation of a senior Cabinet member." stated their spokesperson. "Regardless, we are pursuing all leads, and we will get to the bottom of this."

The photo allegedly shows the Minister enjoying the attentions of the Night-club's Male and Female "professional entertainers", but the darkness of the room makes it unclear if this is indeed the Minister.
