SUMMARY OF PROPOSED BILL
Under the directives of the Chancellor by
the Grand Councillor for the Treasury

The Government proposes the following:

  1. The creation of the ImperialCorporation for Industrial Development (ICID), an autonomous governmental organisation with the sole task of improving existing industry standards and enhancing the current capabilities of the Empire's industries. The ICID will additionally seek to expand the industrial base and through a series of phased segments expand the industrial output by 20%.
  2. To induce greater performance results of the existing firms in the sector, the Treasury shall issue .450 million to said businesses to propel investment in better machinery and in the expansion of their operations.
  3. The relaxation of regulations aimed at foreign investors, with the suspension of the Foreign Investors Act 1941 Article 3(c) to motivate more individuals to invest in the Sikandari economy.
  4. The amendment of existing visa structures to create a special category of visas for businessmen and investors seeking to conduct business operations in Sikandara.
  5. The Labour & Workers Act1942 shall be amended to raise the minimum wage to combat the rate of inflation currently afflicting many belonging to the working class. Of aforementioned Act, Article XII(e), Sub-section C, (relating to the trade unions) shall be amended to introduce measures aimed at controlling negative influences in the unions.

The senior party leadership enforced a whip during the proceedings of the vote.
The Orange Democrats have expressed their disapproval of the proposals, as it directly targets the policies made during their Government of 1940 - 1945. But due to internal pressures allowed MPs to vote according to their conscience.
The Independents vary in their views.


The Republicans have chosen to abstain from the vote due to undisclosed reasons.
The SCP is astonished that the Government has amended the Labour and Workers Act 1942. The Party believes that the proposed policy shall create a situation where the average citizen shall be oppressed by the capitalist classes.

It is especially welcome to see that members of the Orange Democrats also crossed party lines and voted against some of the most restrictive legislation passed by their Party's government in the previous decade. It is my fervent belief that the country is set to witness a major revival of its economic potential."

PROPOSED BILL
Foreign Investment and Regulation, 1954

SUMMARY
The proposed Bill seeks to establish the following:
1) Granting greater opportunities to foreign firms operating in Sikandara;
2) Granting greater opportunities to foreign firms wishing to invest in Sikandara;
3) Seeking to regulate rules regarding the operations of aforementioned types of companies;


The proposed Bill shall work in cooperation with the already established clauses of the Foreign Investors Act 1941 and the National Industry Capacity Expansion (NICE) Act, 1953. The proposed Bill is aimed at rectifying problems which have been presented to the Government by foreign firms and local subsidiaries.

On creating greater business opportunities in Sikandara:-
1) All diplomatic offices of the Empire shall maintain an active Commerce Bureau
(a) Diplomatic offices include:
(i)Embassies
(ii) High Commissions
(iii) Consulates
(iv) Honorary diplomatic bureaus

2) Commerce Bureaus are tasked to:
(a) Remain in contact with local businessmen, firms, mercantile bodies (such as the Chambers of Commerce)
(b) Remain in contact with the respective foreign government, in particular the trade ministry (or equivalent)

3) The Government of Sikandara is formally tasked to keep business matters entirely apolitical and not let political disagreements color such dealings. It may, however, be allowed to suspend trade links with a country if:
(a) The second country is imposing trade restrictions on Sikandara;
(b) The second country is a part of an alliance which is imposing trade restrictions on Sikandara;
(c) The second country presents a threat to the security of the Empire of Sikandara
The nature of this threat includes:
(i) Open declarations of war
(ii) Intelligence reports suggesting that such a threat is posed
(iii) The Committee for Defence may review a situation and deem it so

4) The Imperial Treasury is to craft separate rules for taxation of foreign firms and/or their local subsidiaries.
5) Taxation orders of Parliament shall not apply on foreign firms and/or their local subsidiaries unless specifically mentioned


On the regulation of foreign firms:-
1) The Government defines foreign firms, as follows:
(a) Any company whose headquarters are based in another national territory;
(b) Any company, operating domestically, whose shares, of at-least 51%, are in foreign ownership
(c) Any company which operates as a local subsidiary of an established foreign firm
2) For such a firm to operate in the Empire of Sikandara, the firm must:
(a) Register itself, under its own name, or that chosen by its management or shareholders, with the Imperial Treasury
(b) Issue annual reports detailing the scope and nature of business activity to keep investors informed
(c) Comply with rules and regulations issued in the Companies Act 1930

3) Foreign firms are not allowed to repatriate profits from their operations in Sikandara. However, foreign firms are allowed to do the following:
(a) Such companies are allowed to exact royalties from local subsidiaries, at a rate determined by the shareholders of the domestic subsidary.
(b) However, the rate of royalty may not exceed 50% of net profit, except:
(i) Twice every ten years, under the following conditions;
(a) If domestic shareholders approve of a rate higher than this and;
(b) The Government permits the repatriation of the sum indicated

(c) Foreign firms are allowed to impose licensing, consultation, expertise, contractual, and legal fees on domestic subsidiaries.
4) Foreign firms are, however, free to reinvest sums into domestic subsidiaries, for expansion, modernisation, and other matters, and shall receive tax reliefs for doing so. If deemed appropriate, the Government may set aside Article 3 and allow repatriation of net profit by the main company.
5) Foreign firms and/or their local subsidiaries are required to be listed on domestic stock exchanges if 25% or more shares are owned by Sikandari nationals or institutions.


DEBATE ON BILL: The Parliament shall convene on March 29th to fully debate the Bill. The vote shall be held on the day following.

AN EDICT

THE brave men of Our military have been dispatched to foreign lands to conduct operations aimed at securing the interests of the Empire and to dislodge the evil forces of Communism from our most noble and ancient continent. The excellent advances made, thus far, on the Yujin Front - from the subjugation of Communist forces in Xianbei, to the forward march across the Jiangbei Province - have pleased Us greatly. Yet, as this document is penned, We are aware that our units stand on the cusp of battle on the rivers of Yujin's Mao Province, where they face the weapons of a million foes and our planes and pilots have already begun battle to engage the enemy through battles in the air. While we must celebrate the successes so far, we must also be prepared for the toughness of battle that shall unfold in the coming weeks. From the dark continent of Himyar, the threats have already begun to be sent to Our good offices, the Carentanian despots threaten to harm our vessels and their tentacles spread their vile ideology across the Long Sea and it is this threat, from the forces of international communism and its organised efforts to topple the established structures of the Orient.

IT is clear, in Our mind that the battles before us shall pit the might of the Imperial nation against that of the communist states, either directly or through other means, which shall leave either the Imperial cause victorious or the Communist ideology ascendant from Seora to Sikandara. The situation that has been presented in front of us is cruel and shall be a moment our descendents shall remember. Our actions as a nation shall form the history of our people. The communist realms are ruled by their dictators in ways which are abhorrent to the tendencies of the Empire of Sikandara and to others ascribing to the values of civility and nobility.


HAVING a great understanding of changing tides in geopolitical matters, following the collapse of the Kingdom of Danmark and the emasculation of the Mezhist Union, we must be prepared to stand up for the rights of our great nation. If allies may no longer be in a position to support us directly, let is be government policy to use friendly individuals in all the realms of the Germano-Gallic continent to achieve the goals sought by the Empire, and where that may not be possible, let our agents delve deep into the arsenals of technology in that continent to bolster our own capabilities. Before the tides turn completely, let us fully exploit the chaos currently enveloping Danmark and truly attract the brightest of the bright to our shores to set up factories and bring forth radical technologies that shall truly turn our industries into a force of international repute.

THUS, let it be decreed, that the EMPIRE OF SIKANDARA is to prepare itself for a war of epic proportions, to prepare its industries for the tasks of war and to prepare the minds of our subjects to confront the harsh realities of war. The Imperial Parliament is to immediately prepare pieces of legislation to cope with a changing dynamic in the region. The legislature is further tasked to create a framework for our military commanders to follow in territories in Yujin wrested out of communist control in the upcoming campaign. All branches of the Sikandari government are to understand, clearly and without hesitation, the importance of the war effort and to work in a manner to support the efforts of the Imperial Military through any means necessary to ensure a final victory of the Imperial effort across Touyou.

Following the announcement of military operations in Yujin by the Sikandari Military, the ISIS has been engaged in neutralizing hostile communist proxies present within the Empire of Sikandara. Our operations have concluded that Osmaniye, in Khomestan Province, by virtue of certain areas being Communist Party of Sikandara strongholds, has become a hotbed of subversive activity and frequent activities are taking place which might eventually endanger the interests of the Empire. Our operations, currently, have seen us capture 396 communist sympathizers and collaborators. We have additionally detained 662 activists of the Communist Party of Sikandara who were present with the former category of individuals mentioned.

The purpose of this letter is to request permission to be granted to us to liquidate the individuals arrested and for our operations to be increased in intensity across other potential "hotzones" of subversive activity. Further, we bring your attention to our recommendation that the Communist Party of Sikandara be considered for a complete blacklisting, with its members immediately placed under our authority - with orders of liquidation in place.

The news of communist infiltration in Osmaniye is concerning and I charge you with keeping me informed of the situation there and in other parts. However, as far as your requests are concerned, it has been decided to allow the liquidation authority to be signed for the arrested individuals. And on the point of the Sikandari Communist Party, it is not politically feasible for us to outwardly show signs of suppression of that entity, but we charge the Service to enhance the surveillance and compilation of reports regarding the SCP and to have a dossier prepared to enable the Government to present a case to Parliament aiming to ban the entity at a time deemed suitable by the Grand Council for Diplomatic Affairs.

RE: Overview of intelligence activities in YUJIN

Sir,
The Imperial Services have been performing valiantly in Yujin and as our military operations begin, I am tasked to inform you of the intelligence operations that this organization has been conducting in the Empire of Yujin.

Imperial War Council (YUJ)
The ISIS is currently involved in a series of operations aimed at creating contacts and links within the offices of the members of the IWC, to enable us to be aware of the activities and movements of these individuals, and their subordinates, and to be firmly in control of information aimed at providing us a robust and far reaching strategic overview of imperial efforts.

The Imperial War Council, in our opinion, may possibly have enemy informants compromising it, and indirectly our own efforts. This was proven when Carentania announced our involvement before it was officially announced by either the Yujiners or by us. Thus, forces loyal to Hongmenghui need to be effectively neutralized and we seek permission to do so using whatever means required to do so.

We must, additionally, raise a point of concern as to the security of the IWC members and the grave threat of an assault on their person, which would harm the imperial effort. If any attack is successful in killing the generals, we shall be facing a situation where a great vacuum in leadership may arise. We urge the Government to produce policy guidelines to help avert a possible crisis.

Hongmenghui (HMH)
The organization is involved in active operations aimed at weakening the infrastructure of the Qiangzhou communist garrisons, by disrupting and destroying infrastructure and supply routes which provide the essential support to these forces. Operatives have been flown in via air drops and been funneled in through local guides and assets.

We have also begun wide-scale operations to disburse leaflets which promise amnesty and financial reward for those who abandon the cause of the communists.

Contacts with unconventional sources
Operatives have begun interactions with the leadership of the Sikandari underground who have expressed a desire to assist the Government in its financial arrangements for the war effort. The details of these interactions are being compiled into a report.

THE Government of this Imperial Realm has been commanded by to immediately begin proceedings to arrest the operation of the entity which has conducted its affairs within this realm under the name of the Sikandari Communist Party, to arrest all members of importance within its ranks, and to destroy the networks of its sympathizers operating in this country.

THE Government is charged by Our command to immediately cease all property, assets, and other items of value from the official accounts of the entity mentioned previously, and
to subject the senior leadership of the above-mentioned organisation to the rigor of an inquisition under the Imperial Revenue Authority, under the precepts of §33 Illegal Income and Revenue Accountability Act 1881. The Government is under a duty to further engage with all foreign governments to discover foreign bank accounts of this most deplorable group and repatriate the funds from these accounts to Sikandari jurisdiction.

THE senior leadership of this most deplorable organisation is deemed to be guilty of treason, as defined under §1 of the Treason Act 1744. as amended in 1894, in Our opinion and should thus be summarily be placed on trial for the charge. The esteemed courts of the land are to allow them to bring evidence to prove their innocence, within reasonable limits.

HENCEFORTH, by the force of Our command, the Sikandari Communist Party stands banned and its activities, past present or future, are deemed unlawful. The Marxist ideology stands discredited and banned from the Imperial State and association with any element of such a subversive and dangerous cult shall provided the State with immediate grounds to arrest and execute the offender under the powers accorded to it by §2(1) of the Treason Act 1744, as amended in 1894, subject to a hearing before an official from the Imperial Durbar and a Judge of the Supreme Chamber of Justice

SUB: Initial investigations in Aurarine accusations

To: The Chancellor of Sikandara

Dear Sir,
Following the accusations leveled by the leadership of [MENTION=1209]Auraria[/MENTION], the Directorate for State Security has conducted a preliminary investigation to help us understand the situation.

The Sinking
At 6.03am, signals operators from Reigestan Islands report receiving a distress call from an unknown ship. Contact with the ship was lost at 6.09am, when the last message received was that they had to abandon the ship. By 6.30am, an initial sweep of the area was done by a patrol aircraft of the Navy. The pilot informed his base that there was debris at the site and a number of human remains in the water. Rescue ships dispatched by the Coast Guard arrived by 7.10am. The initial report by, both, the pilot and the captain of the rescue vessel were of the opinion that the vessel was attacked. They ground this assertion on two facts: (i) the kind of debris, and (ii) the speed at which the vessel sank. We have every reason to believe that there was no Sikandari involvement in this. In our conversations with officials from the Navy, we have been informed that no vessel, either surface or submerged, was operating in the area. The bodies of the victims have been sent to Akbariyeh for analysis and identification.

Identities of parties involved
Of the bodies recovered, three have been identified as those Communist Party members currently wanted by the police in Osmaniye and had been on the run since the operation against that party began early this year. Several other bodies have been identified as belonging to family members of other communist sympathizers. But the vast majority of the remains remain unidentifiable due to lack of dental records available for the investigation. Following deep sea dives and surveys of the waters of the site have revealed that the ship was called "L306 - The Achilles" and our preliminary investigation has revealed that the ship was registered in Siyang, with ownership attributed to the DDR Group. We, at present, know nothing of this entity.

Evaluation
Based on our own information, we believe that the ship was carrying Communists who were escaping the wrath of our operations against the Communist Party. We know that Auraria had offered full citizenship to those of them who managed to actually get to its shores, thus we believe that the ship was possibly operated by a third party paid by the Aurarine Government to help transport these people. But we cannot say the level of cooperation extended to these subversives by the Aurarine Government with any certainty. Our intelligence operatives in Auraria and other neutral states have been charged to investigate the matter fully. Internally, we have sent operatives to interrogate Communists currently in detention and others who have sympathized with that cause. I have authorized them to use, under §3 of the Counter-Intelligence Act, any means necessary to extract the relevant information. A better picture will emerge when these investigations yield their results.
