Marshal Kalnya inspects Dominion, Victorious

Marshal of the Commandry and Commander-in-Chief of the Commadery Navy Jan Kalnya was on hand at the Petryshyn Shipyard in Mykholaiv to inspect the nuclear attack submarines Dominion and Victorious under construction there and to conduct an inspection of the shipyard.

Petryshyn Shipyard, the construction arm of the prestigious 8th Institute in Mykholaiv, is the largest submarine yard in the Commandry and forms a crucial component of the fleets submarine building infrastructure. The yard recently celebrated it's 105th anniversary and has participated in every major Kyivan submarine project including the nations first ever submarine and first nuclear submarine.

It's importance has only increased as the Commandry General Staff has identified the fleets nuclear submarine arm as the primary means of defense against the combined navies of the LFS political axis. In his address to the yard staff Marshal Kalnya echoed this theme, saying: "You must never forget that work you do here is of the highest importance to the Commandry. Our fleet of nuclear submarines is unmatched in the world in either size or technology, it is a vital tool in our struggle against the political aggressors and it only exists thanks to your unwavering dedication in fulfillment of your duty. Take pride when you go to work today and everyday, you are heroes to the nation".

In addition to it's vital strategic importance Petryshyn Shipyards is a vital economic asset in the region. The yard is a leading employer of engineers and skilled laborers and it's presence has helped to foster a booming commercial shipbuilding industry in the city.

Międzymorze Agents apprehended on Novgorod Coast

The Coastal Defense Corps has reported that it has impounded a Międzymorze vessel that was found in restricted waters near the port city of Arkhangelsk, a key submarine base of the Northern Fleet. A press spokesman of the Corp reported that a small fishing vessel was spotted by patrol aircraft inside restricted waters and after attempts to contact the vessel failed a CDC cutter was dispatched to apprehend and board the vessel.

The CDC says four men were taken into custody, all Międzymorze nationals, along with video, photographic and communication equipment. The vessel was impounded at Arkhangelsk and will likely be destroyed. The men will be turned over to the Directorate of the Interior for detention pending prosecution on charges of espionage.

The Corps says this is not the first instance of suspicious activity by Międzymorze vessels but it is the most bold. A representative from the Directorate of Defense Information described it as "Part of an ongoing campaign of provocative and espionage by the LFS political axis in an effort to both compromise our military secrets and intimidate the free people of the Commandry into bowing to the political order.

Ex-Pskov District Commander sentenced to death

Former commanding officer of the Pskov District, General-Colonel Cheslav Semak, has been sentenced to death by hanging by a tribunal in Novgorod. He was convicted under the No. 631 Anti-Corruption Directive which states a commissioned officer found to have abused the powers granted by his post for illicit gain is be stripped of all military privileges and punished as a common criminal. For former general Semak this means he was denied the chance to face the firing squad as a soldier and will instead be sent to the notorious Kronstadt Prison to be hung alongside thieves and murderers. After his death he will not be allowed a military funeral and will be refused burial in a military cemetery.

The Office of the Inquisition said in a statement it was pleased with the tribunals verdict, stating: “The former General-Colonel flagrantly and remorselessly abused his position at the highest levels of the civil forces. He freely accepted massive bribes, skimmed off state contracts, filled positions with unqualified relatives and cronies, cooperated with organized crime and did everything in his power to destroy the professional and personnel lives of those who got in his way. This end is the only suitable one for him”.

Cheslav's defence council strenuously protested the decision, with his counselor stating: “Well we acknowledge the severity of General Semak's crimes he has demonstrated clear remorse for his actions and cooperated fully with the Inquisition in it's anti-corruption investigation of the Pskov District Civil Forces. That the tribunal would throw out the legacy of decades of loyal service over indiscretions committed in just the last three is unconscionable and entirely without precedent”.

The Tribunal however was unconvinced. In his brief presiding Judge Yelisei Kliugin described the former officer as being completely uncooperative and without visible remorse, only coming around when the weight of evidence against him was clearly overwhelming. He also blasted the notion Semak only recently fallen to corruption, declaring there was clear evidence he was involved in illicit activity from the first days of his posting as commander of the Pskov district and likely had been involved in illegal activity for sometime before that.

The harsh sentence is in line with others handed down to senior officers convicted of corruption during the 5th Four Year Plan. At the outset of the plan the Supreme High Command declared stemming the growing corruption of senior civil forces commissioned officers as being of the highest national priority. The Directorate of Justice followed this proclamation with a series of harsh anti-corruption laws to be used against officials, among them Directive 631 and Directive 627 which established death as the standard sentence for official corruption.

A representative of the Kronstadt prison said the ex-officers sentence was scheduled to be carried out within three weeks. Semak's defence has however stated he intends to file an appeal.

Separatists Launch Mortar Attack on Border Town

Jewish separatists are blamed after several mortar shells landed in an empty field of a small Novgorod village near the boundary of the Khazar Administrative Region. Not the first of it's kind the attack was registered by a sound ranging post of the Interior Corps which promptly responded and recovered three mortars, though the attacks had already fled the scene.

The shells, which came during the night and landed in an empty field, caused no injuries. Officers chalk this up to poor handling by the attackers and dumb luck though and say they view the matter as extremely serious.

Analysis of the captured weapons indicate they are 82mm weapons of Kyivan make and date to shortly after the Great War. Corps investigators believes the weapons likely originated from an army reserve arsenal in Atil recently raided by the Militia and Interior Corps after the officers in charge were found to be selling weapons from the storehouse on the black market and altering and destroying records to cover their crimes. Because of the tampering there is no exact tally of what was lost but the weapons recovered are said to be characteristic of the kind stored at the arsenal.

Violence in the Khazar region has picked up over the past year, with officers blaming this on provocations and support Khazars living in LFS states and by LFS politicians. The separatists have stepped up their campaign over the past three months though, launching rockets and mortar shells into neighbouring regions and parts of the region previously considered safe. Though it has resulted in few casualties the sudden tactical evolution it entails has been a source of major concern for security forces at the highest level and the Directorate of Military Intelligence is believed to be investigating the possible role of LFS intelligence agencies in providing the know-how to carry out the attacks.

We are entirely puzzled as to when a tactical strike on a single location is considered barbaric. Perhaps a civil investigation, civilian jury & justice team, and orders carried out by a voluntary Civil Air Patrol is the root of savagery and barbarism, we cannot really be sure when studying foreign military and government. In accordance with Air Corps regulations, we assure that unnecessary carnage was carefully avoided.

Životinje is not at all offended by criticism from the Directorate of Foreign Affairs, to prove this we in the Air Corps are willing to field any series of safety or sensitivity towards civil targets instructional classes. Knowledge is the true power one should seek to wield. And Herald for the Union, Bojnik Konavle, would like to make it clear to all critics of the Union that "Our system may be at times flawed, but its intent is always humanitarian".

It is inhuman because it is without purpose. Apprehending a simple drug dealer in an orderly fashion should be within the capabilities of any competent police force. Unless the Unions police forces are truly incapable the only reason is crude showmanship, on the level of ancient despots who had their subjects flayed alive or tied between fleeing chariots merely demonstrate they could.

If it is beyond Union politicians to understand simple concepts like the fair trial, proportionality or public safety it shows only the depths to which they have sunk.

Rus Investment Authority Dumps Marquette Bonds

The Rus Investment Authority, a sovereign wealth fund under the direction of the Commandry Civil Forces, has announced in a press conference that has begun a sell off of Marquette government bonds. The move comes after an announcement by the Marquette government that it expects a deficit of nearly 200 billion in 2010.

In a statement from the board of the directors the Authority said it was: "Concerned about imbalance between revenue and expenditures in Marquette and we feel better returns could be achieved if we invested elsewhere." The Authority held 8 billion Goldmarks in Marquette government bonds.

The Directorate of Finance responded to requests for comment, saying only: "The Directorate fully supports the board of the Rus Investment Authority in their decisions."

Commadry No. 1 Shipbuilder by 2019

Commader-in-Chief of the Commandry Civil Forces Marshal Serguei Murza has declared at a military-industry conference in Mykholaiv that the Commandry aims to become Europe's top shipbuilder by the end of the 7th Four Year Plan in 2019.

Marshal Murza noted the that the Commandery was already the worlds top submarine builder and a major military and civil shipbuilder. According to the Marshal the Commandry's skilled workforce was it's greatest strength, with naval academies producing a steady supply of highly trained graduates and the navies commitment to shipbuilding ensuring those graduates can find employment and gain hands-on experience. With adequate investment from the Armed Forces and industry he said the Commandry has the potential to surpass market leaders like Franken and seize the top spot.

All the major shipyards are, he said, expanding their dry docks in a joint project with the navy to accommodate anticipated future super ships that will be needed to meet the growing global demand for maritime commerce. The Navy is also building a new naval academy in Ob that will potentially help supply trained graduates needed for a shipbuilding expansion while the CCF has granted a license to a consortium seeking to build a private academy in Mykholaiv to train engineers and tradesmen in naval fields.

The Marshals presentation was greeted with applauses by the delegates at the conference and following presentations repeatedly emphasized their desire to help fulfill the plan. The NSX was up as market analysts reported there would almost certainly be major contracts and investment opportunities forthcoming as the plan moved into action.

Marquette Remains Volatile

The collapse of the Jolliette has brought a wave of foreign government investment into Marquette, but in the Commandry skepticism remains among private investors if the rising political enthusiasm will be matched by rising markets.

The Senior Analyst of the Bank of Novgorod, the Commandrys largest private bank, commented on the issue. "Most of the recent surge of foreign investment in Marquette has been state led. Private investors remain concerned that they reflect the current political climate rather than the growing strength of the market. Until we see growth sustained by private investors I don't believe we can say the crisis is over.".

Though the mood on the NSX remains frosty some bargain hunters are moving to take advantage of the downturn. Mining giant Sibir Steel has launched a surprise hostile takeover bid for the third largest iron mining corporation in Marquette, if successful Sibir Steel would gain a key foothold in Marquette's strategic iron industry.

RusExport Seeks New Markets

New CEO of state arms exporter RusExport Vladik Petrova says he intends to aggressively market the Commandry's products worldwide. "The armaments is industry is our top industry, it is the largest by output, the largest by employment and the leader in technology. Arms exports not only generate revenue for the armed forces but create high skill, high paying jobs and support our military-industrial base.".

Though RusExport and the Armed Forces are confident in the quality of Commandry products substantial barriers remain in the form of established arms export giants like Wiese, the Levantine States and Montelimar. Vladik says RusExport has a three pronged strategy to deal with these obstacles. First he will work with the Directorate of Ordnance to gain export licenses for unique products with no equivalents abroad. "I am quite proud of unique products like the Hasta man portable guided missiles" he told The Dispatch "It has no equivalent in the world, a truly one of a kind product. Offerings like these are what really distinguish us from our competitors abroad.".

Second is aggressive marketing. "We cannot just be content for buyers to come to us. We must go to them. Many Armed Forces are not familiar with our industry and what it can offer them. We need to let them know and show them how we can meet their requirements unlike anyone else.".

Third, and perhaps most radical, is a plan to match the so-called alliance discounts offered by certain producers to members of their alliance. "Intra-alliance discounts are of course a major obstacle us. The Commandry has rightly disavowed membership in any political-led alliance, but from a business perspective this limits our export opportunities. Matching alliance discounts is certainly a radical step but it is the kind of thing we need to do to stay ahead.".

Meribia Detonates Nuclear Weapon

The Supreme High Command has convened an emergency meeting in the Capital this hour to decide how the Commandry will respond to the Meribian regimes sudden test. The test, which has attracted a storm of international criticism, was conducted on New Years eve beneath the mountain Meribians refer to as Fortress Nanza. Most disturbing perhaps is that the test was conducted without any clear purpose, the official reason was incredibly to celebrate the new year.

The CNC of the Directorate of Foreign Affairs stopped briefly to comment to the press, saying: "The irresponsibility of Meribian politicians knows no limits. It was shocking when the Blue Union used bunker buster bombs to kill a narcotics peddler. This... this is on a whole different level. The Commandry condemns such juvenile behavior completely and unequivocally.".

Since the meeting began the only statement to the press has been "The Commandry will consider the full range of options available to counter the threat of Meribias rogue political class, diplomatic and military.".

It was also revealed that the Generalissimus is expected to address the nation and the world tomorrow in a special broadcast. The Commandry is waiting.

Separatists to be Cremated

The Directorate of Justice has released new orders that represent perhaps the hardest line yet taken towards Jewish separatist terrorists. Under the new law any corpses of separatist fighters that fall into Commandry hands are to be taken and cremated and the ashes scattered. Though this may not seem an incredible step to most a Directory representative explains:

"The Jewish separatist fighters overwhelmingly subscribe to a very fundamentalist form of Judaism. To them the proper burial of a body is essential for the soul to achieve rest and cremation of the body is tantamount to destruction. Denying them burial is to deny them rest and this is only fitting. No enemy of the Stratocracy should be allowed to sleep soundly, even in death.".

Not long after the new laws were proclaimed the Interior Corps announced it had cremated the bodies of four Jewish gunman killed during an attack on a checkpoint on the Khazar/Tartar regional border. This provoked an immediate response in the Khazar region, with protests being staged in several areas. The Interior Corps however has downplayed the negative response and says it fully supports the tougher measures.

The new laws fit with the pattern established in 2009 of increasingly tough laws aimed at combating the Jewish separatist movement in the Khazar Administrative Region. Earlier in the year the Justice Directorate authorized the demolition of the homes of confirmed separatist fighters and gave the Army and Interior Corps the power to detain all males between 16 and 60 in certain areas.

The fighting however has continued, and the contingent of Interior, Militia, Army, Airborne and Special Purpose forces deployed to combat the separatist movement has grown steadily during that time. Implicated in the rising violence if the LFS and Miedzymorzce regime which actively supports Jewish separatism in the Commandry and serves as a home base and training ground for separatist leaders according to the Military Intelligence Directorate.

Commandry war plans for defense from LFS political aggression hinge in a large part on the Khazar Administrative Region, the Commandry Ground Forces warn. If the region were lost to separatists a sizable chunk of the ground forces support infrastructure would be lost as well with disastrous consequences for force readiness. In the words of one senior Ground Forces commander: "Losing the Khazar region would be like having our front door pulled off it's hinges. There would be no hope of repelling an LFS invasion, the Stratocracy would be finished.".

For this reason above all the Armed Forces leadership has been unanimous in it's determination to fight the separatist movement.

Education Directorate Worried About Moral Decline

The Directorate of Education is worried, worried that todays youth growing up in the affluence of the Stratocracy are losing touch with the qualities that made their fathers and forefathers great. The Dispatch sat down won with Vice-Commander of the Directorate of Education Vice Marshal Maksym Moroz to discuss the situation, and what the armed forces are doing about it.

We started by asking simply what he he thought the scope of the problem was, here's what he told us:

Vice Marshal Morozov: "The problem? Well I'm not sure problem is even the right word, I would say challenge is a more accurate description. The challenge then is to pass on our traditional values in the modern world. Commandry Soliders, Slavian Soldiers, stretching back centuries have been regarded as being among the finest in the world. Few could match their courage, tenacity, discipline and all-around toughness. These qualities were founding principle of the Stratocracy, it is from them superiority of the military rule is derived. Maintaining them is essential of course, but it is not something children are simply born with. They are learned characteristics derived from our unique culture and heritage and the challenges of living along the edge of the world. This is why they are under threat, the success of the Supreme High Commands economic policy has produced an explosion of affluence which has benefited us all but is also making our children soft. As they live in luxury they lose their ability to prosper in adversity and start to fear hard work. This is the challenge before us."

The Dispatch: Thought provoking words Vice Marshal, but what is the Directorates plan for dealing with this Challenge?

Vice Marshal Morozov: "The debate about which strategy to ultimately adopt in combating this decline is still being shaped, the Supreme High Command however has decided something must be done in the near term even if our final plans remain in flux. In accordance with their orders the Directorate of Education to form a new Commandry youth program that will consolidate all existing sub-national programs into a single program. Furthermore membership in the program will be made compulsory."

The Dispatch: "A compulsory national youth program? This is certainly a bold step Vice Marshal. Is there anything you can tell us about the structure of the new program, or how it will help offset the decline? This will be our final question."

Vice Marshal Morozov: "It is indeed a bold step. We are in the very early stages of planning for the new program however and the exact program is still being formed. What I can say is current plans place a high priority on competitiveness, structured group activities, outdoors activity and overall physical wellbeing. These kind of things it is believed are what is critically lacking in modern life."

The Dispatch: "Thank you for your time Vice Marshal, it has been enlightening interview."

Atomic Energy Corps begins Sun Star Test Series

The Atomic Energy Corps has announced the successful detonation of a 20 megaton ICBM warhead codenamed Sun Star One at it's open-air test range in Yakutia. The test is the first in a planned series codenamed Sun Star that will test warheads of a variety of yields. A spokesman for the corps explained the reasoning for the test and denied any similarity to the widely condemned nuclear test in Meribia:

"The decision to undertake the Sun Star series was not taken lightly, but was deemed to be necessary to ensure the safety and reliability of our deterrent forces. The Atomic Energy Corps recently completed a program to re-manufacture warheads built during the communist era which were built with obsolete technology and were no longer considered reliable or safe. Critically we have replaced old unstable high explosives with modern insensitive high explosives and obsolete vacuum tube electronics with modern digital technology, along with other classified modifications. Sun Star will test samples of these re-manufactured warheads to verify the program was successful in it's objectives."

The test was carefully timed to coincide with favourable meteorological conditions and the Corps report virtually all the fallout has bypassed populated areas and blown safely out to the northern sea. The Navy was on hand in the area to enforce a picket around the areas where most of the fallout is expected to settle and prevent unwary ships from straying into the danger zone.

Sun Star One and Sun Star Three, both 20 megaton warheads, will be largest detonations of the Sun Star series according to the corps. All other planned detonations are confirmed to be significantly smaller devices.

Safe testing procedures and precautions of said weapons must be prioritized and sought out by responsible Military professionals, and we are under a firm belief that Kyiv is amongst the only nations in Europe capable of safe experiments.

Sadly we must pray for a day where the despots from Meribia opt to hold ethics as near and dear as our proud nations do.

Atomic Energy Corps of the Commandry Civil Force

The Commandry and Atomic Energy Corps view the environmental consequences of unrestrained atmospheric nuclear testing as a serious matter. The decision to conduct the Sun Star series of tests at an open air range was made however in light of certain classified scientific objectives that could not be fulfilled by underground testing.

The Yakutia test range was chosen in a large part for it's distance from populated areas to minimize the potential environmental and public health repercussions of atmospheric testing. Showdown at Itil, Commandry on Alert

Reports are just coming in at this hour that the Commandry Airborne Assault Forces have triumphed following a major battle with Khazar separatists on the outskirts of the city of Itil. Initial reports say that CAAF rapid reaction heliborne units acted on intelligence from the Directorate of Defense Information that a meeting between several top Khazar tribal chiefs and separatist leaders was underway in the city. The CAAF arrived with such speed the Khazars reportedly had no warning until they heard the approaching helicopters.

What happened next is less clear. What we do know is that the separatists revealed themselves to be both heavily armed and willing to fight, meeting the CAAF troops with heavy RPG, machine gun and mortar fire. Commandry Ground Forces helicopter gunships responded with precise and lethal ATGM and rocket fire said to be so intense it caused many Khazar fighters to throw down their weapons and flee. Most critically though it seems to have provided an opportunity for the air assault troops to secure their landing zones and begin pushing towards the main target.

According to the CAAF the initial landings were so arranged as to cut off every escape route for the Khazar leaders, leaving them trapped as the elite airborne troopers begin to close in. What followed was a brutal close-quarters battle, with the CAAF living up to it's elite reputation and inflicting heavy casualties well taking only minimal losses and smashing through every Khazar defensive stronghold. The battle was over in hours, with the Commandry suffering only minimal casualties according to the Supreme High Command and as many as 400 Khazar fighters killed, including four top Khazar tribal leaders.

In addition to the expected targets, another very disturbing discovery was made. “Two bodies were recovered from the ruins of the Khazar compound that were not Khazars and have since been confirmed as being Miedzymorze nationals” a spokesman for the MID said “in addition we uncovered documentary evidence that they were not only citizens of Miedzymorze but agents of the government sent to provide direct support for the Khazar seperatist movement, with the hope of unifying the Khazar Administrative Region with Miedzymorze.”.

This revelation has sent shock waves through the Commandry government, all the way up to the Supreme High Command. Generalissimus Vasly Tarassenko was concerned enough to remark outside the SHC “What we have uncovered is nothing short of an act of war. The Commandry will not take this provocation lightly.”. Shortly thereafter the SHC issued orders suspending all leave for active duty soldiers, and instructing reservists to prepare for possible mobilization.

The Empire rejects the propaganda of 'The Dispatch' and warns against any and all rash actions in regards to this affair. We remind the Kyvan leadership of the fact that if an act of war against it was to be carried out by any LFS elements, rest assured it would have been of a far more professional nature. The LFS does not support separatist movements inside Kyiv, something which cannot be said about our counterparts.

Troops in the border provinces will be put on increased readiness levels and reservist pre-activation routines will be initiated.

The Papal States wishes to make sure all precautions are taken to avoid problems with the nuclear test, as well in the short run as on long terms.
We do not reject the right of the Kyivian nation to defend itself. We nevertheless hope the Kyivian forces never have to defend themselves and do not get involved in any aggression towards other nations, unless for worldwide safety reasons.

SHC Orders Mobilization

The Supreme High Command has just issued mobilization orders to all Category 2 Reservists, which will bring all arms of the Commandry Armed Forces to full wartime strength. In the words of the CNC of the Military Intelligence Directorate: "This is not a drill.".

Hours ago the Kingdom of Międzymorze issued mobilization orders of it's own, calling up the many elements of unwieldy medieval organization and centralizing them under royal control. According to the SHK there is no doubt Miedzymorze is preparing for a possible attack, and that if the Commandry is to mount a successful defense it must be at full war footing by the time the blow falls.

The MID is confident however that LFS mobilization, particularly the massive army of Oikawa, will not be able to match the speed of the Commandry's mobilization. A spokesman for the Commandry Ground Forces told the Dispatch: "By the time the LFS has moved itself into a position where they could take offensive action against the Commandry our forces will be at full strength owing to the superiority of our mobilization system and high readiness of our Category 1 forces.".

There has been no word on the state of the nuclear deterrent forces, but it is almost certain they have moved to full alert and begun dispersing.

Shortly after news broke of the mobilization order the NSX plunged to a five year low. Analysts don't expect anything resembling a rally until the situation cools, excluding of course the possibility that the worst occurs.
