Gentlemen,

I have been instructed by the Stateholder Marshal to come forward with requests of discussion pertaining to the Mezhist Union government's recent lease of the Faroe Islands, and the looming international incident that has been sparked by this transaction between the Danish and Mezhist governments. Of particular interest to Marshal Häyhä and the Union government as a whole is the reaction this move will likely attain from Occidental nations in general and Tripartite Pact memberstates in particular.

The Union government is worried that the ongoing development of this situation could lead into a war, declared or undeclared, in the Northern Thaumantic. Altough Sylvanians and Austwegians have been silent - suspiciously silent, even - pertaining to this affair, the stance of the Tripartite Pact is apparent from the communiques recently published by the Ivernian government. It is unlikely that the Ivernians would have engaged in this stance on their own, without common agreement from their allies. Also, Sylvanian territorial ambitions regarding the Faroes have already been exhibited during their recent diplomatic conflict with the Danes, and it stands to reason that they will not abandon this policy.

Regarding the request of information Marshal Häyhä wishes to inquire, most politely and confidentially, the following:

1) In the event of attempts of foreign intervention and their escalation in this situation, what is the length of measures the Mezhist Union is willing to take to secure its established sovereignity over the Faroes?

2) What is the perception of your government over the likelihood of foreign threat, or even a threat's commencing realization, to the Faroes purchase?

3) What is the perception of your government over the stance of the general nations of Occidentia regarding the Faroes purchase?

Should the situation escalate, Marshal Häyhä has promised the political backing of the Fennian Union to your government. The continued relationship between our countries is of utmost importance to the Stateholder Marshal, and he is in full recognition of the character of this transaction as one that should be of concern and relevance solely to Danmark and the Mezhist Union respectively.

In addition, I have been authorized to suggest an agreement of information-sharing between the Fennian and Mezhist Union governments pertaining to any intelligence related to the Tripartite Pact states and their allies. Also, once the situation in the Faroes stabilizes itself, we would like to politely request an opportunity to covertly rent land from the Faroes for the purposes of Army Central Intelligence in operating a covert signals intelligence station. Any intelligence gathered by this station and related to Tripartite Pact nations, Sylvania in particular, or otherwise pertaining to Mezhist Union security would naturally be shared with your government.

The situation in the region is undoubtedly concerning and we are reviewing the situation with great caution, albeit talking to our friends and partners in the region to address the problem. So to hear of the Fennian Union's support in these challenging times, we in Giecz welcome the sentiment from Marshal Häyha and his government. We too are concerned that Sylvanian warmongering will indeed lead to a war and the implication of the intentions and motivations of the Tripartite Alliance, deduced through the Ivernian statement, has greatly concerned us.

In response to Marshal Häyha's queries:
1) The Mezhist Union will be committed to exerting its control over the Faroes, through whatever means,
2) Prior to our purchase of the territory in question, we were indeed aware of the delicate situation and Sylvanian intentions for the island. The Danish Government had only recently confronted Sylvanian aggression, so it is fair to say that we had an idea of the kind of situation it was.
3) Opposition to our purchase of the Faroes is not universal; there are indeed many who oppose the Sylvanian regime with greater vitriol than that which has been directed towards us by the Sylvanians.

An intelligence sharing agreement between our two countries would not be unwelcome and there is no opposition to the idea from our side. Additionally, we would request that in the case of hostilities, our military be allowed access to ports and facilities in the Fennian Union for resupply and recuperation purposes. In principle, we agree with the Fennian request for the Army Central Intelligence, but at this time we cannot commit to the venture. We would however be open to discussing this issue as soon as Mezhist control has been fully exercised on the islands and stability returns to the region.

Marshal Häyhä and the Fennian government are appreciative of your quick response and the relevant political insights provided as for the ongoing situation. Given the precarious nature of the situation, we would like to suggest the commcement of broader diplomatic liaison and information exchange pertaining to the situation.

Additionally, Army Central Intelligence has been ordered to appoint a liaison officer to your embassy in Kalevala pertaining to the commencement of agreed- upon intelligence exxchange.

Pertaining to your request of allowing the Mezhist Union military access to Fennian ports, airports and other assorted facilities, Marshal Häyhä has instructed me to agree upon your request under the following conditions:
1) Sufficient advance-knowledge is given to the Foreign Office, War Office and other relevant Fennian governmental parties, and no offensive action is engaged upon from Fennian soil without prior notification and agreement.
2) Given the belief that a possible war between Mezhist Union and Sylvania over the Faroes would also involve Ostveg through its Tripartite Pact membership, a belief strenghtened by recent news reports from Kristiania that their navy has been suddenly called home from Yujin, the Mezhist Union will render military assistance in appropriate levels (as permitted by the strategic situation) to the Fennian military in the event hostilities commence between the Fennian Union and the Kingdom of Ostveg. Under the strictest confidence Marshal Häyhä has ordered me to convey that in such occasion, his intent is to inflict a decisive defeat to the Austwegians that would force Chancellor Bakken's administration out of office, or if possible, a total defeat to eliminate the Austwegians as a threat to the future generations of Fennians.

Marshal Häyhä's principal desire is for this situation to be solved through diplomatic means, but the Fennian Union remains prepared for the eventuality that diplomacy fails.

Pertaining to the recent development of the Second Faroes Crisis the Union government would like to express its deepest concern over the looming entrenchment of the Sylvanians and their Occidential allies into the Faroes, and would like to inquire if the Mezhist Union has completely abandoned the plan of effecting a recapture of the islands for the Mezhist Union.

While the Union government by no means desires to see war in the Thaumantic Ocean and the possible loss of life to sons and daughters of the Mezhist Union, it is the stance of Marshal Häyhä that the Faroes Crisis is not just about the Faroes. Rather, it is a test presented by the Sylvanian aggressor and his cronies to the rest of the world. Should they not be sufficiently challenged in their actions, they will only feel emboldened to engage in further acts of aggression and hostility towards the states of civilized Europe in pursuit of their own agenda and power politics, and further actions on behalf of the Tripartite Pact would inevitably follow.
