The Government of the Grand Duchy of Retalia offers to all nations on the littoral of the Retalian Sea to come forward for a diplomatic synchronisation of the opinions and modalities surrounding the navigation in the Retalian Sea, both in the waters claimed by the Grand Duchy of Retalia, as well as waters claimed by other countries, and waters claimed by any State whose claim is not recognised by other States.

The Grand Duchy of Retalia and the Retalian Sea are tied in an intrinsic way, with the Retalian people as historical Wardens of the Sea, Keepers of the Retalian Gate, acting with full responsibility to the Sea and to our neighbours. It has been the goodwill conviction of the Retalian People that we have served our role well and acted in the best interests of all.

Yet, it has become obvious over the past months that such a conviction might be misplaced.

Moreover, the de facto status enforced by the Grand Duchy of Retalia in allowing navigation through the Retalian Gates and other parts of the Retalian Sea to other countries with only a minimal and reasonable security burden have come to be abused by states not pertaining to the littoral of the Retalian Sea and whose stakes in the area are non-existent. The Grand Duchy of Retalia has always provided and shall provide for the safe passage through her waters of foreign shipping. However, provided the abuse by states from well beyond the Retalian Sea, the Grand Duchy's good will and patience are clearly being tried. Such abuse shall inevitably lead to escalation, confusion, misunderstanding and, potentially, open warfare.

Provided this, the Grand Duchy of Retalia invites her good neighbours to come forth with a specific list of proposals for what they would see as the perfect solution within the Retalian Sea, protecting the rights of all states of the Retalian littoral, all while maintaining good peace and understanding in the area.

The specific proposals shall be analysed and it is the proposal of the Grand Duchy of Retalia to host a summit from all littoral states in Losena to provide for a collective consensus.

Occitania returns to the Foreign Affairs Ministry of the Grand Duchy of Retalia, informing that a representative for the Rex Mercator will attend the summit at Losena. With this representative will be contained our proposal regarding the Retalian Sea.

Also we consider it important to solve any misunderstandings on the status of the Retalian Sea. Unfortunately, I cannot attend myself. Minister for Economic Affairs Dr. Stephan Röpke will attend on my behalf.

Dear Prime Minister Grauholzer,

As Chancellor, I would like to extend the Empire's gratitude to the Grand Duchy for calling together the nations of the Retalian Sea to formally address the issues of territorial waters and navigation rights through the Retalian in a way that all nations may address their concerns and come to an agreement that is mutually beneficial.

To represent the Empire, I will be sending Csaba Nemes, the Joint Minister of Finance, for the Imperial Government.
