To all whom it may concern,

Our continent stands as a reminder to the world how nations who obey the will of their people live in perpetual peace. Other continents are plagued by continuous warfare and animosity that causes nothing but destruction and regional instability. The people of Zulia-Santander, or as it is more commonly referred to as, Occidentia, should truly marvel in the work of their nations to secure peace and regional stability.

The Government of the Aurarian Republic, by direction of President Reldón Vicario, is officially inviting the leaders of Sylvania, the Cascadian Republic, Tyrculir, the Pellewburg Confederacy, Tulus & Biminis, and the Governor of San Gemini to Heredia, Auraria to discuss the future of the continent and further cooperation between the nations that occupy it.

The goal of this operation is to bring our nations closer together to once more show the world how nations should cooperate with their neighbors. More so, we of Auraria, feel it is paramount to the success of all of our nations if we shared close political and economic bonds.

The Republic of Frescania finds it odd that having a state in the Zulia-Santander region and the close relationship with Aurarian Republic, we were not invited. Although we have taken notice of the absent invitation, we hope that the Aurarian Republic amends it list and includes the Republic.

The Ministry of Foreign Affairs of the Aurarian Republic wishes to send its sincere condolences for the miscommunication within the ministry. The Aurarian Republic’s intention was in no way shape or form to insult the integrity nor the friendship shared between our two countries.

It would be our esteemed honor to accept a Frescanian delegation to the summit in Heredia as Frescania plays an important role not only in Occident politics, but in the politics and economics of all the nations invited to the summit. It is only natural that Frescania have representatives at the summit.

Once more, the Republic would like to extend its sincerest apologies.

Foreign Ministry of the Republic of Aresura

The Republic of Aresura must raise a voice echoing with skepticism over the news of this summit announced by Mr. Hernandez. Indeed, while this republic would indeed greatly welcome a summit concerning legitimate pan-regional issues, it cannot hide the fact that it can only respond with bewilderment to the invitation of representatives of a colonial province amongst other regional actors while noting the decision of the masterminds of this conference to neglect issuing a formal invitation to the Aresuran Republic. While certainly not implying any hint of political support for the insurrectionist movement holding the Aresuran people hostage on part of the government of the Aurarian Republic, this government nevertheless seeks an explanatory response as to the singular exclusion of the Aresuran Republic from this event - indeed we ask the regional assembly of peoples to display a vivid interest in a truly all-encompassing meeting of our beautiful part of the world.

[FONT=&quot]The José Santamaria Airport in Heredia was covered in guardsmen as it was expected for the Occident’s delegates to be arriving. The conference inspired a great deal of hope among the Aurarian people, as they were prideful that their nation was to host one of the largest, if not the largest, summit in the history of the continent. [/FONT]

[FONT=&quot]Oddly enough, President Reldón Vicario told Foreign Minister Hernandez that his serves would be needed elsewhere and that his presence would not be needed for the conference. It was the first time in the nation’s history that Vicario took over direct control of foreign policy without the presence of Hernandez. Vicario believed it more appropriate that he himself host the conference. Aside from some translators, Vicario was the only member of the Aurarian Government that would be present; he was to represent the entire government.[/FONT]

[FONT=&quot]The conference was to take place in the Presidential Palace, arguably one of the nicest buildings in the country located in the not-arguably the nicest part of the city of Heredia.[/FONT]

[FONT=&quot]“Mr. President, I do beg your forgiveness for the interruption, but all preparations have been completed and now we await the arrival of the diplomats,” one of Vicario’s aids declared.[/FONT]

Despite the fact that at first it seemed as if the Republic of Aresura was not to be represented in Heredia - for reasons that remained obscure to the general public -, the acting foreign minister of the Republic, John Browning, was the first to arrive, having had to take only a short flight across the Occidentian Lagoon. Of course, the minister's plan had to be rerouted as to avoid Reformist airspace, as Constantine's guerrillas were well-equipped when it came to anti-air missiles, having looted the army depots in the parts of the island controlled by his forces. In recent weeks there were even reports that Constantine's troops were reopening the abandoned airfields, a sign perhaps that the West was busy creating its own aerial combat units in the standoff on the island. For now, the battles on the island were chiefly clandestine in nature, with small cross-border raiding parties sweeping through the jungles and hitting at enemy weak points, neither side daring to openly restart hostilities.

Perhaps this, too, would be a matter Browning would have to address at this summit.

Giuseppe Bottai had one advantage the other leaders did not: proximity. That is, he was close enough to the Aurarian Republic that flying was not necessary. There were no major airports in Potenzan Occidentia, in either case, save for a small air base used by the Royal Air Force, and not used by civilians save for visiting politicians from the motherland. The newly elected governor of Potenza's Occidentian colony was riding in a black vehicle, flanked by two officers of the Colonial Authorities, San Gemini's counterpart to the Carabinieri over in Gallia. Their target was their southern neighbor's capitol, where Bottai would attend the state dinner party. What he would see there, he was uncertain...but he knew it would most likely have some political ramifications to it. Before leaving, he had gotten off the phone with the Grand Duke himself, whom he had met, for the first time, when he went to San Salvo to get the formal approval of his election. In the past, some San Gemini governors had only met the Grand Duke once in their life, but in this instance, partially because of technology and partially because of political circumstances, Bottai felt like he and the grand duke would get to know one another fairly well. The main gist of the conversation they held was that Potenza would be all for any advancement of the Republic, and closer ties between the Republic and the Grand Duchy would be emphasized and approved.

Bottai, for his part, would certainly approve of anything which would help Potenzan Occidentia come out of the economic slump she had been suffering for the past few decades. He also hoped for the Grand Duchy's state it would continue that way - too many decades of trouble might give the voices of independence a stronger base. That wouldn't help Bottai's party or the glorious mother country.

Tyrculir was not a nation which had a dedicated foreign affairs ministry, given the majority of its own governing was done by regional governmental figure-heads, or by the legislative body as a whole, so there had been no formal response to the Aurarian government until the last minute, and that itself had not come from the national government's legislature itself, but rather from one of the most preeminent clans within the nation. If it had been from the hands of the legislature, spoken through mouth-piece, or if it had been a matter of their own decision, that was not to be easily known. What was easily known was that. The MacCuAodh's had chosen to send a representative to be their nation's delegate to the meeting.

Lewis MacLomré was their delegate's name, and he didn't find himself traveling to the party the way the others had either. If they would have footed the expense to send a plane and its crew to the airport to deliver a delegate was one thing entirely questionable, he would've arrived by ship if anything, given the amount of ships that already went in and out of that bay-lagoon. No, Lewis' attendance to the 'Dinner Party' may have even been a matter of convenience. Lewis had already been in Auraria, though if he was there on vacation, actual business, or just as some of his family might call it with disdain, 'slumming', was a matter of debate. What wasn't that despite the callick which just wouldn't lay down in his well combed hair, he looked somewhere between a politician and a car salesman, in his chocolate brown colored suit, complete with obnoxious orange colored tie. No one had said it was a black tie affair, after all.

It had not been on his plan, but he had not realized that his visit would be at the same as the Dinner Party. Chancellor Pierre Chomirac had arranged for Ambassador Manuel Gonzalez to represent the Republic, yet he now had to lead the Frescanian delegation.

Having just arrived from Cathiopa, Chomirac was in the mood for getting some work done - dealing with the Frescanian mission in Auraria and receiving corporate leaders from the Zulian-Santanderian republic. Yet, a dinner party was exactly what he needed, after all, the best diplomatic deals were signed under after a few bottles of wine.

The door opened as he finished his bow tie. "Mr. Chancellor, Ambassador Gonzalez and the rest of the delegation are waiting in the car." Nodding, Pierre put his tuxedo jacket on, finished his rum and joined Gonzalez. As the motorcade made its way to the dinner, Chomirac served himself another glass of rum

"Another one huh?"
"I am representing our nation Manuel, I have to be sharp. What better way to get my nerves going but with rum."
"I recommend that you moderate your drinking in the dinner itself, don't want to be seen as a alcoholic."
"Manuel, half those men are alcoholics. That's how you survive politics."

The motorcade arrived to the dinner as Chomirac finished his second glass of rum. In front of him were the flags of the sister republics of Auraria and Frescania, and his counterpart waiting for him. Pierre smiled, very Frescanian.

"Well Manuel, I can't complain yet, they seem able to put together these types of dinners."

[FONT=&amp]Auraria had a soft spot for the elaborate displays. Reldón Vicario is the head of the Vicario Family, which happened to be the wealthiest family in the country. His entire life he was exposed to luxury, and knew very little of how to operate in its absence. Although an admittedly humble man, his very luxurious way of life would always show through his mannerisms. [/FONT]

[FONT=&amp]The Presidential Palace was built to home the President, but more specifically to house Vicario. It had a very baroque style of art to it, commemorating glorious battles that Auraria never fought. To compensate for the lack of glory on the battlefield, the art of the Presidential Palace commemorated the better events in Auraria’s past, dramatic retellings of signing important papers and the such. Vicario’s actual collection of art, most of it foreign, was safely stored away in his house in Monte Verde to the north. [/FONT]

[FONT=&amp]During the dinner, Vicario respectfully declared that it would be considered innapropiate to discuss matters of politics at the dinner table, so the conversation was diverted away. It gave the attendees a chance to take a break from the bureaucracy that keeps them so busy. The dinner was large in quantity serving the national dishes of Auraria and a copious amount of wine, whiskey, and rum, most domestic, others foreign. [/FONT]

[FONT=&amp]After the dinner was served, Vicario signaled for a waiter to bring over a box of Aurarian Cigars, the highest of qualities, and the cigar was lit for him. The waiters went around the table, offering the cigars to anyone who was interested. [/FONT]

[FONT=&amp]Vicario leaned back in his chair, and took the cigar out of his mouth. “Dear colleagues of the Western World, I once more thank you all for attending this most important of events. I do believe whole heartedly that this continent is worlds ahead of others. We enjoy a very privileged style of living as we all live under governments that work for the benefit of the people and not their personal financial coffers. Well, that is all of us, except one.”[/FONT]

[FONT=&amp]Vicario turned to John Browning, the representative from Aresura. “Unfortunately, there are those among this continent that live under the brutalities and uncivilized actions of terrorists, the name of this terrorist is Joseph Constantine, the self-proclaimed dictator of Aresura. That island off the coast has lived in turmoil for long enough; I find it imperative that we allow the Aresuran Representative to speak before the assembled representatives of the continent to give us a more detailed explanation on the situation. I personally find the unjust occupation of Constantine to be immoral and a stain on this continent’s prestige.” [/FONT]

Of course Browning was living the life of the privileged upper-class, contrary to what Vicario was saying for dramatic effect. Previous to the beginning of Constantine's insurgency, the Aresuran upper class had extracted a respectable fortune for itself on the backs of the mestizos and working-class Engellfolk. Browning himself did not own an own tobacco plantation like so many of his peer group, but as a clerk in the Ministry of Foreign Affairs he had carved out a respectable living for himself in the island republic. Now, with the Constantinian revolt, Browning had actually benefited, being elevated into the position of Acting Minister of Foreign Affairs by the new government, heavily sponsored by the military remnant. Browning was not a man to blindy follow the authorities, but he wasn't one to work against them either. He was just doing his job with efficiency, whoever his master was, within reason. He had a very personal interest in preserving the old covenant in Aresura, with the radical and actionist rhetorics of Constantine not hinting at a favorable future for the likes of him. If Constantine wanted mob rule, Aresura was more than ready to answer with steel. There was, of course, the issue of the Touzen presence. For now it was keeping the republic secure, but for how long? The eastern slit eyes had their own problems to deal with for sure.

How long would they really be able to stay here? Browning couldn't answer his own question, but this was neither the time nor the place.

"Joseph Constantine is a danger not only to Aresura, but to all civilized men of the West", the diplomat nodded towards Vicario. "What we are facing here is an individual that is..concerning, to say the least."

Was he really telling them something new? The likes of Constantine were by far nothing new in Occidentian history. Men lusting for personal power, idealist dreamers with a passion for guns, those were archetypes of regional politics. Of course, Constantine had the Frankish connection, distinguishing him from he rank and file of revoluzzers. A dreamer with a sugar daddy.

"The Constantinian group, funded by Frankish and Montelimarian intelligence agencies before the August Catastrophe, continues to rape, pillage and plunder the western territories of our island, effectively having created control and a perverted analogy of statehood. You all know this. Ever since the European Defense Federation's demise at the hands of Engellex - and let me thank Dulwich for cleansing the earth of these forces of corruption - the Constantinian cabal has radicalized its tactics of subterfuge and daily terror along the silent front. With their foreign backers gone, a lack of domestic support but a sizable stash of illegally seized weapons, a warlord has emerged that threatens not only the Republic of Aresura, but regional commerce and prestige in general. And this warlord is desperate, knowing that his game is over. The question is only: when."

Constantine of course enjoyed the support of a significant part of the dark-skinned population, of some labor unions and a significant part of the military. His solutions were simple, certainly simpler than the ones offered by the often byzantine process that was parliamentarian democracy in Aresura. Nobody knew exactly what his program was, and Browning suspected that he had none. In many ways, he mused, Constantine was like him - a man of his circumstances. Constantine was in for the power, and his policies were determined by what was en vogue that day of the week.

"I do not wish to make this conference all about Aresura's plight. But I sense that a strong regional framework against the machinations of this cabal, against Germanian interference and for the continued existence of the Aresuran Republic ought to be forged."
