The Treaty of Méaróg Maor: The Hyborean Pact for Defense, Friendship, Stability, Collaboration
Purpose & Operations: The Hyborean Pact's primary purpose is to provide a common method of defense from attack, be it economic, political, or militarily. It strives to provide the north with a collaborative response against aggression or threats to the free man, and promote stability and prosperity for all as a result. While this treaty is binding in its entirety, when signing members may refuse to sign a portion of the treaty, or express reservations and request a separate agreement which it is held to. With a majority of member nations approval, prospective member nation's may have modified forms of the current agreement allowed for them.
Trade: The stance of the Hyborean Pact on trade is decisively for free trade, and allows for multilateral free trade between member states. Tariffs will be kept at a decisively low number between member nations, sans and agreement between a majority of the founding nations and the nation which wishes to hold a higher tariff on a member nation. Further, as an aspect of common defense, emergency trade tariffs, sanctions, and further on external nations may be considered by the member states- as well as emergency opening of trade. The end result and wish for the Hyborean Pact is to allow the free movement of goods between its memberstates, without tariffs.
Friendship: The Hyborean Pact Memberstates will cooperate as friendly nations in matters of defense, economic development and prosperity, emergency aid, and aid to citizens of memberstates [such as a memberstate's citizen seeking an embassy in a foreign country, when another memberstate has one, but his own nation does not.] As a reflection of this friendship, in such a case of attempted invoking of embassy rights, the host country will consider the citizen a citizen of their nation.
Defense: The Hyborean Pact will react unilaterally to common threats, or threats to memberstates. The member-states of the Hyborean Pact will collaboratively develop weapons, equipment, naval, land, and aerial assets for memberstates to produce. The Pact will collectively have the right to manufacture the weapons as if they held a patent, though any exports of those weapons must have the permission of the primary and originating nation of the patent which the weapon came from.
The Hyborean Pact will collaboratively practice defensive 'wargames', as well as collaboratively allow the training of its fellow memberstates in its territory, with due notice and request at least three months ahead of time. Following any insurrection within a member-state, the Pact will consider the government whom signed this, or its legitimate heir, as the rightful signers, and at the rightful signer's request, will fight the member-states insurrection together.
Stability: For purposes of ownership within a host memberstate country, any corporation or individual from another memberstate country may be seen as a member of their host country, and thereby untouched by unable to have their lands or property seized. Citizens of Member-states are considered citizens of their host countries for purposes of rights, and expectations, unless otherwise stated within the treaty itself. This treaty also considers itself an extradition treaty.
For purposes of any embargo, tariff, or action of war which a member-state commits to, the others must consent [unless it is a matter of emergency].
The memberstates of the Hyborean Pact sign this with the understanding that no other memberstate, or themselves, will use a nuclear weapon upon any nation, state, or organization, except in defense, and with the consent of the entire pact.

As of current, myself, Bantyr, Kayah Tanah, Serenierre, Cambria, and any other nation which would like to be a founding member [which we approve], may voice their qualms with the terms, or ICly RP signing it. However, for any prospective members, I'll say now we somewhat want to restrict this alliance to states that're either celtic ethnically, Boreasic, or a colony of a Celtic nation or Boreasic nation. ]
