:!: Top Story- Foreign Ministry announces top official to visit Frescania, Levant

Veteran diplomat Wahed Anjuman, the head of the Foreign Ministry's Department for Southern Affairs, will visit Frescania and Levant next week for talks aimed at boosting regional economic relations, a spokesman for the Foreign Ministry announced. Anjuman will be the most senior Wazi official to visit either country in more than five years and comes at a time in which tension in the region at an all time low.

In a sign of the significance the government is putting on the visits, President Hamid Najibullah's office says his top foreign policy adviser, Kazem Ali Rashidi, is also expected to take part as well.

Aside from talks on trade and bilateral cooperation, Anjuman's is also expected to push Levantine and Frescanian authorities stem what authorities have described as a "steady flow" of funds and supplies to rebels in the region from sympathizers over the border. In a recent report to local newspapers, Badakhshan police chief General Yunus Mohseni accused neighboring countries of "aiding terrorists groups with moral and economic support."

A spokesman for the Foreign Ministry later disavowed Mohseni's remarks.

:!: Top Story- Revolutionary Leader orders shake up of intelligence services

His Excellency, the Leader of the Islamic Revolution Mohammad Abdul Yassin ordered a shake up of the country's intelligence services Wednesday after talks with members of parliament and President Hamid Najibullah, his office announced in a statement. Neither the Revolutionary Leader's nor Najibullah's office disclosed a reason for the shake-up, though political analysts had expected the decision for weeks in the wake of the Sine bombings by Kurdish terrorists.

Following the announcement from the Leader's office, Intelligence Services Minister Ghazi Ali el-Khady, State Security Services chief Gen. Hassan Walid, and National Security Adviser Mahmoud al-Hakim confirmed they would be stepping down for their positions.

Other senior intelligence officials are expected to folow suit in the coming days.

Shortly after the Leader's statement, the cabinet unveiled a blue print of the reorganization and say it will be presented to the Majilis for approval next week. Under the plan, much of the country's intelligence agencies will come under the authority of a new post that reports directly to the Leader's office. Until now, the oversight of the intelligence network was divide among several cabinet officials and aides within the Leader's office.

:!: Top Story- RDP Politburo backs use of force to end Sine riots

Declaring the riots in Sine a "threat to national security, the top leaders of the ruling party gave their backing Saturday for the use of force against Kurdish separatists that have been rampaging through the city for the last few days. In as statement released shortly after an emergency meeting on the sidelines of of RDP congress in Gaza, the Politburo of the Central Committee of the Revolutionary Democratic Party expressed its "unanimous support" for the use of military force to "clear the streets" of groups that threaten the security of the Islamic Republic and challenge the Leader of the Islamic Revolution.

The statement, which is expected to be the last from the outgoing Politburo, comes after naval officials announce they have intercepted a ship just off the coast of Ghazal province stocked with weapons.

Defense Ministry officials have not said where they believe the ship originated from, but confirmed that "several" foreign nationals had been detained. Maj. Gen. Hossein Mir Mohmmedhi, the country's Deputy Defense Minister, has been quoted by local media of saying the ship was likely aimed at arming Kurdish rebels in the southeast and that judiciary officials are expected to open an investigation into several local politicians suspected of having ties to the ship.

:!: Top Story- Lawmakers approve amended constitutional reform package

After nearly a year of debate, the Majilis voted Sunday to approve n amended package of constitutional reforms as part of a number of political reforms promised by outgoing President Hamid Najibullah, the parliamentary speaker announced. The new vote comes after the government's original reform plan in 2007 collapsed after the Assembly of Experts voted to send it back to lawmakers over concerns it failed to "fairly redistribute constitutional prerogatives."

Speaking to reporters shortly after the vote, Majilis Speaker Mustafa Halil al-Jafari said the package was approved by 223 lawmakers, well above the two-thirds needed for passage, and that election authorities would begin preparation on the required national plebiscite.

President Hamid Najibullah's office described today's vote as an "important victory for democracy in the Islamic Republic."

Under the reforms dealing with the executive branch, the president of the Islamic Republic would be directly elected by the public instead of parliament and see his term extended from four years to five. Also, the position of prime minister would be created with the responsible of overseeing the implementation of government policies as formulated by the presidency and Leadership.

The prime minister would be proposed by the president and confirmed by the Majilis.

The parliament would assume new legislative and budgetary powers and have the sole power of impeachment. Currently, impeachment decisions are subject to the approval of the Assembly of Experts.

His Excellency, the Leader of the Islamic Revolution Mohammed Abdul Yassin issued a stern warning to the rioters in the country's southeast Tuesday, demanding an end to daily protests and riots that have crippled the region and warning security forces were prepared to crush any challenge to the Islamic system. In his first public remarks since the unrest began, the Leader condemned reports that rioters, mostly Kurdish youth, had destroyed businesses owned by Persians and Arabs and described just actions as a "threat to national unity."

The Leader made his remarks in a speech to thousands of students outside Rabat's Islamic University to mark a religious holiday.

Rioters have been in the streets in Sine and other towns throughout the southeast since security forces shot dead a suspected terrorist. A senior provincial official has told state radio in Sine that more than €1 billion in property has been damaged over the past week in cities across Sine province and says that number could go up over the weekend if rioters make good on their threat to besiege the provincial government's headquarters on Friday.

In Ijad, President Hamid Najibullah told reporters after a emergency cabinet meeting he has received the backing of ministers to deal "forcefully" with the rioters. The move comes just days after the Politburo of the ruling party unanimously backed the use of force to quell the violence and restore order.

Majilis approves election reform plan, opposition boycotts vote

The Parliament has voted to approve a bill that would overhaul the country's much criticized election system after more than five months of debate, parliamentary speaker Mustafa Halil al-Jafari announced. President Hamid Najibullah, who is expected to sign the legislation tomorrow, hailed the MPs' vote as an "act of political courage" and called on the country's political factions to unite in the interests of the country before presidential elections slated for next year.

However, the two opposition parties represented in parliament boycotted today's vote, saying the measure would be use to silence political dissent and consolidate the authority of the Revolutionary Democratic Party, by far the largest political party in the country.

Mohammad Ali Esfani, the vice president for democratic reform, called the opposition's accusations "groundless" and aimed at "undermining the Islamic Republic's democratic principles."

Under the bill, the number of seats allocated to political parties based on the percentage of the vote they receive will drop to 35 from the present 80. The bill will also see a major redistribution of the 282 parliamentary seats to take into account the most recent census report. The redistribution will be managed by the Head of the Judiciary and the 39-member Administrative Council for the Islamic System.

Abdul Ali Jatani will be the ruling Revolutionary Democratic Party's standard-bearer in the upcoming March presidential elections in parliament after securing more than 80% of votes from delegates at the party's annual congress in Gaza, party officials announced. Party officials say Jatani, who is stepping down as party secretary after five years, won the support of 839 of the congress's 1,000 delegates in the first round of voting, easily beating ten other candidates vying for the nomination.

A spokesman for Jatani, who is stepping down as secretary of the RDP after five-years at the helm, says he will accept the nomination tomorrow when he speaks on the final night of the congress.

President Hamid Najibullah called Jatani to congratulated him on his victory and endorse his candidacy, the presidency said in a statement.

In parliament, Jatani is expected to face a challenge from the opposition factions opposed to the RDP. A spokesman for the National Sovereignty Party, one of only two opposition parties who won seats in parliament in the last election, says the party will meet next week to decide whether or not to participate in the March vote. Given the RDP overwhelming majority, Jatani is expected to easily secure the two-thirds needed in the first round.

However, analysts say the RDP could call early parliamentary elections in hopes of legitimizing the March vote.

Following the Jatani announcement, the RDP also unveiled its new leadership for the next five years. As expected, Hamid Najibullah and International Affairs secretary Walid al-Asnari have been re-elected to the 23-member Politburo, the party's highest decision-making body.

President meets with new RDP Politburo for the first time

The newly-elected 23-member Politburo of the ruling Revolutionary Democratic Party met for the first time Sunday in Ijad, a spokesman for President Hamid Najibullah announced. The hour-long meeting, held at Najibullah's offices, was called to discuss the policy statement issued at the final meeting of the ruling party's congress over the weekend and endorse the election of former First Secretary Abdul Ali Jatani for the Wazi presidency.

Following the session, President Najibullah met with the party's new First Secretary Abed Ramzi al-Uday at the party's main headquarters before attending a reception for newly-appointed foreign dignitaries at the Foreign Ministry.

Kurdish terrorist assassinated top intelligence official

His Excellency, the Leader of the Islamic Revolution has approved a declaration of a state of emergency in the Wazistan's central provinces after a bombing by Kurdish separatists killed a top intelligence official, the Interior Ministry announced in a statement. Interior Ministry officials have confirmed Major-General Mahmoud Abed al-Zabani, the deputy head of the General Intelligence Directorate, was among those killed when a truck bomb exploded outside a children's pre-school in the central city of Rabat. A spokesman for the Rabat provincial government says Zabani's motorcade was passing by the school when the explosion occurred.

Zabani's funeral is schedule to be held tomorrow at Ijad's Azar Mosque with many of the country's top leadership expected to be in attendance.

President Hamid Najibullah, speaking after an emergency meeting of the State National Security and Defense Council, accused Kurdish separatist groups of carrying out the attack and warned security forces would deal "forcefully" with those threatening the unity of the Islamic Republic.

RDP presidential candidate Abdul Ali Jatani condemned the attack and expressed his "deepest sorrow" over the death of Major-General Zabani in a statement posted on his website.

Parliament Speaker announces plans to hold early elections

The parliament has begun preparations to dissolve itself and hold early legislative elections by the end of the month, the parliamentary speaker announced, prompting a rebuke from the opposition. Speaking at a schedule news conference, Majilis Speaker Mustafa Halil al-Jafari said the decision was made following discussion between the ruling Revolutionary Democratic Party and its partners around the country. Jafari says the move is to ensure legitimacy for the upcoming presidential elections in March and urged opposition parties to support the decision.

Parliamentary elections were tentatively scheduled for May of 2011, but parliament can dissolve itself early if it so chooses.

The opposition quickly criticized the move, accusing the ruling party and outgoing President Hamid Najibullah of trying to undermine legislative business. Hezb-e-Eqtedar-e-Mili (National Sovereignty Party) MP Bakar Khan, a member of parliament's government affairs committee, urged the RDP to reconsider its decision and hinted that opposition parties may boycott the upcoming elections if its demands for changes to election laws are not passed before hand.

RDP presidential candidate Abdul Ali Jatani announced his support for the parliament's decision in a statement released by his office.

Aside from parliamentary elections, Jafari confirms a scheduled constitutional referendum will also be held on the same day, which has yet to be determined.
